School/LEA Responsibilities

School/LEA Responsibilities

It is the responsibility of schools and LEAs in the District of Columbia to register students for the PARCC and DC Science assessments.

The following tasks are included in this responsibility:

– Register students for the correct tests, based on OSSE’s participation policy

– Register students for the appropriate accommodations and accessibility features before testing

– Add/remove students who transfer before or during testing

PearsonAccessNext (PAN)

PAN can be used to register students or groups of students for the PARCC and DC Science assessments. School, personal, demographic, and testing information, as well as accommodations and accessibility features, are entered into the system to prepare the appropriate assessments for each student.

The SR/PNP file can be downloaded and uploaded to make batch edits to student registration and accommodations and accessibility features.

• Review the “Expected Value” column of the SR/PNP Field Definitions file to verify the format of each data item

• Before you save your edits as .csv and upload, follow these directions:

– Select the column in Excel, right click, choose “Format Cells…”, choose the custom category and enter the following text depending of the field you are reformatting: • LEA ID: 0000

• School ID: 0000

• Birthdate: yyyy-mm-dd

• Grade: 00

School/LEA Responsibilities

Documenting accommodations and accessibility features in PAN is required for all students who receive them.

This process provides students with the appropriate test form and technological supports and communicates to the test administrator what supports to provide for the student.

Personal Needs Profile (PNP)

The PNP holds information that allows PAN to assign accurate testing forms, accessibility features, and accommodations to each student. PNP information must be accurately entered for students prior to a step called “preparing test sessions” so students receive the appropriate test forms. We will discuss this step during future trainings. Accommodations and accessibility features should be uploaded in the SR/PNP file by Feb. 24. This will ensure schools receive accurate materials prior to the PARCC testing window.

The PARCC assessment platform includes several accessibility features built into the system that all students can access at any time.

Additional accessibility features are available to any student, but must be specifically selected in student registration for planning purposes.

Certain accommodations are available only to students with disabilities (IEP or 504) and others for English learners (ELL) with ELL plans. Accommodations must be documented in the IEP/504/ELL plan, and also in the student’s PNP.

Selecting A&AF for Students

To complete accommodations and accessibility feature (A&AF) assignments, Special Education Coordinators and School Test Coordinators should meet with school leadership to establish a procedure for how to review each student’s specific needs, including students who do not have disabilities and are not ELLs.

Selecting A&AF for Students with Disabilities

To complete A&AF assignments in the PNP for students with disabilities:

• Reference student IEP plans and include all listed accommodations on the PNP

• Reference student 504 plans and include all listed accommodations on the PNP

• If IEP accommodations are classified by PARCC as accessibility features, still include them in the PNP

• Consider if any accessibility features should be added to the PNP to benefit the student

Unique Accommodations

If a student requires an accommodation that is not listed in SEDS, the IEP team or 504 plan coordinator should document it as a unique accommodation. The LEA must then submit a unique accommodations request to OSSE via the OSSE Support Tool (OST). OSSE will review and respond via the OST.

Selecting A&AF for ELLs

To complete A&AF assignments in the PNP for ELLs:

• Communicate with the ELL Coordinator about the needs of ELL students and identify which accommodations are appropriate

• Consider if any accessibility features should be added to the PNP to benefit the student

Selecting Accessibility Features for All Students

To complete A&AF assignments in the PNP for all students:

• Students without IEPs, 504 plans, or ELL designation should not receive accommodations, but can receive accessibility features

• Establish a policy for how accessibility features can be assigned with the school leadership team and share this information with teachers

• Create a school procedure for communicating with teachers and school leaders about their recommendations for the assignment of accessibility features

• Document accessibility feature decisions in the PNP

PAN now allows for LEAs to request and approve the transfer of students to and from other LEAs prior to and during testing.

Jan. 25: Review PARCC grades 3-8 enrollment rosters in SLED and make any adjustments to your SIS, if needed

Jan. 30: Download the SR/PNP file for grades 3-8 pre-populated by OSSE and the blank SR/PNP file for high school from the 2017 Spring PARCC section of PAN

Feb. 24: Upload your final, edited SR/PNP files for grades 3-8 and high school for 2017 Spring PARCC in PAN

Test Session and Test Administrator data fields do not need to be completed by Feb. 24. This information can be added later, but must be completed prior to school test plan submission.

Registration for DC Science will occur at a later date and information will be provided as soon as timing is confirmed. We anticipate that OSSE will register students in grade 5 and 8, and LEAs will register students enrolled in high school biology courses.
