Heavy traffic and high upload volumes on the last day before the application deadline can cause the

website to become slow. If you plan to submit more than six supporting files, or one or more files that are larger than 6 MB, please upload your application well in advance of the deadline.

Applicants should ensure that any supporting materials they submit demonstrates proper ENERGY STAR logo use according to the ENERGY STAR Brand Book (see: www.energystar.gov/brandbook ). Any instances of logo violations will strongly impact the review of the application.

We generally select about eight two-minute or shorter videos for viewing at the ceremony. The videos should be promotional/commercial in nature, showcasing your ENERGY STAR partnership.

How and when to submit your application • All applications must be electronically submitted through your “My ENERGY STAR Account” or MESA

(www.energystar.gov/mesa ). We will only accept applications submitted via MESA.

• If you do not have a MESA account, have problems logging into MESA, or problems submitting your application, please contact us immediately at [email protected] for help.

• Application submittal via MESA will be available starting in mid-October 2018 and will close at 8:00 pm, EST on

Thursday, November 29, 2018. We will not accept any applications or materials received after this date.

What to expect after you submit • Confirmation of Receipt: You will receive an e-mail within 48 hours of application submittal, confirming our receipt of

your materials. It will be sent to the Primary and Communications contacts named in the award application. If you do not receive confirmation within this timeframe, email [email protected].

• Notification: You will be notified no later than Friday, February 8, 2019 about the status of your application.

• Information about the ENERGY STAR awards ceremony will posted at www.energystar/awards.

• We encourage all eligible ENERGY STAR partners to apply for a Partner of the Year Award. Applicants for Partner of the Year that are not selected to receive this award will be automatically considered for other recognition.

• The Sustained Excellence Award, our highest honor, recognizes organizations that have won Partner of the Year for several years and that continue to surpass the achievements of previous years. There is no separate application for Sustained Excellence (except Sustained Excellence for Energy Management).

• The other forms of recognition available to partners and other organizations that work with ENERGY STAR are the Home Performance with ENERGY STAR Contractor of the Year Award, the Excellence Award for Data Innovation, and the Excellence Award for ENERGY STAR Promotions.

• Organizations (1) applying for an award in any category and (2) also seeking recognition for activities that fall under the secondary Excellence category are strongly encouraged to submit one application that responds to the criteria of

both categories. To aid in the review and scoring of your submission, it is important that your single application be fully responsive to the criteria set forth in both the primary and secondary Excellence award categories.

• Where applicable, quantify your activities and the results (e.g., percent improvement, growth in ENERGY STAR market share, number of media impressions for outreach efforts, and include electronic copies of documentation that support claims made (e.g., photos of promotional materials, samples of advertisements with the ENERGY STAR mark, copies of training materials used, etc.).

• Organizations that are under contract with the EPA are not eligible to receive an award. They may, however, be involved in preparing applications on behalf of clients that partner with ENERGY STAR.

• Each applicant will be screened for any civil and criminal environmental actions. You are requested to identify the main subsidiaries of your organization as an input into this screening process. Results of the screening will be factored into the award selection process.

LCPS is the 3rd largest school division in Virginia. LCPS serves more than 83,105 students in 15 high schools, 17 middle schools, 58 elementary schools and two special purpose schools.

LCPS PARTNER OF THE YEAR APPLICATION – 2019 PART 2: Award Accomplishments Document Section 1 – Demonstration of Leadership with ENERGY STAR® A) Participation in the ENERGY STAR partnership

Below are examples of LCPS participation in the ENERGY STAR partnership. Building benchmarking and certification, a focus on the Designed to Earn ENERGY STAR process, and promoting ENERGY STAR to peer organizations are the items highlighted. i) Building benchmarking and certification

LCPS has a total of 419 ENERGY STAR certifications for its buildings. Every building is benchmarked in Portfolio Manager and every qualifying building has been certified on an annual basis since 2008. In the first year, LCPS certified a total of 7 buildings. Over the course of the next ten years, the number of certified buildings has multiplied ten times. In 2018, LCPS certified 70 buildings; the most LCPS has ever certified. From 7 to 70 in 10 years!

As everyone knows, the world has changed. The fantastic news is that buildings around the country have become more efficient and the EUI of buildings overall has gone down. We know this because of the recently updated Commercial Buildings Energy Consumption Survey. Accordingly, EPA has adjusted the metrics in Portfolio Manager to reflect how buildings compare to the new national benchmark. Change is good and LCPS is embracing it.

LCPS is committed to continued active involvement as a partner, growth and innovation of energy management practices, and strong communications. Although in some ways it will be like starting over in 2019, LCPS will begin anew the march towards certification. Based on data entered in Portfolio Manager, if LCPS were to certify buildings today, there are 12 that have an ENERGY STAR score of 75 or above. Looking forward ten years into the future, if LCPS continues to work as we have in the past, perhaps we will have 120 certified buildings in 2028. ii) Designed to Earn ENERGY STAR

All LCPS new construction projects since 2010 have been evaluated by the Target Finder tool within Portfolio Manager for new construction design. Thus far, fifteen schools have earned the official title of being “Designed to earn the ENERGY STAR.” Each school that has earned this designation is listed on the LCPS website by school name, followed by the ENERGY STAR rating from its "Statement of Energy Design Intent." Anyone interested in learning more can click on the school name to view the documentation and can also view the EPA letter of confirmation that each design met the intent to earn ENERGY STAR.

LCPS believes so strongly that Designed to Earn ENERGY STAR (DEES) is valuable that we have committed to a series of presentations, both in person and virtual with EPA to encourage others to use DEES too. LCPS staff presented as a panelist in an ENERGY STAR Training web seminar titled: “Energy Rules – Closing the Circle between Design & Operations.” This on-line training clearly presented the successful collaboration among a building owner, multiple architectural and engineering firms and EPA to produce meaningful and successful results.

LCPS also provided a speaker at the Green Building United 2018 Sustainability Symposium at the Philadelphia Navy Yard for a presentation of the same type of information provided in the webinar, only this time the collaborative group of EPA, LCPS, and two architectural and

engineering firms presented the information live and in-person. There was excellent audience participation and the discussion that ensued made the long trip worthwhile. iii) Promoting ENERGY STAR to peer organizations

LCPS is a participant in the Metropolitan Washington Council of Governments (COG). Founded in 1957, COG is an independent, nonprofit association, with a membership of 300 elected officials from 24 local governments, the Maryland and Virginia state legislatures, and U.S. Congress. One of the many committees that exist within COG is the Climate, Energy, and Environmental Policy Committee. This committee has created a National Capital Region Climate Change Report, which was approved by the COG Board in 2008.

Along with the Climate Change Report, a number of Regional Climate and Energy Action Plans have been created. The most recent iteration is the 2017 to 2021 version. Due in large part to LCPS actions, ENERGY STAR appears in multiple action items. That is the background, what has happened in the last year is that LCPS has worked with various peer organizations to facilitate the use of ENERGY STAR tools and resources. LCPS staff has worked hard (through personal one-on-one interactions) with staff members from other school districts as well as other governmental entities around the region. The goal has always been to make sure that everyone knows and understands that ENERGY STAR is their best available option.

Most recently, this was demonstrated at the Metropolitan Washington Regional Schools Roundtable on Energy on November 27, 2018 which was hosted by COG. LCPS reminded participants of our commitment to provide support for implementation of ENERGY STAR tools such as Portfolio Manager, Master Account Sharing, Treasure Hunts, Building Certifications and more. Our district was publicly thanked for our support of ENERGY STAR as it relates to the Regional Climate and Energy Action Plan by the COG staff chair as a part of the introductory comments of the meeting. As the meeting progressed, LCPS was also recognized for the same by both the City of Alexandria, VA as well as Montgomery County Public Schools, MD. B) Communication strategies that leverage ENERGY STAR and results

LCPS has effectively used communications to support and promote our energy management program and enhance our partnership with ENERGY STAR with both internal and external stakeholders. In many ways ENERGY STAR has become so ingrained in the LCPS culture that it is hard to separate any one particular message or campaign out from the whole. This section will include a list of some examples of this as well as some brief discussion of results for each cited item. i) EMAIL signature block

Every single email that is sent from the LCPS Energy & Environment Team includes an ENERGY STAR graphic in the signature block. This means that over the course of the year, over 15,000 emails were sent to countless numbers of recipients all of which included an impression of ENERGY STAR and its value to LCPS. ii) PowerPoint shows for in-house training

Instructional PowerPoint shows that are used to present training to LCPS employees at all levels include the ENERGY STAR graphic as well. This means once again that thousands of impressions of ENERGY STAR were made. iii) Peer to peer communications

Perhaps the most influential communications, but also the most difficult to measure and quantify are those that are made with the other Energy Managers and Sustainability Professionals around the region which are represented in the 24 local governments that form the COG. This region is home to more than five million people. The public servants who represent those people are all connected to ENERGY STAR when they work with LCPS. iv) Presentation at the 2018 US Energy Information Administration Energy Conference in DC

This conference was centered on current and future challenges facing domestic and international energy markets and policymakers. The proceedings are posted on the EIA website for the conference and includes the LCPS presentation which highlights the value of ENERGY STAR as a strategic partner. C) Actions to grow and sustain energy and related sustainability practices

2018 has been a year of challenges for the LCPS Energy & Environment Program. The impacts of LCPS instructional program changes on energy efficiency were significant. Little could be done to grow energy and sustainability practices because so much was done to sustain existing practices and mitigate the losses that would be inherent to energy management due to changes in the overall LCPS program of instruction. Four specific challenges will be summarized in this section. i) Full day kindergarten

For the 2017-2018 school year, there was an increase of 2,000 kindergarten students attending full day kindergarten in LCPS. In past years, these students would have attended ½-day classes. What this means is that these 2,000 kindergartens energy consumption in the district was effectively doubled. 2,000 students represents approximately 2% of our total student population. Due to this, we anticipated an increase to LCPS energy use intensity; perhaps as much as .5% to LCPS EUI. ii) School calendar ending one week later in 2018 compared to 2017

The LCPS School Board set the calendar for the 2016-17 school year to end on June 9. Because this was a Friday, most schools were very quick to jump on the opportunity to complete all teacher workday activities and close school to fully occupied mode for the summer on this day. For the 2017-18 school year, the last day was June 13. This was a Wednesday, so schools continued to operate in fully occupied mode through Friday the 15th. One week is 1.9% of a 52 week year; LCPS expected as much as a 1.5% increase to its EUI based on the additional days of full occupancy. iii) Implementation of on-line facility use scheduling

Beginning July 1, 2017 All LCPS schools were required to enter all facility use requests into an on-line system. For the 24 years prior to this, a different system was used. This means only one month of the base year was covered by this new procedure and all 12 months of the comparison year were covered. Implementing any new system is complicated and will require time to perfect and fine tune. LCPS staff were informed of the change on May 11, 2017 so there wasn’t a lot of time to prepare. Unfortunately, there were a number of challenges coordinating with hundreds of users of the new system, both internal and external to LCPS.

Developing processes to align facility use requests with hours and locations that were actually required has been a challenge. Many instances of locations being scheduled on a “recurring” schedule that sets up an event in the facility use software which does not reflect an actual need by facility users have been eliminated; but many additional events went through un-identified or unable to be corrected. Many instances of events which were scheduled to take place over multiple days in an LCPS facility during which one day wasn’t required, but making the scheduling request reflect the actual need wasn’t properly executed were identified, but LCPS was unable to address these items in such a way that allowed the district to avoid the waste while meeting the needs of facility users. Audits of the requests made by specific users after the event dates had occurred revealed hundreds of hours that were entered into the on-line system, approved, and made active even though there was no actual occupancy during those times. Unfortunately, the energy was already spent.

Obviously, the on-line system was not put in place to address energy use intensity concerns. The system was meant to address the ability of schools to have a standardized process across the district that allows all users (both internal and external) to use schools according to the policy and procedures of LCPS. It is our understanding that the on-line facility use system has been incredibly successful in meeting the goals for which it was implemented. The unintended consequence of temporarily increasing LCPS energy use is unfortunate, but verifiable. Ultimately, LCPS will overcome the challenge of managing energy use with this new system. In the meantime, it has been estimated that increased occupied scheduling of HVAC could be the cause of as much as a 10% increase to LCPS EUI. iv) Wind damage to PV solar system

On March 2, 2018 a powerful nor’easter created wind gusts in excess of 65 miles per hour as measured at Dulles International Airport, right here in Loudoun County. Virginia Governor Ralph Northam declared a statewide state of emergency in response to the weather. Among the many items damaged by the storm was the solar PV array at Frederick Douglass Elementary School. The system was badly damaged and has been out of commission ever since. This particular item is small in the scope of its effect to LCPS EUI, but it is symbolic of many unexpected items that presented complications that had to be addressed.

Assuming LCPS is able to successfully secure ENERGY STAR Partner of the Year recognition in 2019, it will be the 10th such recognition. Anyone who hasn’t had a rough year after a decade has been extraordinarily blessed. LCPS has certainly been blessed with good years, but 2018 will go down in the record books as a constant struggle with complex challenges, changes and the need to overcome adversity. We know that those of you reviewing this application at EPA can appreciate just how hard 2018 has been – for all of us.

Section 2 – Demonstration of Energy Savings

Although the chart above shows a normalized EUI increase of 2.7%, LCPS is ecstatic that

the number isn’t so much higher. As outlined in Section 1, Part C above, LCPS anticipated an increase in EUI of as much as 12%. It is hard to say that one is proud of just limiting the damage, but in some years, that is a success. After all, since 1993, LCPS has saved over $85 million in energy costs and eliminated 435,203 metric tons of CO2 emissions.

In the last 12 months, LCPS saved $5.7 million. This is equivalent to educating 400 students for a year, hiring 83 teachers for the year (based on average salary) or hiring 114 first-year teachers. The energy reduction impact is equivalent to eliminating 25,660 metric tons of CO2 emissions, 5346 passenger cars not driven for one year, or 657,961 tree seedlings grown for 10 years.

The cumulative savings of the LCPS program is significant to the taxpayer in Loudoun County. The LCPS Energy and Environment Team motto may explain it best: “Every dollar that pays an unnecessarily high energy bill could be spent for a much better purpose – teaching children.” In addition to dollar savings, emission reductions are significant on a global scale. LCPS is proud to be an ENERGY STAR partner. Holding the line on Excellence!

§6-42 Energy and Water Management/Conservation The Loudoun County School Board is committed to the conservation of energy and water resources while maintaining safety, education, and productivity throughout the school system. Reductions in energy and water consumption result in positive environmental impact, extend the life of equipment, produce reductions in utility costs and increase funds available for resources in the classroom. It is the policy of the Loudoun County School Board to ensure that every effort is made to conserve energy and water resources while exercising sound financial management and that facility operations and that performance shall be monitored, measured and verified via the EPA ENERGY STAR Program Therefore, implementation of energy use reduction processes, services, procedures, and/or systems should always be evaluated for cost effectiveness as well as their ability to help LCPS achieve ENERGY STAR certification for its buildings. Potential environmental benefits are always a consideration but should not be used as a final determining factor in making decisions. The judicious use of all energy and water using systems of each campus will be the responsibility of all Loudoun County Public Schools facility users and all are expected to ensure that an efficient posture is maintained on a daily basis.

Staff proposed revision currently under review to existing school board policy includes language that amplifies the use of ENERGY STAR.
