1. SUMMARY AND INTRODUCTION

This is the sixth “Bi-Annual Environmental Monitoring and Management (EMMP) Report” of the Project “Construction of Hassanabdal (Burhan)-Havelian (Samlaila) Motorway, E-35 Package III (KM 39+611 to 56+ 611). This BAEMMR covers the implementation status of Contractor’s compliance with SSEMMP/EMMP, ADB and GOP Environmental Safeguard Policies/guidelines from July-December, 2017 on Package III (Jarikus to Havelian). Package III of E35 project was supervised and monitored by the concerned staff of NHA, ADB and Supervision Consultant. Advisory services are provided to Contractor staff in order to rectify EMMP non-compliances at required sites. Annual Country’s Review Meeting regarding Safeguard Policies was held in NHA, Headquarter Islamabad dated 15th December, 2017. Officials of NHA, ADB and Supervision Consultant participated in the meeting. The ADB mission members highlighted that the safety aspects should be given more consideration in order to ensure safety at works. Contractor overall status of EMMP implementation is satisfactory as the Contractor established project facilities (Camp, Concrete Batching Plants, and Asphalt Plants) as per EMMP. The wastewater treatment system at camp and batching plants were provided with septic tank and soakage pit while wet scrubbers were provided at Asphalt plant to minimize impacts of air emissions and waste effluents. Garbage was collected in drums and disposed off at approved disposal area. Clean drinking water was provided to all workers and staff at facilities and active construction sites. Safety measures like PPEs, fire extinguishers and sand buckets are provided at camp sites, asphalt plants and batching plants. Emergency contact numbers are displayed at facilities for any information/contact in case of emergency situations. Health facility like dispensary and first aid kits are provided at sites. Dispensary with adequate basic medicines and patient bed is provided at camp 3+500 while first aid kits are placed at asphalt plants, batching plants and active construction sites. Qualified and experienced paramedic staff is available for 24 hours at dispensary. Workshop and storage area were also kept as per EMMP requirements by providing impervious/concrete platform to avoid any oil contamination. Steel yard is maintained at camp sites. Bitumen/oil is stored in drums, tanks and kept on concrete platform Storage areas are covered with sheds to avoid from rains. Tool Box Trainings (TBTS) were regularly carried out in order to build capacity of workers and ensure implementation of EMMP. Monthly and Bi Annual Environmental Monitoring Reports were submitted by both Contractor and Supervision Consultant to NHA and ADB .

In month of October, 2017, a session was arranged and conducted regarding Sexually Transmitted Diseases. Lecture was delivered by well qualified and experienced Doctor namely Dr. Noman. Lecture was delivered through multimedia and visuals. In the end question answers session was also carried out. Workers and staff appreciated such types of awareness campaign. Total around 200 workers and staff attended the training. Blood samples of 56 workers were also taken for identifying related diseases. Out of the total samples, seven people are diagnosed as Hepatitis C and B. Treatment was given to these infected people from Ayub Medical Hospital, Abbottabad During reporting period, no accident or fatality has been occurred due to improvement in contractor safety measures at site. Analytical monitoring of environmental parameters was carried out dated 19th-20th May, 2017. Contractor remains non complaint in order to not carry out the quarterly analytical monitoring of environmental parameters to date. SC sent several reminders to contractor for carrying out the said activity but till 31st December, 2017 contractor not complied. 1.1. Project Background

The existing Hassanabdal – Mansehra Road is an important part of the entire

communication network of Khyber Pukhtunkhwa and Northern Areas which links with

Azad Jammu & Kashmir, Kaghan Valley and China via “Karakoram Highway (KKH)”.

Existing Hassanabdal - Mansehra Road is a three-lane single carriageway road with

a width of 10.5 meters. Heavy traffic load has been observed on this road since last ten

years. To support sustained growth and increase competitiveness, Government of

Pakistan (GOP) has taken a strategic approach to the transportation and has launched

a major initiative to improve the trade and transport logistics chain in KPK and Punjab.

National Highway Authority (NHA) planned to construct Hassanabdal -Mansehra

Expressway (E-35) as a part of “National Trade Corridor (NTC)” Project. The

proposed project is financed by the “Asian Development Bank (ADB)” and Government

of Pakistan.

This Express Highway project is entitled as “Hassanabdal – Havelian section of E-35”,

and is a new highway alignment, which starts from Burhan Interchange of Islamabad-

Peshawar Motorway (M-1) and ends at Havelian near Hazara University. This Project

will connect and facilitate three districts namely Attack, Haripur and Abbottabad. It

curves away to north-west of existing N-35 passing near Shin Gali and Jabbar and then

curves back passing near Kuldarra, Chhaprian & Kalu Pind and finally crosses existing

N-35 at Jarikas. From here, it again curves away to north-east of existing N-35 crossing

Hattar and Khanpur Roads at Kot Najeebullah and Chichian respectively. Finally, the

alignment ends at Havelian near Hazara University, Havelian Campus. Total length of

the E-35 Phase-1 alignment (Hassanabdal - Havelian Section) is 57.06 Km with total

Right of Way (ROW) of 80m for first two Packages and 60m ROW for Package III.

The design speed of the Expressway E35 is 120 Km/hr. The new expressway is

intended to provide a safe, quick and more efficient passage to KKH/ Northern areas

access, six-lane dual carriageway facility with six lanes structures. It is located in mostly

plain and partly hilly terrain.

Express Highway project (57.6 km) is envisaged to be implemented in three packages whereas Package III total length is 17.01 Km (Sarai Saleh-Havelian).

Currently construction on Package III is I progress. Express Highway (E-35) the

construction of Express Highway E35 Burhan to Havelian is a Project under the

“Pakistan National Trade Corridor Highway Investment Program–Tranche 2

(Hassanabdal–Havelian Section)” of the Government of Pakistan sponsored/ funded by

the Asian Development Bank (ADB) and DFID. The National Highway Authority is the

Client of the Project and the key responsible Government Department.

1.2. Project Description and Scope of Work and Conversion from 4 lanes to 6

lanes

Initially this Express Highway project was entitled as “Hassanabdal – Havelian section of

E-35” was a new highway alignment which starts from Burhan Interchange of

Islamabad-Peshawar Motorway (M-1) and finally alignment is ended at Havelian near

Hazara University of Hazara Campus. On 29th April 2016, ADB has issued approval of 6

lanes motorway. Right of way of project will be identical and 6 lanes will be constructed.

This Project will connect and facilitate three districts namely Attack, Haripur and

Abbottabad. It curves away to north-west of existing N-35 passing near Shin Gali and

Jabbar and then curves back passing near Kuldarra, Chhaprian & Kalu Pind and finally

crosses existing N-35 at Jarikas. From here, it again curves away to north-east of

existing N-35 crossing Hattar and Khanpur Roads at kot Najeebullah and Chichian

respectively. Finally, the alignment ends at Havelian near Hazara University, Havelian

Campus. Total length of the E-35 alignment (Hassanabdal - Havelian Section) is

57.06Km with total Right of Way (ROW) of 80m to Package I & II (39.5Km) while 60m

for remaining 17.01 Km (Packages III). The design speed of the Motorway M35 is 120

Km/hr. The new motorway is intended to provide a safe, quick and more efficient

passage to Northern areas of Pakistan and China via the Karakoram Highway (KKH).

1.2.1. Package III

Package III comprises the construction of 6 lane carriage way from Sarai Saleh to Simlaila. The carriage way will be facilitated with inner shoulders with 1.00 M and outer sides 2.5 M width. There are two interchanges included scope of work of package III to be constructed by contractor in total length of 17.01 Km from Sarai Saleh to Simlaila. These are two Shah Maqsood Interchange at Km 4+618 and Km16+600.

• There are total 6 lanes of main carriage way with internal and outer shoulders width of 3 lanes is 10.5 M on each side.

• There are about 08 bridges, 42 box culverts. 27 pipe culverts, 02 flyovers at Km 00+031 and KM 16+258 and 10 underpasses along with 2 walkways.

• Formation of embankment, clearing and grubbing of 17.01 Km, removal of surplus material and filling of depression, removal of un suitable materials ROW and disposal into proper approved site(Km 08+100(500)L/S).

• Retaining walls, stone pitching, slope protection measures and guards railing are included in scope of work of package III. Earth work, removal of unsuitable materials from 60M ROW and borrowing of suitable materials.

• Contractor will put the following sub grades, Sub Grade course, Aggregate base course, asphaltic base course and finally asphaltic wearing course. Road furniture including marking, installation of traffic board’s etc.

1.3. Construction Supervision

The Supervision Consultant while supervising construction works will make all necessary arrangements for quality control and implementation of the works. The task of the Consultant will include but not be limited to:

• Give Notice to contractor to commence works.

• Assure submission and advise NHA on the adequacy of the Contractors’ insurance policies, performance bonds, and advance payment guarantees.

• Review and approve the Contractor’s work programs and progress schedules ensuring that the Contractors have incorporated/followed the most effective and expeditious methodology of carrying out the works.

• Provide advance advice to NHA concerning the Schedule of handing over of sites, and possible delays due to lack of possession with a view to assure that the Contractors are given Possession of Site in accordance with the agreed work programs.

• Assess construction equipment, plant and machinery requirements, and Contractors’ equipment.

• Assure the receipt of and maintain as permanent records of all warranties.

• Check and approve the contractors' Working Drawings, Method Statements and Temporary Works proposals.

• Carry out any subsequent design changes, and expeditiously issue supplementary drawings, site instructions, variation orders and day work orders.

• Review and approve the traffic management and safety plan.

• Check the Contractors setting out including staking the right-of-way limits, centerline, and grade and confirm permanent monuments in the construction area.

• Inspect quarries and borrow pits, and crushing plants, and order tests of materials and approve the sources of materials.

• Monitor the Contractors' laboratory testing; evaluate the Portland cement concrete and bituminous mixture designs.

• Assure quality of the works during construction, continuously inspect the soils and materials; construction operations and the works with regard to workmanship and approve or disapprove and certify the works.

• Give notice to the Contractors of any defects and deficiencies, and issue instructions for the removal and substitution of the improper works.

• Attend and make measurement and computation of quantities of the completed works.

• Undertake project performance monitoring and evaluation.

• Monitor and appraise progress of the works.

• Issue monthly-consolidated progress reports on a format.

• Check the Contractor’s periodic statement of the estimated value of work.

• Issue the interim certificates to NHA for payment to the Contractors.

• Assist with interpretation of the Contract Documents, explain and or reconcile any ambiguities and or discrepancies in the Contract Documents.

• Advise NHA on need for effective liaison with local authorities, police, landowners, utility owners, the public and other organizations.

• Carry out the duties related to environmental mitigation.

• HIV/AIDs and Human Trafficking. Monitor that the contractors comply and carry out required actions as provided in the respective contract documents.

• Jointly inspect with NHA the completed civil works, and assist in formal taking over and review and approve or prepare "as built" drawings.

• Inspect the completed works periodically during the defect liability period.

• Establish a comprehensive system of maintaining site records.

1.4. Project Supervision Consultants and Contractor

The Lead Design Review & Construction Supervision Consultant is M/s DOHWA

Engineering Co. Ltd in association with M/s Engineering & Management Services (Pvt)

Ltd., Pakistan, and M/s Prime Engineering & Testing Consultants (Pvt) Ltd.

Contractor for Package III is LIMAK from Turkey in association with local (National)

contractor M/s ZKB Construction. Contractor for Package is mobilized on 14th December

2015.

1.8. Environmental Impact Assessment (EIA) and Environmental Approval from

EPA

As per requirement of ADB’s Safeguard Policy Statement (SPS), 2009 and Pakistan

Environmental Protection Act (PEPA) 1997, IEE and EIA Regulation 2000, NHA has

carried out Environmental Impact Assessment (EIA) and got approval from ADB and

Environmental Protection Agency (EPA). NHA has issued the Environmental

NOC/Approval, received from EPA for Package III to the Engineer. The Engineer’s

Environmental Specialist has carefully reviewed this Environmental Approval and

accordingly advising the Contractor for Compliance. There were twelve

conditions/terms/actions issued with approval for project proponent to implement and

follow-up during the construction and operational phase of project. Details of terms and

conditions are as follows;

2. PHYSICAL WORK PROGRESS OF CONSTRUCTION

Construction works is on-going at culverts, bridges; asphalt base and earth work.

Earth work done is 80.98%, structural work is 86.32% completed, pavement is

46.89% completed , drainage and erosion works 27.49% and 2.96% of ancillary

works completed during reporting period (till 31st December,2017)

On Package III, planned work progress was 69.49 % while achieved work progress is

71.74%. The contractor is ahead of its planned target in terms of construction

progress. The following given below table 2.1 is showing details of Monthly Progress

of the Contractor during reporting period.

3. STATUS OF ENVIRONMENTAL MANAGEMENT

3.1. Institutional Arrangement and Organization Chart for Environmental

Safeguards Implementation on Project E35 Phase-I

Institutional arrangement for proper implementation of Environmental Safeguards is

an integral part of the project. National Highway Authority (NHA) and its

Environment Unit had carried out EIA, prepared EMMP and got approval from ADB

and EPA in October 2013. EMMP is incorporated in Contract of project E35

(package III), signed and accepted by Contractor LIMAK and ZKB(JVs) for

implementation including contractual provisions (Clauses) such as 4.18-Protection

of Environments, 4.8-Safety Procedures, 6.4- Labour Law, 6.5- Working Hours,

6.6-Facilities for Staff and Labours, 6.7-Health and Safety, 6.6- Facilities for Staff

and Labours, 6.15-Measures against Insect and Pest Nuisance, & 6.21- Child

Labours and Specifications SP Item 706-Temporary Traffic Control Management

LIMAK in association with local Contractor M/s ZKB were mobilized on 14th

December 2015 with official letter for commencement of work at site.

As per requirement of approved EIA, EMMP of project and Contract document;

contractor has appointed Environmental Specialist to implement, handle and manage

environmental compliance at site. The Engineer and his representatives (Environmental

Specialist) are supervising and monitoring the overall Physical and Environmental

Performance of project while Contractor is responsible for overall contract

implementation at site as per agreed contractual obligations with Client.

3.2. Site Specific EMMP (SSEMMP) SSEMMP is prepared by contractor and approved by NHA and ADB after review of Supervision Consultant. Contractor is contractually bound to follow and implement EMMP/SSEMMP during construction phase of the package. Overall status of Contractors SSEMMP/EMMP is relatively satisfactory. Environmental Specialist Mr Shaukat Zaman is hired at site to ensure project activities remains with in compliance with SSEMMP/EMMP and approved work statements. 3.3. ADB Missions Annual Country’s Review Meeting regarding Safeguard Policies was held in NHA, Headquarter Islamabad dated 15th December, 2017. Officials of NHA, ADB and Supervision Consultant participated in the meeting. The ADB mission members highlighted that the safety aspects should be given more consideration in order to ensure safety at works as work is ongoing on package III.

3.4. Provision of Facilities 3.4.1. Contractor Construction Camp site (RD3+500) Contractor camp is located at RD 3+500. Contractor has constructed offices, main store, workers accommodations, workshop, two kitchens along two messes and steel yard. First Aid facilities are also provided at Camp site. Contractor has established a dispensary with paramedical staff; fulltime available at camp. Adequate and relevant First aid medicines/bandages are provided at dispensary. Ground water is used as drinking water. Water purifier has been installed to make the water safer for drinking purposes. Good quality and adequate food is provided to all staff and workers. All type of solid steel scraps from steel yard and workshop are collected in specifically marked bins and is shifted to scrap yard. The scrap is stored and sold in market when required. Kitchen solid waste and office solid wastes are collected in similar manner and sent to solid waste collection point (dustbins are placed at various four points). Ultimately TMA (tehsil municipal administration) on weekly basis collects the solid waste for final disposal at Government designated places. As far as the matter of collection of used oil is concerned it is being collected in fuel spill trays from the motor workshop and shifted to liquid waste collection point on a daily basis where these are stored in drums properly covered with shed and ultimately sold out to oil dealer on quarterly basis or whenever required. Wastewater generation and treatment as per requirement of SSEMMP is carried out

at the Base Camp. Contractor has constructed septic tanks, soakage pit and

retention small manholes system. Toilets/washrooms wastewater is treated through

septic/soakage pit. The wastewater of kitchen (washing utensils) and rain water

goes through pipes laid by Contractor at camp site and ultimately into city sewers for

final disposal.

The Camp is fenced and security check post is available at the entrance.

Staff/workers are residing in this camp. The kitchen, dining halls and residential

facilities of senior staff and labour are properly protected from flies and mosquitoes

and by providing wire mesh on windows.

Emergency contact numbers are displayed at camp site to contact with concerned

person in case of any emergency. Fire extinguishers and sand buckets are placed at

fuel station, workshop area, storage area, residences and kitchen. Working staff is

trained in using these fires fighting equipment’s in emergency of any fire etc.

Mosque is also constructed at the camp for staff and workers. Workshop area for

vehicle maintenance is kept paved to avoid soil contamination. Oil storage area is

also paved and covered with shed. Two generators are also provided at site.

Environmental education and awareness about safety measures and good

housekeeping at steel yard, store area, oil/chemical storage area, and kitchen site

are done. Overall the conditions of camp site are in compliance with SSEMMP

and are satisfactory.

3.4.2. Contractors Asphalt Plant at RD 8+974

The detailed plan and location of asphalt plant is approved. The asphalt plant is located

near Dor River at RD 8+974 along the ROW of E35, near village Akhoon Bandi. It is

about 200m from the river and more than 300m from the residential area but all houses

are behind the mountain. A total of 40 Kanals (2.02 hectares) of land has been leased

by the contractor.

Groundwater (bore) is provided at site for availability of drinking water and other water

use for construction purposes. Food is provided at site to all workers. LPG is used for

cooking purposes. Electricity is provided by generators.

Residential rooms with attached toilets are constructed. Septic tanks and soakage

pits are constructed for toilets/washroom wastewater treatment. Additional

washrooms, kitchen and mess are also constructed. Another soakage pit is

constructed for wastewater treatment of kitchen wastewater. The wastewater

system is properly functional as no odor or overflow was observed at site during the

reporting period. Garbage is collected in drums and disposed off at the disposal

area. Garbage drums are placed at various points at the asphalt plant site.

Mosque is constructed for workers to offer prayers. Security check post is provided

at entrance of the asphalt plant. PPEs are provided to workers working at asphalt

plant. Tool Box Talks (TBT) and training regarding health and safety is delivered to

workers at site by Supervision Consultant and Contractor’s Environmental

Specialist.

A wet scrubber is constructed to minimize dust emissions by settling the dust in the

settling chambers. The sludge is removed from the settling chambers and disposed

off at side of Asphalt Plant. The disposed of sludge will be either dumped into

approved disposal area or will be levelled at site on land owner willingness. During

reporting period, wet scrubbers were effective as white smoke observed from

chimney of asphalt plant.

Oil/bitumen is stored in tanks. Fire extinguishers and sand buckets are provided at

asphalt plant. First aid kit is available at site with basic medicines and bandages.

However, the area is still not fenced and levelled. The Asphalt plant was operational

during the reporting period (when required for asphaltic work)

3.4.3 Concrete Batching Plant

Four concrete batching plants are used for works on this package i.e. at RD 4+850,

RD 8+974, 14+000 and near Havelian Bridge.

3.4.3.1 Concrete Batching Plant at Rd 4+850

This plant is not operational during reporting period. The plant is removed now and

the area is properly restored as per EMMP requirements.

3.4.3.2 Concrete Batching Plant at Rd 8+979

Concrete batching plant is located at asphalt plant site. Concrete ramp is provided at

site. Fire extinguishers are placed at site to use the facility in case of emergency.

Workers are usually not wearing PPEs at batching plant.

3.4.3.3 Concrete Batching Plant Rd 14+000

The plant is installed at RD 14+000. Detailed layout of the concrete batching plant

is submitted to SC which is approved after review. Contractor has established

residence rooms, kitchen, storage area, steel yard etc. Fire extinguishers are

installed. Electricity is provided through generators. The area is fenced.

Toilets/washrooms are provided at site. Wastewater is treated through septic and

soakage pit. Garbage is collected in drums and usually burned at site. Drinking

water is supplied through bore (ground) water.

This plant was operational during reporting period as required for concrete works at

site.

3.4.3.4 Concrete Batching Plant near Havelian Bridge

The plant is installed near Havelian Bridge which is operational. The location and

detailed layout is neither submitted to SC nor approved. SC sent a letter to

Contractor that submit its lease documents, detailed layout and avoid negligence in

future to not follow EMMP requirements.

3.5. Tool Box Talks and Training Sessions

Contractor and Consultant had jointly arranged different training sessions on site for

labours and staff. Tool Box Talks/Meetings have been carried out by Contractor

Environment staff and HSE Team.

Regular tool box talks are in practice by contractor’s Environmental Specialist; they

are involved in delivery of daily tool box talks for labours, workers and staff. Record

is maintained and reflected in report. TBT are mostly given on housekeeping, use of

PPEs, Storage and handling of oil/chemicals, use of fire extinguishers, good

practices at site, disposal area management, first aid, proper use of equipment’s,

awareness about health, safety and environmental issues, etc.

3.6. Child Labour and Labour Law Child Labour and Labour Law of Pakistan are incorporated in the contract and are under implementation at the project. It is strictly and strongly instructed to contractors that as per contractual provision no labour less than 18 years of age will be engaged. No child labour has been observed on this project.

3.7. Occupational Health and Safety Workers health and safety measures are a mandatory part of the contract. The contractor has hired one environmental specialist, one safety officer, one safety engineer and two safety assistants to ensure Health and Safety of all the staff and workers at site. Contractor has provided first aid facilities at base camp by providing dispensary with sufficient medicines/bandages and experienced paramedic staff available for 24 hours. First aid kits are provided and available with the site in charges at various construction sites. Total 4195 first aid cases are registered during reporting period at dispensary, camp site RD 3+500. Table 3.9. shows details of first aid cases on monthly basis

Contractor has focused on health and safety of workers at site. Top management shows his willingness towards regular improvement in safety at works. The conditions of the safety of workers and works are improved by providing Personal Protective Equipment (PPEs) to maximum labour at active construction sites, steel yards and workshop area. Workers safety harnesses are provided to workers working at height (bridges). All risky works like working at bridges and cutting activities are carried out in presence of Safety Assistant and required technical person. Working area was barricaded for safety of workers and nearby community. Signages and reflecting tapes are installed at sites.

Fire fighting equipment like sand buckets and fire extinguishers are provided at camp site, asphalt plant and batching plant to avoid or minimize risk in case of any occurrence of fire hazards. Some new fire extinguishers are provided while old empty fire extinguishers are re-filled. Emergency phone numbers are displayed at campsite. Drinking water and food is provided to all staff/workers at site. Wastewater treatment facility for treating waste of toilets and washrooms is provided at camp and asphalt plant sites. Wet scrubbers are provided at asphalt plant to recycle wastewater and minimize impacts of air pollution. Garbage is collected in drums and disposed at TMA dumping site. SC regularly monitors and checks facilities for maintaining good housekeeping at site. Water sprinkling is carried out on regular basis to minimize dust emissions. Instrumental monitoring is carried on quarterly basis to determine the values of environmental parameters as per EMMP/SSEMMP. In case the values of environmental parameters exceeds than permissible limits as per NEQS standards, corrective measures are taken to minimize impacts on human and surrounding environment. Regular lectures/trainings are given to workers at site about Safety and Health

aspects of the project. In month of October 2017, a session was arranged and

conducted regarding Sexually Transmitted Diseases. Lecture was delivered by well

qualified and experienced doctor namely Dr. Noman. Lecture was delivered through

multimedia and visuals. In the end question answers session was also carried out.

Workers and staff appreciated such types of awareness campaign. Total around 200

workers and staff attended the training. Blood samples of 56 workers were also

taken for identifying related diseases. Out of the total samples, seven people are

diagnosed as Hepatitis C and B. Treatment was given to these infected people from

Ayub Medical Hospital, Abbottabad.

No fatality or accident occurred during the reporting period.

3.8. Traffic Management (Item 706 & 712)

Traffic Management Plans are prepared, approved and implemented according to

SSEMMP requirements in collaboration with Supervision Consultant. These plans are

documented for record purpose. Details of some of the TMP prepared and implemented

are as follows;

3.8.1. General Traffic route of E-35 for vehicle movement of LIMAK-JV-ZKB

For Traffic Management the contractor has installed different sign boards such as speed

limit, speed control and warning boards etc.

Sufficient sign boards have been installed during the reporting period; others are New

Jersey barriers, warning tapes, red /yellow reflective tapes and red colour steel drums

pasted with reflective tapes at various locations for night vision. Contractor has also

placed various sign boards for guidance /instructions of company drivers.

3.8.2. Diversion at Bridge No.3 (Along main GT Road)

Construction of bridge 3 is completed and detour is now closed. No diversion exists

now.

3.8.3. Shah Maqsood Interchange

The motorway is open till Shah Maqsood Interchange. Public transport is using

motorway till Shah Maqsood Interchange and then main GT road onwards. Safety

measures should be adopted at earliest to avoid any incidents. i.e. installation of Sign

Boards, delineators and flagman etc. as the construction of toll plaza is under

construction.

3.9. Borrow Areas use for Construction of Embankments

Contractor has utilised total five borrow areas which is now closed and restored.

Currently material is used from cutting material.

3.10. Management of Disposal Areas Contractor has not utilized or proposed any disposal area during reporting period. 3.11. Instrumental Monitoring of Environmental Parameters As per EMMP/SSEMMP, Contractor has to carry analytical monitoring on quarterly basis for noise, drinking water and air emissions while surface water is on monthly basis. ZKB last monitoring of environmental parameters was carried out on 19th -20th May, 2017 for measuring concentration of air, water, noise quality and soil quality. The contractor remained non-compliant with EMMP/SSEMMP by not conducting analytical monitoring of environmental parameters to date despite SC sending several reminders to carry out the activity at earliest but no action to date.

3.12. Corrective Action Plan for Mitigating Environmental Parameters The following mentioned below CAP is advised to Contractor for compliance of EMMP for period of January-June 2018. Table.3.12. shows CAP for Period of January-June 2018

3.13. Grievance Reporting and Resolution

The Grievance Redressal Committee (GRC) on package-III has continually

consulted the local residents during their regular site inspections, to know about

their problems and issues related to the construction activities. The Committee is

composed of the Environmental Specialist of Contractor, Admin manager of

Contractor, Environmental Specialist of Supervision Consultant, Highway or

Structure Engineers, Project Manager of Contractor and Environment Cell (AD

Environment) of NHA, Deputy Director of NHA and Local Community members. A

complaint register has been established for documenting the complaints at base

camp km 3+500; an Environmental Specialist is responsible for maintaining and

updating the register and forwards the issues to concerned staff for resolution.

This register is checked and updated for necessary mitigation actions by concerned staff

of Contractor and SC staff. Total 54 complaints were registered to date. All complaints have

been resolved

4. Comparison of EMMP Implementation Status between January-June2017 and

July-December 2017. Contractor’s overall performance regarding SSEMMP/EMMP is relatively satisfactory. The Contractor team is cooperative, shows willingness and give importance in terms of implementing EMMP at site. Table 4.1 . shows comparison of EMMP implementation status between January-June 2017 and July-December, 2017
