KEY FINDINGS The Upper Hudson is the
dominant source of PCBs to the lower estuary
Upper Hudson PCBs are dispersed throughout the Harbor Estuary
If PCB loadings continue at current levels, much of the Harbor’s surficial sediments will remain HARS-unsuitable for decades
