Identi�ication PapersIdenti�ication PapersThe most commonplace form of documentation across the FiveNations is a citizen's Identi�ication Papers. Documents such asthese are carried by many of Khorvaire's citizens, however theworking and lower class may not carry the documents upontheir person. The documents are used most often in scenarioswhere the proof of one's identity is questioned or must beveri�ied, most typically in courts and businesses, and must bepresented to have other documents notarised by House Sivis.The document is a simple form, arranged with categoricalinformation stating the bearer’s family name(s), given name,birthdate, birthplace, nationality, a short summary of theirappearance, and �inally their profession. Any changes to thisinformation are to be brought to a House Sivis scribe inconjunction with any other outdated documentation forredrafting.

Travel PermitTravel PermitStill in circulation after the last war, Travel Permits werefrequently carried by diplomats and migrating citizenspermitting entry through the borders of Khorvaire’s nations.While border checkpoints no longer consider the acquisition ofthese documents essential for entry: certain authorities maystill require a traveller to carry a permit, while otherauthorities may dispense them to ensure a party's guaranteedaccess.The document is stamped and notarised with the seal andname of the nation in which the bearer is wishing to travelwithin, including space for their name, nationality, and physicalappearance to be cross-referenced with their Identi�icationPapers. The notary is expected to provide the document with adate on which the bearer is last permitted access to theherementioned nation in accordance with their government.

LicencesLicencesMany cities across Khorvaire have begun implementing newlaws regarding the carrying of weapons and the use ofspellcasting in public - as such House Sivis has collaboratedwith regional governments to notarise documentation detailingthe possession and use of these items. Failure to present adocument such as this may have an individual �ined, and itemsimpounded where relevant.Weapon LicenceWeapon LicenceA Weapon Licence is notated with the name of the bearer andthe weapons they are permitted to carry within named cities.While individual licences can be acquired for speci�ic districtsand quarters within a city, House Sivis prints this document asa catch-all, sanctioned by the printer's regional government.Typically only required by citizens, the Licence can bepurchased for a fee of 5 Galifar, although the client mustpresent their case to a clerk.

Failure to produce these documents when prompted by localauthorities can result in a �ine. Any items not listed will beimpounded by local law enforcement until penalties have beenpaid.Spellcasting LicenceSpellcasting LicenceThe Spellcasting Licence can be applied for by magic users,allowing the bearer to use spells in public spaces. Licences suchas these are seen most often among magewrights, typicallyprovided by the business or guild with which they work. Otherspellcasters can purchase a Licence for a fee of 10 Galifar perspell, specifying the spells they intend to cast and for whatpurpose. Failure to produce this document when prompted by localauthorities can result in a �ine, and any incantations not listedwill result in the impounding of the offender's spellcastingfocus until outstanding penalties have been paid.

Displaced PersonageDisplaced PersonageMany of Khorvaire's citizens were displaced by the last war,becoming refugees. The Displaced Personage document wasprinted and issued quickly by House Sivis to allow theserefugees to travel unaccosted through their home nation, withthe loss of their home and often the destruction ormisplacement of their default travel documents andidenti�ication. While these papers are no longer being printed,many are still in circulation and most nations honour them aslegal documents. Containing minimal identifying information, the documentcontains �ields for a name and present place of residence -typically the post where the form was notarised - meant formilitary patrols to ascertain if the bearer is heading in thedirection marked as their Destination. The document has a �ieldto note minors that travel with the bearer, as children do notneed paperwork. Marked with an asterix, to also include thosewho are elderly, un�it, or incapable of caring for themselveswithout the presence of the bearer.

Discharge PapersDischarge PapersWhile many soldiers died honourably for their nation, otherslived to see the end of the war. There are numerous soldierswho were discharged from their nation's armies. Theseveterans were not always discharged honourably; House Siviscollaborated with governments to issue a standardiseddocument detailing the nature of a soldier's discharge, andcircumstances therein.Honourable DischargeHonourable DischargeGranted an Honourable Discharge, a soldier would typicallycarry this document with them. It notes if the bearer served inthe army or the navy of a nation, including details such as rank,the length of time served, who was served under, and �inally ifany pay is due.

Dishonorable DischargeDishonorable DischargeThose who were given a Dishonourable Discharge typically donot carry this document, however the document was necessaryfor receiving any payment that would have been owed beforedischarge, under the Galifar Code of Justice. The formatting isvastly the same as the prior document, with alterations to theform to denote the bearer's poor military service.4

Guild CredentialsGuild CredentialsGuilds across Khorvaire have been using House Sivisdocuments to verify their members since before the last war. The document is laid out to match the style of a set ofIdenti�ication Papers. Presenting the bearer's name andoccupation, the distinct role they �ill, and the guildhouse theywork for. The document contains space for the names of thesponsor and the Dragonmarked heir that guarantee the bearer.Any offences are recorded in the citations �ield and reported tothe herenamed individuals for penalties or dismissal.

Press PassPress PassThe journalists of Khorvaire were recognised as a neutral partyduring the last war, and the newspapers they worked for weregranted conditional access to nations and factions to reportnews as it happened. A Press Pass does not guarantee entry,only that it marks a neutral party within the area. While cut andprinted for a traditional Khorvairian wallet, many journalistswho hold these passes choose to fold them over and nest thedocument in their hats for easy display.The document is short and meant to be held in reference toother means of identi�ication held by the bearer. It details thenewspaper of employment, the of�ice or editor represented,and �inally the name of the managing editor.

Thronehold PermitThronehold PermitThroneport stands as a neutral ground, each district controlledby one of the remaining nations of Galifar. Permits have becomea requirement to travel between districts. Citizens have formal identi�ication of their status, visitors areexpected to acquire the document before entering Throneport.The document acts as a catch-all for commuting betweencheckpoints, held to ensure that bearers are permitted access.This permit is upheld by Throneport guard to allowunmolested travel provided the bearer remains as a neutralbody while located in the city.

Jorasco MedicineJorasco MedicinePrescriptionPrescriptionHouse Jorasco is known for their mark’s ability to utiliseempowered healing magic, however House Jorasco’s work ismore diverse than simple medical care and arcane healing.Jorasco enclaves often feature a dedicated chemist able toprovide Khorvarian citizens with herbs, ointments, tinctures,and other remedies to aleve ailments and aches that cannot becured by otherwise simple bedrest and are too mundane tobene�it from magical aid. For these patients, House Jorasco healers provide aprescription permitting them legitimate purchase of medicinefrom the enclave’s chemist. All forms must be signed by arecognised house agent before a chemist shall willingly sell theprescribed remedy.The form is notated with the name and address of thepatient, including their nationality, to be cross-referenced withany provided identi�ication papers.

House Sivis TelegramHouse Sivis TelegramHouse Sivis' heirs are capable of using Speaking Stations thatcan be found across Khorvaire, providing a service to the publicfor a reasonable two sovereign (2sp) per word within big cities.This method of telecommunication prompts easy and fastpaced dialogue between distant points throughout the nations. A gnome will transcribe the message onto a Telegram, placing itfor collection or to be sent out to the intended recipient. The form is marked with its Number (No.) referring to howmany telegrams the Speaking Station has received in total. The letter is transcribed with the name of the sender andintended recipient, followed by the time and Origin of thetelegram. The message will be transcribed and the number ofwords recorded. House Sivis situationally allows the sender to pay collect, inthis case any charges are to be paid for by the recipient of theletter. The document is stamped with a Sivis arcane mark toassure the document is recognisable as genuine. The letter isotherwise retained by the Speaking Station until it is claimed,wherein the �ield to note the letter has been received is markedby a scribe or penned by a courier.

Vocabulary | Author's NoteVocabulary | Author's NoteI have seen some debate if the people of Khorvairewould have words like telegram, telecommunicationand other such vernacular in their vocabulary. I think that it is likely they would for the simple reasonthat people across Eberron have knowledge andunderstanding of Telepathy.

House Lyrandar WeatherHouse Lyrandar WeatherReportReportHouse Lyrandar's heirs use Storm Spires to alter weather forthe bene�it of a client. The service is attributed to aidingfarming, providing rain during a dry season or allowing forsunshine to better the growth of the crop. Other uses of StormSpires have related to particularly wealthy clientele paying forgood weather during a town fete, with rumours the houseprovided their services to aid or hinder entrenched unitsduring the Last War. This document is produced by the house in conjunction withHouse Sivis.The layout of the weather report presents a table listing thedays of the week; each day typically featuring a singleillustration symbolising a summary of the day's weather aspaid for by the client.

The date is written followed by the information concerning thenature of the forecast weather. The biome that the weather willaffect is cross-referenced with geographical charts todetermine the most natural state of the region. The Storm Spirehandling the weather alterations is noted, followed by theidentity of the client. Along the side of the document is the date of the forecast,followed by the area of in�luence. Underneath this the scribewill �ind two units of temperature and cross through theirrelevant unit based on the nation of origins measurements. Upon completion, the document is stamped by a Sivis scribeand a copy is sent to the client - wherein any fees that are stillto be paid are written in the leftmost tophand corner. If thesefees are not met by the date the forecast is set to commence,House Lyrandar is liable to reject the proposed forecast as partof their contract between themselves and the clientele.

House Kundarak Letter ofHouse Kundarak Letter ofCreditCreditThe Banking Guilds of the Mror Holds are home to some ofHouse Kundarak's most secure vaults. With patron's moneybeing invested into the vast Dwarven businesses inside theHolds, House Kundarak has taken to providing patrons with aLetter of Credit to transfer their wealth discreetly between thevault system and the banks of Khorvaire. A letter of credit attests the undersigned to have an amountof currency valued in gold stored within Kundarak Vaults, withthe value of the document stamped upon it - typically ingroupings of one-hundred. This letter is presentable at any House Kundarak bank inexchange for the agreed upon amount at the time ofnegotiation. Access to personal currency or items stored in theKundarak Vault Network is available for a �lat cost of ten galifarper day.

The letter presents a negotiated date wherein the client isexpected to have exchanged it for their deposited currency. House Sivis is employed for the use of their arcane mark tolegitimise the transferal of letters of credit between banks andguilds. With already a high-level of detail and design, the letterof credit is near-impossible to forge, making it Khorvaire's mostsecure system for bank transactions.Presently, House Kundarak only permits the client identi�iedwith the Letter of Credit to withdraw the currency the draft hasagreed upon, however the House is looking to branch intochequing accounts, allowing clients to use credit in major citiesas another form of transferable currency.

University Certi�icatesUniversity Certi�icatesThe following certi�icates are presented to graduates of theirrespective universities upon completion of their degree. Eachdocument is easily recognised, printed with the heraldry of thebestowing university.Arcanix DiplomaArcanix DiplomaThe certi�icates present the �ield of study the bearer hascompleted, sometimes listing further accomplishments of thebearer above or under their name. To make each diplomaof�icial, the universities heraldry is stamped in wax and datedon the day awarded.

Birth Certi�icateBirth Certi�icateWhether you’re born in a hospital, at home, or in a barn, allrecognised citizens of Khorvaire require a birth certi�icate. It israre not to have one, the absence of which would make lifedif�icult in many different ways.Birth certi�icates are the foundation of all otherdocumentation, and begin the record someone slowly buildsover a lifetime. A birth certi�icate cannot be changed, though aperson is able to obtain a similar record to re�lect any changes,such as name, sex, or nationality. A physician inscribes a birth certi�icate - unless the parentschoose to attend a Sivis registration of�ice within a month of thebirth, this will be issued shortly after delivery. The name shouldbe spelt accurately, and the sex at birth should be denoted withan M (male), F (female), or I (intersex). The sex at birth is onlyrequired for medical reasons.

The parents’ names are listed in clear lettering, and the datewritten to the minute. Most medical institutions keep strictcalendars, but in the event a birth takes place without access toa calendar, the closest approximation should be listed. It is thesame case for the location; hospitals will have a set address butan abstract description may be used for the family home orelsewhere. Finally, the document will be signed off by theattending physician and a witness to the birth, both insignature and in print, before it is submitted to Sivis for �iling.The original copy may be kept by the parents.

Death Certi�icateDeath Certi�icateAt the opposite end of one’s life is one’s death. Each certi�icate marks the legal death of the deceased party,signed and notated by a practicing mortician. A mortician isexpected to wait at least a week before �inalising the documentto see if the body is claimed by any living friend or relative. Invery rare cases, wealthy families employ the use of RaiseDeadfrom the House Jorasco services, restoring the deceased to life.It is in these circumstances that a death certi�icate may not besigned. Under the Galifar Code of Justice, it is illegal for undeadto claim the titles and wealth they had in life. The certi�icate is marked in the top right-hand cornerpertaining to the region the death occurred in; the time ofdeath is marked if known and information about the deceasedis written if it is known. Once the certi�icate has been signed itis sent to a Sivis registry of�ice who stamp it with the SivisArcane Mark to con�irm the deceased's status.

Marriage Certi�icateMarriage Certi�icateThe certi�ication of marriage has grown in popularity in thismodern age. With the bene�its of marriage monetarily, guildsand governments require proof of the union, bringing marriagecerti�icates into everyday use.The form is notated with the date, venue, and location of thewedding, followed by the formal declaration of the couple’sidentities; the name, age, marital status (single, widowed,divorced, etc,) residence, nationality, and occupation. Thedocument is footed with �ields for the signatures of the coupleand witnesses to con�irm the legitimacy of the union. In privateceremonies, this space may be �illed out by a public servant orordained priest.

TicketsTicketsWhile these tickets are not printed in collaberation with HouseSivis, it is expected that scribes will become acquainted withthem as these methods of print grow; tickets of travel andshorthand of�icial notices.Lighting Rail TicketLighting Rail TicketHouse Orien takes the Lightning Rail very seriously. As one ofthe fastest and most affordable methods of travel acrossKhorvaire, the house equips their guard (conductor) with reelsof tickets for each journey. A ticket reel is notably blank withthe stations of departure and arrival magically inscribed by aticket machine carried by each guard. Each ticket presents the class in which the bearer istravelling, corresponding to the carriage wherein they will beseated throughout the journey - First Class, Second Class, orThird Class (steerage.)Airship TicketAirship TicketHouse Lyrander, new in the transportation business, also hasbegun to print tickets for those interested in extravagantcontinental travel at a more costly fee. Unlike the tickets of Orien's lightning rail, Lyrandar's ticketsare made to be torn - a stub kept by the traveller while thegreater half of the ticket is given up to the steward. Each ticketis numbered based on the available seating and rooms aboardthe vessel. Tickets are bought typically weeks before the journey, althoughlatecomers will often �ind tickets still available due to the costat which they are sold. Upon the purchase, the bearer is able toquickly see all relevant information pertaining to theirscheduled journey; the date and time of departure as well asthe name of the vessel are clearly printed on both thecounterfoil and stub to allow for quick reference.

City Watch TicketsCity Watch TicketsWith an increase in organised policing within large cities camethe need for ticketing of offenders to be straightforward for awatchman. Printed as part of a small book of easy-tear tickets,captains are able to quickly provide the correct form to thoseinvolved.City Watch Ticket ExamplesCity Watch Ticket ExamplesForm AForm AOne of the most common tickets that an of�icer of the watchwill present a wrongdoer is meant for minor crimes whereinthe ticket holder has been �ined an amount of crowns equal tothe severity of the offence. In most situations the lawmen askfor �ines to be paid upfront, but where they cannot be, theoffender is expected to attend a courthouse to pay off theirdues within a month of recieving the ticket. Failure to pay offthese debts can result in further penalties, and if the sumbecomes considerate the Watch will be inclined to arrest theevader to face trial.

Form CForm CAs previously mentioned, cities across Khorvaire are nowbeginning to employ licences to police the open-carry ofweaponry and casting of spells and other incantations. Whilethe prior form is for the impounding of items: Form C permitsthe bearer conditional armed access throughout certaindistricts of the city. Typically reserved for travelling HedgeKnights or Mages, a city watch may present this form toaf�iliates or hired investigators to aid the Watch in the pursuitof lawless criminals.

Form BForm BAs mentioned earlier in this booklet, there are occasionswherein an of�icer will have to impound items. In thesescenarios, this ticket is presented to the owner of anyimpounded belongings as a means to reclaim them. Offendersare expected to hand over the ticket to a clerk within the CityWatch who would ask for any outstanding penalties to be paidbefore the items can be relenquished. This ticket can be used toimpound weapons, spellcasting foci, vehicles, animals, magicalitems, and other transferable property.

Form DForm DA catch-all form, this ticket allows the bearer to pass throughde�ined districts without the worry of search or obstructedtravel - provided the bearer is complying to the Galifar Code ofJustice. This ticket does not permit the casting of spells orcarrying of unlicenced weaponry, but is meant to allow thebearer to travel freely within the authority of the City Watch.16

Letter of MarqueLetter of MarqueThe prestigious letter of marque is an exclusive documentcertifying the bearer having the right to unearth, carry, and sellrecovered goods from a single region authorised by theirhighest authority. Letters of Marque are primarily distributedby the Bureau of Antiquities in Sharn, permitting the bearer toact as an agent of the Bureau to claim and sell goods. Whilemost expeditions take explorers to Xen'drik, Letters of Marqueare seen quite frequently inside of Khorvaire: held byarchaeologists and researchers excavating ruins and tombsfrom even before the Five Nations - with interest in acquiringaccess in the Mournland. The document is undersigned by an Assessor in the employof the Bureau and marked by a Sivis Agent to legitimise theletter.
