CALL TO ORDER Board President Christensen called the meeting to order at 6:30 p.m.

FLAG SALUTE Mr. Christensen introduced Delta High School Principal Michael Johnson who then introduces students Nachelle Linn and Kelvin Avitia. The students introduced themselves and then led the flag salute. The Student Representatives presented each student with a Pride of Pasco pin.

REPORTS School Naming Procedures – Ms. Sarah Thornton In this discussion we will review recent changes made to procedure 9250P, Naming of Schools. Board policy 9250 governs the naming of schools and district facilities. The accompanying administrative procedure, 9250P, Naming of Schools, was recently updated to clarify roles and responsibilities for school naming. This presentation will provide a short overview of those changes.

Columbia River Elementary Boundary Update – Mrs. Michelle Whitney for Dr. Susana Reyes This report will provide an update on the process for Columbia River Elementary School boundary scheduled to open August 2020.

Weather Impacts – Mrs. Whitney on behalf of Dr. Reyes To provide an overview of the impacts of the recent inclement weather resulting in school delays/closures and provide context for the recommendation for completing the 2018-2019 school year. The Tri-Cities area has experienced record breaking snow fall in the month of February disrupting instructional time with 8 cancellation days and 4 two-hour delay days. The Board can direct district staff to apply to OSPI for a waiver for days cancelled due to weather under the Governor’s proclamation. To qualify for a waiver, school districts are required to: • Hold school until at least June14th• Make up at least three of the cancelled days• Meet the required district wide average of 1,027 instructional hours• The last five days of the180 days can be non-instructional for seniorsRecognized the grounds crews and transportation staff and all their efforts to keep students safe during the winter weather.

EXTENDED STUDY/DISCUSSION Long Term Facilities Plan Update – Mrs. Whitney on behalf of Dr. Reyes To provide the board with an update on the progress of the long-term facilities management planning timeline and the work of the Community Builders Group.

The board has requested the development of a long-term facilities management plan (LTFMP) to address facility needs for Pasco School District. The purpose of this report to the board is to

provide an update regarding the LTFMP progress for this work. Specifically, the report will consist of a preliminary draft of a LTFMP for the Board to discuss and consider.

Guest Scott Bauer with Northwest Municipal Advisors addressed the Board regarding the financial analysis and recommendation bond timeline scenario. Mr. Kevin Hebdon, Executive Director of Fiscal Services, addressed the Board regarding the district-wide enrollment projections vs. building capacity projections.

The Long Term Facilities Plan will be recommended to the Board soon for approval.

Board discussion followed. Once the Long Term Facilities Plan is approved, there will be a comprehensive foundational document as well as an executive summary available. A robust interface will be available on the website to engage the community.

FUTURE AGENDA ITEMS March 26th is the next Board Meeting. Board Study Session will be regarding the board self-assessment and board characteristics. There will be reports on the Voting rights act as well as the GFOA overview. Board Retreat will be April 9, 2019.

COMMUNICATIONS Scott Lehrman – Attended Parent teacher conferences this evening for his students. Wanted to thank all the teachers that are participating in the conferences, recognizing it is a valuable and impactful for the students and their academics. Attended read across America in Mark Twain, thanked Principal Pierce for hosting him. Participated in the leprechaun dash this past weekend with his family, thanked the volunteers that make community events like that happen.

Ms. Lancon – Thanked the maintenance and transportation departments for all they did during this winter weather.

Dr. Richardson – Recognized the school counselors and classified staff and all of their wonderful work in our district.

Isabella Lara – Spring sports have begun; their soccer team beat Walla Walla and the boy’s baseball team won this past weekend as well.

Alpha Diaz – New trimester began at Delta today. Student led conferences are this week.

Ms. Phillips – WASA training this past week was fantastic; looking forward to implementing some of the things they learned. Attended the Team Pasco meeting this past week. They host their Open House event on is May 29th the address is: 4118 Vermillion Lane. Attended conferences today as well, appreciates the work of the district staff that put all of the conferences together. Chiawana hosted their Freshmen orientation this past week.

Mr. Christensen – Remind the board members the first week in April will be the retreat. Next week will be talking about the upcoming retreat and the school board standards of Washington State.

OBJECTIVE: To request action on the recommendation for completing the 2018-2019 school year based on the school cancellations and delays this year. The approach would include making up 4 days: March 15 (repurposed Trimester Break Day), May 24 (designated snow make up day), June 13 (designated snow make up day) and June 14 and apply for a waiver for 4 days.

BACKGROUND: The Tri-Cities area has experienced record breaking snow fall in the month of February disrupting instructional time with 8 cancellation days and 4 two-hour delay days. The Board can direct district staff to apply to OSPI for a waiver for days cancelled due to weather under the Governor’s proclamation. To qualify for a waiver, school districts are required to:

• Hold school until at least June14th• Make up at least three of the cancelled days• Meet the required district wide average of 1,027 instructional hours• The last five days of the180 days can be non-instructional for seniors

Superintendent Whitney delivered a report to the Board on March 19th outlining a recommendation for completing the school year that includes a combination of making up dates and applying for a waiver.

In accordance with WAC 392 129 105 and RCW 28A 150 205, the Pasco School District is applying for a waiver and requesting forgiveness of four school days as a result of emergency school closures during the severe winter storms during February 2019. We request continuation of state support and our full annual allocation of state money under WAC 392-129-135. In support of this application, we submit the following information.

• Name of school district: Pasco School District No. 1• Name of superintendent: Michelle Whitney• The Pasco School District Board of Directors reviewed the information at

its adjourned and rescheduled meeting of March 19, 2019 and tookaction to approve the application to the Office of Superintendent ofPublic Instruction during the regular meeting on March 26, 2019.

• The school cancellations were due to extreme weather involving bothsnow and ice and fell under Governor Inslee’s Proclamations 19-02, andsubsequent amending proclamations which declared a State ofEmergency for Franklin County.

• Specific dates scheduled by the district to make up closed days: March15, 2019; May 24, 2019; June 13, 2019; and June 14, 2010

I am confirming that the district will meet the district-wide annual average total instruction hour offerings with more than 1027 hours.

OBJECTIVE: To obtain Board approval of Resolution No. 973 accepting recommendations of the Columbia River Elementary Constructability Analysis Study as proposed by Sazan Environmental Services, the design team and district staff.

BACKGROUND: A constructability analysis was performed at the 95% level of design for Columbia River Elementary by Sazan Environmental Services. The constructability review is a state requirement for projects receiving state matching funds.

Constructability refers to a third-party independent review and analysis of the construction drawings produced by the architectural team. The goal of the analysis is to maximize construction funds by identifying and modifying potential omissions and errors that could increase project costs during construction.

Some good suggestions were made and accepted by the design and district team and will be incorporated into the final construction drawings used to bid the project. District staff recommends board acceptance of the Columbia River Elementary constructability analysis. A copy of the report is available in the Superintendent’s office.

As you know, 3 bids were received for the Middle School #4 project. The bids were all closely grouped, and came in more than $2 million under the estimate. After reviewing the bids for compliance to bidding requirements, we recommend awarding the bid to the low bidder: Fowler General Construction Inc. of Richland.

Fowler’s base bid was $30,000,000. We understand that PSD is electing to accept alternates #1b, 2b, 3b, 6, 7, 8, and 9, which would bring the total contract amount to $31,035,000.

OBJECTIVE: To provide the annual updated Building Condition Assessment scores to the board on the Pasco School District’s Asset Preservation Program.

BACKGROUND: (Pertinent past action/events)

The Asset Preservation Program is an OSPI mandated program to ensure that taxpayer investment in state assisted construction of school facilities is protected through a system of building maintenance. As a part of the program, the district must have an OSPI certified evaluator assess and score each facility in the program. These scores are to be provided to the board prior to April 1 each calendar year. All schools are above the expected OSPI score. The program encourages proactive, predictive and preventative facility maintenance of state assisted construction projects. It also ties maintenance of these facilities to future state funding. Pasco school District has seven schools in the Asset Preservation Program and these buildings are listed below:

OBJECTIVE: The purpose of this discussion is to provide an update to the board on the topic of director districts and to obtain board direction regarding next steps.

BACKGROUND: The members of the Pasco School District board of directors are currently elected into at-large positions, meaning an eligible voter in the district votes for each position. In 2017, a community member requested that the board look at adopting director districts as a way of achieving broader community representation on the board. A study session was held in January 2018, with additional information provided in September 2018, following a change in the Washington Voting Rights Act. The change in the law allows the board to change the at-large board elections to a director district framework without requiring voter approval.

To present options and examples of director districts, it will be necessary to work with a demographer. Staff will be discussing this process and confirming board direction to move forward.

OBJECTIVE: Provide board members with monthly budget status reports for each fund.

BACKGROUND: (Pertinent past action/events) We took the opportunity to meet with most of the board members individually and got your feedback on format, content, and frequency of financial information/reporting to the board members. In response to those efforts my staff and I will provide the monthly budget status reports for each fund as a consent agenda item at the second board meeting of every month. GENERAL FUND: At the halfway mark for the year we are at 48.5% of our expenditures and %48.59 of our revenues, 50% would be the anticipated level. With current payroll and benefits encumbered through the end of the school year at $102.8 million, the remaining balance in the operating fund is $29.4 million to cover the remaining operating expenses. CAPITAL PROJECTS FUND: At the halfway point this fund has 65.46% of its budget remaining. This will begin to spend down as we are in full construction mode for Three Rivers Elementary and will begin construction of Middle School #4 (Bids closed on 3/21/19). This fund shows a negative amount on line E and I as at the end of every year a determination is made on how to best use impact fees and bond proceeds for the year’s construction projects. The ending fund balance for 2/28/19 was $98.3 million. DEBT SERVICE FUND: This fund is replenishing with tax collections after making principal and interest payments on debt in December. Our next obligation will be interest payments in June. ASB FUND: Nothing new to report for the ASB fund. TRANSPORTATION VEHICLE FUND: No transactions have taken place in the TVF. That will soon change when we take delivery of and make payment on 15 school buses over the next month or so.
