HUMAN RIGHTS VIOLATION ‘BY’ and ‘TO’ NAXALITES-A CR ITICAL ANALYSIS

I inspire from the words of the Mahatma Gandhi and support his views on the
ideology of Non-Violence. Nothing can be achieved in the form of violence in a Democratic
country for your rights, equality and development. In a democratic country to achieve your rights
fight for it but through the method of non-violence.
My topic for the National seminar is
“HUMAN RIGHTS VIOLATION ‘BY’ and ‘TO’ NAXALITES- A CRITICAL ANALYSIS”
The topic which I choose may be a controversial for some people but I strict to the
ideology and principles of Democracy which I feel a supreme way of living in India. I shall go
through the root cause of growth of Naxalism and their effects in the society and also how the
Naxalites are behaved by the state.
Origin:
The word Naxal, Naxalite and Naksalvadi are generic terms used to refer to various
Communist guerrilla groups in India, mostly under the influence of the CPI-Maoist. The term
'Naxal' derives from the name of the village Naxalbari in West Bengal, where the movement had
its origin.
Ideology:
The ideology of Naxalites derived from the famous personality Mao Zedong who has
given the theory of Maoism. In India many Left-revolutionary guerrilla groups formed with
different names like Naxalites, Maoists, and Peoples war Group etc., but ultimate ideology was
the same. The main reason of radical elements in the society is because of Disparities between
the classes, Social Inequalities, Corruption, Exploitation of Tribal in the name of Development
and Human Rights Violation. This revolutionary movement spread too many states in India
especially in the state of West Bengal, Orissa, Bihar, Jharkhand, Chhattisgarh, Orissa, Andhra
Pradesh and also in Maharashtra. According to the reports of Intelligence Bureau in 2006 there
are nearly 20000 armed cadre Naxalites in addition to 50,000 regular cadres.
Violent acts by Naxalites:
The Naxalites has chosen the path of violence and they believed only way to curb the
atrocities on people. They justified their way in many incidents by killing many Civilians, Police
personnel, Politicians and Bureaucrats. Some of the major violent incidents in India by Ultra Left
groups are:
• On April 6, 2010 Naxalites launched the most deadly assault in the history of the Naxalite
movement by killing 76 security personnel in the remote jungles of Chhattisgarh's
Dantewada district.
• During February the Silda camp attack killed 24 paramilitary personnel of the Eastern
Frontier Rifles in an operation the guerillas stated was the beginning of "Operation Peace
Hunt".
• On 28 May the derailment of a Kolkata–Mumbai night train killed at least 150 persons.
Maoists were responsible for the sabotage which caused the disaster.
• In March 2012 Maoist rebels kidnapped two Italians in the eastern Indian state of Odisha,
the first time Westerners were abducted there. 12 CRPF personnel were killed on March
27, 2012 in a landmine blast triggered by suspected Naxalites in Gadchiroli district
of Maharashtra.
• Most recently on 25 May 2013, Naxalites attacked a rally led by the Indian National
Congress in Sukma village in Bastar Chhatisgarh, killing about 29 people. They killed
senior party leader Mahendra Karma and Nand Kumar Patel and his son while in the
attack another senior party leader Vidya Charan Shukla was severely wounded and later
succumbed to his injuries on the 11th June. See: 2013 Maoist attack in Darbha Valley.
In all the above incidents the rebels were seriously violated the rights of human to live
and became a major threat to the internal security of the nation.
Retributive action by Police:
In retaliation to the Naxalites government formed many battalions, Para-Military
forces like CRPF personnel, Grey Hounds, and many units to curb Naxalism. They
started the “Operation Green Hunt’ to eradicate radicals but this operation was criticized
by many civil liberties organizations and blamed the government that it’s the operation to
eradicate the Tribal, Adivassi people rather tackling Naxalites. The state while
maintaining peace talks with radicals they had confronted the Naxalites in the name of
encounters. The state instead of maintaining law and order and peace has indulged in the
human rights violation of the Naxalites in the name of fake encounters. The Chhattisgarh
government moved further and formed a group called ‘Salwajudum’ by the locals to kill
the Naxalites they were even provided with arms which later the Supreme Court observed
as unconstitutional. The state also indirectly encouraged violence which is not good for
the democracy. A recent study says that among 20 encounters by police with Naxalites
nearly 16 are fake, which is a serious human rights violation of an individual. The
government had failed seriously to implement the development policies which is useful
for the citizens and became the reason to the growth of Naxalism.
Steps to be taken by both sides in the interest of General People:
There should be a good dialogue between the Naxalites and Government so that
the general civilians are not crushed in between. The measures are to be taken from the
both sides so that the human rights are not in danger. The following steps which I feel to
be taken be to end this internal war is:
• The government should come forward for peace talks with the Naxalites.
• The government and Naxalites should agree for the ceasefire.
• The government should develop all the parts of country from Village level to a
Metropolitan city so that there is no further inequalities.
• The Naxalites should respect the pillars of democracy and take part actively in
implementation of welfare schemes by the Government.
• The Naxalites should honor the sovereignty of the Nation and play a vital role in
development of our country.
• The Government should curb Corruption in all the levels so that India will progress in all
fields.
• The Government should give Social Security to all the Naxalites who had come out of the
revolution and living normal life in the society.
Conclusion:
In the end, I would say that ‘no one has given right to take one’s life, all the
people should live in a universal brotherhood and respect one’s Human Rights’. The
Naxalites should know that with violence we cannot succeed our goals, and the
Government should take all the steps for the welfare of people because in a democratic
country people are considered to be gods, if they are neglected then it’s a big threat to the
Nation’s Integrity.
