Approval of Minutes: Michael made a motion to approve the minutes from the January 17, 2019 Parks and Recreation Advisory Board Meeting. Laura seconded the motion. The minutes were unanimously approved as written.
Dogs in Parks Pilot Program:
• There was a public input meeting on January 22 regarding a pilot program that would allow dogs in select
parks and a lot of feedback was received on both sides of the issue
• 10 sites were originally proposed and the Mayor has suggested removing two sites from the proposal
• The pilot program was presented to the City Council on February 19; they will either vote on the proposal
as it stands or propose amendments to the proposal at the City Council Meeting on March 5
• Michael asked which of the parks were removed; Willard R. Dahle Memorial Park and Lundstrom Park
o Michael was disappointed Lundstrom was removed since it was the only location on the east side
o Russ said there may be others that are removed as well; one member of the Council expressed
concern about Rendezvous
• Laura asked what would change at Rendezvous if the pilot program was approved
o Russ referred to an aerial photo to explain the changes; the area outlined in red would become an
off-leash area but all dogs would have to be leashed on the trail
▪ Ed said dogs are never allowed off-leash on any trail
o There are concerns about the new plantings not having enough time to become well established
▪ Russ said the plantings are doing well, especially since the irrigation was installed
o The Council asked why the pond area would be open for dogs; there are two ponds available for
recreation and the pond closest to the parking lot was proposed to be dog-friendly
▪ Michael said someone expressed concern about shared used of the pond and Michael
wondered how many people swim in the ponds
• Russ said probably not many swimmers but a few kayaks and boats
RAPZ Project Proposals:
• Russ provided a list of projects for which the Department will apply for RAPZ funds
• Project #1 is a restroom at Willard R. Dahle Memorial Park; funding for a restroom was previously
awarded but the County re-allocated the funds for the pickleball courts at Bridger Park with the
expectation that future funding would be sought for the restroom
o Jason asked how big a restroom $150,000 can buy; the plan is for one unisex stall
o The restroom facility at Bridger Park was about $40,000, which didn’t include $20,000 for the
infrastructure
o Andy asked how much Honey Buckets charges for a rental unit; Ed pays about $100 per month for
the unit at Trapper Park
• Project #2 is construction of the 1700 South Park, on the south end of the Soccer Sports Complex between
1700 South and the Blacksmith Fork River
o It’s mainly designed to provide parking for the soccer facility and a portion of funding for the
project has already been secured from a land, water, and conservation grant
o The project also includes a footbridge to connect the parking lot to the soccer facility
• Project #3 is Freedom Fire; the Department routinely applies for funding to offset costs for this event
• Project #4 is a pavilion for Trapper Park, which will be similar to the pavilions in other parks
o Dan asked how many the pavilion will seat; probably 50 or 60 people
o Russ said there is talk about the City purchasing the property north of the park which would
provide an opportunity to continue the trail and provide more public access
• Project #5 is a new playground at Angel’s Landing; the original plan was to replace the surface but the
Department has been working with Keith Christensen to completely redesign the facility
• Project #6 is trail construction along the north side of Canyon Road, at the bottom of the dugway
o Some of the funding for this project has been secured through UDOT and CDBG
o The project, which is currently in design, will require a retaining wall which costs about $350,000
o Jason said this project would eliminate parking for a lot of vehicles that park along Canyon Road
o Tina asked if there is sidewalk on the other side of the street; yes
o The trail will follow the canal corridor and will lead to the tunnel on 200 East
• Project #7 is the mid-block crossings for the middle canal trail between 900 North and 1400 North
o One of the mid-block crossings would be where the canal runs underground at 1000 North, near
Millennial Towers; the crossing would require a rapid flashing beacon, like in the roundabouts
o The second mid-block crossing would be at 800 East and would require a flashing hawk system
▪ This system is a signal light with red semaphores and costs about $150,000 per arm
o The trail project terminates on the north side of 1400 North, which is the access point for USU’s
cross country track and the County Trails coordinator will connect the project to North Logan
o Jason said those are busy streets and Andy said a lot of cars park on those streets during cross
country races
• Generally, the County awards the City between $450,000 and $470,000 in RAPZ funds
• Michael asked about the Deer Pen and the landscaping along the canal
o Irrigation was put out to bid several times and nobody bid on the project so it will go to bid again
o Capital improvement funds were requested for those projects so they will be funded with the
Department budget instead of RAPZ funds
Playground Bucket List Promotion: • Everyone received a copy of the Playground Bucket List Challenge • Families can play on each playground and send Debbie a picture to be posted on Facebook • Those who submit their completed tracking sheet will be entered into a drawing for a family season pass
to the Aquatic Center or a Fitbit • The challenge starts March 1 and ends June 1 • All participants will receive a one-time pass to the Aquatic Center and a water bottle
• May 18 is National Kids to Parks Day and the Mayor will promote this day with the bucket list challenge
Summer Leisure Guide:
• Everyone received a copy of the Spring and Summer Leisure Guide, which is available online
• Printed copies are available at the Recreation Center, the Chamber of Commerce, the Library, and the
Visitors Bureau
• Jason asked how many are printed; Debbie prints as many as the budget will allow and there aren’t extras
• Jason also asked if the summer citizens receive a copy; yes, if they choose to pick one up
• The Department is offering additional programs for seniors this spring and summer
• Tina asked about an email program so those who have previously registered for programs can learn about
upcoming programs and registration
o Debbie said a lot of email programs cost money but she can find out if the registration software
the Department uses has the ability to send those kinds of emails
o Jason uses Constant Contact for promotional deals for his private business; it’s about $50 a month
Recreation Manager Report:
• One of the part time coordinators has been working with Logan Regional Hospital on programs for the
active senior community
o The hospital will do some health seminars and the Department will teach introductory pickleball
classes; the information is available on page 19 of the Leisure Guide
o Dan said there have also been discussions about hosting a social event this summer
• For the first time in years, the Department is hosting a racquetball tournament in April
• 37 people showed up for the new Latin dance class and the program hadn’t been advertised yet
o The instructor approached Dan about teaching a class so the City hired him and added his class to
the group fitness class schedule
• The group fitness classes are offering a Bingo-like program called Fitgo; this promotional program gives
participants a chance to win tickets to enter a drawing at the end of the month
o Jason asked about High Fit classes; Dan doesn’t have a certified instructor but could look into it
• Three weeks of Jr. Jazz games left
• The Jazz are offering a summer camp in July and looking to employ coaches to run these camps; they
asked Dan to recruit some of these coaches and he asked the Board for suggestions
• Registration for spring and summer programs starts on March 1
• Baseball registration is already open and 30 kids are registered
• Held the NBA Sure Shot competition; Dave Low volunteered to take the winners to Denver for the
regional competition
• A lot to do at the Aquatic Center this spring; the tile work needs to be done, the leak needs to be found,
the locker room floors need to be redone, and the surface of the leisure pool needs to be finished
• The annual Lights On event for After School Club is tonight at Logan High at 6pm
Parks Superintendent Report:
• Still in winter maintenance mode
• Working on trimming the hazardous limbs along the trail through the Golf Course
Open Forum:
• Jason asked who is the Department grant writer; there isn’t anyone assigned to write grants
• Laura asked about the pickleball courts at Merlin Olsen Central Park; the contractor will be back this
spring to paint the pickleball lines
o The courts at Bridger Park have been locked so people won’t try to shovel off the snow and scrape
the surface but they’ll be unlocked as soon as the snow is gone
• Jason asked about the Golf Course; the Logan River Golf Advisory Board is meeting tonight and the Mayor
would like the Board to be responsible for overseeing finances and fundraising for the Course
o The Course will only be aerated once this year to save money on maintenance costs and
encourage more play at the Course
o Maintenance on the driving range is usually done on Monday afternoons but that will be shifted
because that is a popular afternoon/evening for families to use the driving range
o Jason asked about punch passes; the Council received a proposal to increase rates on Tuesday
and will vote on those increases on March 5

YOUTH LEARN-TO-SWIM LESSONS_________Program Description: American Red Cross Learn-to-Swim program taught by Certified American Red Cross Water Safety Instructors at the Logan Aquatic Center. This program is avail-able to all children wanting to learn how to swim. Anticipated Outcome: By the end of the course each par-ticipant will increase confidence in swimming and be more educated in water safety. Participants will learn proper swim techniques based on the specific class taken.
ADULT LEARN-TO-SWIM LESSONS__________Beginning Adult lessons are targeted to adults 16+ who would like to develop basic skills and increase comfort level in the water. LIFEGUARDS IN TRAINING
The purpose of the Lifeguards in Training course is to provide participants with the necessary skills to become a lifeguard. Students will gain a basic knowledge of lifeguarding, CPR and First Aid and become more confident swimmers through daily conditioning. This is an introductory class and open to anyone who might be interested in taking the Logan Aquatic Center Lifeguarding course. By the end of the course, participants will be better equipped to respond to emergencies and have an understanding of pool facility emergency action plans and protocols. Upon completion, each student will receive a Lifeguards in Training certificate.
Prerequisites to course:

JUNIOR GOLF CAMPS______________Program Description: Come experience adult assisted golf for youth ages 4 to 14 years. No experience neces-sary. Kids learn basic fundamentals of golf—putting, chipping, driving, and etiquette—while having fun. LOGAN RIVER GOLF PROGRAMS
JUNIOR GOLF CAMPOne camp held each month—June, July, and August. Call the pro shop for times and more details.
FIRST TEE GOLFHeld every Friday—June through September. This program is for youth with advanced skills.
LADIES GOLF CLINICLogan River Golf Course offers a free one hour ladies clinic starting the last Wednesday in May and running through the whole month of June. The clinic starts at 5:30 pm every Wednesday and lasts for one hour and 15 minutes. There is no cost for the clinic and clubs are provided if needed.
COLLEGE GOLF CLASSESOffered through Utah State University and taught at the Logan River Golf Course. Three classes are offered in the spring and fall and two classes during the summer. These classes are also available to the summer citizens.
PRIVATE GOLF LESSONSPrivate lessons are available on an appointment basis. PGA Golf Professional teaches one hour private lessons. Lessons are available Monday through Saturday by appointment. Lesson cost is $50 or three lessons for $125.

TFUTURE NEEDS AT LOGAN RIVER GOLF COURSE The pump station at the Logan River Golf Course has been in operation since 1991 and supplies water to the golf course, driving range and baseball fields at Willow Park. The pump stations expected life span was 20 – 25 years. It is currently operating at 80% due to wear and tear on the motors and pumps. Subsequently, the lower pressure and water flow causes the sprinklers to not perform the way they were designed.
Pounds per square inch (psi) and gallons per min-ute (gpm) are two things being negatively impacted by the pump station. At the time of installation, the sprinkler heads that were installed ran at 50 psi (these heads are discontinued) and the station was regulated at 80 psi. The current sprinkler heads take 65 – 80 psi, which means the pump station needs to put out 100 psi to make up the difference for the loss of pressure due to friction through the pipes. The station originally put out 1,500 gpm but when the baseball fields were added, another 300 gpm was required. A higher amount of gallons per minute and psi are required for the sprinklers to function at full capacity.
The new pump station will have to put out 100 psi and 1,800 gpm. The estimated cost to replace the station is $150,000.

PARK RULES AND INFORMATION• Confetti, piñatas and water balloons are not allowed in City parks.• The use of loud speakers, public address systems, or amplified music (portable stereos) must be in accordance with City ordinances.• City ordinance dictates that all parks close at dusk.• Drinking fountains are the only water source available in City parks. Water spigots/taps are not available to the general public.• Please do not remove tables from reservable areas.• Vehicles are restricted to designated parking areas only. Absolutely no vehicles are allowed on the grass.• No alcoholic beverages allowed in any City park.• Smoking is NOT permitted in any City park.• No littering. TRAPPER PARK PLAYGROUND(1497 SOUTH 1600 WEST)
Trapper Park has a new playground. Installation was completed in August of 2018.
This custom-made playground is different than the traditional type playgrounds usually placed in Logan Parks and Recreation Department parks. It has play elements built of concrete and was chosen to fit the surrounding natural area which includes the Logan River bordering the park on the north and agricultural land bordering the park on the south.
This new playground gives trail users with children a place to sit and relax while watching their children play. It also provides a play area for the surrounding residential neighborhoods.
It is not uncommon to see a variety of wildlife such as deer, beaver, bull frogs, water fowl, and the occasional fox.

STEP IT UP_____________________________Program Description: A chance to get in shape while earning incentive awards. For every 100 miles a patron walks, he/she can receive either 3 day passes to the Logan Aquatic Center or 5 day passes to the Logan Community Recreation Center. This program promotes healthy, active lifestyles and well-being for members of the community through walking, jogging, and run-ning. Patrons must be 7 or older to participate. Participants can earn rewards for up to 300 miles per year.
Anticipated Outcome: Participants will develop positive lifestyle habits; increase level of self-satisfaction through activity; find trails to be safe and satisfactory; and be willing to have further involvement throughout the year.

CACHE VALLEY YOUTH BASEBALL__________Rookie League: 7–8 year olds—Developmental play with pitching machine. Games on Tuesdays and Thursdays in Logan. Games begin May 28. Fee $45.
Minor League: 9–10 year olds—Games played on Mondays and Wednesdays. Live pitching. Teams are part of the Cache Valley Youth Baseball League. All regular season games may include travel to other communities within Cache Valley. Games begin May 13. Fee $55.
Major League: 11–12 year olds—Games played on Tuesdays and Thursdays. Teams are part of the Cache Valley Youth Baseball League. All regular season games may include travel to other communities within Cache Valley. Games begin May 14. Fee $65.
Pony League: 13–14 year olds—Games are played on Mondays and Wednesdays. Logan teams are part of the Cache Valley Pony League and will travel to other communities to play. Games begin May 13, with a league tournament ending the regular season around the 4th of July. Fee $75.
All leagues (except Rookie) will end the regular season with a tournament. All fees include a hat and shirt.
All 9–10, 11–12, and 13–14 year old players are assigned to a team after a preseason clinic. Players must attend the clinic. Clinic time and location to be announced. Players will be con-tacted with clinic information. Requests to be placed on a team are not granted due to league rules.

GIRLS RECREATION FAST-PITCH SOFTBALL___Program Description: Girls ages 9–15 years old will learn the fundamentals of softball including fielding, catching, throwing, base running and hitting. This program offers your child the opportunity to enjoy and learn the game in a non-competitive environment.
Anticipated Outcome: Participants will have a greater under-standing of softball; learn field positions and fundamentals; understand sportsmanship and being a team player; increase skill development and confidence to play again in the future; and find satisfaction and enjoyment in the game of softball.

Anticipated Outcome: Participants will improve personal health and well-being; increase confidence in track and field competi-tion; find instruction and facilities satisfactory; and be willing to register again next year.

SUMMER PLAYGROUND___________________Program Description: A safe, supervised place located in neighborhood parks for school-age children to learn, recreate, and socialize. Children get to participate in passive and active games, sports, arts and crafts, literacy, field trips, and listen to guest speakers. Activities focus on teaching good sportsmanship, character building, and social skills.
Anticipated Outcome: Participants will learn good sportsman-ship, how to make good choices, and build character through games and activities.

The Logan Parks and Recreation Department is committed to enhancing the quality of lives of Active Senior Adults over the age of 60 by provid-ing recreation activities to complement a rich and rewarding lifestyle.
Participating in recreational activities can create pos-itive feelings and reduce stress. Successfully engaging in activities that require some degree of skill or cre-ativity also promotes a sense of competence, which enhances self-esteem. Organized activities typically enhance social skills through cooperation, competi-tion, or working individually in the company of others. In addition to the social benefits there are a number of cognitive benefits when participating in recreational activities that involve creativity, strate-gic thinking, or learning new information or skills. Physical benefits include maintenance or enhance-ment of one’s physical endurance and energy level, range of motion in joints, hand-eye coordination, fine and gross motor skills, flexibility and strength.

REFUND POLICY
Class/Activity Refund• The Parks and Recreation Department encourages all participants to schedule activities carefully to avoid conflicts.• A $5.00 cancellation processing fee will be assessed on all patron requested refunds. A 50% refund will be authorized if withdrawal occurs prior to the start of the second week of the program. No refunds will be issued after the second week begins.• Requests for refunds due to special circumstances or a verified medical reason will be granted on a prorated basis up to 50% of the total.• If a class or activity is cancelled by the department, a full refund will be processed automatically.• Refunds will be mailed within two weeks of the request.
Park Reservation Refund• A two-week notice is required in order to receive a refund for a cancellation. A $5.00 fee is charged for all cancellations. Refunds will not be given due to inclement weather. However, rescheduling based on availability, is provided without an additional fee.

WHAT TO DO AT THE ZOO? The short answer to that question is, “a lot”. For the past six seasons Zootah has been working to be a more interactive, engaging zoo for our visitors. Some examples of this are: a petting zoo which is open to visitors twice each day during the summer, daily animal encounters, animal feedings (some are free and some with an additional fee), and daily keeper talks. There is always something going on at the zoo.
Of course everyone comes to enjoy the animals and with more than 250 individual animals there is something for everyone to enjoy. This year’s animal collection will feature 3 new species and the expansion of four existing species. One of the featured new species is the addition of a trio of Ring-tailed lemurs, which are sure to be a huge hit.
Zootah is a perfect site for birthday parties, family reunions, youth activities, business parties and so much more. Just contact the zoo for details and schedule a time that best suits your needs (no Sunday events). There are indoor facilities available for use and, if desired, can include fun activities and encounters with our animal ambassadors.
Have you ever wondered what animals do at night? Well, you can see firsthand by coming to “Nights at the Zoo”. Zootah periodically remains open after dusk for guests to enjoy the activities of the zoo’s nocturnal residents.
Memberships at the zoo is another way to enhance your experience. Bimonthly “member only” events and newsletter is a way to stay even more connected to daily workings of the animals and staff. In addition members receive discounts at the zoo’s gift shop and special events, and receive discounts on admission to more than 40 additional zoos across the country to name a few.
In addition there will be opportunities this summer for youth ages 11-18 years old to become involved in a selection of “Zoo Explorer” camps. This program is ideal for young individuals that are consider-ing a career working with animals, particularly exotic animals. Par-ticipants will work alongside experienced keepers (5 day program) and experience many of the daily requirements needed for caring for its diverse animal residents and sharing knowledge about those animals with the public.
The summer of 2019 will also feature a partnership with the Parents Empowered group of Utah that is geared towards helping parents discuss the harmful effects of underage drinking with their children. This series will feature static displays at the zoo as well as events spaced throughout the summer. There will also be events built around the Harry Potter book series, scouting events, animal care educational classes and much, much more for families to relax and enjoy.

HOW CAN I GET ACCESS TO A WATER SOURCE IN THE PARK?Other than drinking fountains, the Logan Parks and Recreation Department does not provide public access to water. We recommend you fill water coolers at home and bring them with you to the park.
ARE INFLATABLES ALLOWED IN CITY PARKS?With a $75 fee, a signed use agreement, proof of insur-ance, and two week notice—inflatables are permitted. Most inflatable vendors have insurance policies that meet the City of Logan qualifications.
WHAT SHOULD I DO IF SOMEONE IS USING THE AREA/SPACE I RESERVED?Have reservation confirmation with you and respectfully inform them that you have paid to reserve the area. If they refuse to move, contact Logan City Dispatch at (435) 753-7555.

DOES MY PARK RESERVATION INCLUDE THE VOLLEYBALL PIT AND THE PLAY-GROUND?No, reservations only include the pavilion and the tables beneath it. Playgrounds cannot be reserved. Volleyball pits can be reserved for an additional $10.
HOW FAR IN ADVANCE CAN I MAKE A PARK RESERVATION?Parks can be reserved one year in advance, to the date.
WHEN ARE PARK RESTROOMS OPEN?Restrooms are open from April 15 through October 15. Restrooms are not constructed for cold weather conditions due to added costs.
CAN I RESERVE THE LOGAN RIVER GOLF COURSE CLUBHOUSE FOR AN EVENT?Yes, the Tournament Room seats up to 160 people and is equipped with all the amenities to house events or corpo-rate activities. Reservations can be made by contacting Jeff John or Erik Skinner at the Logan River Golf Course Pro Shop at (435) 750-0123.
WHAT TIME DOES MY TEAM PLAY?Adult and youth schedules along with game scores and statistics for adults are posted online. Schedules are also available at the Logan Community Recreation Center, 195 South 100 West, or by calling the front desk at (435) 716-9250.
HOW DO I FIND OUT IF MY GAME IS CANCELLED DUE TO BAD WEATHER?Cancellation decisions will be made by 4:00 pm on game day. Cancellation information for adults and youth will be posted on our website on the Recreation Division youth or adult home pages. Cancellation information can also be obtained by calling the Logan Community Recreation Center at (435) 716-9250 or for Adult Softball by calling the Quad at (435) 750-9897 for a pre-recorded message that is updated by 4:00 pm as needed.

PLANNING TO HOLD A SPECIAL EVENT AT A CITY PARK OR AT THE RECREATION CENTER?
Most special events require a signed permit from City Hall. The permit application fee is $75 and the application is available at City Hall or online.
If you have questions about the special event application/permit process, information pamphlets are available at the Logan Community Recreation Center, City Hall, or online.
NOT SURE IF YOUR SPECIAL EVENT REQUIRES A SPECIAL EVENT PERMIT?
Logan City Municipal Code defines a special event as: “Any short term event at a temporary location that is open to the public for a fee, where the public can participate as a spectator or a participant. Special events shall also include any event available to the public that requires the full or partial closure of the public right of way or the use of City property whether or not a fee is required. Specials events include, but are not limited to, races, concerts, dances, exhibitions, lectures, parades, or other types of entertainment.” §5.04.010

INFORMATION
The cemetery has 53 acres of land with about 47 of those acres occupied. There were 149 grave spaces sold and 219 burials from July 1, 2017 through June 30, 2018.
Approximately 8,000 burial spaces are available for purchase.
HOURS OF OPERATION
• The cemetery grounds are open every day, from dawn until dusk.• The cemetery office is open Monday through Friday, 7:30 am–4:00 pm and closed on legal holidays.

GENERAL MAINTENANCEAs a general maintenance practice, Cemetery staff routinely maintains the grounds around headstones, including mowing, trimming, and irrigation. Cemetery staff performs an annual removal of perishable items three times each year:
• The third week of April• The first week of June• The third week of October
Visitors should remove all non-perishable items, decorations, and other personal items, the week before the scheduled cleanup so that headstones may be trimmed and mowed. Cemetery staff will not trim and mow around a headstone where non-perishable items remain. Notices for each annual removal will be advertised in the local newspaper, included on Logan City utility bills, an-nounced on social media (City’s website, Facebook, Twitter), and posted on signs at the Cemetery.
IRRIGATION The Logan City Cemetery is irrigated through a manual irrigation system, where 80 impact heads are moved by staff throughout the day. Currently, the cemetery is connected to secondary irrigation water, but can also water with culinary water. The cemetery is watered daily from 7:00 am to 5:00 pm Monday through Friday. Watering begins towards the end of May and continues through September. Water spigots are placed throughout the Cemetery during the Memorial Day weekend. The rest of the season water is available on the outside of the cemetery office building.
SNOW REMOVALAll snow removal within the cemetery is the responsibility of the cemetery staff. Roadways are cleaned in a timely manner to insure public safety. Burial sites are cleared to accommodate those attending a service.
TREE CAREMost tree care is performed by the cemetery staff. If there are pruning problems or disease problems that require spraying, it is done by a commercial company. Diseased and old trees are re-moved by staff and when possible under the direction of the City Forester. The cemetery staff plants all new trees.
Trees are not to be planted or removed by the public. The Cem-etery Sexton is responsible for authorizing planting of trees or removal of trees. Trees are planted in designated areas only to en-sure they do not interfere with burials or cemetery maintenance.

STEWART NATURE PARK PROJECTMatthew Anderson's Boy Scouts of America Eagle project planted trees on Friday, September 22. 2018.
RIVERSIDE DRIVE PROJECTLeadership project, organized by Charity Parkinson, removed weeds and trash along the guardrail; scraped mounds of dirt from around tress; placed rocks on outside edge of the trail; and used scissors to cut away netting. This project took place on Saturday, September 29, 2018.
1000 WEST MEDIAN PROJECTWoodruff neighborhood project spread 40 yards of wood chips on Monday, July 30.
WREATH LAYING PROJECTCivil Air Patrol volunteers in partnership with Wreaths Across America placed 100 wreaths on veteran graves at the Logan City Cemetery to honor all those who have served. The project took place on Saturday, December 15, 2018.
