Re: Pampa 150 Wind Turbine Project

(1) Pampa ISD received federal stimulus money formally known as the American Recovery and Reinvestment Act of 2009, passed by congress and signed into law by President Obama in February of that year.

(2) Each state was provided federal stimulus money for use in all types of energy related projects, from conservation to distributed renewable energy projects such as solar, wind, etc. Texas received over $250 million in stimulus money for these various energy related projects.

(3) These federal grants were administrated through the Texas Comptroller's office, under the division of the State Energy Conservation Office. The grants were awarded on a competitive scoring basis.

(4) Pampa ISD applied for the grant in the fall of 2010 to assist the school in installing a single commercial scale wind turbine "behind the meter" for on-site consumption at its new middle school located on the north edge of Pampa. The school was notified of its grant award in February 2011. The grant award the school received paid for 80% of the total project cost.

(5) The wind turbine installation is nearing the end of its construction phase. All of its major components are manufactured in the United States by companies located in Kansas, Illinois, with a Texas firm named Hydro-Star Energy, an independent wind development firm based out of Amarillo leading the development team.

(7) The wind turbine installation consists of a 100-foot galvanized lattice type tower, mounted on pier drilled concrete foundation with a horizontal axis 20kwj9ms wind turbine containing three blades that have an approximate diameter of 42.5 feet. The tower, wind turbine and blades were erected and mounted on the foundation yesterday morning on the south side of the Pampa Middle School campus, while the students and other guests watched from a safe distance.

(8) The wind turbine installation is expected to provide approximately 140,000 kWh per year or 15% of the school's annual electrical power needs, and has an expected service life of 25 to 30 years. The majority of the wind turbine installation is finished and the final phase of commissioning of the turbine is scheduled to be completed and ready to provide power in the next 30 days.

(9) The wind turbine installation is self-regulating, and the turbine will start producing power in as little as 9 miles per hour. The wind turbine will also shut down in sustained winds of approximately 53 miles per hour, and is designed to withstand winds in excess of 100 miles per hour.

(10) In addition to providing the school substantial cost savings on its powers needs for years to come the wind turbine installation also provides the unique opportunity for the students at Pampa Illiiddle School to learn first hand about renewable energy

projects, how they work, and to understand the benefits of clean carbon free energy.

(11) The school will be able to incorporate the various aspects of the renewable energy technology and real life operation into the school' curriculum and help promote energy independence. The installation includes remote monitoring and other control features which can be accessed real time for use in classroom applications. Some of the basic sciences related to the wind turbine installation include meteorology, aerodynamics, mathematics, varies areas of engineering and many others.

(12) The Pampa ISD wind turbine project received evaluation, planning & technical assistance from the Hydro-Star Energy development team, along with support from numerous other groups including State Representative Warren Chisum, State Senator Kel Seliger, former State Representative David Swinford, WTAMU's Alternate Energy Institute, Amarillo College, Region 16 Education Service Center, Panhandle Regional Planning Commission, the USDA's Bushland Research Center, Clarendon College and the Pampa Economic Development Corporation.
