Executive Traveller is distributed directly to mining companies, contractors, hotels, car rental companies, the Mineral Resources Authority, the International Airport as well as a host of other outlets. It is the official travel guide to PNG and the most highly circulated publication in the country.Each year the content of this guide, including its maps, is updated to ensure the information is accurate and current. Land of MysteryPapua New Guinea is a nation that remains largely uncanvassed and shrouded in mystery. It’s not until visitors travel to this remote country that its natural beauty and cultural vibrancy truly come to life.The cultural riches and extraordinary wilderness of PNG are a traveller’s delight. Nowhere else in the world can one explore such diversity in languages and culture than within this fascinating nation. Its unique array of colourful tribespeople is echoed in the region’s diverse landscapes.PNG has a small population of approximately 7.8 million people, yet no less than 820 different languages are spoken throughout the region. It comes as no surprise then that a quarter of the world’s languages herald from PNG. English, Pidgin and Motu are the official languages of the region. PNG’s remoteness has preserved a traditional lifestyle, with many locals still residing in small villages and surviving on farming. A myriad of fascinating cultures can still be found in PNG from the famous Huli Wigmen in the Highlands to the enigmatic tribes of the Trobriand Islands. As a result, PNG has sprouted a number of annual festivals that celebrate the customs and costumes of the beguiling locals.

A General Rule As a general rule, all non-citizens who seek employment in the private sector in PNG must possess a valid work permit before they can commence employment. The work permit must be granted by the Secretary, Department of Labour and Industrial Relations in accordance with the Employment of Non-citizens Act 2007. A non-citizen who works in PNG without a valid work permit commits an offence. Remember that if you are unsure whether you need a work permit, please approach the Foreign Employment Division for assistance.
Qualifications, Skills and ExperienceA work permit application must contain sufficient evidence of a non-citizen’s qualifications, skills and experience. This evidence must demonstrate that the non-citizen has the credentials to do the job for which they have applied for a work permit.As a general rule, non-citizen employees should possess a degree or other tertiary qualification relevant to their field of employment. Applicants should also demonstrate appropriate work experience (at least 3-5 years) in order to qualify for a work permit.Work permits may be granted to highly-skilled non-citizen workers who do not hold any tertiary qualifications. However, detailed proof of the employee’s skills and job experience must be provided in an updated curriculum vitae (CV) as part of the work permit application.
Age Requirements No work permit will be granted to a non-citizen under the age of 22. This is because it is assumed that non-citizens of this age are not suitably qualified, skilled or experienced enough to provide training or learning opportunities to their PNG counterparts. There is no upper age limit to the granting of a work permit. However, a non-citizen who is above the age of 65 years may have to provide a suitable medical clearance before they can be granted a work permit.
Sharing Knowledge and Community Participation Non-citizens are required to share their knowledge and experience with their Papua New Guinean counterparts. It is also important that non-citizens who come to work in PNG are able to communicate with Papua New Guinean citizens within the community.
Applying For a Work PermitAll applications for a work permit, regardless of the type of work permit, must be submitted using the prescribed application forms contained in the Employment of Non-citizens Regulation 2008.
Processing Time FrameIt is a statutory requirement under the Act that all new work permit applications and all renewal applications be dealt with within 42 days (6 weeks). If all of the documentation is correct, the Department will usually process a work permit application within 3 weeks.
Working in Papua New Guinea
An Important Rule You may NOT work in Papua New Guinea if you do not possess a valid work permit! Significant penalties apply if you are caught working without a valid work permit.
FeesApplication for General Work Permit – K1000.00 for each year of the work permit. (At the time of publication, this fee was correct. Seek confirmation with the Department of Labour and Industrial Relations.)
Responsibility of DLIR (Foreign Employment Division) In the first instance, all non-citizens must be granted a work permit by DLIR. The application for the work permit will be processed by the Foreign Employment Division (FED) of DLIR. Any decision with respect to the application for a work permit will be decided by the Secretary, DLIR. The Secretary will consider the application in accordance with the Employment of Non-citizens Act 2007 and the Employment of Non-citizens Regulation 2008. Once a non-citizen has been issued with a work permit, he or she must apply to Immigration for the appropriate Entry Permit (Visa). A visa allows a non-citizen to enter PNG and remain for a specific period. Any decision with respect to a visa application will be made in accordance with the Migration Act 1978 and Regulation. Non-citizen employees who have been issued with a work permit are granted a specific visa called the ‘Working Resident Entry Permit’. Immigration also issues many other types of visas such as: Visitor Visa, Business Visa and Student Visa. Immigration also issues Permanent Resident Visas and Papua New Guinean Passports. Immigration is responsible for processing and issuing entry permits (visas) and passports. It is not responsible for processing and issuing work permits.
Today, visitors to Papua New Guinea find a country with a mining-based economy that is resulting in jobs and a boom of which is unprecedented in the region. This phenomenal development would have seemed worlds away up until about 1970.Prior to the 1970s, there was little mineral extraction in PNG and the country’s economy was driven by the growing and selling of coffee and copra. Towns such as Madang, Goroka and Lae brought the PNG products to the world. Coffee, which was developed through the influx of German missionaries before World War II, thrived in the perfect conditions. The large available workforce and worldwide demand for coffee quickly resulted in a successful business formula and beans were transported to Lae, where they were shipped to the world.
In a similar vein to coffee, the copra trade of PNG pushed the economy along in a way that had not previously been witnessed by the rest of the world. Copra is the dried meat of the coconut and one of the world’s richest crops due to the fact that once crushed it produces 70% oil. Given the abundance of coconuts and willing workers, copra soon helped companies such as Burns Philp and Steamships build their respective PNG fortunes.
As the economy took its course, it stood to reason that investors and miners would attempt to tap into the wealthy gold deposits that were reported originally by Captain Moresby in 1873 and then further exploited by others in parts of German New Guinea, including the Waria Valley and what later became known as the Morobe Goldfield. Copper was also discovered and reasonable amounts were mined at the Astrolabe mineral field near Port Moresby for a couple of decades in the early 20th century.
From the mid 1960s, as copper demand grew worldwide, many areas of PNG were subjected to first pass prospecting and, ultimately, the Panguna Copper Mine in Bougainville became one of the world’s largest open-pit mines. Panguna dominated the economy of Bougainville during the 1970s and 1980s at which time the company’s tax and dividend payments made up around 20% of the national budget of PNG. Today, however, OK Tedi Mining boasts the largest operating copper mining facility in the country, which commenced full operation in 1984.
Gold has also continued to be an important part of the PNG economy and, although there are several active gold mining facilities, Lihir Gold Ltd is still one of the major gold mines in PNG today. The company commenced operation in 1997 and Lihir Island hosts one of the world’s largest gold deposits. Like OK Tedi, Lihir is one of the most profitable mines in the country and underpins a great deal of the economy.
With many projects currently being explored, coupled with the LNG pipeline, PNG seems set to have a long future association with the mining and petroleum industries.
History of Mining
bird watchingMany visitors to PNG are attracted to the region for its birdwatching or ‘birding’ as it’s known to enthusiasts. Considering there are no less than 646 species on record, it’s little wonder the activity is so immensely popular. Boasting approximately 86 endemic species and 83 threatened or quasi-threatened species, PNG is an oasis for anyone who appreciates spotting birdlife. The spectacular bird of paradise, among so many other beautiful species, is what brings serious birders to PNG. Known for its flamboyant plumage, the bird of paradise really is a sight to behold. While the mainland is flush with birdlife, the islands of PNG also feature their own awe-inspiring species. Some of the varieties you might expect to see on West New Britain include the Melanesian scrub fowl (or megapode), song parrot, beach kingfisher and nicobar pigeon, to name a few. DIVINGWith unique coral reefs, fascinating wrecks and unusual fish species, the region’s stunning underwater landscapes captivate divers and snorkellers, alike. PNG forms part of the famous Coral Triangle, which spans eastern Indonesia, Malaysia, the Philippines, PNG, Timor Leste and the Solomon Islands. The region is renowned for its unique marine biodiversity and covers a massive territory of some 5.7 million square kilometres. With over 3,000 species of reef fish and more than 600 species of coral, the Coral Triangle has the highest diversity of tropical fish in the world.PNG is flush with amazing dives sites, from Port Moresby and Tufi in the south to Madang and the islands in the north. Due to the exceptional quality of diving in the region, it’s almost impossible to narrow down a list of top dives. Having said that, if you’re a passionate diver be sure to check out Der Yang wreck at Echuca Patch in Kavieng, the B17 Blackjack at Cape Vogel, Susie’s Bommie off Port Moresby, Milne Bay for manta rays and muck diving, and Kilibob’s Knob in Kimbe Bay for its shark dive.All of the land-based dive operators offer a complete diving experience from PADI dive instruction (for beginners) and uniquely tailored dive and stay packages for the more advanced divers.
customs informationUnderstand the customs requirements and restrictions when arriving and departing Papua New Guinea.At Jackson’s International Airport, it is compulsory for all visitors to PNG to fill out a passenger declaration for goods entering the country. Penalties apply to any visitor found making a false claim. Visitors that exceed their duty free limit may have to pay duty on arrival to PNG. The types of items that will need to be declared are:• Goods that are prohibited or restricted: firearms; weapons such as flick
knives; flora and fauna; agricultural products such as foods (canned, fresh, smoked) and animal byproducts; biological products; and medicines (ensure you have a prescription from your doctor on hand).
• Goods that exceed K1000 allowance• Goods deemed for business or trade purposes • Tobacco products that exceed 250gms or over 250 cigarettes• Alcoholic beverages exceeding more than 2 litresFor importing goods into PNG, all goods must be claimed at customs by completing an import declaration form. A license or permit may be required for restricted goods so please check this prior to importation. Once the form is lodged with supporting documentation, then payment on any taxes and duties needs to made. Only after all transport costs have been paid can importers claim their goods. Goods may be subject to inspection.In terms of taking goods home, many of the same restrictions apply to countries such as Australia, New Zealand, Canada, Fiji and Singapore as in PNG. Therefore, it’s advised that all items made from plant material and wood are inspected and treated prior to leaving PNG, otherwise items will likely be inspected on arrival back home. If insect damage is detected, this may result in them being destroyed. In some cases, you may even be fined. There are many pest control businesses in PNG which will fumigate your goods and supply you with certification to show customs on arrival back home.
Exploration Applicationand Processing StepsMineral Resource AuthorityThe Mineral Resource Authority (MRA) was formed to assist and approve exploration applications for the benefit of PNG and the business operators undertaking the exploration. The MRA is the only authority that can give you up to the minute detailed information on exploration in PNG, but listed here are the steps in summary:

Environmental Impact Assessment BranchThe Environmental Impact Assessment Branch is required to monitor, assess and manage all development proposals through the environmental planning legislation under the Environmental Planning Act 1978. Under this Act, a developer may voluntarily submit, or be required to submit, a detailed environmental plan to the DEC for assessment and evaluation before gaining approval to proceed. Once approval has been granted and the development proceeds, the division is then responsible for ensuring that the development’s progress complies with the conditions laid down in the environmental plan. This involves regular inspections and the evaluation of monitoring and survey results to verify compliance.
Environmental Protection BranchThe Environmental Protection Branch has the responsibility to ensure the prevention, abatement and control of environmental contaminants through the administration of the Environmental Contaminants Act 1978. This Act covers many areas of environmental pollution and makes provision for establishing a licensing procedure for water, air and land discharge of pollutants.It also sets out to establish a register of hazardous environmental contaminants, which regulates their importation, manufacture, distribution and use. At the present time, the effective operation of this legislation awaits the development of licensing procedures and regulatory standards. The branch is responsible for the implementation of the country’s obligation under the Convention for the Protection of the Ozone Layer and Protocol on Substances that deplete the ozone layer.
Environmental Permits
Department of Environment and ConservationThe Department of Environment and Conservation (DEC) was established in 1985. Its mission (approved by the National Executive Council on 22 August 1989) is to ensure natural and physical resources are managed to sustain environmental quality and human well-being.
The key legislations administered by the Department are:– Environmental Planning Act 1978– Environmental Contaminants Act 1978– Conservation Areas Act 1978– National Parks Act 1984– International (Fauna & Flora) Trade Act 1978– Fauna (Protection and Control) Act 1966– Crocodile Trade (Protection) Act 1974– Water Resources Act 1982 – Environment Act 2000It also has an important role under the Forests Act 1992.Efforts are currently underway to amalgamate three legislations (Environment Planning Act, Environment Contaminants Act and Water Resource Act) to provide for an effective and efficient environmental regulation process. The system is intended to provide a one-stop-shop environmental approval.

A Cultural dawnPapua New Guinea is one of the most culturally diverse countries in the world. Its cultural origins have shaped the nation it is today.Around 50,000 years ago, Asian migrants travelled across the Indonesian archipelago to become the first human inhabitants of PNG. Archaeological remnants such as stone axes and animal fragments discovered in the Ivane Valley date back anywhere between 44,000 to 49,000 years. It’s believed islands such as New Britain and New Ireland were settled around 35,000 years ago, and Manus as late as 20,000 years ago. Evidence suggests that, rather than settling in one place, the first regional dwellers moved nomadically from the mountains to lower elevations to rotate their food supply. With migrational groups dispersing over time, the remote conditions gave rise to unique tribal customs and languages.
Early settlers of PNG are ancestrally linked with Aborigines as Australia was once connected to PNG by a land bridge evident during the Pleistocene Epoch. This marked a period when the polar ice caps retained more water, therefore sea levels were marginally lower than they currently are. The land bridge disappeared approximately 8,000 years ago, which explains why the same race of people became so culturally diversified.
Another migrational wave occurred around 3,500 years ago evidenced in the ornate pottery remnants found throughout the region. The pottery was crafted by the Lapita people who archaeologists initially believed were traders passing through from eastern Asia. It was discovered later that the Lapita people colonised areas of PNG by bringing anything they required to settle comfortably, which included animals and the means to plant crops. Their superior artisan skills are showcased not just in their pottery but in the ingenuity of their flaked stone and wood tools, and shell artefacts.
The first people to settle in PNG were hunter gatherers who subsisted on a diet of animal, fish and local vegetation. With global temperatures eventually increasing around 10,000 years ago, it’s no surprise that evidence of agricultural farming was found in PNG from 9,000 years onwards. Papua New Guineans have, in fact, been credited with being one of the first cultures to agriculturally farm land. The existence of domesticated pigs in PNG date back as early as 5,000 years. Pigs remain culturally and financially important today with marriages still consecrated with a dowry of pigs. Many Papua New Guineans also still live off subsistence farming.
Port MoresbyAs the capital of PNG, and the first place visitors see on arrival to the region, Port Moresby is a transient hub that sees visitors come and go. Whether you’re here for a day or longer, there is a number of interesting attractions on offer to satisfy your curiosity. If you’re around in mid-September on Independence Day, Port Moresby plays host to the Hiri Moale Festival. Get along to immerse yourself in PNG’s diverse and rich culture.

Lae
Useful Numbers
With its deep port and central northern location, Lae is the home of industry and export in PNG. While vastly different from the commercial atmosphere of Port Moresby, Lae is very much responsible for a large portion of the annual Papua New Guinean economy.With a population of around 150,000, Lae is home to the famous Morobe Cultural Show and offers visitors plenty of things to see and do. Be sure to take a trip to the Rainforest Habitat, which is located on the grounds of the University of Technology.The Lae War Cemetery houses 2,808 soldiers buried here as a result of the World War II operations in PNG. The cemetery is located in Memorial Drive and is opened most days with free entry. Another really interesting and lesser-known attraction in Lae is the Japanese Memorial, which is on the way to Wagang Village. Wagang Village is also called Sipaia Village after the Myoko Maru that is aground just off the beach there. To get to the memorial, drive out past the Pistol Club and keep going towards Malahang. Just as you arrive at the Malahang Industrial Estate, take a right hand turn towards the coast and you’ll see the memorial half way along.

Located in the Eastern Highlands, Goroka is known today for many things, including its annual show, the famous mudmen and its pottery. Coffee, brought in by the missionaries, opened Goroka up as a commercial hub.If you are planning on spending some time in Goroka, then be sure to take a trip to Kainantu to visit the famous Kainantu Pottery. The entire region is famous for its clay work but Kainantu has a worldwide reputation for its remarkable pottery. The JK McCarthy Museum, which is named after one of PNG’s first patrol officers, is also well worth a visit. The museum showcases both indigenous and colonial artefacts which encapsulate some of the region’s past history. The museum is open daily except Sunday and a nominal fee will grant you access. In September each year Goroka plays host to the Goroka Cultural Show, which coincides with PNG Independence celebrations and the Hiri Moale Festival in Port Moresby. The show harks back to the 1950s and provides visitors with the opportunity to experience the traditions and culture of Papua New Guineans in the region. Attendees will be privy to the performances of the Huli Wigmen of Tari and the famous yellow faced men and the mudmen of Asar, among many other wonderful treats.Other points of interest in the area include Mt Gahavisuka Provincial Park which is located eleven kilometres out of town and accessible only by four wheel drive. Visitors can experience the awe-inspiring fauna here, all the while drawing in the views from the lookout which spans vistas 2,450 metres above sea level.If you’re up for it, Goroka offers up some interesting local delicacies. Try a cicada kebab which is cooked on hot embers for a crunchy snack. The local pandanus plant, otherwise known as marita, is cooked in boiling water and then mashed to a sauce. The sauce makes a great dip for sweet potato, which is grown in the region.

Mount Hagen, the capital of the Western Highlands Province, is named after an extinct volcano 24 kilometres northwest, which is said to take its name from a German Colonel Officer Curt von Hagen. The prevalence of German-named landmarks in the region is derivative of the period 1884 to 1914 when the area was colonised by Germans and known as German New Guinea. The region was subsequently overtaken by Australian Forces in 1914, following the onset of World War I.Today, with mining and agricultural ventures into coffee, sweet potatoes and potatoes in the area, Mount Hagen has expanded to become the commercial hub of the Western Highlands. The cooler climates and high altitudes are particularly ideal for growing Arabic coffee for which the area of Banz is renowned for.Trans Niugini Tours are one of the main tour operators in Mount Hagen and offer birdwatching, trekking, fishing and other tailored activities. There is also a number of more localised tour operators in Mount Hagen. Simply ask one of the staff at your accommodation to point you in the right direction.The Western Highlands is home to the Baiyer River Sanctuary, which expands across a massive 740 hectares and includes 185 species of birdlife. This spectacular nature park and its wildlife are a must-do while you’re in the region.In August every year, Mount Hagen boasts a feast of activities as it plays host to the ever-popular Mount Hagen Show. First launched in 1964, this festival continues to showcase the rich heritage of the local culture featuring 75 tribes from throughout PNG. If you’re interested in Indigenous culture and your timing is right, this is one event not to be missed.On Saturdays, you can visit the Hagen Market, one of PNG’s foremost markets, for fresh produce and other interesting items such as highland hats. Get amongst the locals and experience Mount Hagen up close.

KokopoOn arrival to Kokopo, the first thing you may notice is that, unlike many parts of the country, the town gives a feeling of being an undeveloped tourist town. Kokopo is clean and tidy, safe and picturesque. Make sure that you take the time to head up to the Rabaul Observatory, located above the main town on Mt North Daughter. The observatory is used to monitor earthquake activity and has some of the best views in the country.The people of East New Britain boast their own unique culture, with the Baining Fire Dance exemplifying this. The Baining Fire Dance is routinely performed at night and showcases young men wearing distinctive masks dancing energetically in and out of fire. The dance is believed to be a rite of passage for Baining progeny and is performed to spirited chanting and drumming. The National Mask Festival in Rabaul is held in July each year and thousands of visitors flock from all around the globe to experience this wonderful and colourful event. East New Britain is a great place to birdwatch as it is home to a number of exotic birds including the renowned hornbill and megapode, among other species. The caves in the region are regarded as world class, so be sure to check out the caves at Pomio which can be accessed by boat or vehicle.If you’re keen to do some trekking while you’re in the area, then try walking from Volavolo Village to Mt Mother, the tallest mountain in the area. The hike to the top of Mt Mother means a steep climb to 700 metres, which offers fantastic views and will take you most of the day to complete. If you enjoy diving, the World War II wrecks that litter the reefs surrounding East New Britain offer diving and snorkelling with excellent visibility year round. Simpson Harbour, the location where 54 Japanese ships were sunk during the war effort, and the Beehives (a small group of craggy islands) both offer great diving. Tavui Point provides fantastic snorkelling over Japanese submarines.
