Nursing/Midwifery School
Management and Implementation Guidelines
- In reference to the ministerial decision on the Nursing and Midwifery Regulation, No. 656/MoH, dated 20 June 2007
The Minister of Health issues the following guidelines;
Chapter 1. General Provisions
Article: 1. Purposes
These guidelines are details of the principles and rules for the
implementation of the relevant ministerial decision No. 656/ MoH, signed
on June 20, 2007: the Nursing and Midwifery Regulations.
Article: 2. School regulations
Nursing and midwifery educational institutions (hereinafter referred to as
NMEI) shall establish rules for the management of schools.

• Name of the institution;
• Certificate title;
• Student admission capacity;
• Duration of the course;
• Academic terms and vacations;
• Curriculum;
• Performance evaluation, transcripts and certificates;
• Matters of entrance/withdrawal/absence/graduation;
• Teachers organization;
• Management meetings for related matters;
• Healthcare for students;
• Tuition;
• Entrance and other fees.
Article: 3. Other necessary rules
All NMEI shall establish the necessary students’ rules, examination rules,
library rules, dormitory rules, canteen rules, etc.
Chapter 2. Nursing and Midwifery educational institutions
Article: 4. Nursing and Midwifery educational institutions
4.1. NMEI shall provide nursing educational programs authorized by the Ministry
of Health (hereinafter referred to as the MOH) and Ministry of Education
(hereinafter referred to as the MOE).
NMEI are:

• College of Health and Technology
• Oudomxay Public Health School
• Luangprabang Public Health School
• Vientiane Provincial School of Nursing
• Khammuane Public Health School
• Savannakhet Public Health School
• Champasak Public Health School
• The new NMEI authorized by the MOH
Article: 5. Responsibilities of the Department of Organization and Personnel and
Provincial Health Offices
5.1. Overall responsibilities of the Department of Organization and Personnel
DOP, shall include scrutinizing and proposing to the MOH and MOE as
follows:
5.1.1. Establish NMEI;
5.1.2. Accredit course programs;
5.1.3. Recommend student admissions;
5.1.4. Appoint teachers for nursing subjects, clinical practice coordinators,
responsible persons for clinical practice and clinical practice
instructors;
5.1.5. Appoint a committee for decisions on final examinations;
5.1.6. Acknowledge examination results;

5.1.7. Nominate students, who are government staff, to work in certain
places;
Besides the above, the DOP will have the following responsibilities:
5.1.8. Put the seal and sealing number on both graduate certificates and
transcripts for students;
5.1.9. Manage macro level of technical administration;
5.1.10. Guarantee the quality of nursing and midwifery education;
5.1.11. Develop and evaluate curricula;
5.1.12. Advise the NMEI with regard to materials for learning and teaching;
5.1.13. Make and implement plans for training of teachers in NMEI;
5.1.14. Support NMEI in making training plans for staff, work and budget
plans, and implementing these;
5.1.15. Supervise, monitor and evaluate implementation based on teaching
plans;
5.1.16. Support NMEI in making bi-annual and annual reports;
5.1.17. Support NMEI in producing teaching manuals and conducting
research:
5.2. Responsibilities of Provincial Health Offices
5
Provincial Health Offices (hereinafter referred to as PHO) have the following
responsibilities:
5.2.1. Lead political directions and support the implementation of political
activities of those NMEI within their own provinces;
5.2.2. Manage and utilize human resources;
5.2.3. Manage projects and project staff, and cooperate with other
governmental and private sector organizations, both internal and
external, that have been approved by the MOH;
5.2.4. Propose to the MOH to create, transfer or cancel the positions of
director, deputy director(s), full-time nursing teachers who teach
nursing professional subjects at those NMEI within their own
provinces;
5.2.5. Appoint new employees, make appraisals, promotions, levels and
grades of salaries, and transfer, dismiss or penalize staffs at those
NMEI within their own provinces.
Article: 6. Organizational Structure
6.1. Minimum organization structure shall consist of consultative board, technical
board, administration unit, educational affairs unit and student affairs unit.
6.2. NMEI have the right, after receiving prior approval from the MOH, to
organize other boards and units depending on their needs, in order to
implement efficiently the school’s activities.

6.3. Organizational chart
Article: 7. The functions and roles of boards and units
7.1 Consultative Board
7.1.1. The Consultative Board is the board offering consultations and
discussions on school management in order to formulate policies
and education development methodologies.
7.1.2. The Consultative Board shall consist of the director or deputy director
of DOP, representative of Training and Education Division, DOP,
director or deputy director of PHO, director or deputy director(s) of
schools, and representatives from teachers, administration unit,
educational affairs unit, student affairs unit, and mass organizations.
7.1.3. Duties are as follows;
7.1.3.1. Discuss the NMEI, with the director or deputy director of DOP
acting as chairman of the meeting;

7.1.3.2. Scrutinize and provide recommendations on tasks such as
political training, learning and teaching activities, and others
in order to ensure the unity of all officials and teachers;
7.1.3.3. Approve plans and summary reports for each month, and
acknowledge other reports submitted to the director;
7.1.3.4. Scrutinize and make comments on the improvement of the
school’s organizational structure.
7.2. Technical Board
7.2.1. The Technical Board is the council for educational matters and has
the duty to assist the director.
7.2.2. It shall consist of the deputy director for technical matters, chief of
educational affairs unit, administration unit and student affairs unit.
7.2.3. Duties are as follows;
7.2.3.1. Scrutinize, discuss and make recommendations on training,
work shops and seminars to improve the capability of staff
and teachers;
7.2.3.2. Scrutinize, discuss and make recommendations on
curriculum development, teaching documents and training for
students and teachers;
7.2.3.3. Arrange meetings three times a year; at the beginning and
end of the first semester, and at the end of the second
semester. If necessary, the Technical Board may also
convene extraordinary meetings;
7.2.3.4. Make recommendations on the rules which refer to academic
tasks;

7.2.3.5. Have consultations regarding academic tasks with the NMIE
and other related organizations.
7.3. Administration Unit
7.3.1. The Administration Unit assists the director, supervises and supports
administration of the educational institute, and is under the authority
of the director.
7.3.2. Duties are as follows;
7.3.2.1. Make weekly, monthly, annual and long term plans regarding
education institution management and report to the related
organizations;
7.3.2.2. Manage and maintain inward-outward copy files and typed
documents, and provide news and information;
7.3.2.3. Cooperate and coordinate with related organizations;
7.3.2.4. Prepare a budget, accounts, and salary plans of personnel
and student allowances;
7.3.2.5. Manage policies and welfare for personnel and students ;
7.3.2.6. Provide and maintain teaching facilities and equipment;
7.3.2.7. Ensure security, cleanliness and compliance of regulations;
7.3.2.8. Manage the institute’s official seals and the director and
deputy director’s seal;
7.4. Education Affairs Unit
7.4.1. The Education Affairs Unit is the unit for supervising and supporting
educational matters and is under authority of the deputy director for
technical matters, who has duties assigned by the director.

7.4.2. Duties are as follows;
7.4.2.1. Manage and implement the curriculum, teaching schedules
and teaching documents on theory and practice;
7.4.2.2. Provide research activities and training for improving the
technical knowledge, skills and capabilities of teachers;
7.4.2.3. Manage the demonstration room, teachers’ rooms, library
and equipment room;
7.4.2.4. Make plans, organize and guide students of clinical practice
in healthcare facilities in accordance with their field of
studies;
7.4.2.5. Summarize, evaluate, plan and conduct activities regarding
technical work;
7.4.2.6. Study, write, and disseminate all technical documents;
7.4.2.7. Study, design and utilize teaching methods.
7.5. Students Affairs Unit
7.5.1. The Student Affairs Unit is the unit for consulting on educational
matters and supporting services for students, and is under the
authority of the deputy director who has duties assigned by the
director.
7.5.2. Duties are as follows;
7.5.2.1. Study and make rules for managing students;
7.5.2.2. Register new students, and record their certificates and
transcripts after course completion, collect statistical
information and manage students’ profiles;
7.5.2.3. Manage dormitories and canteens;
7.5.2.4. Manage outdoor school activities (athletics, arts and others)

7.5.2.5. Provide counseling and direction on policies, welfare and
others for students;
7.5.2.6. Make weekly, monthly, annual and long term plans regarding
student matters, and report these to related organizations.
Article: 8. Documentation and reports on educational matters
8.1. Modified from Article 12.7. of NMR, besides making an annual activity plan
and a draft budget plan and evaluating these, the director shall summarize,
circulate, and report to MOH and PHO the implementation of activities twice
a year, at the end of March and September (Annex 1) and ‘Nursing and
Midwifery educational institution information’ once a year at the end of
September (Annex 2).
8.2. The documents relating to job descriptions and rules required for personnel
management shall be maintained in NMEI under the director’s responsibility.
Article: 9. Teachers
9.1. Full-time nursing or midwifery teachers shall take the nursing or midwifery
pedagogical training course authorized by MOH, and be certified. This will
also include nurses who have graduated in a nursing and midwifery
pedagogical training equivalent course;
9.2. Full-time nursing teachers:
9.2.1. Shall have their designation and job as per their speciality, such as
Fundamental Nursing, Mother and Child Nursing, Pediatric Nursing,
Adult and Geriatric Nursing, Community Health Nursing and
Psychiatric Nursing;

9.2.2. There shall be at least two teachers for each professional subject
being taught, and the number of teachers shall increase according
to student enrollments.
9.3. In case of only two full-time teachers for the professional subjects
mentioned above 9.2.2, one or two part-time teacher(s) shall be invited to
teach professional subjects.
9.4. A teacher shall be appointed as a full-time teacher for one course in a
NMEI.
9.5. For the general fundamental subjects such as foreign languages,
mathematics, and chemistry, it is preferable that students are taught by
professional teachers.
Article: 10. Facilities, educational equipment and materials
10.1. The size of classrooms shall be suitable for the courses and the educational
institute shall consider the student admission capacity (1.5m2/ student).
10.2. Library
10.2.1. It shall have enough space for reading and studying, bookshelves,
lockers for library users and other convenient equipment and
materials for library services.
10.2.2. NMEI shall make the library rules and appoint a full-time librarian.
10.3. Demonstration room

10.3.1. Demonstration room shall be appropriately equipped and have
enough equipment and materials for each professional subject;
10.3.2. There should be sinks for washing hands, soap, protection materials,
etc.
10.3.3. There shall be a storage room for keeping demonstration equipment
and materials.
10.4. Teachers’ room
There should be the necessary equipment for preparing lessons, such as
computers, printers, copy machines, etc.
10.5. Management of materials and equipment
Director of NMEI shall issue rules and appoint a responsible person to
manage and maintain an inventory of materials and equipment.
Chapter 3. Education Article: 11. Curriculum
NMEI shall implement two curriculums;
• Nursing Science Curriculum Technical Level (Annex 3)
• Bachelor of Nursing Science Curriculum / continuing education(Annex 3)
Besides the two curriculums mentioned above, the NMEI shall implement other
new curriculums after approval by the MOH and MOE.

Article: 12. Implementation of education
Teachers of NMEI shall make course syllabi and teaching documents for each
subject, and shall teach on schedule for the stipulated duration and stipulated
course credit.
Learning and teaching details as follows;
12.1. Teaching hours
12.1.1. Full-time nursing teachers have the responsibility to teach students
according to MOH decisions concerning teacher appointments.
12.1.2. The teaching hours for each teacher will be according to the
protocol decided by the MOH and MOE.
12.2. Learning experience
12.2.1. Emphasize to students the need to be competent (knowledge, skills)
and have the right attitude.
12.2.2. Emphasize the importance of four dimensions of nursing services
such as illness prevention, healthcare promotion, health recovery
and rehabilitation.
12.2.3. The areas of learning experience are to emphasize on clinical
practice in hospitals and work in communities.
12.2.4. The target groups of the clinical practice for students are individuals,
families and communities.

12.3. According to teaching plans, the teaching methods chosen shall relate to
teaching contents, lectures, seminars, brain storming, discussions, debates,
group work, demonstrations, role play etc.
12.4. The stipulation of clinical practice hours will be according to the clinical
practice plans and conditions of clinical practice in healthcare facilities.
12.5. The number of students in each class;
Principally, the number of the students in one class shall not exceed 60
persons; however, it depends on specific educational occasions.
12.6. Lecture plan (Teaching plan)
12.6.1. A lecture plan is each teacher’s detailed teaching plan on the title of
lectures.
12.6.2. Lecture plan contains
• The title of the subject;
• The title of the lecture;
• The time line of lecture;
• General objective;
• Specific objective;
• Contents of lecture;
• Educational equipment;
• Teaching methods;
• Evaluation and summary.
12.7. Clinical practice plan

Clinical practice plan is the study plan, both theory and practice, for students
to practice at hospitals, communities and healthcare facilities according to
plans identified in the curriculums.
12.7.1. Teachers shall make clinical practice plans with clinical practice
instructors to set the objectives and practice requirements of clinical
practice for students.
12.7.2. Clinical practice instructors shall make supervision plans according
to the purpose and practice requirements.
Supervision plans shall include activities as follows:
• Orientation
• Pre-post conference;
• Nursing rounds;
• Bedside teaching;
• Case studies;
• Providing health education;
• Consultation, etc.
Article: 13 Clinical practice
13.1. Clinical practice coordinators at NMEI
The clinical practice coordinator shall be the head or deputy head of nursing
division who has the duty to manage and set clinical practice plans.
13.1.1. The clinical practice coordinators have the following roles;
13.1.1.1. Prepare entire clinical practice documents of NMEI;

13.1.1.2. Contact and inform responsible persons of the clinical practice
facilities;
13.1.1.3. Hold coordination meetings ( at least twice, at the beginning
and on completion of clinical practice ) and collaborate with
the responsible person(s) at the clinical practice facilities;
13.1.1.4. Follow up and evaluate teachers’ activities;
13.1.1.5. Attend student evaluations;
13.1.1.6. Hold evaluation meetings with all concerned people.
13.2. Teachers (at NMEI)
13.2.1. Teachers have the following roles for clinical practice;
13.2.1.1. Collaborate with clinical practice instructors;
13.2.1.2. Assign patients to students for clinical practice;
13.2.1.3. Teach, give suggestions, consult, monitor, evaluate and assist
students;
13.2.1.4. Report outcomes of clinical practice to clinical practice
coordinators.
13.3. The subjects of clinical practice
The subjects of clinical practice are as follows;
• Fundamental Nursing
• Mother and Child Health Nursing
• Pediatric Nursing
• Adult and Geriatric Nursing
• Community Health Nursing
• Psychiatric Nursing

13.4. Clinical practice manual
13.4.1. Clinical practice manual is the document of goals to demonstrate
general areas of clinical practice in order to assist students,
teachers and healthcare providers.
13.4.2. Clinical practice manuals shall consist of objectives, goals,
contents, methods, evaluation and reporting forms for each subject.
13.5. Criteria of clinical practice hospitals
13.5.1. Nursing organization in a hospital is the one organization that is
under the responsibility of the hospital director.
13.5.1.1. Have clear policies and objectives for nursing;
13.5.1.2. Have clear organizational structure and job descriptions for
nursing;
13.5.1.3. Apply nursing standards and nursing manuals;
13.5.1.4. Have a responsible person for clinical practice;
13.5.1.5. Appoint at least two clinical practice instructors in one ward;
13.5.1.6. Set the ratio of nurses and midwives appropriate with the
number of students;
13.5.1.7. Be available for a maximum of ten students to practice in one
nursing unit at a time.
13.6. Duties of responsible persons for clinical practice (at clinical practice
hospitals)
Responsible persons shall be the head or deputy head of nursing division in
central hospitals, the head or deputy head of nursing section in regional and
provincial hospitals, and the head or deputy head of nursing units in district

hospitals.
13.6.1 Responsible persons shall have following roles for clinical practice;
13.6.1.1. Facilitate clinical practice at clinical practice hospitals;
13.6.1.2. Cooperate with clinical practice coordinators in order to
make plans and manage clinical practice;
13.6.1.3. Cooperate with clinical practice coordinators to hold
coordination meetings;
13.6.1.4. Assign duties, give guidance to, facilitate and consult with
clinical practice instructors;
13.6.1.5. Cooperate with clinical practice coordinators to hold
evaluation meetings.
13.7. Clinical practice instructors at clinical practice hospitals
13.7.1. Clinical practice instructors have the following roles;
13.7.1.1. Teach, give suggestions, consult, monitor, evaluate and
assist the students;
13.7.1.2. Cooperate with teachers of NM educational institutions;
13.7.1.3. Be responsible for clinical practice within the unit/section;
13.7.1.4. Facilitate clinical practice effectively and efficiently;
13.7.1.5. Ensure patient safety;
13.7.1.6. Report clinical practice results to the responsible person.
13.7.2. Criteria of the clinical practice instructors are as follows;
13.7.2.1. Have adequate knowledge and skills of specialized areas in
the field of nursing and midwifery;

13.7.2.2. Have completed clinical instructor’s courses organized or
authorized by the MOH;
13.7.2.3. Have clinical experience in the field of nursing or midwifery of
at least three years;
13.7.2.4. One shall have a diploma or higher qualification, in the field
of nursing or midwifery.
13.8. Continuing training for nurses and midwives in clinical practice hospitals
Continuing training is a learning experience according to training plans in
order to provide the knowledge and skills of nursing and midwifery.
Hospitals which provide clinical practice shall make training plans to assist
nurses and midwives to be competent and improve the quality of nursing
services.
13.9. Monitoring and evaluation of clinical practice
Teachers have a responsibility to monitor and evaluate students’ clinical
practice in collaboration with clinical practice instructors and responsible
persons in clinical practice hospitals.
13.9.1. Monitoring
Monitoring shall be defined as the process of controlling, reviewing and
implementing plans in order to evaluate the efficiency and effectiveness of
clinical practice.
13.9.2. Evaluation
Evaluation is the activity that is related to the conduct of educational plans
according to the curriculum, comparing success in quantity and quality, and

which affects students, teachers and students’ families in their objectives
and targets.
The results of evaluation will be essential to reviewing and improving policy
plans and future educational plans.
Article: 14 Conditions for taking examinations
14.1. Students shall register and attend the subject/ course for 80% of the total
academic hours required by the course.
14.2. Student shall be graded for attitude and must have a minimum grade C;
14.3. In case students have proper reasons for being unable to take
examinations, they shall have to submit proposal letters to the director of
the school for permission to sit at the next examination.
Article: 15 Evaluation and graduation
15.1 Evaluation of school (academic) year
NMEI shall evaluate if students have completed the subjects in the
academic year.
15.2 Evaluation of school subjects (theory)
15.2.1. During each academic semester, NMEI shall conduct an evaluation
of each school subject, at least once a semester.
15.2.2. Subject teachers have the responsibility to determine the time and
options for assessing subjects.

15.2.3. The assessment will be conducted by written, oral, individual or
group reports.
15.3. Evaluation of clinical practice
15.3.1. A student’s clinical performance will be evaluated by different types
of methods such as written, oral, practical, or a combination of all
three.
15.3.2. Students must meet all targets of NMEI for completion of clinical
practice.
15.4. The decision for the examination results shall be based on the rules of
evaluation and scoring as follows;
For Bachelor degree and Diploma of technical nursing science, we shall
utilize the following system;
Grade meaning Score
A Excellent 4.0
B+ Very good 3.5
B Good 3.0
C+ Fairly good 2.5
C Fair 2.0
D+ Poor 1.5
D Very poor 1.0
F Fail 0

Evaluation is the fundamental monitoring of the results of studying and
teaching for each subject or course. The minimum score should be grade
D.
Grade F (Fail) is considered for the following;
1) The students took examination and could not pass.
2) The student was absent without authorization or reason.
3) The student did not follow the rules for taking
examinations and was considered failed according to
school rules.
15.5. Evaluation of graduation
15.5.1. Students
Students shall have successfully completed all prescribed subjects of
the curriculum.
15.5.2. Nursing and midwifery educational institutions
15.5.2.1. Shall hold the graduation committee meeting in order to
indicate the results of the final examination and graduation.
15.5.2.2. Shall notify to students the result of the examination or
transcript for each term.
15.5.2.3. Shall propose to the MOH to make a decree appointing the
examination and graduation committee, and recognize the
results of the examination with the attached files of the report
on the graduation meeting and transcripts.

15.6. For the implementation of measurements and evaluations, nursing
educational institutions shall be able to implement according to the annual
and final examination rules of the MOH and MOE.
Chapter 4 Final provisions
Article: 16. Assign DOP as the organization to manage the implementation of
the Nursing/ Midwifery School Management Guidelines.
Article: 17. Both governmental and private NMEI shall modify any ordinances of
school management that were authorized previously to be
compatible with the new MOH guidelines.
Article: 18. The Director of MOH Cabinet Office, DOP, and organizations
concerned shall follow these nursing/ midwifery school management
guidelines as their roles and functions.
Article: 19. Some regulations of school management that are contrary to the
Nursing/ Midwifery School Management Guidelines are hereby
abrogated.
Article: 20. These Nursing/ Midwifery School Management Guidelines shall
come into force immediately after its promulgation by the MOH.
