WelcomeWelcome to Baby TALK Early Head Start! We appreciate your family's trust in allowing us to participate with you in your child's education and development. Baby TALK's mission is to positively impact child development and nurture healthy parent-child relationships during the critical years.

Head Start is a national program that promotes school readiness by enhancing the social and cognitive development of children through the provision of educational, health, nutritional, social and other services to enrolled children and families. Early Head Start (EHS) programs were established to provide early, continuous, intensive and comprehensive child development and family support services on a year-round basis. Through two program options, home-based and center-based services, Baby TALK EHS will provide these supports to teenagers, pregnant women, and families of Decatur and Macon County, that are parents or guardians of children age birth to

three years.Baby TALK’s goal is to join parents in raising their very young children. Baby TALK encourages parents as they establish nurturing relationships with their babies and provides anticipatory guidance around developmental issues. Baby TALK promotes parent-child interaction, including reading, in order to promote the parent-child relationship and enhance child development.

Baby TALK recognizes parents as experts on their own children, and provides support and information through relationships carefully developed with families.

Baby TALK is committed to a collaborative model, working together with other community agencies to deliver education and support to families at locations, which are accessible for families and meaningful for their needs. This includes going where parents and children are already: healthcare providers, human service agencies, neighborhoods and homes.

We ask that parents read and be aware of the policies included in this handbook. Please talk with us if you have any questions or suggestions. We welcome you and your little ones to Baby TALK Early Head Start.

Attachment Care Giving Children at the Baby TALK Early Head Start center will have one identified adult as the primary caregiver. This teacher will remain with your child, become familiar with the parent and child's needs, and form an attachment of love and caring.

AttendanceChildren should arrive by 8:30 a.m. Consistent on-time attendance and having children be present for the full classroom time benefits the child's education and

allows the classroom to function on a predictable schedule. Parents/Guardians must avoid unnecessary absences. If a child is going to be absent or late, please contact the center to inform your child's teacher of the reason (217-422-9930). Unexcused absences may lead to your child being terminated from the Baby TALK Early Head Start program.

Baby TALK Early Head Start Center FunctionsBaby TALK Early Head Start will provide regular opportunities for families to meet together. Parents/Guardians will be asked to participate in planning these events. They may include meals, family fun day, field trips or other "socialization" meetings. Families are strongly encouraged to attend whenever possible. These gatherings are especially important for families enrolled in the home-based option. Grandparents and other family members who are important to your child are welcome. Please contact BTEHS staff if you need transportation. Transportation is provided on a first come, first served basis by the scheduled set deadline (**Due to space restraints, transportation is only provided for the immediate family).

Breast MilkMothers are encouraged to breastfeed their child. Breastfeeding has been shown to have positive emotional, physical and cognitive benefits for the child. The WellnessCoordinator, along with the child's teacher, will assure that breast milk is correctly stored.If a mother chooses to express milk or breastfeed at the center, a room is provided.

child. Talking or texting may interfere with successful personal communication.

Child Care Resource ServicesChild Care Resource Services works to promote quality child care and healthy families by acting as a bridge to local and national resources. They are located at the University of Illinois and serve six east central Illinois counties, including Macon County. They serve Baby TALK EHS by assisting parents through their Child Care Assistance Program which allows eligible parents to allow their child to remain in our center for an extra 2 hours/day. Parents will complete an application at enrollment which will be submitted by EHS staff. Eligibility is income based and a monthly copay will be expected.

Children's ClothingChildren should wear clothing that is comfortable for play indoors or outdoors, and for large motor experiences. Upon arrival, the parent/guardian is responsible for putting the child’s coat in plastic zippered bag provided. Children may engage in messy activities, so fancy clothes should not be worn. At least one set of extra season-appropriate clothing, including socks and undergarments, should be kept at the center at all times and replaced as needed. Parents, for the safety of the children we strongly encourage children that can walk to wear or bring tennis shoes to school to wear, while playing on the playground. Open toe shoes do not allow for safe playground play, so they are not allowed.

Children's RecordsChildren's records are confidential. Employees and State and Federal Monitors, who need to know a portion of the information, are allowed to view children's records. A parent may contact a program coordinator or the director to view content of their child's file. Others may have access upon written approval by the child's parent or legal guardian.

Classroom AssignmentsEach child is assigned a classroom teacher or home visitor by the BTEHS management staff with the characteristics of child, family, and teacher in mind. The child’s age and classroom availability is also part of the selection process. Children are selected according to the Selection Determination Process. Children are enrolled in the program according to the number of risk factors they may have. The full-time classrooms are open Monday-Friday 7:30a.m.-3:30p.m. The part-time classroom is open Monday–Thursday 7:30a.m.-3:30p.m. The Early Head Start day is considered 7:30a.m.-1:30p.m. The extended hours are 1:30p.m.-3:30p.m. The program is reimbursement through Child Care Resources a stated funded program, for the last two hours of the day. The children of families that do not qualify for CCRS MUST BE PICKED-UP FROM THE CENTER By 1:30p.m.

Confidentiality of InformationAll information about the child, child's family, classroom activities and development are held in confidence. Discussion will be limited to those BTEHS employees who need to know such information in order to provide quality education, care and services. Parental consent to exchange information with doctors, school personnel and other relevant professionals will be requested.

CurriculumThe Creative Curriculum will be used as a basis for the children's activities. Teachers will plan the day to allow for each child's nurturing and advancement. HELP assessments, individualized children’s goals and family goals are also implemented throughout the child’s day. Home Visitors will use the Baby TALK Curriculum structured around the developmental goals for each child.

Daily Communication Form Each child will have a daily log sheet that will be used to communicate specifics about your child's care. Parent input in the morning will help the teacher provide the best care during the day. During the time a child is in the classroom, the teacher will keep a daily log. This daily log will include information that the parent will need to know at reunion time. Information may include eating, feeding, diapering, toileting, sleeping and play, as well as any health concerns.

Daily ScheduleThe daily schedule for young infants will be based on the individual child's needs. It will include developmental activities and routine care. Children will enjoy time outdoors and/or in the large motor room each day. Full-time classrooms are open 7:30-3:30 p.m. Monday-Friday and the part-time classroom operates from 7:30-3:30 p.m. Monday-Thursday. In order to provide the best experience possible, it is important that children arrive within 30 minutes of the start of their class. Infants will nap, be fed and changed according to their needs however, they will participate in learning experiences and have outdoor time as their individual schedules allow. Toddlers and two-year-olds will follow a more set, yet flexible, schedule that will look similar to this:

DiaperingDiapering will usually be done by the attachment caregiver. If you would like your child to have a lotion or ointment applied, please complete a permission form. Baby TALK Early Head Start provides a generic brand of diapers and wipes. If the parent request a different brand of diapers for their child other than the generic brand, the parent must have a medical release from the child’s physician.

Discharge ProceduresBaby TALK EHS strives to nurture and provide high quality services for all families. On occasion, we may find ourselves unable to fulfill our goal with a child or family. We will work with the family to try to resolve any concerns. However, we reserve the right to dismiss a child from our center if employees and family members are unable to come to a satisfactory solution to a major issue. This will occur, such as, non-compliance with attendance. Prior to removal, Baby TALK EHS will assist the family in transitioning the child to a more appropriate program.

Drop Off/Pick Up PolicyAll parents/guardians are responsible for getting their child (ren) to and from Baby TALK Early Head Start. (BTEHS does some transportation of children with their parents/guardians and those families are expected to follow the transportation policies and procedures as well as the drop off/pick up policy as it pertains to all enrolled families).As outlined in the Parent Handbook, BTEHS expects:

All classrooms are open from 7:30 a.m. – 1:30 p.m. Parents must pick up their child by at least 1:20 p.m. in order to engage with the teacher and hear about your child’s day.For families who qualify for CCRS, care will be offered until 3:30. These parents must pick their child up by 3:20 in order to engage with teacher and hear about the child’s day before the center closes.

BTEHS encourages parents to make appointments outside of classroom hours so that children miss as little of the day as possible. Children arriving late miss out on quality interaction time with their attachment teacher and peers. However, sometimes this is not possible, so it is understandable if a child may have to come in late.

Children will attend regularly unless they are ill. Parents/guardians will keep emergency contact information updated at all times as we always need to be able to reach you. Children need to arrive no later than 8:30 each morning in order to be able to participate in breakfast and other morning learning

activities. If your child will arrive later than 8:30, please call the center to inform staff of the reason for tardiness. Drop-offs and Pick-up Policy:-A parent or other authorized person is expected to drop-off and pick-up his/her child at the beginning or end of each day, as only these individuals are authorized to drop off or pick up the child. Each person authorized by the parent to pick up the child will be issued a PIN to sign the child in and out of the EZ Care system in the front office. If the teaching staff does not know the individual picking up the child, he/she will check the release list to make sure that person is on the list and she will ask the individual for a photo ID (as a safeguard in case someone gets through to the classroom).-Parent/guardian or other authorized person will be required to sign the child in and out with their PIN in EZ Care when dropping off or picking up.-When a child is picked up late, a late pick up notice will be issued and will be forwarded to our Family Services Coordinator.-After 2 late Pick-Up notices have accrued, a plan of action will be developed with the Family Service Coordinator and families may be charged at a rate of--$5/for every 10 minutes late--for future late pick-ups.-In the event a child has not been picked up 30 minutes after the close of the classroom, and attempts have been made to reach the parent/guardian and contact everyone on the emergency contacts list, this will become an “Emergency Situation” status and local authorities will be contacted. Local authorities may include contact with the Department of Children and Family Services and/or the local police. The incident will be documented and the Family Service Coordinator will meet with the parent/guardian.*Every effort will be made to ensure fair implementation of this policy.Please understand that YOUR child is very important to us! We want only the BEST for your child’s health, safety, and overall well-being. We are committed to ensuring that EVERY child receives the very best care; we therefore will NOT release any child to any authorized pick-up person who staff believes may be “under the influence” when they arrive to pick a child up. We will refuse authorization for the day and contact another authorized person on the contact list.

Emergency PolicyStaff is trained in CPR, first aid, and emergency procedures. Emergency evacuation procedures are practiced at least monthly. These emergency procedures consist of tornado, fire drills, lockdown and earthquake procedures as deemed necessary .

Enrollment PoliciesThe Baby TALK Early Head Start program includes center-based and home-based services. Enrollment in the program is available for families who meet these criteria: The family is expecting or has a child 32 months of age or younger (The child must be at least

6 weeks to be in center-based. BTEHS will assist the family in transition to an appropriate program when the child turns 3 years of age.)

The family must reside in Macon County, IL. First priority will be to serve children of teens who are enrolled in an educational program. Baby TALK Early Head Start will also serve other families who are income eligible and whose

needs are great.

Enrollment of eligible children from the BTEHS waiting list will be determined by available classroom space or slots for home visiting. Families with the greatest need will be enrolled first. The Baby TALK Early Head Start program also provides a home-based option for service. Frequently, these services will be provided for a parent who is pregnant. The support may include prenatal information, referrals, and socializations (group times with other families or expectant parents). Contact with the expectant parent may be by phone. Visits may be at the home or at a different location.When a child is enrolled in the home-based option, the child will not be enrolled in the center. A home visitor will provide comprehensive support to the family. The parent and child must be available for a 90-minute home visit together each week, as scheduled by the family and the home visitor. During summer vacation from school, the parent and child enrolled in the center-based option will receive services through 90-minute weekly home visits.

Field Trips Field trips with enrolled children will be planned with families, and advance notice will be given. Parents will be asked to sign specific fieldtrip forms if trips will be taken. Teachers will also take the children on walking trips, such as: a walk around the block to look at signs of nature and the environment around our center’s neighborhood. Parents are asked to sign a permission slip allowing these walking trips to take place without daily notice.

FormulaBaby TALK Early Head Start will provide iron-fortified infant formula. This will be prepared and served according to standard directions unless a prescription from the physician states otherwise. An alternate formula will be provided only with doctor's authorization. Parents will complete the CACFP INFANT FORMULA/FOOD WAIVER NOTIFICATION. PLEASE notify your child’s teacher or the Wellness Coordinator immediately if your child’s formula changes.

Guidance and Discipline PolicyThe goal of our discipline and guidance policy is to help children learn to make good choices for themselves, and to control their behavior and interactions with others in a positive way. Staff members of BTEHS provide positive behavioral support and use discipline measures that demonstrate kindness and compassion, but also firmness and consistency. Every attempt is made to help children gain the confidence and knowledge that is needed to develop their self-control.

Promoting positive behaviors in children is a primary goal in the classroom setting. Carefully planned environments, interactions, schedules and social-emotional support are used to minimize inappropriate behaviors by children. Appropriate behaviors are consistently taught with patience. The main rules of the classroom are:Be kind to others. Be kind to yourself. Take good care of our school. Teachers serve as models of appropriate behaviors. Children will be encouraged to follow the rules and thanked for their part in providing a pleasant and productive classroom for everyone. Children are reminded of the rules and classroom staff will assist children in controlling their own actions.

Techniques used to reduce inappropriate behaviors may include: Reminders about rules and the reasons for them; Redirection away from an area or activity; Consistent responses and consequences to unacceptable behavior; and/or Paying attention to desired behavior and ignoring undesired actions.

Adults (staff or parents) may NOT: Use any type of physical punishment; Take away food, nap, or bathroom opportunities; Use abusive, profane or derogatory language, including yelling and belittling; or Use any form of public or private humiliation or emotional abuse.

Hand washing – Parents are asked to assist with their child’s hand washing on arrival at the center and before leaving the centerHand washing is one of the best ways to keep children healthy. Therefore, we assure that children and staff wash their hands properly and often, with soap and water. Children must be assisted to wash their hands at least at these times:

Upon arrival and just before leaving the center;Before and after each meal or snack;After using the toilet or having, diapers changed;After wiping or blowing his or her nose;After touching items soiled with body fluids or wastes (e.g., blood, drool,urine, stool or vomit);Before and after cooking or other food experience;After outdoor play and before and after using the water table.Wash hands upon leaving the center

Head Start Performance Standards/DCFS licenseThe Illinois Department of Children and Family Services licenses the BTEHS program to provide safe and appropriate care for the children enrolled in the center. Our program follows all the guidelines of the Head Start Performance Standards along with DCFS Child Care Center rules for licensed childcare programs. These rules are available in the reception area or on-line at w ww.state. il .us/ dcfs /docs/ 407 .doc or https://eclkc.ohs.acf.hhs.gov/.

Holidays and Center ClosingBaby TALK EHS programs will be open and closed according to some public school holidays, breaks and professional development calendar.

In case of snow or severe weather, the BTEHS Center will close when the Decatur Public School System closes. School closings due to severe weather will also be posted on the BTEHS facebook page and listed on WAND T.V. Any other unscheduled closings will be reported to parents’/guardians’ as soon as possible through written notice, by telephone communication and will be posted on the BTEHS facebook page. Parents/Guardians can also sign up for text notifications by texting @babyta to 81010. Please refer to the monthly calendar to keep up-to-date on school events.Baby TALK EHS recognizes that parents/guardians desire to make their child’s birthday SPECIAL; parents/guardians are encouraged to bring a store bought and nutritious snack for the celebration.Please communicate with the child’s teacher, one or two days in advance, so that the teacher can be more accommodating to your wishes.

Home-Based Services Enrollment in Baby TALK Early Head Start Home-based services requires parents/guardians and children to be a part of home visits. A Baby TALK EHS home visitor will schedule these weekly with home-based families. These visits allow time for the child and parent/guardian to meet with the Baby TALK home visiting staff. The focus of these visits will be planned between the parent/guardian and home visitor. The home visitor will support parents/guardians in meeting child and family goals. Parents/Guardians will also be encouraged to attend monthly parent/guardian meetings and two monthly socializations. Other supportive family members may also attend the visits and the meetings. If these visits cannot be conducted in the child's home, the home visitor and parent/guardian will plan an alternate site. Families must keep their 90-minute weekly visit to remain in the home-based option.

Individualized Goal

Each child enrolled in the Baby TALK EHS program will be assessed using the HELP developmental assessment tool. Information from this and discussion with the parents regarding the family's goals for the child will be used when the teacher or home visitor plans activities along with the parent/guardian. For center-based children, the teacher will integrate the goals within the classroom with the child's peers. For home-based children, the home visitor will guide the parent and/or primary caregiver in appropriate activities with the child.

In-KindThe federal government requires that 20% of the Early Head Start grant be matched with contributions from parents and the community. These are called “IN-KIND” and consist of volunteering, attending Early Head Start activities, donating materials, working on your child’s educational goals at home and serving on the Policy Council. You will be asked to fill out IN-KIND sheets when you give services or materials to BTEHS.

Mandated ReporterAll BTEHS employees are mandated reporters. The Department of Children and Family Services must be called if we suspect child abuse or neglect. Unless the child is in immediate danger, staff will meet to discuss the concerns with the family prior to the contact with DCFS.

MealsBreakfast, lunch and snacks will be provided by BTEHS. Breakfast and Lunch is cooked and delivered to the center by ARAMARK. Menus are received each month from ARAMARK and reviewed by the dietician and the Wellness Coordinator. The food choices and milk requirements must meet the nutritional requirements of the CACFP (Child and Adult Care Food Program) and be age appropriate. Families are expected to complete Child and Adult Care Food Program forms for each child at the center. Breakfast, lunch and snack are served to the children that are at the center full-time, until 3:30p.m. Children that leave at 1:30p.m. receive breakfast and lunch. Any parent concerns with the menus will be welcomed by the Wellness Coordinator and addressed with the dietician. Children allergic to foods on the menu will be given a food substitute. A physician must note allergies in writing. The weekly menu is posted in the hallway and in each classroom. Children eat family style in their own individual classrooms. Teachers will bottle feed babies the expressed breast milk provided by the mother. The mother is also welcome to come in and breastfeed as desired. If a child is not breastfed then the BTEHS program will provide formula as directed by the parent. Baby food will be provided in accordance with the age-appropriate CACFP guidelines.Parents/Guardians should NOT bring food from home .

Medical and Dental ServicesEarly Head Start supports families in obtaining comprehensive services needed to promote a healthy child and family. DCFS and Early Head Start require that physicals, immunizations, lead and TB screening will be completed on a regular basis. The Family Services Coordinator, Wellness Coordinator, child's teacher, home visitors and others will assist each family in finding a medical home as well as obtaining the needed dental, vision, hearing and mental health services. A dental exam and fluoride treatment for all children will be offered at least annually.

Medication AdministrationBTEHS staff will only give children medication both prescription and over the counter with written permission from the parent and medical provider. Both prescription and non-prescription medication shall be accepted only in the original container. Prescription medications shall be labeled with the full pharmacy label. Over-the-counter (non-prescription) medication shall be clearly labeled with the child's first and last name, with the name of the medication and the directions clearly readable. The Wellness Coordinator or designee will administer the medication as prescribed by the doctor (prescription medicine).Medication shall be administered in a manner that protects the safety of the child. The parent is asked to discuss needed medication with the child's teacher and the Wellness Coordinator. No medicine should be left in diaper bags, pockets or other unsecured place.Children needing “as needed” medications for asthma will need an asthma action plan completed by their primary care provider to be kept in their medical file. Nebulizers, tubing, mask, and an inhaler must be provided by the parent.

The Wellness Coordinator will assure that medicine is stored correctly, and kept locked and inaccessible to children. When a child no longer needs to receive a medication, the unused portion or empty bottle shall be returned to the parent.Any topical products, such as diaper ointment or sunscreen shall be approved by the parent in writing prior to use on the child. These may be stored in a safe area within the classroom and may be administered by the child's teacher.

Morning Welcome and Afternoon ReunionHelping the child move from the parent's care to the teacher's care and back again, is an important part of the day. During welcome time parents are asked to share anything that might impact the child’s behavior for that day, and at reunion time parents are encouraged talk with the child's teacher about the day.

NappingNaptime will be provided daily for all children. Infants will sleep according to their own rhythms. Infants will be placed on their backs to sleep. Each child will have a crib or cot assigned. Sheets will be provided and laundered by the BTEHS program, according to DCFS licensing standards. Toddlers and two-year-olds will have a naptime after lunch. Sleep Sacks are provided for infants sleeping in cribs.

Outdoor PlayAll children will have 2 hours of outdoor play daily, except in cases of extreme weather. This might include use of the BTEHS playground or neighborhood walks. Children should wear clothing to school appropriate for the weather on each given day. For the safety of the children, parents are encouraged to have their child wear tennis shoes on the playground. Please do not allow your child to wear open toe shoes. If a child is unable to go outside, the parent/guardian must come to school and stay inside with his/her child while the classroom is outside. We do not have the staffing to stay inside for one child.

Baby TALK Early Head StartPARENT/COMMUNITY COMPLAINT POLICY

“Community” in the context of this process is defined as families of enrolled children and other local residents. Complaints about the Baby TALK Early Head Start program will be approached in an orderly, objective manner that follows logical steps.A. A person, either parent or community member, with a complaint should first talk with the Baby TALK Early Head Start staff person most directly involved with the problem, in an attempt to satisfy the complaint and avoid future problems. Persons lodging complaints about the EHS program will be asked to complete the BTEHS Parent/Community Issues or Concerns Form. The complaint or concern may be made by phone, in which case the EHS staff person will complete the form and read it back to the person complaining to ensure its accuracy. The first EHS staff member to hear a complaint will respond to the complaint within five (5) working days.

B. If the person complaining is not satisfied with the response of the EHS staff person, s/he may talk with the Site Director, the Education, Family Services, or Wellness Coordinator, or whomever is appropriate for the issue. The written issues/concerns form should be given to the Site Director, or appropriate Coordinator, along with a brief description of the meeting, by the Head Start staff person involved. This next level staff person will respond to the complaint within five (5) working days.

C. If satisfaction is not obtained, the person may take the complaint to the EHS Director , who will schedule a meeting with the appropriate Coordinator and the person with the complaint.

Again, the issues/concerns form and descriptions of what has happened so far should accompany the transfer of the issues/concerns to the EHS Director. The EHS Director will respond to the complaint within three (3) working days.

D. If the issue is not resolved at this level, the person may request a meeting with the EHS Director, the Baby TALK Executive Director and the chairman of the BTEHS Policy Council. Again, all information pertaining to the complaint will be given to the BTEHS Policy Council chairman and Executive Director. The Executive Director will respond in writing within three (3) working days with the outcome of their meeting.

E. If the issue is not resolved, the Baby TALK Executive Director will meet with the Chairperson of the Baby TALK Board of Directors. The Chairperson of the Baby TALK Board of Directors has the option of calling a meeting of the Baby TALK Board, if needed. The Chairperson of the Board of Directors will respond in writing within two (2) weeks.

At each level, alternatives for resolving the problem and who would be the most appropriate person(s) for implementing the suggestions will be determined and agreed upon. Actions decided on to resolve the complaint may go to the persons involved and the EHS Director, Executive Director, or to the full Policy Council and Baby TALK Board of Directors, if the issue is a program-wide concern.

All Early Head Start staff involved in the process of resolving a complaint will complete appropriate documentation and report to their supervisors about the process. Documentation of all complaints and resolutions will be kept on file at both the EHS Director’s office and the Baby TALK Executive Director’s office.

Parental Consent and Other Required InformationParents/Guardians will be required to complete several consent forms. These will include; permission to take children on neighborhood walks, have photos taken, release to share medical and educational information etc. Parents are also required to complete other forms upon the registration and enrollment process. These include, but may not be limited to, an application and enrollment form for child and family, Child and Adult Care Food Program forms, CCRS Eligibility Application, Emergency Contact forms and DCFS verification form. Parents/Guardians must also provide proof of income, child’s certified birth certificate, parent/guardian and child Social Security cards, medical or insurance cards and additional information as requested in a timely manner.

Parent/Teacher Conferences and Educational Home Visits for Center-Based Families:All Families enrolled in BTEHS Center-Based Program Option will receive 2 Educational Home Visits during the program year from their attachment teacher and will be expected to attend 2 Parent/Teacher Conferences at the center per program year.

Policy Council

You should be a Policy Council Member. Baby TALK Early Head Start is looking for parents who are interested in being more involved in their child’s education.

What is Policy Council?The Baby TALK Early Head Start Policy Council is a group of parents and people from the community working together to make decisions about the overall design and operation of the Baby TALK Early Head Start program’s services. The council provides guidance and advice to the administrators and coordinators of the program and provides a voice for all BTEHS families.

The Policy Council is composed of three Center-Based representatives, one Home-Based/Parent 2B representative and two community representatives. A member of the Baby TALK Board of Directors is also a member of the Policy Council. The Policy Council meets at least once a month and more if deemed necessary for the benefit of the program. The policy council does not meet during the month of July.

Prohibited Substances and ActivitiesIn order to provide a safe environment, the following are not allowed on or near BTEHS property or while on a trip sponsored by BTEHS:1. Use of alcohol, cigarettes or illegal drugs;2. Any type of physical or aversive punishment;3. Weapons or dangerous materials; and4. Abusive, profane , or derogatory language, including yelling and belittling.5. We are a fragrance free childcare facility.

School ReadinessBaby TALK Early Head Start recognizes that learning starts before birth, and works as a program to support the learning of children enrolled. Baby TALK Early Head Start has set program-wide school readiness goals according to the Head Start School Readiness Framework. Baby TALK Early Head Start uses the HELP assessment and a tracking database called kinderCharts to track each individual child’s progress towards those goals. The data collected through kinderCharts is used to identify program goals and to make sure all children and groups of children are receiving the support they need to meet their developmental goals. School Readiness Goals can be found on the Baby TALK Early Head Start Website @ www.babytalk.org/baby-talk-early-head-start

Parents will have the knowledge and confidence to advocate for their child throughout their child’s future academic career. All children’s development will be monitored using the HELP assessment and will make monthly developmental progress.

Sick Child PolicyThe child shall not come to BTEHS or be allowed to remain; if the child shows any signs of illness (see Communicable Illness Exclusion Policy). Sick children will expose all children and staff members with whom they come in contact. These children can in turn expose the other children. Every effort is taken to reduce the spread of illness by encouraging hand washing and other sanitary practices.Children will be visually screened when they arrive in the morning. In the event a child becomes ill and needs to be picked up, the parent(s) will be called and are expected to come pick the child up as soon as possible or within 45 minutes. If the parent(s) cannot be reached, or have not arrived within 45 minutes, the emergency contact person will be called and asked to come pick the child up. By law, all communicable diseases must be reported to the Macon County Health Department.

Signing Children In and Out Daily Welcome time at the beginning of your child's day and reunion time at the end of your child's day are important for the child, parent and teacher. The parent and teacher will exchange information. The parent must sign the daily attendance sheet at the beginning of the day and at the end of the day. Only the parent will be allowed to sign the child out of the classroom,

unless the parent has provided written permission for another responsible adult to take this responsibility. Parents must also sign their child in and out at the electronic monitor at the front desk upon entering the building.

Supplies from HomeParents must keep at least one extra full set of clothing for their child at the center. If the child has a comfort toy or object, this may be brought to the center to assist the child's transition. The center will provide diapers, food, formula, bottles, cribs, cots, sheets and learning materials.

Toys from HomeExcept in the case of comfort toys, the child should not bring toys from home to the center. If your child does bring a toy from home, the center and teacher are not responsible for its safekeeping.

Transition Services Policy Baby TALK Early Head Start wants to be as flexible as possible to meet the needs of the child and family who are enrolled in the Baby TALK Early Head Start program. Therefore, there may be transitions that occur during the time the child in enrolled in the program. However, it is our goal for those transitions to take place as smoothly as possible.

Transition is an ongoing process to ensure that children and families will have appropriate information and support whenever there is a change in their child’s placement. Transition activities will occur when children enter Baby TALK Early Start, change placements within Baby TALK Early Head Start and upon leaving Baby TALK Early Head Start. Transition is a process that must be planned by the child’s current Direct Service Team and communicated to all collaborating parties, including the family, the receiving placement team and any other community agency involved in the child and/or families life. Informational meetings, training, activities and visits will be incorporated into the process and implemented, encouraging all appropriate parties to participate.

Children will be assigned an attachment caregiver/teacher upon enrollment to the center. When transition from one classroom to another or to a different caregiver/teacher is necessary, the family and teacher will meet to discuss ways to minimize any difficulties with the transition. Strategies may include having the child visit the new classroom for short periods of time, having the child and some peers visit the new classroom, and other ways to ease the changes. Transitions will be kept as minimal as possible to allow strong bonds to develop and strengthen among child, teacher and family. Teachers are an important role in the process of transitioning.

To ensure the most appropriate placement and services following participation in Early Head Start, transition planning must take place for each child and family at least six months prior to the child’s third birthday. The process must take into account the child’s health status and developmental level, progress made by the child and family while in Early Head Start, current and changing family circumstances, and the availability of Head Start and other Early Childhood Development services in the community.

TransportationAt this time Baby TALK Early Head Start will provide transportation to and from the center for

parents attending Decatur Public High Schools and Futures Unlimited. All vehicle passengers must wear safety belts. When the bus arrives to pick up a family, the parent and child must come out to the bus within three minutes; this isnecessary to assure a relaxed welcome of the child to the center, and for the parent to arrive at school on time. Parents/Guardians may also request transportation to group meetings. Transportation services are a privilege that may be lost if the parent/guardian is consistently late, behaves

inappropriately, and/or does not call the center when he/she will not be riding. Each parent/guardian will serve as a bus monitor for him/herself and their child.It is very important for the parent to call the center when he/she will not be riding the bus to or from the center. **Parents must ride with their child to and from the center. Parents must arrive at the center before their child’s class time ends to ride the bus home with his/her child. (NO EXCEPTIONS). Parents are expected to use the Baby TALK Early Head Start car seats, which have been installed according to the car seat installation guidelines and regulations.

All parents/guardians are responsible for getting their child (ren) to and from Baby TALK Early Head Start. (BTEHS provides transportation to parents that are enrolled in Decatur area high schools. The parents/guardians are provided transportation on a first come first served basis. Parents/Guardians are transported to the BTEHS center along with their child. Children are never transported alone. After signing their child into the center, the parents/guardians are then transported to their area high school. Families are expected to follow the transportation policies and procedures as well as the drop off/pick up policy as it pertains to all enrolled families).

Volunteers /Rockers and Readers Baby TALK Early Head Start encourages parents to volunteer their services in the classrooms and in other center activities. In addition, community volunteers will be assisting in providing high quality services, including special Rockers and Readers and Foster Grandparents. Persons who are regular volunteers will need to complete a background check, TB skin test and physical, and attend a modified Baby TALK Volunteer training session.

Viral: Verbal children will complain of sore throat; younger children maybe irritable with decreased appetite and increased drooling (refusal to swallow). May see symptoms associated with upper respiratory illness, such as runny nose, cough, and congestion.

Strep throat: Strep infection usually does not result in cough or runny nose. Signs of the body's fight against infection include red tissue with white patches on sides of throat at back of tongue (tonsil area), and at back wall of throat. Tonsils may be large, even touching each other. Swollen lymph nodes (sometimes incorrectly called "swollen glands") occur as body fights off the infection.

Figure 22 - Please keep the following in mind when making a decision to exclude a child for diarrhea.

According to the Mayo Clinic, a number of diseases and conditions can cause diarrhea. Common causes of diarrhea include:

Bacteria and parasites. Contaminated food or water can transmit bacteria and parasites to your body. Parasites such as Giardia lamblia and cryptosporidium can cause diarrhea. Common bacterial causes of diarrhea include campylobacter, salmonella, shigella and Escherichia coli. Diarrhea caused by bacteria and parasites can be common when traveling in developing countries, and is often called traveler's diarrhea.

Medications. Many medications can cause diarrhea. The most common are antibiotics. Antibiotics destroy both good and bad bacteria, which can disturb the natural balance of bacteria in your intestines. This disturbance sometimes leads to an infection with bacteria called Clostridium difficile, which also can cause diarrhea.

Lactose intolerance. Lactose is a sugar found in milk and other dairy products. Many people have difficulty digesting lactose and experience diarrhea after eating dairy products. Your body makes an enzyme that helps digest lactose, but for most people the levels of this enzyme drop off rapidly after childhood. This causes an increased risk of lactose intolerance as you age.

Fructose. Fructose, a sugar found naturally in fruits and honey and added as a sweetener to some beverages, can cause diarrhea in people who have trouble digesting it.

Artificial sweeteners. Sorbitol and mannitol, artificial sweeteners found in chewing gum and other sugar-free products, can cause diarrhea in some otherwise healthy people.

Surgery. Some people may experience diarrhea after undergoing abdominal surgery or gallbladder removal surgery. Other digestive disorders. Chronic diarrhea has a number of other causes, such as Crohn's disease, ulcerative colitis,

celiac disease, microscopic colitis and irritable bowel syndrome. Vaccinations and Teething can also cause diarrhea and/or fever in some children. Viruses. Viruses that can cause diarrhea include Norwalk virus, cytomegalovirus and viral hepatitis. Rotavirus is a

common cause of acute childhood diarrhea.
