PROPOSAL

• Technical Proposal:- Understanding about SCO Network and complete technical proposal

• Financial Proposal:- Amount for deployment and commissioning of complete Network as well as five (5) years (O&M) period which shall start after the completion of one year warranty period

FINANCIAL STRENGTH

• Bidder must provide copy of its Financial Audit

reports for last five years

FINANCIAL PLAN & PAYMENTS

• Complete year-wise financial plan that must be in-line with project plan spanning total project duration

• 85% (FEC) from Banks/DFI for this project with the assistance of SCO

• 15% funding will be arranged by SCO through Government of Pakistan

• Recurring cost will be arranged and incurred by SCO.

PAYMENT TERMS / CONDITIONS FOR BIDDER • Rates are inclusive of all costs. These shall also include

all profits, taxes, transportation and costs of accepting all special and general risks, liabilities and obligations to the GOP

• Payment will be done on, as per actual basis• 30% Advance upon submission of Bidder Invoice with

Bank Guarantee equaling to Advance amount from reputable Bank acceptable to SCO

• 60% payment upon issuance of Provisional Acceptance Testing (PAT)

• 10% upon issuance of Final Acceptance Certificate (FAC)

VALIDITY PERIOD OF PROPOSALS

Proposal shall remain valid for 210 days from the closing date of this RFP which can be extended at the discretion of SCO

PROJECT TEAM • Dedicated and experience team on its permanent payroll for entire duration of

project include fol:-– Project Manager experience of at least 15 years and managed at least 3 projects of

more than USD 5 million and/or at least 5 projects of OFC deployment of 200 kms each. Project Management Certification or Degree is desirable

– 2 X Civil Engineers experience of at least 10 years including five projects of OFC deployment of 100 kms

– 3 X OFC Systems Engineers(Telecom) experience of at least 10 years including 5 projects of OFC deployment of 100 kms

– OFC Terminal Systems Engineers(Telecom) experience of 5 years on DWDM and SDH equipment installation, operations and configuration

– 3x Microwave Engineers experience of 10 years on Microwave at STM Level, Link budgeting, path profiling, installation, operations and configuration in this or similar terrain

– NMS Engineer 5 years experience on installation of at least 5 NMS in 1+1 configuration – 2x Electrical Engineer 10 years of experience on design and installation of electrical

and power equipment– Logistics Specialist – Supply-Chain Specialist– Legal Specialist – Financial Specialist

SELECTION PROCESS • Qualified Bidders who shall score 75% weight in Technical

Evaluation would be intimated and invited in writing (through FAX, email or postal letters) for the opening of “Financial Proposals”

• For the award of Contract, 30 % weight will be given to Financial Proposals of Bidders and 70% weight will be given to the detailed Technical Evaluation

• The formula for financial evaluation and overall scoring is that the lowest bidder gets 30 points and the other bidders score 30 multiplied by the ratio of the lowest bid divided by the quoted price

• Points obtained in the detailed technical evaluation will be carried forward and normalized to 70%. Tender will be awarded to the Bidder with maximum accumulative points (Technical + Financial)

PROJECT IMPLEMENTATION PLAN (PIP) WITH TIMELINES

• Contract Signing• Formalities to arrange 85% financing from Banks/DFIs• Kick-off of the Project• Design and Resource Planning period • Survey and conceptual plan rings conceived by SCO included in this RFP • Site Preparation• Manufacturing & Logistic including Shipment, Custom Clearance and Transportation to

designated Sites• Project Implementation including RoW permission for deployment, Installation and

testing• Hardware Installation and Test Station Commissioning• System Integration• Provisional Acceptance Certificate • Commercial Launch of Project• Final Acceptance Certificate• Bidders are expected to complete the project commissioning in Fifteen (15) months.

POINTS FOR TIMELINES • Work to be immediately start with the excavation from KHUNJRAB towards SUST

and at the same time from SUST to KHUNJRAB to complete the deployment of OFC during the summer of year 2013

• Bidders shall ensure availability of minimum eight asphalt/concrete machines with Diamond Cutters to be utilized in this project

• Excavation of Trenches and civil works must start in minimum following eleven sections (twelve sites) simultaneously; Excavation of trenches shall be 500 meters/ per day/ section which is mandatory – Rawalpindi – Hassanabdal – Hassanabdal – Haripur – Haripur - Mansehra – Mansehra – Naran – Naran – Chillas – Chillas – Danyore – Danyore – Karimabad – Karimabad - Passu – Passu - Sust – Sust – Khunjrab – Khunjrab – Sust
