In the Maurya empire the r–ajukas or divisional
heads were appointed by the emperor, but their
counterparts in the Gupta empire, the
kum–ar–am–atyas, were appointed by the
uparika. A passage in an inscription of
Kum–ara Gupta (A. D. 448) has been taken as
indicating a closer personal relation between
the head of a district (kum–ar–am–atya) in Bengal
and the Gupta emperor, and it is suggested that
the kum–ar–am–atya of Pa–nchanagar–i, who is
described as bhatt–araka-p–ad-–anudhyatah
(devoted to the feet of the lord), was appointed
directly by Kum–ara Gupta I. But the term
bhatt–araka does not refer to Kum–ara Gupta,
for in all his three earlier Bengal inscriptions
he is described as paramabhatt–araka. This is
also found in two other inscriptions in which
the Gupta emperor Budha Gupta is described
in exactly similar terms. Therefore the crucial
passage implies that the kum–ar–am–atya of
Pa–nchanagar–i was devoted to his immediate
lord, who may have been the head of the
Pundravardhana bhukti.
