When Jane and I first began our search for a site for the 2016 TLA Annual Conference and CTLA Midyear Meeting back in 2012 welaid out an ambitious list of criteria for the property. For starters, it needed to be a first-class facility that would provide all the

amenities to which we have become accustomed, at a reasonable price. Next we wanted an appealing location in an area where TLA had never held a conference. Third, we were hoping for a “wow factor,” something that made the facility particularly appealing. Fourth, we wanted an area that is readily accessible yet provides a distinct local flavor. And finally, we were looking for a locale where everyone can simply relax and enjoy the time away from their hectic schedules.We are happy to report that the Hilton Sandestin Beach Golf Resort & Spa not only meets all these criteria but exceeds them. The “wow factor” is the unique sugar sand beach located just steps from the hotel. Occupying the prime location within the 2,400 acre Sandestin resort property, the hotel offers every amenity, including a world-class spa, an enormous wood deck where the pools are located, outstanding meeting facilities and excellent cuisine. The Spa Tower was completely renovated within the past year and offers attrac-tive room upgrades at reasonable rates. This exceptional property is located in the heart of Florida’s famed Emerald Coast, where old fashioned southern hospitality combines with the special ambiance of the gulf coast to provide an unforgettable experience.The educational program offers a broad array of topics of interest to transportation lawyers, featuring gifted and informative speakers addressing cutting-edge topics. But that is just the beginning – the networking opportunities and social events will make this four-day event memorable, not only for the attorney attendees, but also their spouses and guests.Golfers will enjoy the highly-rated Robert Trent Jones Jr.-designed Raven course on Tuesday, and the Baytowne Course, which stretches from the Gulf to Choctawhatchee Bay, on Wednesday. The Tennis Tournament will also take place on Wednesday at the Sandestin tennis facility. Attendees arriving early will have the option of exploring the area on their own, or perhaps chartering a boat for a mem-orable deep sea fishing experience. AirportsFort Walton Beach (VPS) services most major airlines. Driving to or from the Hilton Sandestin Beach Golf Resort & Spa is 26 miles.

There are two additional airports that service Destin if you are unable to book flights into Fort Walton Beach Airport:

Northwest Florida Beaches International Airport (ECP), Panama City – 42 miles

Pensacola International Airport (PNS), Pensacola – 64 miles

Taxi ServiceEstimated taxi fare to the hotel is $30 – $40 one way from the Fort Walton Beach (VPS) Airport.

Rental CarsMajor rental car companies are located at the airport. Renting a car is recommended even though you may have a limited need for it once you arrive at the hotel. The Hilton offers self-parking for $5 and valet parking is also available. Golf and tennis are activities that are not within walking distance. If you plan to participate in either one of these activities, you may want to consider renting a car or finding someone who has rented a car to ride over to golf or tennis. Should you decide not to rent a car or take a taxi, you may contact C2 Transportation to arrange shuttle service between the airport and the hotel. Shuttle ServiceThere is a Beach Access Express shuttle that runs continuously throughout the day between the resort and the Baytowne Wharf Village, the Grand Boulevard shopping area, the beach and other Sandestin resort attractions.

ParkingSelf-parking is discounted to $5 per day. Overnight valet park-ing is currently charged at $10 per night. These charges will be automatically added to the individual’s room.

WeatherIn the late spring, the weather in Destin ranges from upper 70s to lower 80s during the day and mid-50s to lower 60s at night. The water temperature ranges from mid-70s to low 80s during this time of year.

11:45 a.m. – 12:45 p.m. Avoiding & Resolving Ethical Dilemmas in the Practice of Transportation LawEthical dilemmas arise frequently in the everyday practice of law, although they are sometimes difficult to spot, and are often even harder to resolve. Lawyers who practice law across jurisdictional boundaries may be unaware that they could be subject to more than one set of rules of professional conduct, with potentially conflicting obligations. Defense attorneys often walk the line between duties of loyalty and care owed to the insured as their actual client, and loyalty to the insurer as a source of repeat business. In-house counsel can likewise be roped into a game of tug-of-war when they discover that their employers are engaged in dishonest, fraudulent, criminal or unlawful activities. Unintended conflicts could arise when someone in your law office receives that unsolicited email seeking legal representation, which includes far too much information, far too soon. Lawyers may sometimes feel compelled to counsel or assist their clients to do something that isn’t exactly illegal, but isn’t entirely lawful, either, in pursuance of a quick satisfactory result. How do we resolve these problems? Or, better yet: How do we avoid them? Join us for this interactive discussion!

ActivitiesGolfTLA’s annual golf tournaments will be held at the Hilton Sandestin Beach Golf Resort & Spa on two different courses. The fees of $175 on Tuesday and $140 on Wednesday include greens fees, golf cart and a boxed lunch. Clubs may be rented at the player’s expense onsite.The courses at the Hilton Sandestin Beach Golf Resort & Spa are designed to offer two distinct experiences with different play-ing characteristics. Unfortunately, they are not within walking distance. If you plan to participate, you may want to consider renting a car or finding someone who has rented a car to ride over to the golf course. The hotel has a shuttle that runs every 30-60 minutes with very limited space.On Tuesday, participants will enjoy the Raven Course, which was designed by Robert Trent Jones Jr., and was home to the 2013 NCAA Division III National Championship. It was also voted Florida’s best new course in 2000 by Florida Golf News, and ranked “#14 in Florida” by Golf Magazine. Given four-and-a-half stars by Golf Digest “Best Places to Play,” Raven Golf Club was home to a stop on the PGA Champions Tour in 2006 and 2007.On Wednesday, golfers will play the Baytowne Course, which underwent significant renovations in 2005 by its original archi-tect, Tom Jackson. This course stretches from the Gulf of Mexico to the bay, with magnificent views along the way. Home to the 2013 NCAA Division III National Championship, Baytowne Golf Club has been given four-and-a-half stars in Golf Digest’s “Best Places to Play.” Florida Golf News named it one of the “Top 100 in Florida.”

Welcome ReceptionOn Wednesday, enjoy the evening by reuniting with lifelong friends and meeting first-time attendees and new members during an extended outdoor Welcome Reception on the Sunset Deck. TennisTLA’s Annual Tennis Tournament will be held Wednesday after-noon at the nearby courts. Tennis enthusiasts will want to be sure to register for the tournament. The tennis courts are not within walking distance. If you plan to participate in tennis, you may want to consider renting a car or finding someone who has

Thursday Evening – Beach Party & BonfireOn Thursday evening, TLA will host a beach bonfire on the west beach of the resort. Come put your feet in the sand and grab your favorite cocktail while warming up near the fire. The Norfolk Southern Lawmen will provide entertainment while you dine on a Caribbean-inspired menu on the Barefoot Deck. Bring your camera for unforgettable pictures of Florida’s beautiful sunsets.

Friday Evening – TLA Annual Banquet (black-tie optional)Join us for our Annual Banquet on Friday evening. The banquet is an anticipated time to celebrate the achievements of your col-leagues as the Distinguished Service and Lifetime Achievement Awards are presented and launch us into the future as the next TLA President is inaugurated. The Cocktail Reception will be held from 6:30 – 7:15 p.m., followed by the banquet.

Saturday Evening – Choctawhatchee Bay Dinner CruisePlan to join us Saturday for a casual and relaxed evening as we board the Solaris yacht for a three-hour cocktail and dinner cruise. Deep Sea FishingAlthough this event is not being sponsored by TLA, some attendees have expressed interest in deep sea fishing. It is highly recommended that you book your fishing excursion well in advance as this activity does book up quickly. You may contact the Hilton Sandestin concierge to arrange and pay for your excursion.
