Circuitruled2-1inAugustthattheNuclear Regulatory Commission must resume its considerationoftheDepartmentofEnergy's licenseapplicationforYuccaMountain.This was the result of a federal lawsuit filed by Aiken County, Washington State, and the state of South Carolina and others. The decision that the Nuclear Regulatory Commission was violating Federal law by delayingadecisionontheproposednuclear wastedumpatYuccaMountainwaspositive newstotheSRSCRO. Although not part of the lawsuit, the potential fate of Yucca Mountain was a focusoftheSRSCRObackin2009when theSRSCROinitiatedapubliceducation and community consensus campaign on thesubject.Thisculminatedinamorning press conference at the National Press Club inWashington, DC in April 2010, wheretheSRSCROpresented20strongly worded resolutions from political and economic development entities ranging from the South Carolina House of Representativestochambersofcommerce andsmalltownsneartheSavannahRiver SiteobjectingtotheFederalGovernment’s decisiontoabandonYuccaMountainasits preferredoptionfornuclearwastestorage. SRSCRO FY2013 FINANCIAL STATUSAs of June 30, 2013

­­The­ U.S.­ Court­ of­ Appeals­ for­ the­ D.C.Circuit­ruled­2-1­in­August­that­the­NuclearRegulatory­ Commission­ must­ resume­ itsconsideration­of­the­Department­of­Energy'slicense­application­for­Yucca­Mountain.­Thiswas­ the­ result­ of­ a­ federal­ lawsuit­ filed­ byAiken­ County,­ Washington­ State,­ and­ thestate­ of­ South­ Carolina­ and­ others.­ Thedecision­ that­ the­ Nuclear­ RegulatoryCommission­ was­ violating­ Federal­ law­ bydelaying­a­decision­on­the­proposed­nuclearwaste­dump­at­Yucca­Mountain­was­positivenews­to­the­SRSCRO.

Although­ not­ part­ of­ the­ lawsuit,­ thepotential­ fate­ of­ Yucca­ Mountain­ was­ a

focus­of­the­SRSCRO­back­in­2009­whenthe­SRSCRO­initiated­a­public­educationand­ community­ consensus­ campaign­ onthe­subject.­This­culminated­in­a­morningpress­ conference­ at­ the­ National­ PressClub­ in­Washington,­DC­ in­April­ 2010,where­the­SRSCRO­presented­20­stronglyworded­ resolutions­ from­ political­ andeconomic­ development­ entities­ rangingfrom­ the­ South­ Carolina­ House­ ofRepresentatives­to­chambers­of­commerceand­small­towns­near­the­Savannah­RiverSite­objecting­to­the­Federal­Government’sdecision­to­abandon­Yucca­Mountain­as­itspreferred­option­for­nuclear­waste­storage.­

The­SRSCRO­hosted­a­community­ forum­in­July­of­ this­year,where­ some­100­ local­ citizens­gathered­at­ the­Aiken­TechnicalCollege­ Amphitheater­ to­ hear­ top­ Department­ of­ Energyofficials­ lay­ out­ a­ less-than-optimistic­ scenario­ for­ fundingSavannah­River­Site­operations­for­the­coming­2014­fiscal­year.­

SRSCRO­Immediate­Past­Chair­J.­David­Jameson,­president­ofthe­Greater­Aiken­Chamber­of­Commerce,­set­the­tone­for­thetwo-hour­ briefing,­ calling­ the­ Savannah­ River­ Site­ the­ singlemost­ important­ economic­ driver­ of­ this­ five-county­ region­ ofSouth­Carolina­and­Georgia.­

But­DOE­Site­Manager­Dr.­David­Moody­told­the­group­SRSmay­ have­ to­ cut­ as­many­ as­ 600­ jobs­ from­ its­workforce­ as­ aresult­of­a­proposed­$100­million­federal­budget­cut­for­FY2014.He­put­ the­most­positive­ spin­on­ the­ circumstances­by­ saying“We­challenge­ourselves­to­accomplish­the­most­we­can­with­thedollars­we­get,”­Moody­said.

As­stipulated­in­the­Asset­Transition­Program­(ATP)­agreementbetween­DOE­and­the­SRSCRO,­all­of­the­proceeds­generatedfrom­the­conversion­of­assets­to­cash­must­be­invested­back­intothe­ community­ and­ that­ they­ are­ to­ be­ closely­ monitored­ toassure­ they­ are­ used­ in­ support­ of­ clearly-defined­ communityeconomic­ development­ purposes,­ in­ the­ context­ of­ localoperational­and­economic­realities.­Due­to­the­positive­financialstrength­of­the­ATP,­the­SRSCRO­decided­to­disburse­some­ofthese­funds.

The­ SRSCRO’s­ NuclearWorkforce­Initiative­(NWI®)continues­ to­ promote­ andexpand­ nuclear­ workforcedevelopment­ capabilities­ by

facilitating­ integrated­ partnerships­ between­ nuclear­ employersand­ educational­ and­ training­ entities.­ Eight­ local­ nuclearemployers­met­with­SRSCRO­Board­Members­during­the­yearto­discuss­the­current­nuclear­employment­outlook.­Employerscontinue­to­convey­a­steady­long-term­need­for­employees­withparticular­ skills,­ and­ the­ anticipation­ is­ that­ this­ need­ willcontinue­as­the­current­workforce­moves­toward­retirement­andsectors­ of­ the­ nuclear­ industry­ grow.­Educational­ and­ trainingprograms­in­the­region­continue­to­align­with­nuclear­employerneeds­as­a­result­of­this­collective­dialogue.

Through­ NWI®­ five­ local­ colleges­ in­ the­ two-state­ regioncontinue­ the­ collaborative­ program­ titled­ Advancing­ NuclearSkills­Regionally­(ANSR).­This­program­received­its­third­year­offunding­from­the­Department­of­Energy­bringing­the­total­ forthe­ANSR­grant­ to­$2.75­M.­As­a­ result,­ seven­new­programscontinue­development­ and­ implementation­of­nuclear­ trainingand­ education­ programs­ for­ the­ region.­ Approximately­ 280

students­ are­ currently­ enrolled­ in­ these­ programs,­ whichcomplement­other­existing­nuclear­programs­in­the­community.

Nuclear­employer­needs­and­information­about­local­educationprograms­ is­ conveyed­ through­NWI®­ participation­ in­ regionalteacher­ workshops­ and­ local­ workforce­ and­ educationorganizations.­ NWI®­ is­ also­ active­ in­ state­ and­ nationalworkforce­development­organizations.

The­ fourth­ NWI®­ Academywas­ conducted­ in­ the­ regionduring­ the­ year­ at­ AikenTechnical­ College.­ Theprogram­provides­ experientiallearning­ for­ low­ incomeyoung­adults­and­has­led­to­anincrease­ in­college­enrollmentfor­ these­ students.­ TheTechnology­ Association­ of

Georgia­ (TAG)­ recognized­ the­ importance­ of­ the­ program­ bynaming­ the­ NWI®­ Academies­ as­ a­ 2013­ Science,­Technology,Engineering­and­Math­(STEM)­Award­Finalist.

NWI® Addresses Workforce Needs

My­ two-year­ term­ as­ Chair­ of­ the­ SRSCommunity­Reuse­Organization­(SRSCRO)comes­ to­ a­ close­ this­ year.­ As­ it­ does,­ Iwould­like­to­share­the­following:"A­ man­ is­ but­ the­ product­ of­ histhoughts. What­he­thinks,­he­becomes." –Mahatma­GandhiThis­is­a­powerful­quote.­It­tells­us­that­ifwe­ think­ positively,­ we're­ likely­ to­ enjoy

positive­results.­Negative­thinking,­on­the­other­hand,­can­leadto­outcomes­we­don't­want.­There­has­been­so­much­negativityregarding­current­events;­such­as­budgets­shortfalls,­governmentshutdowns,­and­local­layoffs­and­furloughs;­I­want­to­emphasizesome­positives­for­your­consideration.­This­ by­ no­means­ over­ shadows­ the­ not-so-wonderful­ eventsand­their­impacts­in­our­community.­These­negative­events­arereal­and­the­need­to­take­action­is­a­SRSCRO­priority.­However,we­need­to­avoid­letting­fear­become­the­community’s­dominantemotion.­Today,­ I­ am­ pleased­ to­ report­ the­ significant­ strides­ theSRSCRO­has­made­ this­ past­ year.­While­more­ remains­ to­ bedone,­ in­ this­ report­ you­ will­ find­ a­ few­ of­ last­ year’s­ keyachievements.­We­are­getting­a­lot­of­things­“right”­and­have­the“right­stuff ”­to­tackle­the­obstacles­ahead.­Let’s­take­a­look­nowat­what­is­“right”­and­work­to­de-emphasize­the­negative­and­re-emphasize­the­positive.

The right foundationWe­ are­ well­ positioned­ financially,­ with­ an­ establishedinvestment­ portfolio­ and­ a­ strong­ cash­ flow.­ Those­ essentialstrengths­ comprise­ a­ firm­ foundation­ for­ any­ non-profitorganization.­This­ year,­ we­ took­ proactive­ steps­ to­ help­ fundeconomic­development­initiatives­in­the­SRSCRO­region.The right peopleWe­have­a­very­engaged­Board­of­Directors­and­a­dedicated­andhardworking­staff.­In­addition,­we­have­the­support­of­regionalstakeholders­and­partners,­like­you.The right valuesWe­have­values,­which­can­be­seen­in­our­By-Laws,­that­guideour­actions­and­shape­our­decisions.­While­we­view­our­valuesas­an­ internal­ compass,­we­also­ realize­ that­ living­ those­valuesbecomes­apparent­to­all­in­our­community.­The right focusWe­ are­ focus­ on­ the­ future­ and­ providing­ solutions­ to­ thepending­ negative­ community­ impacts.­ This­ will­ beaccomplished­ through­ the­ extremely­ capable­ leadership­of­Dr.Susan­Winsor,­who­will­be­the­SRSCRO­Chair­for­the­next­twoyears;­her­second­time­in­this­leadership­role.­As­always,­I­would­like­to­thank­our­directors­for­their­counseland­ guidance­ throughout­ the­ past­ two­ years.­ I­ am­ proudlyreminded­ each­day­of­ the­ commitment­ to­ excellence­ that­ ourstaff­displays.­It­is­these­positive­attributes­from­the­Board­andStaff­that­you­can­count­on­with­confidence.

Program Funding

In­March­of­this­year­the­SRSCRO­publicly­released­a­study­toprovide­leaders­in­the­five­county­region­in­South­Carolina­andGeorgia­ represented­ by­ the­ SRSCRO­ with­ informationnecessary­to­determine­what­resources­the­region­has­availableto­participate­in­a­national­solution­for­managing­the­back-endof­the­fuel­nuclear­cycle.The­ study­ followed­ the­ BRC’s­ call­ for­ a­ new,­ consent-basedapproach­ to­ siting­ future­ nuclear­ waste­ management­ facilities.The­scope­of­the­study­was­to­help­answer­the­following­question:Should­ a­ five-county­ region­ surrounding­ the­ Department­ ofEnergy’s­ Savannah­ River­ Site­ use­ its­ assets­ to­ help­ providesolutions­to­managing­the­nation’s­fuel­cycle?­If­so,­what­are­theterms­ and­ conditions­ under­ which­ we­ the­ community­ wouldagree­to­participate?

With­the­study­now­complete,­the­SRSCRO­Board­of­Directorsis­ considering­ its­ role­ in­ helping­ to­ develop­ a­ comprehensiveplan­aimed­at­building­community­consensus­about­hosting­fuelcycle-related­activities.­­

Fuel Cycle Study

National Focus for Nuclear Science Celebration

Through­ an­ agreement­ with­ the­ department­ of­ Energy,­ the­ SRSCommunity­ Reuse­ Organization­ is­ the­ designated­ agency­ fordonation­of­excess/surplus­material­no­longer­needed­for­SavannahRiver­ Site­ operations.­ In­ FY2013,­ the­ program­ returnedapproximately­$514,062­to­the­SRSCRO.

This­surplus­material­ is­ first­made­available­to­organizations­whichcreate­jobs,­increase­economic­development­capacity,­or­improve­thequality­of­life­in­the­two-state,­five-county­region.­Recipients­may­belocal­ governments,­ non-profit­ organizations­ or­ private­ businesses.Groups­ have­ 30­ days­ after­ surplus­ material­ is­ made­ available­ torequest­items­at­very­reasonable­prices.­After­30­days,­if­not­claimedfor­economic­development­purposes,­the­material­is­then­released­tobe­ sold­ to­ the­public­on­ the­open­market.­Proceeds­ from­ sales­ areused­ to­ defray­ expenses­ in­ operating­ the­ program­ and­ for­ use­ ineconomic­development­projects­in­the­region.­

In­ addition,­ the­ SRSCROcontinued­ to­ self-performsome­asset­ removal­projectsunder­ DOE’s­ real­ estatelicense­ agreement.­ Thelargest­ of­ these­ was­ the­ 10plus­miles­of­abandoned­railroad­ line­ removal­ whichincluded­over­2,000­tons­ofrails­and­all­of­the­associated

“good”­and­“bad”­ties­and­the­rock­ballast.­The­SRSCRO­was­alsoinvolved­in­the­removal­of­trailers­from­A-Area­and­the­removal­ofequipment­from­the­L-Area­machine­shop.

Similar­ to­ the­ SRSCRO­Asset­Transition­ Program,­ proceeds­ fromsales­of­the­removed­property­are­used­to­defray­expenses­associatedwith­ the­ removal­ with­ any­ remaining­ funds­ for­ use­ in­ economicdevelopment­and­educational­projects­in­the­region.

Asset Transition Program

In FY2013, the Asset Transition Program returnedapproximately $430,335 in revenue to the SRSCRO.

“Long gone are the days where youcan show an industrial prospect afield and tell them this is wheretheir facility could be built.Industrial prospect today requirenecessary infrastructure (roads,water, sewer) be in place beforethey even consider a site. Thesefunds that the SRS CRO willallocate will help insure all sites weare marketing are ready fordevelopment.”

During­ the­week­of­October­21-25,­2013­communities­across­thenation­ celebrated­nuclear­ sciencecontributions­ as­ part­ of­ the­ 4thannual­National­Nuclear­ ScienceWeek.­The­ SRSCRO­ region­wasselected­ as­ the­ nation’s­ focus­ to

recognize­ how­ nuclear­ science­ plays­ a­ vital­ role­ in­ the­ lives­ ofAmericans­and­the­world,­and­the­SRSCRO­had­the­leadership­rolein­coordinating­the­week’s­activities.

Advances­in­nuclear­science­and­technology­were­on­display­throughevents­that­connected­educators­and­local­students­with­regional­andnational­ expertise­ in­ the­ nuclear­ industry.­ Activities­ included­ aNuclear­ Workforce­ Education­ Day,­ Facility­ Tours­ and­ EducationDays.­The­region­is­clearly­recognized­as­a­nuclear­technology­leaderin­energy,­nuclear­science­applications­and­nuclear­medicine.­Localindustry­ experts­ from­ every­ aspect­ of­ nuclear­ science­ helpedcommunicate­the­many­future­opportunities­available­in­the­nuclearfield.­More­than­1500­students,­25­companies­and­organizations­and50­volunteers­were­actively­involved­in­the­week.­­

Mr.­ James­ Walther­ commented­ on­ the­ week,­ “As­ Director­ of­ theNational­Museum­of­Nuclear­Science­&­History­and­National­SteeringCommittee­Chair,­ I­was­ so­ honored­ to­ be­ invited­ to­ visit­ the­ SouthCarolina­and­Georgia­regional­celebration­of­National­Nuclear­ScienceWeek.­ The­ team­ based­ atSavannah­River­Site­CommunityReuse­Organization­did­a­superbjob­ of­ planning­ a­ vibrant­ andvaried­ menu­ of­ learning­ anddialogue­ opportunities­ for­ thecommunity.­This­ event­ was­ thelargest­ yet­ organized­ for­ theannual­large­national­celebrationcomponent.­ Thanks­ to­ theSRSCRO­ team­ and­ its­ manyregional­ partners­ for­ such­ avaluable­ chance­ to­ ‘get­ to­knownuclear’.”
