Mike, Id like to beef up the narrative in the decision package for the SPHA reductions for VIN and auto theft. The narrative states that the impacts to eliminating these programs will be dramatic and significant. By reading this, the reader is left with the question of so what?

Do we have data that shows what impact VIN and auto theft have to citizens? Ive looked at the SAF data for VIN and auto theft. Can we say we do an average of XX VIN inspections per year and this results in an average of $YY and XX vehicles recovered per year? Is there any other data that substantiates the work we do and the impact to citizens that could be added? Similar thing with Auto theft. We should show the average # of cases worked per year and the impacts of working those cases (avg # of arrests, vehicles recovered, etc.).

Also is there evidence that when a stolen vehicle is recovered, then we find that the individual has been involved in other crimes (has other stolen property, drugs, etc.)? If so, then I think we need some narrative to this effect. Maybe even a short paragraph on the auto theft case that you discussed during SAF today? What OFM and the Legislature want to know is what the impacts to citizens are if they were to eliminate these programs. This will help them to prioritize all the transportation needs statewide and decide what should be funded.

Eliminate the Vehicle Identification Number (VIN) Program 18.5 FTEs and $2,541,563 (SPHA). Reduction to support programs and the vehicle account is .5 FTE and $144,040 (SPHA): The VIN inspection program serves as a deterrent to Washingtons auto theft epidemic and ensures vehicles are safe to drive on our roadways. The State Patrol performs physical inspections on vehicles that have been rebuilt after being destroyed or declared a total loss by an insurance company. We also perform physical inspections as required on vehicles reported stolen, homemade vehicles, or other vehicles without a proper VIN, when there is a VIN discrepancy or a record dispute, when ownership is in doubt, or other special cases.

The purpose of the VIN inspections is to identify stolen vehicles with switched or altered VINs or vehicles with stolen major component parts installed. Every year VIN specialists identify and recover an average of 67 stolen vehicles totaling over $250,000 in value.

Even though safety inspections are not the primary purpose of this program, VIN specialists verify that vehicles have all the proper major components parts installed to meet federal safety standards. For example, unscrupulous sellers repair salvaged vehicles without re-installing airbags and other safety equipment to improve the monetary return on the sale of the vehicle. When the vehicle is presented for inspection, the specialist will note the missing airbag component and will recommend to the Department of Licensing (DOL) that the application be denied.

VIN inspection fees are charged per RCW 46.17.130. Elimination of this program also will result in a reduction of revenue to the State Patrol Highway Account and the Motor Vehicle Fund (MVF) as $15 of each inspection fee goes to SPHA and $50 to the MVF. VIN Specialists complete an average of 35,000 inspections per year. Eliminating this program will result in an estimated revenue loss of approximately $2.2 million per year.

VIN reassignment fees are charged per RCW 46.17.135 which are deposited into the Motor Vehicle Fund. Elimination of the VIN program will result in a reduction of revenue to this fund.

Eliminate the Auto Theft Program 17.0 FTEs and $3,480,000 (SPHA). Reduction to support programs is .5 FTE and $98,000: The Auto Theft Program consists of dedicated detectives assigned in four major metropolitan areas of the state to investigate auto theft and related crimes. The program has Regional Auto Theft Units (RATU) in King County, Spokane and Tacoma. Each RATU has been involved in numerous high-profile auto theft cases, resulting in millions of dollars in stolen vehicles, major component vehicle parts, and other property, being recovered and returned to the rightful owners.

Since 2001, Washington State has been ranked in the top ten states for motor vehicle thefts, and recently is seeing a rise in heavy equipment thefts. In 2009, the FBI estimated there were 23,650 motor vehicle thefts in Washington State. Since their inception, the RATUs have averaged 479 cases, 202 arrests, and recovered 523 vehicles, worth nearly $5 million dollars, per year.

This proposal includes eliminating the Auto Theft Program which will result in us no longer being able to dedicate resources directly to this growing problem. The loss of the RATUs will have a negative impact on the safety and security of our citizens. Auto theft suspects oftentimes use stolen vehicles to facilitate other crimes. During their investigations, the RATUs have routinely identified auto theft suspects who are involved in, or have direct links, to identity theft, drug related crimes, burglaries, robberies, rapes, attempted homicides, and homicides. In addition to being involved in other crimes, auto theft suspects pass off stolen vehicles to unsuspecting victims through the use of fraudulent titles and cloned vehicles.

Recently, the Regional Auto Theft Units received a conviction in the federal judicial system on an individual who was arrested 99 times with 58 convictions during the last 20 years. This individuals crimes covered the spectrum of driving and drug violations, auto theft related violations, assaults, which included the use of firearms, harassment and intimidating witnesses. On the latest conviction, the individual was sentenced to 48 years in federal prison for running an elaborate Vehicle Identification Number switching scheme, which victimized wrecking yards and multiple car dealerships from Oregon to the Canadian border, along with attempting to kill a federal grand jury witness and the witnesss young

family member.

Budget cuts to local agencies will leave them even more dependent on WSP to provide assistance with auto theft investigations. Additionally, if the Auto Theft Program is eliminated along with the VIN program, the potential financial loss to the state and the citizens will be dramatic. In addition, the loss of the Auto Theft program will result in a direct impact on the safety and security of citizens, along with contributing to higher insurance rates for everyone.

Luom Vo, 38, was sentenced in King County Superior Court to 30 days community service and more than $4,000 in restitution and other costs. According to Insurance Commissioner Mike Kreidler's Special Investigations Unit, Vo was driving on Seattle's Beacon Avenue just before 2 a.m. on Nov. 27, 2009 when she hit two parked vehicles: a Volvo station wagon and a Pontiac Vibe. Her Honda van was disabled in the crash. Neighbors said they saw Vo then climb into a friend's car and leave. Later that day, Vo filed a claim with her insurer, PEMCO, saying that the van had been stolen. She subsequently insisted to a PEMCO investigator that she was not driving it when the crash happened. The SIU investigation found that the van had not been stolen, and that she was, in fact, behind the wheel. The Training Division (Shelton Academy) is in the need of Class A Blue Uniforms for a variety of practical exercises our trooper basic students and in-service students (fully commissioned officers) regularly participate in. These blue uniforms are used for a variety of practical exercises like chasing criminals through the obstacle course, ground fighting, defensive tactics exercises, firearm exercises, water safety exercises, etc. The unserviceable uniforms that officers would either throw out or return to Supply for destruction are perfect for these types of training exercises.
