1. Introduction
1.1 Scope
This Standard specifies the procedures to be followed for the approval and delivery of Pavement Asset Repair and Renewal (PARR) Schemes on the National Road network and shall be read in conjunction with AM-PAV-06050 which sets out the technical requirements for such schemes.
1.2 Implementation
The procedures described in this Standard shall be followed for all PARR Schemes on National Roads. The Standard shall be applied to schemes already being prepared unless, in the opinion of Transport Infrastructure Ireland (TII), application would result in significant additional expense or delay progress. In such cases TII shall issue appropriate directions to the Implementation Authority (IA).
1.3 Definitions
The following definitions will apply to this Standard:
a) Approval Gateway: An Approval Gateway is a systematic review of proposals which require formal TII approval prior to proceeding to the next stage of the process.
b) As-Built Record: Record of construction which can include, but is not limited to, drawings, documents, photographs, surveys, maps, models or any other record, providing a final statement of what works were completed on a road construction scheme. The as-built records will comply with the requirements of CC-CMG-04001.
c) Design Organisation: Usually an Implementation Authority, National Roads Design Office (or a Consultant acting on their behalf) who are responsible for the design of the Scheme.
d) Designer: The Designer will be a Chartered Engineer or equivalent and who has at least 5 years’ experience in the design and supervision of PARR Schemes. This experience should include a thorough understanding of the interaction between the attributes of drainage, geotechnics, utility issues, land issues and pavement design.
e) Employer’s Representative: As defined in the Public Works Contract.
f) Emergency Pavement Repair Scheme: PARR schemes which have to be carried out quickly in response to emergencies to ensure the safety and continued serviceability of the road. For example, these repairs may follow collisions, diesel spillage or unexpected and rapid deterioration of the pavement.
g) Implementation Authority: The Implementation Authority is the relevant road authority responsible for the PARR scheme.
h) Life Cycle Cost Analysis: Life-cycle cost analysis is the process of calculating whether a particular investment, resulting from a specific design strategy, will generate a positive return on investment over the life of the renewed pavement.
i) Minor Pavement Repair Scheme: Pavement schemes and repairs not exceeding €200,000 (excluding Vat) in estimated cost.

j) National Road Network: The primary and secondary road network in Ireland which comprises motorways, dual carriageways and single carriageway roads.
k) Original Cross-Sectional Profile: The cross-sectional profile of the road as originally constructed and prior to any deterioration including settlement during the subsequent use of the road pavement. If drawings and other records are not available then engineering judgement may need to be applied to establish the original profile.
l) Pavement Asset Management System (PAMS): The network pavement asset management system which is maintained and managed by TII NM.
m) Pavement Asset Repair and Renewal (PARR) Scheme: Activity targeted at extending the life of an existing road pavement and/or improving its load carrying capacity or skid resistance. Examples include overlay and inlay works and edge strengthening of an existing road pavement.
n) TII: Transport Infrastructure Ireland.
o) TII Network Management (TII NM): Division within TII responsible for the management and operation of the road network including responsibility for pavement management and the operation of the TII Pavement Asset Management System (PAMS).
p) TII Regional Management (TII RM): Division within TII responsible for the delivery of the roads programme for the Network within specific geographic regions.
1.4 Background
Road pavements represent both a considerable investment in assets and a significant maintenance liability as it is this element of the road which is most exposed to deterioration due to the effects of traffic loading, weather, drainage and movements of the supporting structures and earthworks. To mitigate this deterioration requires management and ongoing investment in pavement repairs and renewals to retain and enhance the value of the road asset and to maintain a safe driving surface for road users.
The overall strategic objective of the PARR procedures is to maintain the overall asset value for the minimum life cycle costs by ensuring optimal management of the National Road Network Pavements. Optimal management of the pavement assets requires the combination of local knowledge, intervention and network-wide monitoring, knowledge sharing and co-ordination, especially as new technologies present opportunities to reduce both the economic and environmental costs.
The delivery of the PARR Scheme will be the responsibility of the IA.
TII NM maintains a PAMS which comprises a large database of information relating to the entire National Road network. The system hosts the results of annual pavement condition surveys together with site-specific survey data and as-built records. This data is analysed to determine PARR priorities at a national level, so as to optimise the efficiency of investment in the road network.
The effectiveness of this system depends on the quality of the information available. This Standard prescribes procedures for the reporting of as-built information by the IA. When works are carried out and not reported into the system, the analytical capabilities of PAMS are compromised.
1.5 Submissions
All submissions, reports, tables and associated documents for all PARR Schemes shall be submitted in accordance with this Standard.

1.6 Mutual Recognition
The construction and maintenance of road pavements will normally be carried out under contracts incorporating the TII Specification for Road Works. In such cases works, goods or materials conforming to harmonised European Standards (hEN) where applicable will be acceptable in accordance with the terms of the Clauses 104 and 105 of the TII Specification for Road Works (CC-SPW-00100). Contracts that do not contain these clauses must contain suitable clauses of mutual recognition having the same effect. Advice should be sought in relation to such situations from the TII Director of Network Management.
Construction products must be supplied with appropriate CE marking in accordance with the Construction Products Regulation (CPR) or as required by the TII Specification for Road Works.
In order to allow a manufacturer to draw up a declaration of performance for a construction product which is not covered or not fully covered by a harmonised standard, it is necessary to provide for a European Technical Assessment for these products. 1.7 Departures from Design Standards
In exceptional situations, TII may be prepared to agree to a Departure from Standards. Implementation Authorities or Design Organisations wishing to consider pursuing this course shall discuss any such option at an early stage in design with TII NM. Proposals to adopt Departures from Standard must be submitted by the IA or Design Organisation to TII and formal approval received BEFORE incorporation into a design layout. Approval cannot and will not be given retrospectively for Departures identified at a later stage. Refer to GE-GEN-01005 Departures from Standards and Specifications for further information.

2. Pavement Asset Repair and Renewal Scheme Approval Process
2.1 Approval Process
The process of identifying, developing and delivering PARR schemes is illustrated in Figure 2.1.
Pavement repair and renewal schemes typically progress through the following six phases:
a) Selection of PARR schemes.
b) Data collection.
c) Pavement asset repair and renewal proposal.
d) Procurement.
e) Monitoring of pavement repair and renewal works.
f) Close out of PARR scheme.
The key elements of each of the above phases for a PARR scheme are described in the subsequent Chapters 3 to 8. Chapter 9 deals with PARR schemes when classified as emergency pavement repair or minor pavement repair schemes.
2.2 Approval Gateways
All PARR schemes must be processed through the Approval Gateways shown in Figure 2.1.
On Figure 2.1 the Approval Gateways are shown in boxes with bold margins and uppercase text.

TII notifies the relevant IA of sections of the national road network for priority development into pavement asset repair and renewal schemes either through the annual allocations process or through direct contact (recorded in minutes or by e-mail) with the TII NM Senior Engineer and RM Senior Engineering Inspector.
IA carries out all necessary studies and surveys and reviews all relevant information to determine the likely
causes of the pavement deterioration for the sections notified and proposes appropriate repair and renewal
solutions – taking account of the principles contained within TII Publication AM-PAV-06050. These proposals
will be summarised in the PARR Proposal which shall be submitted to TII NM for approval.

IA assesses tenders and seeks TII RM consent to provide funding for the construction of the scheme. The
IA request for consent to provide funding shall contain:
• Completed Tender Assessment Report
• Completed Tender Award Request Form
• Completed PAMS Database Information Sheet
• Confirmation that the scheme has been developed in accordance with the approved PARR
Report (including any conditions attached to the approval) and, where appropriate, any
documented amendments thereto agreed with TII NM
IA prepares the Works Requirements including the Detailed Design and Tender Documents and seeks
tenders.
Preparation of Close Out information to be retained by the IA, including:
• Final Account Report,
• Safety File,
• Road Safety Audit (if required)
• Test results and other PARR Records.
• All relevant correspondence with TII

2.3 PARR Schemes
The purpose of PARR Schemes is to extend the life of an existing road pavement and/or improve its load carrying capacity or skid resistance. Examples include overlay and inlay works and edge strengthening of an existing road pavement.
In some cases a PARR scheme may involve non-substantive geometric change(s), which may be progressed as a PARR scheme as defined in this Standard (AM-PAV-06049), subject to agreement with TII NM prior to approval of the PARR proposal under Gateway No. 1.
Examples of non-substantive geometric changes that may be considered as part of a PARR scheme include:
a) Road widening work, not requiring landtake.
b) Modifications to the horizontal road centreline.
c) Modifications to the vertical alignment.
d) Overlay and inlay works that do not negatively affect stopping or overtaking sight distance.
e) Overlay and inlay works which regulate the camber of the existing road, including removal of adverse camber.
f) Changes to the original cross-sectional profiles.
g) Junction improvements within existing road boundary.
h) Curve widening within existing road boundary.
In these situations, the design of the non-substantive geometric change(s) shall comply with the relevant TII design standards.
2.4 PARR Schemes in Relation to Road Safety Improvement Schemes
Where a Road Safety Improvement Scheme overlaps with a PARR scheme, the implementation of the Road Safety Improvement Scheme may be combined with the PARR scheme subject to the prior approval of TII NM and the safety measures and pavement works may then be combined in one design.
The combined scheme should comply with the requirements of this Standard (AM-PAV-06049) and the relevant TII road safety scheme procedures, including the provision to TII RM of the Updated PAMS Database Information Sheet as outlined in Appendix E of this Standard.
2.5 Exceptions to the Pavement Repair and Renewal Process
Exceptions to the standard process will apply to PARR schemes classified as emergency pavement repair schemes or as minor pavement repair schemes. These exceptions are described below.
2.6 Emergency Pavement Repair Schemes
The IA must obtain approval from TII NM to consider the PARR scheme as an emergency pavement repair. If an emergency repair is required, the IA will keep TII RM informed on the progress of the Works.

Emergency pavement repair schemes can comply with an abridged approval process as set out in Chapter 9 and can submit the Short Form for the PARR Proposal as outlined in Appendix B.
2.7 Minor Pavement Repair Schemes
Minor pavement repair schemes are typically those with an estimated cost less than €200,000 (excluding Vat).
Minor pavement repair schemes can comply with an abridged approval process as set out in Chapter 9 and can submit the Short Form for the PARR Proposal as outlined in Appendix B.

3. Selection of PARR Schemes
3.1 Selection of Priority Schemes for Implementation
In order to obtain the maximum value from investment in PARR across the Network, determination of the highest-priority pavement repair/renewal projects will be undertaken by TII NM, based on an analysis of the PAMS.
Analysis of the data contained in the PAMS is examined against a series of deterioration models to determine the likely intervention required to preserve or enhance the asset and the timeframe within which intervention is required to prevent significant further deterioration. The PAMS is used to determine PARR priorities and recommends the appropriate intervention taking account of the overall budgetary constraints. Potential interventions, treatments and the technical objective of carrying out the PARR works are detailed in AM-PAV-06050.
3.2 Notification for the Development of a PARR Scheme
As outlined in Figure 2.1, TII NM will notify the relevant IA of sections of the national road network for priority development into PARR Schemes by the IA, who will be required to carry out data collection and to develop a PARR Proposal for the approval of TII NM. The IA and their Designer are encouraged to confirm the objectives of the scheme with TII NM at an early stage in the process.

4. Data Collection
4.1 Data Collection
Delivery of a successful PARR scheme requires the collation and examination of a wide range of data.
4.2 Information available from PAMS
All relevant survey data stored within PAMS will be made available to the IA by TII NM. This information will normally include the following road condition parameters:
a) International Roughness Index (IRI).
b) Rut depth and crossfall.
c) Surface texture.
d) Cracking.
A detailed description of the information available from PAMS data is presented in Chapter 2 of AM-PAV-06050.
PAMS does not identify the root cause of the defects. The cause of the defects should be confirmed from the data collection exercise which should provide the information for the definition of the scheme specific objectives.
A check list of the typical data sources for the PARR Schemes including structural evaluation is given in AM-PAV-06050. This check list is provided as guidance, and the IA should consider other data sources as appropriate to provide complete information for the preparation of proposals and design.
For guidance on pavement surveys and the detailed investigation of the causes of pavement deterioration, also refer to AM-PAV-06050.
4.3 Utility Surveys
On behalf of the IA, the Designer should carry out the necessary liaison with utility companies and other service providers (e.g., electricity, telecommunications, water, wastewater, gas, cable, broadband etc.) and prepare mapping and records and conduct surveys as necessary to establish the nature and extent of utility, plant and equipment affected by the Scheme.
Utility installation, repairs and diversion work, whenever possible, should be programmed to be completed in advance of any pavement repair and renewal works.
4.4 Acquisition of Mapping/Topographical Surveys
Prior to the commencement of the detailed design of a PARR Scheme, all available mapping should be updated and topographical surveys carried out along the scheme. Where appropriate these can be used to create a digital terrain model and to generate cross-sections and longitudinal profiles. Particular care should be taken to accurately record pavement levels, road markings and signage.

5. Pavement Asset Repair and Renewal Proposal
5.1 Preparation of the PARR Proposal
The PARR Proposal will take the form of a report and shall adopt the headings listed in the Report Template provided in Appendix A. The proposal shall include a preliminary schedule of Works.
The IA is responsible for determining the underlying cause of the deterioration, setting the scheme specific objectives and proposing the detailed scope of works to be undertaken. Guidance on the Pavement Assessment, Repair and Renewal Principles is set out in AM-PAV-06050 which sets out the requirements for the scheme level surveys and investigations, data interpretation, treatment options and repair and renewal works.
The engineering solutions proposed must seek to obtain the best value for the investment taking into account the root cause and life cycle costs.
Innovative or unusual pavement asset repair or renewal proposals may require further studies, investigation and/or specialist reports in addition to the PARR Proposal and specific requirements in this regard should be agreed with TII NM.
5.2 Exceptions to the PARR Proposals
Emergency pavement repair schemes referred to in Section 2.6 and minor pavement repair schemes referred to in Section 2.7 can submit the Short Form for the PARR Proposal as outlined in Appendix B.
5.3 Approval of the PARR Proposal
The PARR proposal shall be submitted to TII NM for approval under Gateway No. 1.

6. Consent for Award of Contract
6.1 Preparation of Tender Documents and Procurement
The IA shall procure the construction of the PARR Scheme in accordance with relevant procurement procedures and subject to the consent requirements of Gateway No. 2 of Figure 2.1.
The IA shall prepare the Works Requirements including the Detailed Design and Tender Documents and shall seek tenders.
The IA shall assess the tenders and seek TII RM consent to provide funding for the construction of the scheme. The IA request for consent to provide funding shall contain:
a) Completed Tender Award Request Form
b) Completed Tender Assessment Report
c) Completed PAMS Database Information Sheet
d) Confirmation that the scheme has been developed in accordance with the approved PARR Report (including any conditions attached to the approval) and, where appropriate, any documented amendments thereto agreed with TII NM
6.2 Consent for the Award of Contract
The IA will submit a request to TII RM for consent to provide funding for the construction of the scheme under Gateway No. 2.
6.3 Templates
Appendix C contains a template letter for seeking TII RM confirmation that there is no objection to the award of contract and consent to provide funding for the construction of the scheme as well as a template Tender Award Request Form.
The Templates are provided for guidance and may be amended to suit the nature and scope of the PARR Scheme.

7. Monitoring of the PARR Works
7.1 Pre-Construction Check of Documentation
Subsequent to the Contract award, but prior to the Works commencing on site, the IA shall ensure that the successful Contractor submits, to the IA, all necessary documentation identified in the Works Proposals.
7.2 Monitoring of Construction
The monitoring of construction and ongoing supervision of the Works is the responsibility of the IA. The IA in their role as Employer shall appoint an Employer’s Representative to provide both supervision and ensure compliance testing is carried out for the Works.
The IA must review and check the testing requirements set out in the TII Specification for Road Works for every layer of the pavement to retain complete information for the monitoring of the construction and to ensure compliance with the Specification for Road Works.
The IA shall inform TII RM of any cost overruns, schedule delays or changes of scope as soon as they become apparent.
The approval of funding for variations shall be subject to approval thresholds as established by TII.
7.3 Road Safety Audit
The PARR Scheme must comply with the requirements of GE-STY-01024 Road Safety Audit, and where required must have a road safety audit undertaken.
7.4 Progress Reporting
The IA shall report to TII monthly on progress in delivery of the IA’s programme of PARR scheme delivery. Progress reports shall be prepared using the format contained within Appendix F.

8. Close Out of PARR Scheme
8.1 General
Upon satisfactory completion of the PARR Scheme the IA will be responsible for the preparation, co-ordination and archiving of all the required close out information related to the PARR Scheme. This information shall be stored in an easily accessible digital format.
8.2 Close Out Information
The required close out information is summarised in Table 8.1 and comprises the following main elements:
a) Information to be retained by the IA:
i) Final Account Report
ii) Safety File
iii) Road Safety Audit (if required)
iv) Test results and other PARR Records.
v) All relevant correspondence with TII
b) Information to be submitted to TII RM:
i) Updated PAMS Database Information Sheet (where different to original information submitted prior to Gateway No. 2 approval).
The IA is required to provide written assurance to TII of delivery of the project in accordance with the requirements set out under Gateway No. 3 in Figure 2.1 in advance of retention funding drawdown for the project.
8.3 Information for the PAMS Database
The collation and inputting of the information required for the PAMS Database Information Sheet is particularly important as this records the details of the completed Works and provides cost information for future updates and treatments.
8.4 Templates
Appendix D contains a template for the Assurance of Delivery of the Project to be provided to TII.
The Template is provided for guidance and may be amended to suit the nature and scope of the PARR Scheme.
Appendix E contains a template for the PAMS Database Information Sheet to be provided to TII.

Table 8.1 PARR Scheme Close Out Information

Final Account Report To be retained by the IA
The Final Account Report shall include a summary of the construction costs including the original tender sum, change orders and any claim items. Details of all other scheme costs should be included which may include planning, surveying, pavement testing, design, consultant’s costs, construction supervision, sampling and testing.
Information for the PAMS Database
Information to be submitted by the IA to TII.
The information required for the PAMS Database will be submitted to TII by the IA prior to Gateway 2 approval. The required fields of information are shown in Appendix E.
If required, due to changes in the scheme scope or to any of the required fields of information shown in Appendix E, an updated PAMS Database Information Sheet shall be submitted to TII at Scheme Close Out.
Safety File To be retained by the IA
The IA will be responsible for the preparation of the Safety File for the Scheme.
Road Safety Audit To be retained by the IA
In accordance with GE-STY- 01024.
Other PARR Records To be retained by the IA
In addition to all of the above items the following information will also be included within the PARR Records:
The PARR Proposal for the Scheme.
Summary of compliance testing confirming that the data was compliant with the TII Specification for Road Works and that the test results are available for review.
Photographs - Photographs should be properly indexed and shall include a date, location and description.
Digital copies of all relevant correspondence and emails related to the Scheme.
Other data if required on signs and road markings, drainage, safety barriers, utilities, walls, and containment barriers.
All relevant correspondence with TII.

9. Emergency Pavement Repair and Minor Pavement Repair Schemes
If the PARR Scheme is classified as an emergency pavement repair or minor pavement repair scheme, the IA will be permitted to follow an abridged approval process which is summarised in Table 9.1, or as otherwise notified by TII, and to submit a Short Form Pavement Asset Repair and Renewal proposal in accordance with Appendix B.
Prospective PARR schemes shall not be split into a number of schemes so that they can be treated as emergency pavement repair or minor pavement repair schemes.
The PARR Scheme will comply with the requirements of GE-STY-01024 Road Safety Audit and the IA will implement and arrange to carry out any required safety audits.

Instructions
This Appendix provides a template for the PARR Report which is shown in Table A.1. This Table sets out the main headings for the Report and a short commentary on each Chapter and Appendices for the Report.
The outline shown in Table A.1 should not be regarded as prescriptive nor should its contents be regarded as exhaustive. The IA is expected to have considered all of the headings and to demonstrate such consideration by developing the heading, or stating that it is not relevant and why. The PARR reports only need to be as complex and comprehensive as the proposed works dictate.
All text should be well written and concise as these records will be the key reference to those undertaking future maintenance works.
Report
The Report will be submitted to TII and guidance on the completion of each field is provided in the Pavement Asset Repair and Renewal Proposal Template in Table A.1.

The Designer must fully understand the causes of pavement distress and deterioration and propose a range of options which will address the underlying causes of the failure of the pavement including inadequate drainage.

6 Optioneering This Section should study the range of options available for the pavement repair and renewal works to develop the optimal solution of the Works.
7 Outline Design The Outline Design will be based on the optimal solution developed during the optioneering exercise and sketches and outline drawings will be prepared for the preferred option.
The Designer will need to satisfy themselves that the proposed Works can be constructed safely taking into account any constraints including the construction phasing and traffic management required for the Scheme.

Provide a Preliminary Schedule of Works. This will include details of all pavement, drainage and other works required to construct the PARR Scheme.
