    Freedom of speech is the meeting point of all human rights. It is intimately linked to

    freedom of conscience and belief, inherent to individual dignity, but also to freedom of

    opinion and information in an open society, without border considerations. It is both an

    individual and collective freedom.

    Freedom of expression for the purposes of this document is synonymous with free speech as they both are

    the act and intentions of the sharing of information, beliefs and opinions for the greater good and benefit

    towards an open society.

    The notion and understanding of ones right to free speech has been globally and internationally

    recognised by the First Amendment in the United States Constitution, Article 10 of the European

    Convention on Human Rights, section 2 of the Canadian Charter of Rights and Freedoms, Article 19 of

    the Indian Constitution and more specifically and in relation to this essay, the Basic Law of Hong Kong.

    The Basic Law of Hong Kong address the rights of freedom of speech in Article 11 to be afforded to all

    residents of Hong Kong with specific details of such rights to freedom to be understood categorically as

    that The freedom of the person of Hong Kong residents shall be inviolable.

    Despite the ratification of the Convention on the Rights of the Child in Hong Kong the actuality and

    reality of the inherent rights that this convention affords is not in practise, notknown or notawarding the

    freedom it guarantees to the very people that deserve and need this protection.

    The Convention on the Rights of the Child specifies that:

    Every child has the right to:

    - Free primary education

    - Access to secondary education and vocational training

    - An education that develops his or her personality, talents, and mental and physical abilities to their

    fullest

    - An education that prepares him or her for an active adult life in a free society

    - An education that fosters respect for his or her own family, cultural identity, and language for his or her

    country; and for the natural environment

    - An education in the spirit of understanding peace, tolerance and equality

    - Leisure, play and the opportunity to participate in cultural and artistic activities

    - The opportunity to enjoy his or her culture, profess and practice his or her religion, use his or herlanguage

    Every child has the right to

    - Freedom of expression

    - Freedom of thought, conscience and religion

    - Freedom of association and peaceful assembly

    - Information from a diversity of sources

    My question now is, although a child has been afforded these rights is there a person, a forum and a voice

    that represents them?

    For the purposes of supporting my application and the project that I have undertaken on my own I hereby

    enclose my legal argument which is specific to Hong Kong, S.A.R and in direct response to the recent

    report issued by the Legislative Council.

    My mission that I have embarked on my own, is to fight for the rights of teenagers in Hong

    Kong. Teenagers specifically should have rights afforded to them, these rights should be that

    they are entitled to be youths, free from governmental policing of drug testing introduced into

    schools, free from the constant badgering and reminder of what NOT to do and free from the

    overload of illegal substance harm and information.

    The availability of such information should be open however not overexposed as its message and

    intentions are not understood or appreciated. I believe that teenagers should be given every

    opportunity to experience their freedom by way of corporate and brand companies coming

    together and offering them their products and services in a system designed to inspire, engage

    and empower a teenager to want and obtain these products and services.

    This system however, must be meticulously careful in the selection of corporate & brand

    companies involved as the subject matter to which their products and services affect, there

    should be no room for disingenuous nor just for profits businesses to benefit from.

    I enclose for your attention the company that I have founded to facilitate my mission and

    projects. The work has all been done by myself, from communications, design, layout, legal

    agreements, research, raising public awareness, the construction of a website for the company,

    the idea and for myself these all have been from my bare hands and at the very core and soul of

    my heart and passion.

    Under the details of Theme 1 specifically the wordings applicants who work to promote

    defenders of this freedom, who are at times in extremely worrisome situations, are welcome.

    As you can see in the annual budget forecast it is not much money for this idea to take place

    and it has been set with the minimum number of costs incurred for this idea to continue. There is

    only 1 staff which is myself and for the past 3 months since I put my idea into the public domain

    I have had no income but I am still managing to produce quality work that reflects my passion

    and heart for my cause.

    For 1 person to have undertaken as much work of quality as I have already done and continue to

    do, imagine the security of funds for administrative, distribution and others that would afford methe time to ensure and commence on the magazine in the Chinese language to reach to local

    teenagers. There is only so much 1 person can do.

    Teenagers need to know that there is someone, that there are those who are passionate and good

    natured. This is important for Hong Kong especially as the general and majority mindset of this

    city is of material wealth and possessions and the competition in obtaining these has gone to the

    extent of it being acceptable in placing monetary value as priority in life. This mindset has led

    this city to be of a cold, calculative and manipulative society filled with negativity.

    It is with my recognition of this problem that has driven me with furious passion and sacrifice tobuild and create a positive environment for teenagers.
