Linking Problems and Possible Solutions

What are the problems? Which need to be addressed? How might they be addressed?

Page 9: Paul McCartney | 20 May 2009

Applying Generic Solutions to Specific Problems

Take the generic solutions

Look at the specific problems

How can they be addressed?

Select appropriate solution(s) after gap analysis

Fares, Funding and, Cost and Affordability - Methodology

• Consistent approach based on STAG principles:

Benchmarking (National and International);

Analysis of Problems, Issues, Opportunities and Constraints;

Option Testing; and

Inputs to Strategy.

Page 12: Paul McCartney | 20 May 2009

Fares Analysis

Where are we now?

- Current ferry fare systems

What are we trying to achieve?

- Project Objectives, Government’s Purpose etc

Problems and Issues

Opportunities Constraints International Benchmarking

Testing of different fare systems

Funding Analysis

Where are we now?

- Current funding structures

What are we trying to achieve?

- Project Objectives, Government’s Purpose etc

Opportunities Constraints International Benchmarking

Cost and Affordability

Where are we now?

- Current operating costs / main cost elements

What are we trying to achieve?

- Project Objectives, Government’s Purpose etc

Problems and Issues

Opportunities Constraints Operator Benchmarking

Testing of different cost structures

Operator Data

Government Objectives

Input to Strategy

Page 15: Paul McCartney | 20 May 2009

Data Collection

• Household survey designed and undertaken – processing results;

• Stated Preference survey underway – fieldwork taking place;

• Most operator data now received, although some small items remain outstanding; and

• Continuing to receive inputs from other WPM’s

Page 16: Paul McCartney | 20 May 2009

Strategy Structure – STAG Context

Four Stages of STAG Pre Appraisal

Analysis of Problems & Opportunities Problems / issues / constraints /

opportunities Objective Setting Option Generation, Sifting and Development

Initial Appraisal Detailed Appraisal Post Appraisal

Page 17: Paul McCartney | 20 May 2009

Problems / Issues – Four Perspectives?

1. Cost to government of current service provision: Ongoing operating subsidy Infrastructure maintenance and investment costs New vessel costs

How were these costs met in the past and why is that no longer appropriate or sustainable for the future??

2. Elements of current service provision – not meeting ‘user’ needs? Routes, Fares, Journey times, Frequency, Operating hours, Reliability,

Punctuality, Quality, Integration, Accessibility, Operational convenience

Information obtained from consultation workshops and SP / household / business / freight surveys on a ‘community’ basis

3. Elements of current service provision – not meeting national policy needs? Government’s purpose - Sustaining vibrant island communities – grow

population, economies and productivity, Reduce Regional disparities, Environment / climate change targets, Cost effectiveness

4. Lack of consistency in service provision, lack of strategic approach All of this could be brought together in Problems & Issues /

Consultation Report to give a clear picture of the problems & issues the Review is specifically setting out to tackle

Page 18: Paul McCartney | 20 May 2009

Constraints & Opportunities

Constraints Vessel size and ‘uniqueness’ to routes / harbour dimensions /

water depths etc Current Tenders Operating constraints

staff terms and conditions (TUPE) Working times regulation etc

European Commission investigation European legislation Future of public sector funding? General maritime regulations

Opportunities European Commission investigation New upcoming Tenders for Northern & Western Isles This review New methods of procurement / service delivery?

Page 19: Paul McCartney | 20 May 2009

Strategy Structure – STAG Context

Problems / Issues should be clearly linked to Working and evolving Transport Planning Objectives

Options should be generated / sifted and assessed in this context

Community / route options Methods of Delivery, Competition &

Procurement

Objectives could be ‘SMART’ened throughout the process
