SRSCRO FY2013 FINANCIAL STATUSAs of June 30, 2013
The U.S. Court of Appeals for the D.C.Circuitruled2-1inAugustthattheNuclearRegulatory Commission must resume itsconsiderationoftheDepartmentofEnergy'slicenseapplicationforYuccaMountain.Thiswas the result of a federal lawsuit filed byAiken County, Washington State, and thestate of South Carolina and others. Thedecision that the Nuclear RegulatoryCommission was violating Federal law bydelayingadecisionontheproposednuclearwastedumpatYuccaMountainwaspositivenewstotheSRSCRO.
Although not part of the lawsuit, thepotential fate of Yucca Mountain was a
focusoftheSRSCRObackin2009whentheSRSCROinitiatedapubliceducationand community consensus campaign onthesubject.Thisculminatedinamorningpress conference at the National PressClub inWashington,DC inApril 2010,wheretheSRSCROpresented20stronglyworded resolutions from political andeconomic development entities rangingfrom the South Carolina House ofRepresentativestochambersofcommerceandsmalltownsneartheSavannahRiverSiteobjectingtotheFederalGovernment’sdecisiontoabandonYuccaMountainasitspreferredoptionfornuclearwastestorage.

TheSRSCROhostedacommunity foruminJulyof thisyear,where some100 local citizensgatheredat theAikenTechnicalCollege Amphitheater to hear top Department of Energyofficials lay out a less-than-optimistic scenario for fundingSavannahRiverSiteoperationsforthecoming2014fiscalyear.
SRSCROImmediatePastChairJ.DavidJameson,presidentoftheGreaterAikenChamberofCommerce,setthetoneforthetwo-hour briefing, calling the Savannah River Site the singlemost important economic driver of this five-county region ofSouthCarolinaandGeorgia.
ButDOESiteManagerDr.DavidMoodytoldthegroupSRSmay have to cut asmany as 600 jobs from itsworkforce as aresultofaproposed$100millionfederalbudgetcutforFY2014.Heput themostpositive spinon the circumstancesby saying“Wechallengeourselvestoaccomplishthemostwecanwiththedollarsweget,”Moodysaid.

AsstipulatedintheAssetTransitionProgram(ATP)agreementbetweenDOEandtheSRSCRO,alloftheproceedsgeneratedfromtheconversionofassetstocashmustbeinvestedbackintothe community and that they are to be closely monitored toassure they are used in support of clearly-defined communityeconomic development purposes, in the context of localoperationalandeconomicrealities.DuetothepositivefinancialstrengthoftheATP,theSRSCROdecidedtodisbursesomeofthesefunds.
The SRSCRO’s NuclearWorkforceInitiative(NWI®)continues to promote andexpand nuclear workforcedevelopment capabilities by
facilitating integrated partnerships between nuclear employersand educational and training entities. Eight local nuclearemployersmetwithSRSCROBoardMembersduringtheyeartodiscussthecurrentnuclearemploymentoutlook.Employerscontinuetoconveyasteadylong-termneedforemployeeswithparticular skills, and the anticipation is that this need willcontinueasthecurrentworkforcemovestowardretirementandsectors of the nuclear industry grow.Educational and trainingprogramsintheregioncontinuetoalignwithnuclearemployerneedsasaresultofthiscollectivedialogue.
Through NWI® five local colleges in the two-state regioncontinue the collaborative program titled Advancing NuclearSkillsRegionally(ANSR).ThisprogramreceiveditsthirdyearoffundingfromtheDepartmentofEnergybringingthetotal fortheANSRgrant to$2.75M.Asa result, sevennewprogramscontinuedevelopment and implementationofnuclear trainingand education programs for the region. Approximately 280
students are currently enrolled in these programs, whichcomplementotherexistingnuclearprogramsinthecommunity.
Nuclearemployerneedsandinformationaboutlocaleducationprograms is conveyed throughNWI® participation in regionalteacher workshops and local workforce and educationorganizations. NWI® is also active in state and nationalworkforcedevelopmentorganizations.
The fourth NWI® Academywas conducted in the regionduring the year at AikenTechnical College. Theprogramprovides experientiallearning for low incomeyoungadultsandhasledtoanincrease incollegeenrollmentfor these students. TheTechnology Association of
Georgia (TAG) recognized the importance of the program bynaming the NWI® Academies as a 2013 Science,Technology,EngineeringandMath(STEM)AwardFinalist.
NWI® Addresses Workforce Needs
My two-year term as Chair of the SRSCommunityReuseOrganization(SRSCRO)comes to a close this year. As it does, Iwouldliketosharethefollowing:"A man is but the product of histhoughts. Whathethinks,hebecomes." –MahatmaGandhiThisisapowerfulquote.Ittellsusthatifwe think positively, we're likely to enjoy
positiveresults.Negativethinking,ontheotherhand,canleadtooutcomeswedon'twant.Therehasbeensomuchnegativityregardingcurrentevents;suchasbudgetsshortfalls,governmentshutdowns,andlocallayoffsandfurloughs;Iwanttoemphasizesomepositivesforyourconsideration.This by nomeans over shadows the not-so-wonderful eventsandtheirimpactsinourcommunity.ThesenegativeeventsarerealandtheneedtotakeactionisaSRSCROpriority.However,weneedtoavoidlettingfearbecomethecommunity’sdominantemotion.Today, I am pleased to report the significant strides theSRSCROhasmade this past year.Whilemore remains to bedone, in this report you will find a few of last year’s keyachievements.Wearegettingalotofthings“right”andhavethe“rightstuff ”totackletheobstaclesahead.Let’stakealooknowatwhatis“right”andworktode-emphasizethenegativeandre-emphasizethepositive.
The right foundationWe are well positioned financially, with an establishedinvestment portfolio and a strong cash flow. Those essentialstrengths comprise a firm foundation for any non-profitorganization.This year, we took proactive steps to help fundeconomicdevelopmentinitiativesintheSRSCROregion.The right peopleWehaveaveryengagedBoardofDirectorsandadedicatedandhardworkingstaff.Inaddition,wehavethesupportofregionalstakeholdersandpartners,likeyou.The right valuesWehavevalues,whichcanbeseeninourBy-Laws,thatguideouractionsandshapeourdecisions.Whileweviewourvaluesasan internal compass,wealso realize that living thosevaluesbecomesapparenttoallinourcommunity.The right focusWe are focus on the future and providing solutions to thepending negative community impacts. This will beaccomplished through the extremely capable leadershipofDr.SusanWinsor,whowillbetheSRSCROChairforthenexttwoyears;hersecondtimeinthisleadershiprole.Asalways,Iwouldliketothankourdirectorsfortheircounseland guidance throughout the past two years. I am proudlyreminded eachdayof the commitment to excellence that ourstaffdisplays.ItisthesepositiveattributesfromtheBoardandStaffthatyoucancountonwithconfidence.
Program Funding
InMarchofthisyeartheSRSCROpubliclyreleasedastudytoprovideleadersinthefivecountyregioninSouthCarolinaandGeorgia represented by the SRSCRO with informationnecessarytodeterminewhatresourcestheregionhasavailabletoparticipateinanationalsolutionformanagingtheback-endofthefuelnuclearcycle.The study followed the BRC’s call for a new, consent-basedapproach to siting future nuclear waste management facilities.Thescopeofthestudywastohelpanswerthefollowingquestion:Should a five-county region surrounding the Department ofEnergy’s Savannah River Site use its assets to help providesolutionstomanagingthenation’sfuelcycle?Ifso,whataretheterms and conditions under which we the community wouldagreetoparticipate?
Withthestudynowcomplete,theSRSCROBoardofDirectorsis considering its role in helping to develop a comprehensiveplanaimedatbuildingcommunityconsensusabouthostingfuelcycle-relatedactivities.
Fuel Cycle Study
National Focus for Nuclear Science Celebration
Through an agreement with the department of Energy, the SRSCommunity Reuse Organization is the designated agency fordonationofexcess/surplusmaterialnolongerneededforSavannahRiver Site operations. In FY2013, the program returnedapproximately$514,062totheSRSCRO.
Thissurplusmaterial is firstmadeavailabletoorganizationswhichcreatejobs,increaseeconomicdevelopmentcapacity,orimprovethequalityoflifeinthetwo-state,five-countyregion.Recipientsmaybelocal governments, non-profit organizations or private businesses.Groups have 30 days after surplus material is made available torequestitemsatveryreasonableprices.After30days,ifnotclaimedforeconomicdevelopmentpurposes,thematerialisthenreleasedtobe sold to thepublicon theopenmarket.Proceeds from sales areused to defray expenses in operating the program and for use ineconomicdevelopmentprojectsintheregion.
In addition, the SRSCROcontinued to self-performsomeasset removalprojectsunder DOE’s real estatelicense agreement. Thelargest of these was the 10plusmilesofabandonedrailroad line removal whichincludedover2,000tonsofrailsandalloftheassociated
“good”and“bad”tiesandtherockballast.TheSRSCROwasalsoinvolvedintheremovaloftrailersfromA-AreaandtheremovalofequipmentfromtheL-Areamachineshop.
Similar to the SRSCROAssetTransition Program, proceeds fromsalesoftheremovedpropertyareusedtodefrayexpensesassociatedwith the removal with any remaining funds for use in economicdevelopmentandeducationalprojectsintheregion.
Asset Transition Program
In FY2013, the Asset Transition Program returnedapproximately $430,335 in revenue to the SRSCRO.
“Long gone are the days where youcan show an industrial prospect afield and tell them this is wheretheir facility could be built.Industrial prospect today requirenecessary infrastructure (roads,water, sewer) be in place beforethey even consider a site. Thesefunds that the SRS CRO willallocate will help insure all sites weare marketing are ready fordevelopment.”

During theweekofOctober21-25,2013communitiesacrossthenation celebratednuclear sciencecontributions as part of the 4thannualNationalNuclear ScienceWeek.The SRSCRO regionwasselected as the nation’s focus to
recognize how nuclear science plays a vital role in the lives ofAmericansandtheworld,andtheSRSCROhadtheleadershiproleincoordinatingtheweek’sactivities.
Advancesinnuclearscienceandtechnologywereondisplaythrougheventsthatconnectededucatorsandlocalstudentswithregionalandnational expertise in the nuclear industry. Activities included aNuclear Workforce Education Day, Facility Tours and EducationDays.Theregionisclearlyrecognizedasanucleartechnologyleaderinenergy,nuclearscienceapplicationsandnuclearmedicine.Localindustry experts from every aspect of nuclear science helpedcommunicatethemanyfutureopportunitiesavailableinthenuclearfield.Morethan1500students,25companiesandorganizationsand50volunteerswereactivelyinvolvedintheweek.
Mr. James Walther commented on the week, “As Director of theNationalMuseumofNuclearScience&HistoryandNationalSteeringCommitteeChair, Iwas so honored to be invited to visit the SouthCarolinaandGeorgiaregionalcelebrationofNationalNuclearScienceWeek. The team based atSavannahRiverSiteCommunityReuseOrganizationdidasuperbjob of planning a vibrant andvaried menu of learning anddialogue opportunities for thecommunity.This event was thelargest yet organized for theannuallargenationalcelebrationcomponent. Thanks to theSRSCRO team and its manyregional partners for such avaluable chance to ‘get toknownuclear’.”
