    The PAIIR newsletter is published fall,winter and spring by Rochester Public Schools

    Early Childhood Family Services.

    This week has been a particularly long and stressful one. You know the type of week I am talking about.toomuch to do and not enough time to do it all. Then I got an email from a good friend, Do you have time to goout for dinner tomorrow? There is really no better cure for a long week than a night out with a good friend.this was clearly a no brainer! We decided to visit a local restaurant for some good food and stimulating con-versation. The evening started out with the usual, Whats new? Hows your week going?, but the conversa-

    tion quickly moved to a depth that is indicative of a trusting and special relationship. We spent over two hourslaughing, sharing stories of children and families, and swapping middle-aged dreams. As I dropped my friendoff at the end of the evening I realized how rejuvenated I felt and what a wonderful gift it is to have specialfriends in my life.

    Having close friends is important for the physical and psychological health of adults, and these friendshipsteach us about trust, empathy and respect. The foundation for developing friendships distinctly begins in theearly years. Parents who establish a safe and secure parent-child relationship are helping their young childrenlearn how to make friends. All parents want their children to know how to make and keep friends, and we dreadever hearing any child tell us.no one likes me. Being special to someone outside of our immediate familymakes us feel safe, accepted and loved.

    Here are a few tips to help your child develop friendships:

    Acknowledge your childs feelings, so they will learn how to do this with others

    Model responsive behavior such as smiling, empathy and listening

    Provide your young child with opportunities to interact with other young children

    Teach your child consideration and respect for others

    Show your child how to handle conflict in a positive manner and model that behavior

    Opportunities abound at PAIIR this spring and/or summer for you and your child to practice these skills andmake some new friends. Try our Sibling Solutions (pg. 5), Summer Survival (pg. 5) or our ever popular TGIFclass (pg. 5). We look forward to meeting you and your family!

    Who teaches PAIIRclasses?PAIIR classes are taught by

    licensed parent and early childhoodeducators who work directly withparents and their young children.Classes are held weekday morn-ings, afternoons and evenings. Mostclasses meet once a week.

    Who can take a PAIIRclass?PAIIR is for ALL parents,relatives or individuals whofunction in a primary parentingrole and their children, age birth

    to kindergarten enrollment and livein the Rochester School District.Parents may attend PAIIR classeswithout their children, but everychild must be accompanied by aparent.

    What if I do not live in theRochester School District?Families who live in the RochesterSchool District are registeredfirst. If you dont live in theRochester School District, you are

    welcome to register for PAIIRclassesbut your registration willbe held until one week after thefirst draw date.

    Is there financial assistanceavailable for PAIIRclasses?Yes. Contact PAIIR at 328-4020for assistance with fees, or referto the PAIIR registration form onpage 13.

    Can PAIIR accommodatemy childs allergies/specialneeds?Yes! PAIIR welcomes all familiesand will do our best to meet yourneeds.     Can PAIIR help me withtransportation?Transportation is available for oneclass per session for families in

    need, at no cost. Call the PAIIRoffice at 328-4020 for assistance.

    Is there care available formy other children duringclass?Sibling care is quality child carefor children age 9 months tokindergarten enrollment. Childrenmust be 9 months of age when theclass starts to attend sibling care.Children under 9 months mayattend class with their parent as alap baby.

    If your lap baby turns 9 monthsafter class has begun, they mayattend sibling care IF there isspace available at that time. If youanticipate a need for sibling carefor your lap baby before the endof your class, please tell us when

    you register.

    What is PAIIR/ECFE?

    PAIIR stands for Parents AreImportant in Rochester. PAIIR hasbeen serving families for over 36

    years as Rochesters EarlyChildhood Family Educationprogram. PAIIRs mission is tostrengthen families with youngchildren through education andsupport.

    PAIIR provides:

    Parenting information andresources to help developpositive, informed attitudesand expectations aboutraising children.

    Early childhood educationproviding purposeful, ageappropriate, researched basedinstruction covering all areas ofdevelopment.

    Fun learning activities forboth parents and children.

    PAIIR age group classes include timefor parents and children to do fun,developmentally appropriate activitiestogether.

    A childs early years often bring wonder and excitement for families!Children grow and change rapidly from birth to kindergarten entrance,and are learning every day.

    Some babies and young children need extra help to learn andgrow.As parents watch their child grow and develop, they may notice whentheir child smiles, rolls over, sits up, walks, plays, coos, cries andtalks. While all young children grow and change at their own rate,some children experience delays in their development. Special healthconditions may affect childrens development, too. Because parents

    know their child the best, they may be the first to notice that their childis developing differently than other babies or young children.

    Free help is available.Minnesota children from birth to five-years-old, who are eligible forHelp Me Grow, can receive services in their home, child care settingor school. These services are free to eligible families regardless ofincome or immigrant status.

    Assistance from experts.Early childhood specialists will work with eligible children and fami-lies to plan the services and supports they need. These may include;special instruction and other services, including speech, physicaland occupational therapy; ways that a family can support their childsdevelopment at home; and connections to community services andprograms.     Many parents may not beaware that a vehicle is the mostdangerous place for your child tobe. In fact, traffic crashes are the

    leading cause of death forMinnesota children.

    Thats why it is critical children usebooster seats, which are required

    by law in Minnesota.

    Boosters are for children whohave outgrown a forward-facingseat, usually starting around 40

    pounds and age 4. Children mustride a booster until they are age 8or 4 feet 9 inches tall whichever

    comes first. It is recommended,

    however, to keep a child in abooster based on their height,

    rather than their age.

    Boosters are seat lifts that raise achild up so a seat belt fits properly.Belts should cross over shoulder

    and the chest never acrossthe neck. Belts should never be

    tucked behind back or under arm(unsafe and illegal).

    PRESCHOOL ACTIVITIES PROGRAM POLICIESPreschool Activities Scholarships

    Families who have an income that would qualify them for the free or reducedprice meal program may receive a 50 percent reduction in class fees up to

    $25 per child, per brochure. Families may call Community Education at328 - 4000 to determine if they meet the criteria. Bus trips and agency classesare excluded from the scholarship program.

    Food/Allergies

    Some preschool classes include a snack for the children. Please notify us ifany dietary restrictions or allergies that your child may have at the time ofregistration. You can note any allergies/restrictions on the registration formunder health concerns.

    Medication

    Community Education staff will not administer medications to childrenparticipating in Preschool Activities classes. Parents/guardians must stay onsite if their children need medication during class time.

    Refund PolicyIf you drop a class 1 week or more before the start date, you will receive apartial refund minus a $5.00 processing fee.

    If you drop a class less than 1 week before the start date, you will receive apartial refund minus any costs incurred, including a $5.00 processing fee.

    If you drop a class on/after the class start date:

    If you drop a class that meets three times or more, you must drop the classwithin 2 business days after the class start date to receive a partial refundminus any costs incurred, including a $5.00 processing fee.

    If you drop a class that meets less than three times on or after the start

    date, no refund will be issued.

    Inclement Weather PolicyIf Rochester Public Schools are cancelled for the day, all CommunityEducation day and evening classes are cancelled.

    If school begins late, Community Education morning classes will not meet.Classes that begin at noon or after will be held.

    If school dismisses early, all Community Education classes are cancelled forthe remainder of the day and evening.

    If school is not cancelled, but the weather is threatening, evening classeswill be cancelled by 3:00 PM. In all weather related circumstances, local radiostations will announce our cancellation.

    Weather Related Class CancellationIn the event a Community Education class must be cancelled due toinclement weather or other unavoidable circumstances, every effort will bemade to reschedule.
