COMMON ENTRANCE TEST

for Admission to B.Ed. (General), B.Ed. (Yoga) and B.Ed. Special Education

(Mental Retardation) - 2019

FOR COLLEGES OF EDUCATION SITUATED IN CHANDIGARH ONLY

1. GENERAL INFORMATION

As authorized by of Directorate of Higher Education, Chandigarh Administration, the Panjab

University, Chandigarh will conduct Common Entrance Test (C.E.T.) for admission to B.Ed.

(General), B.Ed. (Yoga) and B.Ed. Special Education (Mental Retardation) in Colleges of

Education affiliated to Panjab University, Chandigarh and situated in U.T. Chandigarh. The

information about Colleges of Education and the number of seats available there in as per

approval granted by the National Council for Teacher Education (N.C.T.E) as notified in the

Notification of Directorate of Higher Education, Chandigarh Administration No. 558-DHE-UT-

C5-26(1) 92-III dated 03/06/2019 (Annexure-I). The Centre for common entrance test will

be Chandigarh only.

Note: Examination Centre once allotted will not be changed under any circumstances.

The Entrance Test shall be conducted on 24/07/2019 and into a session of 2½ hours

duration (10.30 A.M to 1.00 P.M.)

2. ELIGIBILITY:

A candidate who possesses the following qualifications shall be eligible to join the

course:

i. Candidates with at least 50% Marks either in Bachelor’s degree and/or in the Master’s

degree in Science/Social sciences/ Humanities/ Commerce/Home

science/B.B.A/B.C.A,B.A. LL.B., B. Com. LL.B. or any other qualification equivalent

thereto, are eligible for admission to the programme. However, while calculating merit,

marks obtained in Graduation only will be considered. There shall be a relaxation of 5%

marks in favour of SC / ST / PwD candidates. Candidate with less than 45% marks belonging to these categories shall not be eligible.

ii. Bachelors in Engineering or Technology with specialization in science and mathematics with 55% marks or any other qualification equivalent thereto, are eligible for admission

to the programme. However, while calculating merit, marks obtained in Graduation only will be considered. There shall be a relaxation of 5% marks in favour of SC / ST / PwD

candidates. Candidate with less than 50% marks belonging to these categories shall not be eligible.

iii. The reservation in seats and relaxation in the qualifying marks in favour of the reserved

categories shall be as per rules of the Chandigarh Administration.

iv. Provided that such minimum qualifying marks shall not automatically entitle a candidate

to get admission in an institution but only entitle the candidate concerned to fulfill other

institutional criteria notified by the institution concerned or by the Government

concerned from time to time to apply for admission. Online admission will be offered to

only those candidates who will qualify the Common Entrance Test and provide the

options for colleges along with subject combination.

b) Candidate must have studied the major subject of the subject combination for at least

three years at Bachelor's level and two years at Master's level.

• Honors students shall opt for major subject in which they have obtained Honors,

the minor subject should have been studied at least for one year/one semester.

• Candidates should have passed Graduation/Post-Graduation in a relevant school subject.

• A candidate getting admission on the basis of Post graduate degree shall have to opt for one of teaching subjects pursued by him/her at Master degree.

• Any candidate who has passed Graduation without a relevant school subject would

not be considered.

c) Candidates who have appeared for qualifying examination and whose results have not been declared may be provisionally allowed to apply for Common Entrance Test at their

own risk and responsibility but they shall become eligible for counseling only after they have produced the evidence of having satisfied the above said conditions on the date of

counselling. d) Result late (RL) / Re-evaluation / Compartment cases, if their results are declared before

final counseling, shall be considered subject to availability of seats only.

3. ADMISSION POLICY IN COLLEGES OF UNION TERRITORY, CHANDIGARH:

i. UT Pool 60%: Out of the total sanctioned intake of the institutions, 60% seats will be

filled up from amongst the students who have passed their Graduation examination

from colleges recognized by the Chandigarh Administration and situated in the

Union Territory of Chandigarh as a regular student of the said Colleges/

Institutions, subject to the condition that such students must have studied for two years

in graduation at Chandigarh. These seats will be termed as ‘UT Pool’.

ii. General Pool 40%: Out of the total sanctioned intake of the institutions, 40% seats will

be filled from amongst the students who passed their Graduation examination from the

recognized institutions other than those located in the Union Territory of. These seats

will be termed as ‘General Pool’. The candidates who have done their graduation/post-graduation through distance mode will be considered under this Pool only.

Special Note: Please select your pool choice i.e. U.T. Pool (60%) and General Pool

(40%) carefully, as during counseling you will not be allowed to make any change in

pool choice.

4. CRITERIA FOR ADMISSION

(a) The admission to B.Ed. Course in the colleges situated in Chandigarh and affiliated to Panjab University, Chandigarh, for the session 2019-20 shall be made on the basis

of the relative merit of the candidates in the Common Entrance Test, subject to the availability of seats in a particular subject combination and as per reservation policy

of Chandigarh Administration.

Note : No one who is already in employment (whole time or part time whether in honorary

capacity or paid) shall be admitted to B.Ed. Course in a College of Education without

taking leave from the employer/Institution/office etc. from the date of

commencement of the academic session till the completion of practical skill in

teaching examination.

(b) Admission will be done as per Reservation Policy of the Chandigarh Administration.

(c) When two or more candidates have secured equal marks in the Common Entrance Test

their inter-se merit for admission will be decided on the following criteria:

i. Candidate with higher percentage of marks in qualifying degree.

ii. Candidate older in age shall rank higher in the order of merit.

5. GENERAL CONDITIONS:

• The admission to various Colleges of Education situated in Chandigarh and affiliated to Panjab University, Chandigarh will be done strictly as per the Notification of Chandigarh

Administration No. 558-DHE-UT-C5-26(1) 92-III dated 03/06/2019 (Annexure I), the N.C.T.E. norms.

• The reservation of seats as given above shall be strictly adhered to. However, in case seats in a reserved category remain vacant, on account of non-availability of qualified

candidates, such seats may be filled up as per policy of Chandigarh Administration.

• Applicant applying for the reserved category shall carefully indicate the claim for only one category in the admission form. No change in the category will be entertained

/permitted at any stage after submission of information on the website.

• Any incorrect information by the candidate in online form or otherwise provided shall

lead to his/her disqualification without any intimation thereof.

• The minimum qualifying marks in CET will be 25% for General Category

candidates and 20% for SC/ST candidates.

• There will be two face to face counseling sessions for admission. The allocation of

college will be made through two face to face counselings only. The shifting of seats will

be allowed during the second counseling only.

• The admission to all seats belonging to different subjects in the colleges of Education

will be done as per the norms laid down by the N.C.T.E as per clause 3.1 of the appendix

iv of its Gazette Notification dated 28.11.2014. The subject combination will be decided by the admission committee constituted by the Panjab University Chandigarh

• During counseling, major subjects would be allotted by the University. Allocation of seat

at time of counselling does not mean confirmation of admission. The admission will be

confirmed by the concerned college after checking and verification of documents.

• Colleges shall provide all information regarding the course and other facilities being

provided to the students on their website

6. TEACHING SUBJECT COMBINATIONS

i. Admission to B.Ed. course is subject based. At the time of admission, each candidate

shall opt for two teaching/pedagogical subjects, which has been studied at

graduation/post-graduation level. The candidate must have studied the Major subject of

the teaching combination for at least three years at graduation level or two years at

Master’s level. The minor subject should have been studied for at least for one year/one

semester.

ii. The candidates having honours course shall opt for major subject in which they have

obtained honours. The minor subject should have been studied at least for one year/one

semester.

iii. The candidates who have passed additional subjects at graduation level can opt for only

those teaching subject, marks of which are taken into account for the purpose of

calculating percentage of marks at graduation level.

iv. B.Com./B.B.A./M.Com. graduates /postgraduates may opt for two teaching subjects- one

is teaching of commerce and the other shall be teaching of economics/mathematics/any

one language i.e. teaching of English/Hindi/Punjabi/Sanskrit.

Note: B.Com/B.B.A. graduates shall be considered in commerce stream only, even they

have passed additional arts subjects unless they have passed Masters in Arts.

v. B.C.A. graduates may opt for teaching of Computer science as one subject. The other

subject shall be teaching of Mathematics or any one language

(English/Punjabi/Hindi/Sanskrit)

vi. B.E./B.Tech. graduates shall opt for any two subject combination out of teaching of

Mathematics, Computer Science, Science , Languages. vii. B.Sc.(Home Science) graduates shall opt for two teaching subjects. One is Teaching of

Home Science, other may be subject studied at graduate level i.e. Science or any one language ( English/Hindi/Punjabi/Sanskrit).

viii. B.Sc(Medical) graduates shall opt for two teaching subjects out of the following:

ix. B.Sc(Non-Medical) graduates shall opt for two teaching subjects out of the following:

(a) Teaching of Science/Physical Science;

(b) Teaching of Mathematics/Computer Science;

(c) Teaching of any one language i.e. English/Hindi/Punjabi/Sanskrit.

x. Arts Graduates may opt for any two pedagogical subjects one each from the following (a)

and (b):

(a) Teaching of Social Studies/Economics/History/Geography/Political

Science/Sociology/Public administration/Fine Arts/Physical Education/ Music/Home Science.

(b) Teaching of any one language i.e. English, Punjabi, Hindi, Sanskrit provided that the candidate has studied the subject at the graduation/post-graduation level.

xi. Graduates with Fine Arts/Music/Computer Science/Home Science/Physical Education/Mathematics/Statistics/Quantitative techniques shall opt for any of these

subjects with the other subject combinations available in the college.

Note: Teaching of Fine Arts shall be offered to a candidate who had taken up Fine

Arts/Performing Arts/Fashion Design/Fashion Technology or B.A. with Diploma in

Drawing and Painting or Arts and Craft Teacher’s course from a recognized institution.

xii. Teaching of Social Studies shall be opted by those who have studied any one of these

subjects at B.A./M.A. level i.e. (i) History (ii) Geography (iii) Political Science(iv)

Sociology (v) Economics (vi) Public Administration(vii) Philosophy (viii) Psychology

(ix) Education(x) Defence Studies (xi) Religious Studies

xiii. B.A.LL.B. Graduate shall opt for two teaching subjects which they have studied during

the course, major for at least two/three years and minor for at least one year/one

semester.

xiv. A candidate getting admission on the basis of Post graduate degree shall have to opt for

one of teaching subjects pursued by him/her at Master degree

availability in the colleges.

2. Candidates who have passed Shastri/Gyani/Parbhakar/Honours in a language/Elective

subjects in languages can opt for two language combinations provided they have studied the other language for at least one year/one semester at graduation/post-

graduation level.

7. RESERVATION OF SEATS

The RESERVATION POLICY for Chandigarh Colleges is as follows: A candidate applying in the Reserved Categories shall carefully indicate his/her claim for

category in the Admission Form. No change of category will be entertained/permitted in the application form or otherwise at a later stage.

A. UT Pool 60%: Out of the total sanctioned intake of the institutions 60% seats will be

filled up from amongst the students who passed their qualifying examination from

If the requisite number of students of SC category in the UT Pool is not available, the

seats will be made open to the students belonging to General category of the said pool. If

the requisite number of students belonging to SC/ST categories are not available, the reservation will be interchangeable amongst the students of these communities.

However, if the seats still remain unfilled, these will be made open amongst the students of the General category of the said-pool.

Ex-Serviceman, Dependents of Defence/ Para-Military Personnel etc:

5% of the seats in each pool would be filled in from the following categories of students

in order of preference:

(a) Sons/ daughters/spouses of the defence personnel who are awardees of gallantry

decorations of Paramvir / Mahavir / Vir Chakra in person or posthumously OR Sons/

daughters/spouses of the defence personnel and Para-military personnel like CRPF, BSF etc.

dependent on them.

(b) Sons/daughters/spouses of the defence and Para-military personnel like CRPF, BSF etc.

NOTE:

i) The applicants seeking admission under categories (a) are required to submit the photocopy of citation for gallantry award, failing which they will not be considered for

this category.

ii) The applicants under category (b) and (c) are required to submit the certificate from the

respective headquarters regarding death or total incapacitation while in service.

iii) The applicants seeking admission to category (d) are required to submit discharge

certificate from service and certificate of dependence from the Director Zila Sainik

Board.

iv) The applicants claiming admission under category (e) are required to submit the

certificate of dependence from the unit in which parent/ spouse is serving.

Persons with Disability (PwD)

5% seats in each pool would be filled from amongst the Persons with Disability candidates (1%

each to be reserved for persons suffering from (i) Blindness or loss of vision (ii) Hearing

impairment (iii) Locomotor disability or cerebral palsy). The students having temporary disability would not be considered against reserved seats. Eligible candidates will furnish a

medical fitness certificate on the prescribed proforma from a Government Gazetted Medical Officer along with the application indicating percentage of disability whether he/she is otherwise

able to carry on the studies and perform the duties of a teacher, name of the disease causing disability, whether disability is temporary or permanent, whether disability is progressive or

non-progressive. Only such candidates whose disability is above 40% are eligible. If such a certificate is not attached with the application, the candidate will not be considered for the seats

reserved for this category.

The candidates selected provisionally for admission under this category will have to

appear before the Medical Board constituted by the Principal Medical Officer, General Hospital,

Sector 16, Chandigarh, for determining the percentage of disability / disability. The final

selection will be made on the basis of the certificate issued by the Medical Doctor/Board. If the

candidate does not present himself/ herself before the Medical Doctor/Board on the date

intimated to him/her, his/her candidature against this category will be rejected and no

subsequent opportunity will be given to him/her.

The members of persons with disability including blind and hearing impaired shall be

allowed a relaxation of 5% marks for admission to the courses in which a certain percentage of

minimum marks has been prescribed, provided they have obtained minimum pass marks

2% seats from each pool will be filled from the children and grand children of

freedom fighters.

(a) A freedom fighter is a person who has either been granted freedom fighter pension by the

Chandigarh Administration or has been awarded “Tamra Patra” by Government of

India for his political sufferings. No person other than the above mentioned persons will

be considered as freedom fighter for the purpose of reservation in admission. The

requisite certificate will be issued by the Deputy Commissioner, Chandigarh, which will be considered irrespective of the form in which it is issued, provided it is self-

explanatory. (b) Grand children mean son’s sons/daughters or daughter’s sons/ daughters.

(c) The wards of freedom fighters who have been awarded “Tamra Patras” by the Government of India would also be eligible for reservation under this category. In the

case of such freedom fighters they should produce their “Tamra Patras” certificate,

freedom fighter certificate and dependence certificate from the Deputy

Commissioner of the district in which they reside.

NOTE: The applicants from this category will not be considered without the following

documents:

i) The photocopy of “Tamra Patra” certificate or freedom fighter certificate.

ii) Dependence certificate from the concerned Deputy Commissioner.

Sportsmen/ Sportswomen (a) 2% seats would be filled with sportsmen or sportswomen on the basis of their merits

as per grading criteria forwarded by the Chandigarh Administration. This category shall

not divided into UT Pool/General Pool.

Benefits of reservation under this category shall be available only to the following categories of the students:-

(i) Who passed their qualifying examination from colleges recognised by Chandigarh Administration and situated in the Union Territory of Chandigarh as a regular student of

the said college, who have studied in Chandigarh colleges for at least two years before applying for gradation certificate subject to the condition that such students must

represent Chandigarh state etc. in the national/ other recognised tournaments. (ii) Where Chandigarh Administration has adopted the notification of other States/ U.T.s on

reciprocal basis to give benefits of reservation in admission in Sports Category in

Chandigarh, they will be graded as per existing policy of Chandigarh Administration.

(iii) Countersigning of Gradation certificates shall only be admissible on reciprocal basis

provided that counter signed certificates will be graded as per policy of Chandigarh

Administration.

Foreign students

2% seats are reserved for foreign students in B.Ed. course. The foreign students should

submit along with their application the following documents without which they will not

be considered for admission under this category:

(i) Eligibility Certificate: If a student is seeking admission on the basis of

foreign qualification.

(ii) Long term student Visa

(iii) Proof of foreign Nationality

NOTE:

(i) Foreign students residing abroad should apply though their respective

Embassies to the Secretary, Govt. of India, Ministry of External Affairs,

New Delhi.

(ii) Foreign Students desirous of seeking admission to B.Ed. course who are in India will compete amongst themselves for the seats created for them.

Those living and applying from abroad shall be required to produce the test score of the Graduate Record Examination (GRE) from Princeton

USA. Foreign Candidates shall also have to comply with all the requirements of Government of India, Chandigarh U.T. Administration as

well as Panjab University as prescribed by them from time to time.

Admission of the foreign students to the college is governed by the guidelines issued by

the Dean, Foreign Students, Panjab University, Chandigarh.

• Wards of Kashmiri Displaced Persons

The reservation of one additional seat non-convertible in each Professional

Institute.

The reservation policy and seats as given above shall be strictly adhered to. In case seats in

a Reserved category remain vacant on account of non-availability of qualified candidates

such seats may be filled up from the General category. The candidate who had applied for

a Reserved category will be considered for that particular category/categories only.

This reservation is in accordance to the Home Policy of Chandigarh Administration,

Chandigarh.

Note:

As and when there is a change in the Home Policy or University rules, it will be

incorporated in the admission policy and intimated to the students and displayed on the

notice board also.

8. IMPORTANT INSTRUCTIONS TO CANDIDATES

• The candidates are advised to follow the procedure laid down for online

registration and application form submission.

• Incomplete forms will not be given any chance for completion after the last date

mentioned on the website link “Important Dates”.

• It is the responsibility of the candidate to ensure that correct information is provided

when the online form is filled. Any incorrect information will lead to disqualification.

• ADMIT CARDS carrying the Roll Numbers will be issued to the candidates

provisionally and will be available under candidate’s login, subject to the final

confirmation of their eligibility. It is further clarified that the candidates shall be taking

the Entrance Test at their own risk and responsibility as far as their eligibility is

concerned and the University shall, in no way, be responsible if they are found ineligible

later, leading to cancellation of their results or any other circumstance(s) emanating from

the same.

• The candidates shall be allowed for the Test only on the production of the Admit Card

along with one photo identity card at the Centre. No candidate shall be allowed to take

the Entrance Test without the Admit Card under any circumstances.

• If there is any problem in downloading the Admit Card from the website, candidate

should send the email at [email protected] or personally visit B.Ed. Entrance

Test Cell at Panjab University Chandigarh.

• The minimum qualifying marks in B.Ed.-CET-2019 will be 25% for General

Category students and 20% for SC/ST candidates.

• Once the online Application form is submitted, the candidate shall not be allowed to

make any change in the Application Form by way of any

addition/deletion/alteration/amendment/ change of any particular etc. under any

circumstance whatsoever.

• Result of the Entrance Test will be published by Panjab University, Chandigarh and will

be displayed on the university website (http://results.puchd.ac.in).

• The merit of each candidate shall be determined on the basis of marks secured by him or

her in the Common Entrance Test only.

• The admission will be made strictly on the basis of merit.

• Two “face to face counseling” will be conducted by Panjab University. The candidates

must check the schedule from the website regularly.

• The allocation of seats for admissions to B.Ed. for session 2019-20 shall be based on the

merit of B.Ed. CET (Chandigarh) -2019.

• Duration of B.Ed. programme shall be of 2 years, spread over four semesters, which can

be completed in a maximum of Three years from the date of admission to the

programme.

• The admission and allocation of college will be made through face-to-face counseling by

the authorized committee. The candidate should appear before the counselling committee

in person. Face to face counseling schedule will be notified by the University.

• The reservation of seats shall be strictly adhered to, however, in case seats in a reserved

category remain vacant, on account of non-availability of qualified candidates, such seats

may be filled up as per Chandigarh Administration policy. However, one time shifting

will be allowed during second counseling only on the charges specified by the university.

• The decision taken by the advisory committee constituted by the Vice Chancellor will be

final with regard to the process of filling up of seats remaining vacant after the

completion of second counseling.

• Candidates having CGPA score in qualifying examination are required to fill the marks

by converting their CGPA score into marks using approved formula of respective

University. Candidate is also required to bring approved formula for conversion of

CGPA score at the time of counselling. (Conversion should be done as follows: After

converting CGPA score into percentage, suppose candidates has got 78% after

conversion, then marks obtained will be 78 and maximum marks will be 100).

• All candidates claiming for UT pool have to bring Certificate for U.T. Pool as per

Appendix-1 to have claim for UT pool.

• Candidates have to bring all original certificates along with one set of photocopies and 2

passport size photographs and Rs. 4000/- will be required to deposit at the time of

counselling.

I. The result of the Entrance Test shall, ipso facto, not entitle a candidate to get admission

in an institution/ department/ centre concerned where he/she intends to seek admission.

It will be the responsibility of the candidate to make sure about his/her eligibility and

fulfillment of such other conditions as may be prescribed for admission in the rules and

regulations of University/Institution concerned. Merely because a candidate is allowed

to appear in the Entrance Test does not mean that he/she is eligible and his/ her

appearance therein will not stop or debar the university/ institution concerned from

satisfying itself about his/her eligibility at any subsequent stage.

II. Notwithstanding anything contained in this booklet, the eligibility conditions for

admission to the B.Ed. Course shall be governed by the Respective Regulations/rules

as enshrined in the Calendars of the respective Universities, i.e., Panjab University, Chandigarh; Punjabi University, Patiala and Guru Nanak Dev University, Amritsar.

Instructions/ Notifications issued by the Punjab Government and N.C.T.E. (National Council for Teacher Education), Panjab University, Chandigarh; Punjabi University,

Patiala and Guru Nanak Dev University, Amritsar will be applicable. III. The Entrance Test will be held on 24/07/2019 from 10.30 a.m. to 1.00 p.m.

IV. There will be one paper of 150 marks and paper contains five parts (Part A to Part E). V. The candidate has to report at Test Centre 30 minutes before the start of Test.

VI. The medium of examination in respect of Question Booklets shall be in English and

Punjabi medium except for Language Proficiency Test which shall be set in the

respective Languages. However, there will be single OMR sheet.

VII. Special arrangements for amanuensis (writer of answer):

i. A candidate may be allowed help of an amanuensis (writer) if he/she is: Blind

ii. Permanently disabled from writing with his/her own hand.

OR

iii. Temporarily disabled from writing on account of fracture of the right or left arm,

forearm or dislocation of a shoulder elbow or wrist etc. The candidate shall

produce a certificate from a Professor of the specialty concerned of a Medical

College and where there is no Medical College, from the Chief Medical officer of

the District concerned to the effect that the candidate is unable to write his/her

answer-books because of the temporary disablement. VIII. 50 minutes extra would be given to the visually handicapped/persons with disability

(PwD). IX. The candidates shall be required to answer the questions only on the OMR sheet

provided for the purpose, strictly as per instructions given on the title page of the question booklet and OMR sheet.

X. There will be four options specified against each question i.e. A, B, C, and D out of which only one is correct. The candidate shall fill only one of the bubbles marked A

or B or C or D against the relevant question using Black ball pen only.

XI. The OMR Sheet is designed for computer evaluation. Please follow the instructions

given on the answer sheet so that computer evaluates it correctly.

XII. For making answers, use Black pen only. The shading should be dark enough and

should fill the bubble completely so that letter/number inside it is not visible.

XIII. Each question has four choices labeled as A, B, C, and D. Select only one Choice you

think is the best response and darken the bubble bearing it.

XIV. Every candidate is required to hand over both the OMR Answer Sheet and the

Question Booklet to the Centre Superintendent/Invigilator when the time allowed for

the Entrance Test is over, even if she/he has not attempted any question. No page/part

of the Question Booklet/ OMR Answer Sheet is to be removed/ torn/taken out of the

Test Centre under any circumstances, failing which the candidate shall be straight

disqualified from the Entrance Test.

XV. The use of calculators is not allowed.

XVI. No candidate shall be allowed to leave the examination hall/room before the expiry of

the time allotted for the respective paper.

XVII. Rough work, if any, is to be done only in the space provided in the Question Booklet

and nowhere else. No rough work shall be done on the OMR Answer Sheet under any

circumstances.

XVIII. Any candidate who carries any telecommunication equipment such as pager, cellular

phone, wireless set, Bluetooth device, etc. inside the examination hall shall be expelled

from the examination hall & disqualified. XIX. The candidates must bring their own stationary items such as Black Gel Pen.

Borrowing of material inside the Test Centre is strictly prohibited. XX. There shall be no re-evaluation/re-checking/re-assessment of answer-sheets under any

of the circumstances. Request for seeing the Question Booklet / Answer Sheets by the candidates shall not be entertained at all. The evaluation once done by the University

shall be absolutely final. XXI. In case of Objective Type question papers, the candidate must ensure that the answers

to the questions are attempted on the specifically prescribed OMR Answer Sheet only.

No answer attempted on the Question Booklet will be considered for evaluation. Only

those questions answered on the OMR sheet shall be taken into account.

XXII. PREPARATION OF MERIT LIST

The Merit list will be prepared in following manner:

i. The minimum qualifying marks in B.Ed.-CET-2019 will be 25% for General

Category students and 20% for SC/ST candidates.

ii. Quota-wise and Category-wise Merit lists will be prepared.

XXIII. RESOLVING OF TIES

When two or more candidates have secured equal marks in the Common Entrance Test

their inter-se merit for admission will be decided on the following criteria:

i. Candidate with higher percentage of marks in qualifying degree.

ii. Candidate older in age shall rank higher in the order of merit. XXIV. Candidates are not allowed to carry eatables, drinks etc. into the Test Centre. Smoking

inside and around the Centre is not permitted. XXV. Any candidate who creates disturbance of any kind during examination or otherwise

misbehaves in or around the examination hall or refuses to obey the Superintendent/Deputy Superintendent/Assistant Superintendent /any other official on

examination duty or changes his/her seat with any other candidate or occupies any seat, other than the one allotted to him/her shall be expelled from the examination hall.

(“Expulsion” for this purpose would mean cancellation of the Entire Entrance Test).

The Centre Superintendent/Observer/any other authorized University Officer/Official

shall be competent to expel a candidate from the examination centre.

XXVI. Any candidate having in his/her possession or accessible to him/her paper/books or

notes which may possibly be of any assistance to him/her or is found giving or

receiving assistance, or copying from any paper/book or note or from anywhere else or

allowing any other candidate to copy from his/her answer book or found writing on

any other paper, questions set in the question paper, during examination or using or

attempting to use any other unfair means or indulging in any kind of misconduct shall

be expelled from the examination hall. (“Expulsion” for this purpose would mean

cancellation of the Entire Entrance Test). The Centre Superintendent/Observer/any

other authorized University Officer/Official shall be competent to expel a candidate

from the examination centre.

XXVII. If any Answer Sheet of a candidate shows or it is otherwise established that he/she has

received or attempted to receive help from any source in any manner or has given help

or attempted to give help to any other candidate in any manner, the relevant Answer

Sheet shall be cancelled. The cancellation of the Answer Sheet shall mean cancellation

of all Answer Sheets of the Common Entrance Test. The decision of the advisory

committee constituted by the Vice Chancellor, Panjab University, Chandigarh in this

regard shall be final.

XXVIII. If a candidate writes his/her name or puts any kind of identification mark or discloses

his/her identity by any method whatsoever on the cover or anywhere else in the Question Booklet/Answer Sheet, the same shall be treated as cancelled. The

cancellation of the Answer Sheet shall mean cancellation of all Answer Sheets of the Entrance Test. The decision of the Controller of Examinations, Panjab University,

Chandigarh in this regard shall be final. XXIX. Any person, who impersonates a candidate, shall be disqualified from appearing in

any Panjab University examination for a period of five years including this Entrance Test, if that person is a student on the rolls of a recognised School or College or

University. But if the person is not on the rolls of a recognised School or College or

University, s/he shall be declared as a person not fit and proper to be admitted to any

examination of the Panjab University for a period of 5 years. The case, if necessary,

shall also be reported to the police for any further action in the matter.

XXX. If it is found that a candidate has knowingly or willfully concealed or suppressed any

information/fact which renders him/her ineligible to take the Entrance Test, his/her

result of the Test as also admission to an Institution/Department/Centre of the

University, if granted, shall stand cancelled and he/she shall have no claim whatsoever

against the Institution/Department/Centre concerned and the case, if necessary shall be

reported to the police.

XXXI. If a dispute or controversy of any kind arises before, during or after conduct of

Entrance Test, the decision of the advisory committee constituted by the Vice

Chancellor, Panjab University, Chandigarh, in all such cases, shall be final. XXXII. The candidates shall be admitted to the test only on the production of the Admit Card

along with photo Identity card/proof at the Test Centre. No candidate shall be allowed to take the test without the Admit Card under any circumstances. The candidates must

retain the Admit Card with them till the admission process is over, since it will be required again at the time of counselling.

XXXIII. The Admit Cards will be issued to the candidates only provisionally, at their sole risk and responsibility subject to the final confirmation of their eligibility at the time of

admission. It is further clarified that the candidates shall be taking the test at their own

risk and responsibility as far as their eligibility is concerned and the University shall, in

no way, be responsible if they are found to be ineligible, later, leading to cancellation

of their result or any other consequence(s) emanating from the same.

XXXIV. The result of the Entrance Test will be made available at https://chandigarhbed.puchd.ac.in

XXXV. The date by which admit Card will be available online is mentioned in the counselling

schedule. Admit Card required to be downloaded from the website by the candidates

using their own Login and Password (provided while generating Bank Challan). There

will be no physical communication for this purpose.

XXXVI. On 26-07-2019 by 5.00 p.m., Answer Keys will be put on the website

https://chandigarhbed.puchd.ac.in. The candidates can file their objections regarding

discrepancies and accuracy of the key, by e-mail to [email protected] latest by

13. VERIFICATION OF DOCUMENTS

In face to face counselling candidates have to carry following documents: The

admission committee will verify the following original documents of candidate and

candidate is required to carry original documents along with one photocopy of those

documents:

• Two copies of printout of Application Form from website

https://chandigarhbed.puchd.ac.in, after declaration of Entrance Test Result.

• Detail Marks Card of Matric (10th)

• Detail Marks Cards & Degree/s of all Examinations.

• Character Certificate (from the Institute last attended)

• Residence/Domicile Certificate.

• Reservation Category Certificate, if any.

• U.T. Pool Certificate as per appendix-A (for claim of U.T. pool)

• Affidavit regarding gap year (if any) as per university norms

• Any other relevant Certificate.

As it is the sole responsibility of the concerned college to check the eligibility, category,

rural claim and subject combinations as per the Chandigarh Administration

/University/NCTE norms, if the candidate is found eligible, the college will follow their

laid down procedure for admission of candidate.

14. FEES & FUNDS:

• The fee and funds structure will be according to the instructions to be issued by the Chandigarh Administration.
