@PCCDorset dorset.pcc.police.uk PCC NEWS ISSUE 8 Working together for a safer Dorset @PCCDorset dorset.pcc.police.uk WELCOME Many of you will be aware that I recently announced my intention to reduce the number of additional commitments I am engaged with nationally in order to spend more time focusing on local issues. This has been informed by a number of factors. Firstly, after careful consideration, Deputy PCC Colin Pipe has taken a decision to retire due to ill health. He has been a valued advocate of my office, leading on 101 service improvement, changes to police complaints and importantly, stepping in as acting PCC when my wife fell seriously ill last year. My wife continues to recover and this is another reason why I would like to limit additional commitments that take me outside of the county. Most importantly, now is a pivotal time for policing. The Home Secretary has told PCCs to stop lobbying Government for additional resources. This is just one of the reasons why the chief constables of Dorset and Devon & Cornwall Police are exploring the possibility of a merger, which will require public consultation and thorough PCC scrutiny throughout. Against this backdrop, it is right that local issues are my primary focus. This is a challenging but exciting time to work in policing and your views are much-valued at this time of transformation. USE OF FORCE CONSULTATION From the challenges posed byterrorism to the increase in knifecrime, policing is operating inrapidly evolving times.

With this in mind, I launched a publicconsultation on how officers areequipped to use force to identify trendsin local opinion.

Under the Home Office recordingsystem, officers must answer fiftyquestions every time force is used. Atpresent, this includes complianthandcuffing, where the arrested personpresents no physical or verbal challengeto being handcuffed.

Only a minority of local respondentsexpected officers to record complianthandcuffing as a use of force, and I tooshare concerns about the demand thisplaces on scarce officer time. I will bepresenting this result to police leadersas the recording process evolves.

Dorset Police has recently announcedthat the number of Taser trained officerswill be increased to 250. I welcomed thisuplift and am confident that the decisionwas made after a thorough assessmentof threat, risk and harm. However it isvital that important decisions, such ashow officers are equipped, continue tobe informed by public opinion.

Looking ahead, I will be taking thefindings of the consultation, along withthe full data set recently published bythe Force, to the Use of Force ScrutinyPanel I have set up for analysis. This willmaximise opportunities for learningand I thank all participants for theirvaluable contributions.

The recently launched Restorative Dorset service,funded by the Office of the PCC and implemented inpartnership with Safer Poole, will make restorativepractice more widely available in the county.

Restorative mediation can be used in situations such asneighbourhood disputes to provide a platform for members ofconflicted communities to agree outcomes that can improvetheir quality of life.

Restorative justice offers victims the opportunity to meet faceto face with offenders to explain the full extent of the impactof their crimes. Participation is voluntary for all parties and it isa precondition that offenders have formally acceptedresponsibility for their actions.

Restorative practice can be used for all types of crime and thefacilitated meetings can be highly beneficial for both parties.Outcomes typically include an apology, financial compensation,or simply a platform to ask questions and get answers.

The service is already widely available for victims of crimescommitted by young people; this project will be the first pan-Dorset service for victims of crimes committed by adults.

PCC Martyn Underhill said: “It’s vital that victims are given avoice and are able to hold offenders to account, giving themclosure to move on after a crime. Offenders have the opportunityto try to mend some of the damage caused by their crime, reflecton their behaviour and look ahead to a life outside of crime.”

FIRST PROBLEMSOLVING FORUM

The OPCC hosted its inaugural Problem SolvingForum in partnership with Bournemouth Councilfor Voluntary Services (CVS) on the issue ofhomelessness.

Housing associations and organisations providing support,mentoring and advocacy, emergency provision, drug andalcohol services, funding, outreach and specialist work withoffenders and ex-offenders attended from across the county.

PCC Martyn Underhill said: “I pledged to bring togetherstakeholders including those from the voluntary sector tofacilitate more effective joint working on issues that are long-standing, reoccurring and require a multi-agency response.

“Among those sleeping rough in Dorset are war veteranssuffering with post-traumatic stress disorder and ex-offenderswho leave prison without appropriate accommodation toenable them to rebuild their lives. We must look to identifykey turning points and formalise links between services topositively affect individuals’ journeys.”

Participants took part in structured workshops on housing,support, finance and health to identify what each organisationcould offer and what gaps remain in local service provision.

The PCC Innovation Fund is available for new ideas, but willonly be allocated where action plans meet strict criteria andoutline how initiatives will make a real difference tocommunity safety. The PCC will bring partners together inworkshop settings twice annually to ensure policing remainsresponsive to emerging challenges as they arise.
