PREFACEThe relocation and internment of Japanese-Americans during WorldWar II has been called one of the worst abuses of governmental authorityin the history of the United States. Beginning in 1942 more than 120,000Japanese-Americans, most of them living on the West Coast, wereordered to leave their homes and were transported to relocation centers(camps) for the duration of the war. The internees were stripped ofboth their possessions and their civil liberties.

The factors of racism, war hysteria, geographical concentration ofthe Japanese-Americans, and the genuine military threat from Japanhad combined to set the stage for the series of decisions in 1940-42which culminated in Executive Order 9066, authorizing the WarDepartment to evacuate and incarcerate civilians as a "protectionagainst espionage and against sabotage." Although no ethnic groupwas singled out in the executive order, the vast majority of civiliansaffected were those of Japanese ancestry; others included Germanaliens, Italian aliens, and any person suspected of being a risk to thenational defense. The actual internment of civilians was administeredby the War Relocation Authority (under the Department of the Interior),while the Army was responsible for transportation to the camps, andwhile the War Department and the FBI conducted intelligence operations(in addition to having been early advocates of a broad policy ofrelocation and internment).

A generation after the last camps were disbanded. Congressestablished in 1980 the Commission on Wartime Relocation andInternment of Civilians (CWRIC). The purpose of CWRIC was to reviewthe facts and circumstances surrounding both the decision to issueExecutive Order 9066 and the way in which the order was implemented,as well as to assess the impact of the order on the American citizensand resident aliens who were relocated and interned. During the courseof its investigation, CWRIC compiled a vast quantity of documentarymaterials from the records of all of the relevant federal agencies (as

well as state and private sources), just a few of which are mentionedhere: the War Department (diaries and telephone transcripts of high-level officials), the Army (reports and statistics), the War RelocationAuthority (field reports and community analysis reports), the FBI(background memoranda and investigative reports), the Departmentof Justice (legal papers and investigative files), and important, previouslyunpublished records from regional military commands, the Departmentof the Treasury, the Office of Naval Intelligence, the National SecurityAgency, and Congress. Also included are papers of all the officialsinvolved with the relocation and internment of civilians: PresidentRoosevelt, General Eisenhower, Attorney General Francis Biddle,Secretary of the Navy James Forrestal, FBI Director J. Edgar Hoover,Assistant Secretary of the Interior Abe Fortas, Governor Earl Warrenof California, and many others.

Collected from libraries and archives throughout the country andorganized into a voluminous Numerical File Archive for use by CWRICstaff and attorneys, this unique and invaluble documentary record wasdeposited at the National Archives in 1983 after CWRIC issued its finalreport, Personal Justice Denied. In fact, the Numerical File Archive'snumbering system is keyed to the final report, thus giving researcherseasy access to the Numerical File Archive and indicating how extensivelythe final report drew upon the documentation in the Numerical FileArchive. Now published for the first time, the Numerical File Archiveprovides the primary documents which are essential to any study ofthis important chapter in American history.
