Brief Industrial Profile of Panchkula District

1.1 Location and Geographical Area Panchkula is newly formed 17th district of Haryana State. Panchkula has been adorned the status of a district on 15th August 1995 by carving out the development blocks of Pinjore, Raipur Rani, Morni & Barwala from Ambala District. Panchkula is located in the north of Haryana state. It is surrounded by Patiala district of Punjab and UT Chandigarh in the West; Solan and Sirmour district of Himachal Pradesh in the North and South as well as East by Ambala. Panchkula district enjoys the privilege of having the beautiful hill track of Haryana, the only beautiful hill resort at Morni Hills. District occupies a prominent place in the industrial; map of Haryana. It is a satellite city of the Union Territory of Chandigarh. The prestigious Chandimandir Cantonment Headquarters of the Indian Western Command is also located in Panchkula city.

1.2 Topography The district has a sub-tropical continental monsoon climate where we find seasonal rhythm, hot summer and cool winter, unreliable rainfall and a great variation in temperature. The annual average rainfall of the district is 691.2 mm. The district also receives winter rains from the western disturbance. The rainfall is mostly received in the monsoon. Morni hills constitute the highest point of the district as well as of Haryana. The Ghaggar River is the only perennial river. It is very shallow outside of the monsoons. The rainfall generally restricted to rolling plain in north and north east a doom in Pinjore area and flood plain along the Ghaggar River. The important rivers/streams of the district are Ghaggar, Sirsa, and Kaushalya etc. Generally the slope of the district is from North East to South West and in this direction, most of the rivers rain fed torrents flow down and spread much gravels and pebbles in their beds. A good network of canals is providing irrigation facilities underground water level is not relatively high. Tubewell irrigation is also common in the district. It is one of the prosperous districts from agricultural point of view. The soil in the district are mainly light loam (seoti) piedmont (ghar kandi) Swalik (Pahar), Silticaly (Naili and Chhachhra Dakar) etc. The under ground water in the district occurs under confirmed and semi-confirmed conditions which is generally fresh and suitable for domestic and irrigation purposes. The under ground water level is generally high in the southern parts and low in north and northeast which is hilly tract. The district lies in a region where earthquakes of moderate to high intensity have been felt in the past. Being situated at the Himalayan boundary fault zones it is prone to earthquakes.

1.3 Availability of Minerals Minerals play an important role in development of industries in area. District Panchkula is rich in respect of Mineral resources. Sand, Bajri, Stone and loamiest are the main mineral available in the district. Ghagar is the only river passes through the district. There is crushing zone having approx. 50 crushers namely “Burj Kotian” near Chandimandir. These stone crushers are supplying building materials to Delhi, Punjab Chandigarh and Panchkula. Mining is band in the district Panchkula due to orders of Hon‟ble Punjab & Haryna High Court w.e.f 28-2-2010 to till date. 1.4 Forest The district has practically no forest except grown by the both sides of roads and canals by govt. departments. However, total area under forest in the district is 384 sq. km. which is about 42.76% of the total geographical area (898 Sq. Kms.) of the district Main trees found in the district are Eucalyptus, Kikar. Shisham, Neem etc. 1.5 Administrative Set up The total geographical area of the district is 898 Sq. Kms. which constitute 2.03% of the total area of the state. Administratively the district is divided into two sub-divisions namely Panchkula and Kalka, two tehsils namely Panchkula and Kalka, three sub-tehsils namely Barwala, Morni and Raipur Rani. The total 236 villages have been divided into four community development blocks i.e. Barwala, Pinjore, Morni and Raipur Rani. Total number of towns is five.

Total Area of the district is 57000 Hectare and total cultivable area is 34000 hectares which is 59.64% of total Area. Total area under fruits and vegetables is 2400 hectares. Total cropped area is 46000 hectares and total net cultivated area is 34000 hectares which is 135% to net cultivated area. Net Area sown is 24000 hectares and area sown more than once is 22000 hectares. Non agriculture land is 18000 hectares. Net area cultivated is 100% to the total area available for cultivation. Net irrigated area is 5000 hectares which is equal to total net area sown. Total consumption of chemical fertilizers (Nutrients) as on 31-3-2012 is 16870 M.T. There were 14878 no. of tractors in the district as on 31.3.2011. The main crops grown in the district are wheat, paddy, bajra, pulses, oil seeds, onion, potatoes and other vegetables and fruits. Irrigation Agriculture has developed in the district to the desired extent due to availability of sufficient sources of irrigation facilities. Irrigation is done both by tubewells and canals. Sweet water is available in plenty throughout the district. Gross area irrigated is 25000 hectares. Total net irrigated area of the district was 16000 hectares whereas total area irrigated through tubewells and canals was 14000 hectares and 400 hectares respectively. Rest of the area irrigated through other sources. Net area irrigated percentage to net area sown is 66.7.

Fisheries The district has good potential for the development of fish Farming District fisheries development office is located in the district along with their technical staff to assist farmers/needy persons for the development of fisheries in the district Fish production during the year 2010-2011 in the district was 5016 tones. Total area under fish cultivation in the district was 966 hectares. Total fishing licenses issued in the district were 34 nos. Total receipts from fisheries were Rs. 3.79 crores.

Livestock and Poultry Dairy farming has been taken up as subsidiary occupation in the district Total animal population of the district as per the special livestock survey 1997 was 3,69,700 nos. There are 2,45,600 poultry birds in the district In milk cattles were 10400 nos. Veterinary facilities are being provided through the existing 11 veterinary hospitals and 16 veterinary dispensaries in the district. Training to the dairy farmers is imparted at National Dairy Research Institute (NDRI), Karnal, Gurgaon and Haryana Agricultural University, Hissar. Pig farming has also been encouraged in the district Economy The district has a mixed type of Economy i.e. coexistence of Agricultural industries and allied sectors. But of a total population, about 34% of its has been enumerated as Main Workers against state average of 29.52%. The district serves as important link between the

hills and the plains. Panchkula Urban Estate, HMT Pinjore and surajpur are important Industrial Centres. District is rich in forest and mineral resources. The major kharif crops are sugarcane, paddy and maize. The major Rabi crops are wheat, barley, gram and oilseed etc. At present, there are 10 large and Medium scale, 1965 Micro and Small and 12 exporting units in the district.

Human Resources Total population of the district as on 2011 is 558890 persons. Rural and urban population of the district is 252231 and 306659 persons respectively. Percentage of rural population to the total population of the district is 54.86%. Density of population of the district was 645 persons per Sq. Km whereas it is 573 persons per Sq. Km for the State as a whole. District female population per 1000 males is 870 as compare to state is 877. The decennial percentage increase in population is 19.32% during the period 2001-2011 as compare to state increase is 19.90%. Horticulture The district has rich potential for the development of horticulture. Main fruits grown in the district are mango, guava, citrus, ber, chiku and pear/plums. These fruits available in the district can be utilized for further processing in the industries. Mangos/ Citrus can be used for pickle manufacturing whereas other fruits can be used for other industrial use. Total area under fruit trees was 1048 hectares in the district during the year 2010-11.

2.1 Existing Status of Industrial Areas in District Panchkula

Availability of infrastructure facilities determines the pace of economic and industrial development of an area. An industrial infrastructural facility includes roads, water, transport, communication industrial estates/ areas, technical/management educational institutions etc. These facilities creates healthy industrial environment for industrial development of the district Recently Haryana Govt. recognized the need of creating/developing such infrastructural facilities in the state as a whole. For the purpose state govt. has announced a separate infrastructure development policy. Presently, numbers of projects to create such facilities in the State are under implementation.
