PCP Stage 1

Stage 1 OutcomesTo enter Stage 1: a comprehensive plan to study epidemiology and socio-economics

1 All husbandry systems, the marketing network and associated socio-economic drivers are well described

2 Describe the FMD distribution and develop working hypothesis of how FMD circulates3 Estimate socio-economic impact on different stakeholders4 Identification of circulating FMD strains5 Development of enabling environment and strengthening vet services6 Transparency and commitment to FMD control in region7 Identify important risk hotspots for FMD transmisssion8 Adopt a strategic FMD control plan, based on risks and socio economic impact

STAGE FOCUS: “To gain an understanding of the epidemiology of FMD in the country and develop a risk-based approach to reduce the impact of FMD ” Countries in PCP Stage 1 are conducting activities that give them insights into all aspects of FMD in the country (transmission and impact of FMD infection). With these insights, they can define areas and practices of high risk for FMD.

PCP Stage 2

Stage 2 Outcome1 Ongoing monitoring of circulating strains and risk in different husbandry systems2 Risk based of control measures implemented in at least one sector or zone3 FMD Impact is reduced by the control measures4 Enabling environment and Strengthening veterinary services5 Development of plan to eliminate FMD from country or zone

STAGE FOCUS: “To implement risk based control measures such that the impact of FMD is reduced in one or more livestock sectors and/or in one or more zones ”Countries in PCP Stage 2 are implementing a risk-based FMD control strategy, that has been designed to decrease the impact of FMD in at least one livestock sector or zone. The impact of the control strategy should be regularly assessed through measurable indicators.

• Required to progress to PCP Stage 3 • Control programme may be endorsed by OIE in Stage 3

• To progress from Stage 1 to Stage 2, a dossier must be

provided that describes the control strategy in which the outcomes of Stage 1 are clearly described and addressed (understanding of FMD epidemiology and risk)

• For countries that already have been in Stage 2, in order to remain in Stage 2 they must provide a dossier that describes the control strategy in which the outcomes of Stage 1 are clearly described and addressed (understanding of FMD epidemiology and risk)

Advisory group meeting 2014:• Stage 1 countries to remain in Stage 1

– 2 countries

• Stage 1 completed ready to move to Stage 2, pending control strategy– 2 countries

• Stage 2 countries must submit risk-based FMD control strategy and/or additional information to remain in Stage 2– 3 countries

• For countries that did not submit questionnaire, remain in stage as last year. These are invited to submit information (questionnaire and control strategy)
