Areas of scholarship coalesce around organizational governance, community college leadership,
faculty work roles, and gender equity. A particular focus includes research involving rural colleges
and leadership development. Current projects include research on educational partnerships, which
includes a model for developing and sustaining institutional collaborations. Other projects include
data collection for a research project on leadership development in community colleges and an
international project regarding the influence of strategic partnerships on faculty work. Ongoing
research also includes work on the scholarship of teaching, with a focus on the use of technology
infusion in teaching strategies and collaborative learning practices. International research focuses
on internationalization efforts on college campuses in the United States and on international
partnerships, with a focus on Ireland. Research includes both qualitative and quantitative methods
for data collection and analysis.

acclimation within colleges and universities to uncover the prime factors for understanding and

GRANTS and GRANT ROLES
Project Researcher. September, 2015. National Science Foundation—Collaborative Research:
Faculty as Change Agents: Transforming Geoscience Education in Two-year Colleges. PIs
Heather Macdonald, Jan Hodder, Eric Baer, Norlene Emerson ($1,021,760). The primary goal of
this four-year project is to transform geoscience education in two-year colleges (2YCs) through an
innovative program that focuses on 2YC geoscience faculty as “change agents.” These faculty,
working in teams, will implement high-impact, evidence-based instructional and co-curricular
practices at their own institutions that will lead to improved STEM learning, broadened
participation, and a more robust STEM workforce. They will work with administrators to
institutionalize these changes, and will also propagate these practices to colleagues at 2YCs and
four-year colleges and universities (4YCUs) in their region via an ongoing series of local
professional development events. These 2YC faculty will become “change agents through a
national program of professional development, leadership development, and community support
that will provide them with research findings on evidence-based teaching and learning in
geoscience education, implementation strategies, and a learning community that promotes the
cycle of innovation. The project will support two cohorts of 2YC faculty to be catalysts and
implementers of change at the local level, building a sustainable national network of 2YC leaders
who will drive innovation throughout courses, programs, institutions, and their local regions.
External Evaluator. October, 2015. National Science Foundation—Online Technical Education in ATE-
Funded Programs: Building Evidence-Based Practice Recommendations. PIs Regina Garza
Mitchell and Brian Horwitz ($228,765). The overarching goal of this project is to synthesize what
has been learned about online technical education in 38 ATE projects and make connections to the
broader literature about what works and what does not work in online technical education.
Previous research has demonstrated that integrating online education results in pervasive,
fundamental structural and philosophical changes in community colleges (Garza Mitchell, 2008,
2009). Implementing online technical education has the potential to enact change at structural and
cultural levels. In addition to new procedures and tools, current forms of online education require
instructors and students to connect in new and different ways (Hanna, 2013). The very nature of
online course design also impacts the faculty role, splitting what was traditionally the work of one
person into a production-line model (Smith, 2010). Changes in strategies, structures, processes,
people, and rewards have the potential to change organizational culture, in particular “shared basic
assumptions” about what it means to teach and learn in technical programs (Schein, 2004, p. 17).
These changes will be also be experienced by students who are interacting with course content in
different ways, faculty who design and teach courses in different ways, changes in communication
methods for instructors and students, and by the outcomes of students enrolled in online technical
courses.

External Evaluator. June 2017. National Science Foundation—Contextualize to Learn: Preparing
Faculty Toward Math Contextualization for Student Success in Advanced Technology Education.
PI Xueli Wang ($799,525). Using a convergent parallel mixed methods design, this targeted
research study is designed to investigate faculty engagement with and professional development
around contextualized mathematics and its impact on students. Two critical areas are examined: a)
the development of faculty expertise through faculty development and communities of practice,
and b) the interim and longer-term impact on student outcomes through the lens of momentum
theory, a model of community college student success. Qualitative data collected by in-depth
interviews will be analyzed using the constant comparative method to assess data saturation and
stability of data categories. Quantitative data include administrative records, surveys, and
classroom observations. Surveys will be piloted and validated using exploratory and confirmatory
factor analyses. Classroom observation data will be analyzed using social network analysis. In
order to adjust for pre-treatment characteristics of students for establishing balanced comparison
groups, the research study applies propensity score matching to address selection bias (enrollment
in contextualized mathematics courses). Path analysis will be used to estimate the treatment effect
of contextualized mathematics and the potential causal pathways through which contextualized
mathematics works (e.g., increased cognitive, metacognitive, and motivational momentum).
Convergent analysis will examine the extent to which and the ways in which results from different
data sources converge, diverge, and/or connect within and across faculty and student threads of the
research. Accordingly, the study will provide a complex and nuanced understanding of the
relationships among faculty development, adaptation and implementation of contextualized
mathematics in the classroom, and the impact of contextualized mathematics on teaching,
learning, and career success.
$55,000 April, 2014. Creative Adaptation Grant. Principal Investigator. College Teaching Certificate.
Funding to create online modules for six one-credit courses that are part of the School of
Education College Teaching Certificate (CTC). Marketing of program material to faculty
throughout the Virginia Community College System and to regional doctoral students. Research
on student learning outcomes and interaction with online modules for program evaluation will
occur.
$5,000 September, 2010. Reves Faculty Fellow. Principal Investigator. Internationalization at the
College of William and Mary. Funding for this research project supports a team of student
researchers to aid in looking at efforts on campus to internationalize the curriculum and to assess
international research involvement of faculty. Further, the research targets faculty and students
who have studied abroad. The focus for this portion of the project is to understand better how an
experience abroad shifts individual approaches to teaching/learning upon return to campus. This
project was conducted in collaboration with Dr. Bihong Li, a visiting Chinese scholar from Hunan
University to the College of William and Mary.
€16,450 March, 2008. Fulbright Scholarship. Principal Investigator. Higher education policy in Ireland—
Transforming a system: Shifting faculty and institutional roles in partnerships. This project
provides research regarding the goal of Ireland’s Tertiary Education Academy to create a strategic
framework for higher education. The globalization of higher education increasingly puts pressure
on institutions to provide education in a seamless marketplace, ultimately impacting the structures
traditionally found in institutions of higher education. Collaborations, both for faculty and
institutions, take on heightened importance in the changes underway in Ireland. My study focused

on interdisciplinary collaborations for faculty and partnerships among colleges to understand
better key framework elements that contribute to strategic focus.
$40,000 March, 2008. CMU Research Excellence Funds. The CMU/Mid-Michigan Rural Partnership
Initiative. Co-Principal Investigator. Funding to conduct a meta-analysis of regional needs
assessment to determine areas of need, duplication of services, and points of leverage. Results
from the needs assessment will aid in the creation of a strategic plan for the area.
$ 600 November, 2007. Faculty Research and Creative Endeavors Premiere Display Grant: In the
middle: A gendered view of career pathways of mid-level community college leaders. Presenter:
Presented research on a case study regarding career pathways at a rural mid-sized community
colleges. This research was presented the 2007 annual meeting for the Association for the Study of
Higher Education. A manuscript from this study is part of a special edition on gender of the
Community College Journal of Research and Practice.
$ 600 January, 2007. International Grant. Principal Investigator. Received funds to be able to investigate
a partnership with South China Normal University. This collaboration will allow for an expanded
learning experience for graduate students regarding global education. It is anticipated that student
and faculty exchanges will grow from this institutional alliance.
$10,000 January, 2007. Faculty Insight Team Grant: Issues facing rural locales: Building infrastructure
to support communities. Team member. The impact rural community colleges have on the areas
they serve is multifaceted. Two-year colleges provide training for many entry-level service
workers and skilled trades. In addition, two-year colleges provide the rural student a convenient,
cost-effective start on the road to a four-year or advanced degree through transfer or degree
completion programs. In some areas, community colleges are also the focus of cultural and
creative arts programming. Rural community colleges play a different role in economic
development than urban institutions that have more partners available to help in renewal efforts.
In rural communities, the two-year college is often the largest employer and the entity to which
others turn for help in developing the economy. As well, recent economic downturns have
increased pressure on rural two-year colleges to aid in economic development, often resulting in
an increasingly important role for these colleges. Team members also include: John Lopes—PI

(Educational Leadership Graduate Student).
$1000 April, 2006. Faculty Research and Creative Endeavors Premiere Display Grant: Leading
Gracefully: Gendered leadership in community colleges. Presenter: Presented research on the
gendered aspects of leadership within the context of community colleges. This research was
presented as part of a symposium at the American Educational Research Association 2006
conference as part of a panel of authors on a book of women leaders. This research is the leading
chapter in D. R. Dean, S. J. Bracken, & J. K. Allen (Eds.) Women in academic leadership:
Professional strategies, personal choices: Vol. 2. Women in academe. Sterling, VA: Stylus
Publishing LLC.
$ 500 March, 2006. Council for the Study of Community Colleges: Leading in the Heartland: Rural
Community College Leadership. Principal Investigator. Rural community colleges make up 45%
of all two-year colleges, impacting the education for a number of students in hard to access
regions. A recent report by the American Association of Community Colleges (AACC) predicts a

turnover of 70% among current presidents within the next 10 years. With the national demand for
community college presidential replacements, the question is how will rural colleges compete?
Rural areas must compete with more urban locales for college presidents and do so with fewer
cultural attractions, more isolation, fewer resources, and greater economic limitations.
$4500 May, 2005. Faculty Insight Team Grant: Issues of Gender: Crossing Boundaries, Blending
Pedagogies, Intersecting Disciplinary Frameworks. Principal Organizer. Disciplines across
campus include gender as a dimension of interest. As with other research topics, however,
individual disciplines rely on literature developed using a particular focus common to that field.
Given the isolated nature of faculty work, we often don’t know what others are doing in other
departments. The intent of FIT grant was to draw together an interdisciplinary team of faculty to
address issues of gender and to determine areas of research collaboration. Team members also
include: Brigitte Bechtold (Sociology); Shelly Hinck (Speech and Communication); Sarah
Marshall (EACL); Patricia Williamson (Broadcast and Cinematic Arts); and Regina Mitchell
(EACL Graduate Student).
$4200 January, 2003. Faculty Research and Creative Endeavors Grant: Community College Faculty
Development: Conceptualizing the Future and Planning for the Present. Principal Investigator.
The study addresses this central question: How has faculty development been conceptualized at
the community college in the past and present, and what new conceptualizations may be
appropriate given the changing expectations confronting these colleges and the faculty who work
within them? A survey is being sent to a random sample of all community colleges is proposed.
A survey of both the academic vice president and the director of the faculty development center at
each institution will provide the necessary data. This dual approach allows a view of faculty
development from the perspective of campus leadership, as well as from the point of view of the
center director.

$40,000 May, 2013. Spencer Small Grant Program—Organizational Learning: Flipping the Classroom:
Faculty as Learners. Principal Investigator. The proposed research focused on three central
questions: 1. How do faculty learn about the process of infusing technology into teaching? 2.
What contributes to successful infusion of technology to create blended learning in Flipped
classrooms? 3. What gaps exist in supporting faculty learning in infusing technology into
teaching? The goal of the research is to understand better how faculty learn about new teaching
strategies that rely on technology and to determine the extent to which faculty are using
technology as a tool. The findings of this research will help identify ways to support faculty better
and to determine how faculty learn these new strategies. Not funded.

Richard Bland College (2010-2011): Led a student research team to conduct an evaluation of how
Richard Bland College was addressing their goals per the State Council of Higher Education in Virginia
(SCHEV) annual report. Conducted a series of focus groups with administrators, faculty, and students to
receive feedback on new programming initiatives, oversaw the administration of a student engagement

Faculty Led Study-Abroad Classes
2018—Ireland. Built on previous Irish connections to expand a global studies offering in
Ireland. The focus of the trip was on teaching and learning, and included visits to three
teaching centers in the Republic and in Northern Ireland. As well, the group investigated
the role of higher education policy in the country. Coordinated visits with experts from the
Higher Education Authority, Dublin City College, National Forum on Teaching and
Learning, NUI-Galway, Letterkenny Institute of Technology, and Queen’s University.
Students conducted individual research projects on topics in teaching and learning.
2014—Italy. Created an inaugural global studies program to Milan, Padua, and Rome.
Worked with the Centre on Internationalisation to review policy reform, established a
week long program, with research symposium at Padua University, set up policy meetings
in Rome. Proposal of Memorandum of Understanding for continued work.
2012—Ireland. Collaborated with colleagues at Central Michigan University to bring a
group of students to Ireland to study P-16 education, with a particular focus on the

National Strategy for Ireland—2030. Coordinated visits with experts from the Higher
Education Authority, Dublin Institute of Technology, Dublin City College, NUI-Galway,
and Ulster University. Student research team collected data on partnerships and policy
goals. Anticipated presentations and publications will emerge.
2007—Beijing, China. Worked with host institution North China University of
Technology to conduct a graduate level study-abroad course. Investigated higher
education operations in China; three students conducted research which led to publications
and presentations.
