During the legal advertisement period 1 objection was received from a local business. An amended scheme has subsequently been designed to take into consideration the points raised by the objector, details of which are included in this report.PROPOS

This matter was considered at the Traffic Advisory Panel on 15th March 2018. The objector was invited but did not attend the panel Background It is proposed to introduce a highways improvement scheme on Oldfield Road between Barrow Street and James Street As part of the Carpino Place Development and urban redevelopment of the Chapel Street/Oldfield Road area of Salford.

Salford City Council has declared an ambition to considerably enhance the environment and return Chapel Street/Oldfield Road to its role as a City High Street. Part of that role is to create a local environment with enhanced pedestrian, cycling and public transport.

This Highways Improvement scheme offers the opportunity to continue the programme of public realm enhancements which includes an upgraded bus stop, cycle lanes and a new high quality public space including landscaping that links into the war memorial on Chapel Street.

The eastern side of this section of Oldfield Road is within the scope of this improvement scheme and is fronted by a bus stop, a Newsagent/convenience store and a hot food takeaway. The existing bus stop has a clearway, followed by a short limited waiting bay. On the western side of Oldfield Road there is a car park which can be used by customers of the businesses, although at present the car park is occupied by another construction site. The improvements include a new enhanced bus stop area, and a cycle bypass behind the bus stop to improve access along the route for cyclists. The proposals also include public realm enhancement through new paving, planting and Sustainable Urban Drainage Systems to enhance the local amenity. ‘No waiting and loading at any time’ restrictions and a bus stop clearway on the eastern side of Oldfield Road between Barrow Street and James Street were included to maintain access and traffic flow along Oldfield Road. This will keep the junction of Chapel Street/Oldfield Road clear and allow direct uninterrupted access for buses along the route and to the bus stop. This scheme also proposed to provide a loading bay on Barrow Street, for use by local businesses, with associated ‘No waiting at any time’ restrictions on the remainder of Barrow Street to allow access to the bay. These proposals were advertised on 14th December 2017 until 10th January 2018 during which time one objection was received from a local business.

In light of the objection the proposals were reviewed, with a particular focus on the loading/unloading facilities on the eastern side of Oldfield Road. As a result of the objection minor amendments have now been made to the scheme, as detailed below and shown on Plan B:

• The proposed loading restrictions on the eastern side of Oldfield Road between the end of a reduced length bus stop clearway marking and James Street have been amended to peak time only (Mon-Sat 7-10am & Mon-Fri 4-6pm). This will allow loading and unloading out of peak times for businesses without adversely affecting access along Oldfield Road.

• The proposed loading bay and waiting restriction on Barrow Street will be

deleted from the scheme. As an alternative and to maintain status quo the existing arrangement and waiting restrictions of ‘‘No waiting at any time’ on the southern side of Barrow Street, will remain, including the unrestricted section of highway on the northern side between Oldfield Road and Wroe Street, which can be utilised for parking and loading/unloading.

It is considered that these amendments will go some way to addressing the concerns expressed by the objector. This matter was considered at the Traffic Advisory Panel on 15th March 2018. Consideration of Objections The following table summarises the objection and provides a response. OBJECTION RESPONSE Objector The objector was concerned about the lack of loading/unloading facilities on Oldfield Road close to Chapel Street. The objector mentioned that the proposed loading bay on Barrow Street could not be accessed by larger delivery vehicles.

The proposals have been amended to allow loading/unloading outside peak times (Mon-Fri 4-6pm and Mon-Sat 7-10am). The loading bay has been removed from the proposals, with ‘No waiting at any time’ restrictions retained on the southern side of Barrow Street, and unrestricted parking on the northern side between Oldfield Road and Wroe Street. This area can therefore continue to be utilised for both parking and loading/unloading by vehicles.

The objector was invited to provide representation in respect of the proposed scheme, however no attendance was made. The matter was carefully considered including the points raised by the objectors Recommendation It is recommended that the amended scheme/Traffic Regulation Order (TRO) as indicated on Plan B be introduced, which takes into consideration the points raised by the objection to the original advertised proposals.

EQUALITY IMPACT ASSESSMENT AND IMPLICATIONS: Disabled Drivers would be able to park on the restrictions for a period of 3 hours if they are not causing obstruction.

ASSESSMENT OF RISK: Implementation of the restrictions would decrease the risk of collisions and improve access and road safety.

LEGAL IMPLICATIONS

The works proposed by this report should not give rise to any legal implications provided the works are carried out in accordance with the appropriate statutory requirements as set out in the Road Traffic Regulation Act 1984 and the Highways Act 1980.

FINANCIAL IMPLICATIONS: The scheme is jointly funded with a Grant Funding agreement with the developer English Cities Fund (ECF) and a proposed Salford Council Capital fund contribution of £175,000.

PROCUREMENT IMPLICATIONS The works and services detailed within this report should be procured directly with Urban Vision Partnership Limited under the councils’ Development Partnering Agreement. This is in compliance with standing orders.

Dear Council,

With reference to the subject above I object to the proposed "No Loading at any time" on oldfield

Road, I run a business opposite to the proposed area as as convenience store named "Costcutter".

We get 4-5 deliveries coming to our shop everyday for Milk, Bread, Sandwich and grocery from

Costcutter to the shop. They come in big lorries and there is no where to park or stop in front of or

side of the shop to unload the deliveries.

All these delivery trucks stop on the main road and unload the deliveries. without being able to stop

and unload the delivery drivers would not be able to deliver stuff to the shop. This will hugely affect

our daily business activities and without these deliveries we are unable to operate. This is imperative

to our business and having a no loading imposed will destroy our business.

Also big lorries cannot come to the side 'Barrow Street' being a narrow closed street and they cannot

turn around. We have tried it in the past and almost all the delivery trucks have trouble coming into

the barrow street and reversing off.

I would request council to make proper arrangements for having a loading bay on the 'Oldfield road'

so that the delivery lorries and trucks can safely park without interrupting the traffic. Making it into a

no waiting or loading area will make things worse rather than improve.

There is not only my business but two other businesses on the same road strip that have their

deliveries from lorries unloading at front. This will absolutely destroy our businesses.

I object to the plans and request the council not only to stop with this proposal but also to make

sufficient arrangements for lorries and trucks to safely park and unload.

making a loading bay on the 'Barrow St' is a good step as I myself proposed for it to the council but

will not help the businesses here as the street is too narrow and being a school at the corner and

free parking on the right side of the kerb makes it impossible for the large lorries to turn in and

reverse out. It will be more unsafe and hazardous.
