Chief Commissioner ICT Mr. Zulfiqar Haider took oath as Chief Scout Islamabad in a ceremony held at Islamabad on 13th April, 2017. Ms Rahila Hameed Khan Durrani, Chief Commissioner PBSA administered the oath. The certificate duly signed by the President and Chief Scout Pakistan was also presented to the Chief Commissioner ICT.
Ms. Rahila Hameed Khan Durrani congratulated Chief Commissioner ICT on his appointment and hoped that scouting in Islamabad will grow and flourish under his patronage. Dr. Tariq Masud, Provincial Commissioner, IBSA, Ms. Aalia Durrani, Principal, IMCG F-6/2, Islamabad, APC Islamabad BSA, Senior Scout Leaders and Prof. Abdul Hayee Sheikh, Provincial Secretary, IBSA were also present at this auspicious event.Message of Quaid-e-Azam Muhammad Ali Jinnah was read out by a scout. GSAT- NSOs participate in the GSAT within the next 2
years and take steps to implement the recommendations for improvement
- NSOs undergo the GSAT periodically in order to continually improve their organization.
Youth Programme- APRSC continue utilizing surveys and other
mechanisms to study / monitor youth trends to ensure that Scouting remains relevant to young people.

Mr. James S. Powel, U-Report Global Coordinator UNICEF Global Innovation Centre alongwith Ms. Hira Hafeez ur Rehman, U-Report Manager UNICEF visited National Headquarters, PBSA, Islamabad. Hafiz Tariq Mahmood, Senior Deputy Chief Commissioner, PBSA and Mr. Zahid Mahboob, Secretary, PBSA welcomed the
guests and discussed the involvement of Youth that Pakistan Boy Scouts Association has already initiated U-Report Pak Avaz in its Youth Program and Adult Training before its prepare launching an MOU is being drafted to involve maximum Youth in this activity.

- APRSC develop model programmes to enable NSOs to be involved in the achievement of the Sustainable Development Goals.

- NSOs ensure that their MOP Coordinator submit their final reports of funded projects on time.

Meeting of Committee to Explore ways and Means and to Suggest Purchase of Properties out of PBSA reserve funds was held on 15th April, 2017. Mr. Sarfraz Qamar Daha, Provincial Commissioner, Pak. Railways BSA chaired the meeting which was attended by Mr. Abdul Mannan, International Commissioner,
PBSA, Syed Akhtar Meer, Honorary Treasurer, PBSA and Mr. Zahid Mahboob, Secretary, PBSA. Prof. Abdul Hayee Sheikh, Provincial Secretary IBSA and Mr. Muhammad Tariq Qureshi, Provincial Secretary, Punjab BSA attended the meeting on special invitation. Proposals and recommendations were prepared to be submitted to the Chief Commissioner, PBSA.
Chief Commissioners of South Asian Association of National Scout Organization (SAANSO) met at Bali Indonesia on 25th April, 2017 to explore the ways and means to support youth activities in the South Asian Countries. SAANSO is a recognized body of SAARC.
9th National Rover Moot is being planned to be held in
September, 2017 at National Headquarters, Pakistan
Boy Scouts Association, Islamabad. The decision has
been taken by the Chief Commissioner, PBSA on the
proposal of Provincial Associations.

Hajj services in Local haji Camps initiated in April, 2017
Pakistan Boy Scouts Association invitied 454 Scout
Leaders from all over Pakistan to render services in
the local Haji Camps and in the office of Ministry of
Religious Affairs. Initially 08 Scout Leaders from AJK
joined Ministry office for Hajj services.
Republic of Poland in the Islamic Republic of Pakistan
visited National Headquarters, Pakistan Boy Scouts
Association, Islamabad on 3rd April, 2017 to discuss
the matters of mutual interest of Scouting and
forthcoming World Scout events.

SPRING CAMP-2017 INDONESIAN SCOUTS IN PAKISTAN
Indonesian Students Association in Pakistan
organized a scout camp at National Headquarters,
PBSA from 14 to 16 April 2017. 83 Scouts and Leaders
participated in this camp.
They remained involved in tent pitching, games,
competitions, campfire and different Scout/ learning
activities.
A Grand Campfire was held on 15 April 2017. th
Secretary PBSA Mr. Zahid Mahboob was the Chief
Guest. International Commissioner PBSA Mr. Abdul
Manan and Minister Counselor of Indonesian
Embassy Mr. Musurifun Lajawa were also present on
the occasion. Different cultural and amusement
items were presented and souvenirs were
exchanged.
In his address, Mr. Zahid Mahboob shared his
experience regarding visits of Indonesia and he
mentioned the bonds of scout brotherhood between
Indonesia and Pakistan.

and the PBSA for the provision of facilities and holding
the camp at NHQ.
PBSA facilitated the campers with all equipment
which they needed/ required.

Orientation Training on Disaster Risk Reduction Awareness Raising Resource Kit on April 24, 2017, Pearl Continental Hotel, Karachi
Unicef has recently finalized DRR Booklet with the overarching purpose to increase awareness on disaster risk reduction and to build a culture of safty resilience amongst communities. The DDR Booklets have child focused stories on Floods, Earthquakes, Displacement and General Risks like drowning, fire, snake / insect bite, road accidents and electrocution which aimed at significantly reducing hazards facing children and communities a like. Cross-Sectoral messages pertaining to Water, Sanitation, Health, Nutrition, Education and Child protections are being reflected in the DRR IEC resourceful-learing material. These stories have been prepared in Urdu, Sindhi and English languages.
UNICEF hold one day training to orient UNICEF partners including government and implementing partners on the DDR resource kits for effective application among the children and youth in the communities as a collective effort by developments partners across programmes at Pearl Continental Hotel, Karachi. In this respect Mr. Sarwar Hussain of Sindh Boy Scouts Association attended the Training.
Joint Session of APR Adult Support and Youth Programme Sub Committees on 20 April 2017 at Bali Indonesia
A joint session of the following two APR Sub-Committees was held after their separate meetings:
- APR Adult Support Sub-Committee- APR Youth Programme Sub-Committee
The APR Adult Support Sub-Committee and APR Youth Programme Sub-Committee had their simultaneous meetings on 20th April, 2017 and reviewed the implementation of the strategic priorities under the APR Plan 2015-2018 and appraised the performance of the sub-committee members. Before the day concludes, the two committees had their joint meeting attended by Regional Scout Committee Chairman Paul Parkinson. Mr. Zahid Mahboob being a Member APR Adult Support Sub-Committee & Mr. Rizwan Jaffer being a Vice Chairman APR Youth Programme Sub-Committee attended the individual meetings and a joint session to make more productive and result oriented.

SCOUTS YOUTH CAMP, QUETTA - APRIL 26 , 2017 TH
Background:Pakistan has one of the youngest populations in the world, with almost 64% of its people below the age of 29. Access to mobile phones by the young people– whether at individual, household or community level - is becoming
increasingly common in Pakistan, even in low-income areas. As a result, a simple, low-cost mobile phone has the potential to provide a means for increased access to information and broader participation and engagement on issues that matter to them.
U-Report PakAvaz is an innovative mobile-based social monitoring tool for community participation to address issues that the young population cares about. It is designed to give young people a chance to voice their opinions on issues in their communities, encourage citizen-led development, and create a positive change. UNICEF is a strategic partner with a local NGO and telecom providers to create U-report PakAvaz. The platform relies on volunteer
community members, mostly young people, serving as U-Ambassadors. The primary target group of children and young people between the ages of 10-18 years joins the programme by sending a free SMS “join” to a short-code 8623 or U-Report twitter handle @PakAvaz. Through U-report PakAvaz, weekly SMS messages and polls will be sent out to and from the community of U-reporters, who respond to the polls and exchange views on a wide range of subjects. The responses will be analysed in real time via RapidPro technology and the data will be mapped to each district/union council and compiled on a national level. The results are then shared on a public website www.ureport.pk and are explored further with additional questions and responses continuing the dialogue.
Objective: The purpose of this activity is to conduct an informational camp on U-Report within the Scouts' community in Quetta, Balochistan. Due to their penetration in the communities, it is very important for Scouts to fully comprehend the benefits of U-Report and how their contribution in the cause can help scale it up. In the light of these objectives a youth camp was organized on U-Report demonstration, sign ups, poll development activity, games and a theatre performance aimed at helping people understand the U-Report

process and what it is doing in other countries.

After the documentary and initial sign up, guests visit different scout stalls (Solar, Scouting and Scouts Skills Centre) and appreciate the efforts of Pakistan Boy Scouts for fully supporting their provincial bodies in the promotion of Scouting and different interventions. Finally, scouts parade and tent pitching (team building) exercise was shown to the guests. Scouts souvenirs were also distributed to the dignitaries. 567 scouts and their leaders took part in this one day event, which was appreciated by all the EU and UNICEF country team. Also full future support was extended for other scouting activities as well.

In January 2016 Balochistan Boy Scouts Association took an initiative and start a vocational and training centre for the youth under the name “Skills Learning, Learning and Development Centre”. This training centre offered variety of technical courses such as Computer DIT, Beautician & Make up, Sewing & Tailoring and English language courses with an aim to help and technically train the youth of different backgrounds, and fully support them through this centre. Also these sort of skilled trades were introduced for youth in order to promote and provide demand driven technical
education & vocational training to make them self-sufficient with the skills and abilities needed to be self-employed by not depending on others. This kind of technical education not only benefit youth to be technically proficient but also helps to increase their knowledge towards particular trade to further play their important role by fulfilling the domestic needs of the local market.

To make its learning qualified this centre was also registered with “technical and Training Board, TTB” which is a body of labor and t r a i n i n g d e p a r t m e n t (Government of Balochistan). To fully attain the qualification students first have pass the Boy Scouts Exam and then they have again appear before the TTB exam board in order to have fully recognized degree. So far 263 students are studying out of
which 131 recently passed their TTB exams and are self-fulfilled to start their own work. On 29 April 2017 its annual certificate th
Distribution was organized at Provincial HQ (Quetta) having presence of our worthy Chief Commissioner Pakistan Boy Scouts Association MsRahila Hameed Durrani as Chief Guest. It was great moment of encouragement and motivation especially for the girls to collect the certificates and shield from the Chief Commissioner. Later she extend her full support for this centre and any other such initiative that will be taken either at provincial or national level. Gone Home
