1.1. The Institution
Rashtriya Sanskrit Sansthan (hereafter termed
as Sansthan), was established in October, 1970 as
an autonomous organisation registered under the
Societies Registration Act, 1860 (Act XXI of 1860).
It is an autonomous organisation created for overall
development and promotion of Sanskrit in the
country. It is being fully funded by Government of
India since its inception. It functions as an apex body
for the propagation and development of Sanskrit and
assists the Ministry of Human Resource Development
in formulating and implementing various plans and
schemes for the development of Sanskrit studies.
It has assumed the role of a nodal agency for
the effective implementation of various
recommendations made by the Sanskrit Commission
set up by the Government of India, Ministry of
Education in 1956 concerning the preservation,
propagation and development of Sanskrit language
and education in all its aspects.
Considering Sansthan’s contribution in the field
of promotion and propagation of traditional Sanskrit
education its outstanding publications as well as
preservation and procurement of more than 50,000
rare Sanskrit manuscripts by this institution, the Govt.
of India accorded it the status of Deemed University
w.e.f. 7th May, 2002 vide Notification No. F.9-28/
2000-U.3 followed by U.G.C.’s Notification No.F.6-31/
2001(CPP-I) dated 13th June, 2002.
1.2 Role and functions
The major objectives of the Rashtriya Sanskrit
Sansthan as indicated in the Memorandum of
Association are to propagate, develop and
encourage Sanskrit learning and research and in
pursuance thereof;
1. AN OVERVIEW
(a) To undertake, aid, promote, coordinate
research in all branches of Sanskrit learning
including teachers training and manu-
scriptology, to bring out inter-linkage with the
out come of modern research in the
contextually relevant fields and to bring out
publications.
(b) To establish, take over and administer
eminent Sanskrit institutes as constituent
Campuses in the various parts of the country
and to associate with any other institutions
with similar objectives.
(c) To serve as a Central administrative
machinery for the management of all the
constituent Campuses established or taken
over by and to provide effective coordination
in their academic work in order to facilitate
the interchangeability and migration of staff,
students and research scholars and
centralised allotment of tasks among the
Campuses in specialized fields.
(d) To act as nodal agency for Govt. of India to
implement their policies and programmes for
the development of Sanskrit.
(e) To provide for instruction and training in such
branches of learning as it may deem fit.
(f) To provide for research and for the
advancement of/and dissemination of
knowledge.
(g) To undertake extra mural studies, extension
programmes and field outreach activities to
contribute to the development of society.
(h) To do all such other acts and things as may
be necessary or desirable to further the
objectives of the Institute.
(I) To promote Pali and Prakrit languages.

1.3 Programmes and Activities
Realising its objectives, the Sansthan has
undertaken the following major programmes and
activities:-
- Establishment of Campuses in different
States of India.
- Conducting teaching of Sanskrit on
traditional lines at Secondary/ Under-
graduate, Graduate, Post-graduate and
Research at Doctorate levels.
- Conducting teachers’ training at graduate
level i.e. Shiksha Shastri (B. Ed.) and Post
graduate level i.e. Shiksha Acharya (M.Ed.).
- Conducting and Coordinating research work
in various disciplines of Sanskrit.
- Cooperating with other organisations in
sponsoring joint projects of common
interest.
- Establishment of Sanskrit l ibraries,
manuscripts collection centres and also
editing and publishing rare manuscripts and
books of importance.
- Conferment of degrees and granting of
diplomas/certificates to persons having
satisfactorily completed the approved
prescribed course of study/research and
passed prescribed examinations.
- Instituting and awarding visitorship,
fellowship, scholarships, stipends, prizes
and medals.
- Conducting distance education programmes.
- Implementation of schemes of the Ministry
of Human Resource Development for
promotion of Sanskrit, Pali and Prakrit.
1.4 Teaching
Teaching is conducted from Prak Shastri to
Acharya levels on the basis of syllabus drawn up
by the Sansthan in its ten Campuses. The affiliated
institutions carry out teaching from Prathama to
Acharya. The Sansthan follows C.B.S.E. syllabi as
far as English, Hindi and other modern subjects like
History, Sociology, Political Science, Home Science,
Mathematics etc. at school level are concerned. At
Shastri level, the syllabi of Delhi University is
followed for modern subjects like Hindi and English.
Sanskrit institutions managed by voluntary
organisations and affiliated to the Sansthan also
impart teaching with the same syllabus. In all the
Campuses, there is a two year buffer course of plus-
two level called Prak Shastri to facilitate students
of modern system of Sanskrit education to join
traditional stream in the Sansthan's campuses.
1.5 Teachers' Training
In the Campuses, teachers’ training course of
one academic year with emphasis on teaching
practice, is conducted leading to the award of
Shiksha Shastri Degree, which is equivalent to B.Ed..
In addition, Shiksha Acharya Degree course
equivalent to M.Ed. is conducted in Jaipur Campus.
1.6 Research
In all the Campuses of the Sansthan, students
are enrolled for carrying out research leading to the
award of degree of Vidyavaridhi, which is equivalent
to Ph.D..
However, Ganga Nath Jha Campus, Allahabad is
exclusively dedicated to research activities in
selected branches. The Library of the Campus is one
of the richest Sanskrit Libraries in the country. A
collection of over 56000 rare manuscripts are, also
preserved in the library.
1.7 Internal Scholarship
To encourage students not only to learn Sanskrit
but also to take up indepth study in different
disciplines of Sanskrit, Sansthan awards scholarships
to meritorious students of its Campuses of all
courses of study and research. Revised rates of
scholarships for students of Prak Shastri, Shastri,
Shiksha Shastri and Acharya courses are Rs. 300/-
Rs. 400/-, Rs. 400/- and Rs. 500/- per month
respectively. Scholars pursuing research for award
of Vidyavaridhi degree are granted monthly
scholarship amount of Rs. 1500/ in addition to annual
contingency grant of Rs. 2000/- for two years.

1.8 Publications
Research Journals
The Rashtriya Sanskrit Sansthan brings out two
research journals containing research based articles,
namely ‘Sanskrit Vimarshah and Journal of the
Ganganath Jha Campus, Allahabad’. While the first
journal is brought out by the Sansthan’s
Headquarters office, the other is published by
Ganganath Jha Campus, Allahabad. In addition, the
Campuses also publish annual literary magazines.
The Sansthan as well as the Campuses publish
high standard publications regularly.
1.9 T.V. Telecast
Sanskrit Learning programme through the
television has already been intruduced and it is
being telecast through Gyan Darshan Channel of
IGNOU daily. 732 episodes of the programme have
been produced. D.D. Bharati and D.D.India of the
Prasar Bharati also telecast the programme thrice
a week. It is attracting the people at large and the
Sansthan is receiving appreciations.
During the year of report, number of episodes
went on air through DDBharati and DD India is 156.
1.10 Review by the U.G.C.
The Sansthan was reviewed as a Deemed
University for further extension of Deemed University
status by the experts committee of the UGC. The
committee recommended the extension of Deemed
University status to the Sansthan for a further period
of five years. The UGC and subsequently the Ministry
of HRD have granted the status of a Deemed
University to Sansthan for the next five years. The
UGC Committee has praised the efforts of Sansthan
towards promotion of Sanskrit Education.

2. MAJOR ACHIEVEMENTS DURING 2008-2009

* Revised rules for research as per UGC guidelines adopted.
* Rules and syllabi for Choice Based Credit System, Internal Assessment and Semester
System adopted for introduction from next session. New courses have been designed.
* 9 new publications brought out.
* 3 reprint editions brought out.
* 13 Sanskrit Dramas staged during Kaumudi Mahotsava
* Three Special Memorial Lectures organised.
* Renowned theatre groups performed Sanskrit plays in All India Sanskrit Rangaprayoga
Mahotsava.
* First volume of Sanskrit Vimarshah (New Series) Research Journal released.
* Syllabi for all courses revised by holding meetings of respective Boards of Studies.
* 14385 students were enrolled for different course of studies.
* 36 students awarded Vidyavaridhi (Ph.D.) degree.
* 3566 students admitted in Sansthan’s campuses.
ACTIVITIES UNDER VARIOUS SCHEMES OF

* 20900 students awarded Scholarships for Research & Post-Matric students.
* 328 titles purchased under bulk Purchase of Sanskrit Books Scheme.
* 12 publications brought out by Publishers/Scholars under Production of Sanskrit
Literature Scheme.
* 746 institutions were provided financial assistance under Voluntary Sanskrit Organisations
Scheme.
* 1583 teachers were paid consolidated salary under Voluntary Sanskrit Organisations
Scheme.
* 8543 students were paid scholarships under Voluntary Sanskrit Organisations Scheme.
* 90 Institutions/Sanskrit Pathashalas were provided financial assistance for modern
teachers.
* 159 teachers were paid consolidated salary under the development of Sanskrit scheme
for modern Sanskrit Pathashalas.
* 2008-09 Shastra Shalaka Pariksha conducted as an event in All India Sanskrit Elocution
Contest.
* 29719 students trained in spoken Sanskrit under Non Formal Sanskrit Education
programme.

Minister of Human Resource Development, Govt.
of India is the ex-officio Head of the Sansthan.
During the year, Hon’ble Shri Arjun Singh ji, Minister
of Human Resource Development, Govt. of India held
the position of the President of the Sansthan. The
Vice Chancellor is the principal executive officer. He
exercises general supervision and control over the
affairs of the Sansthan, executes policies and
programmes and implements the decisions of all its
authorities. During the year, Prof. V. Kutumba Sastry,
Dr. Anita Bhatnagar Jain and Prof. Radha Vallabh
Tripathi held the office of Vice Chancellor upto 11th
May, 2008, from 23rd May to 13th August, 2008 and
w.e.f. 14th August, 2008 onwards respectively.
Besides the President, following are the approved
authorities of the Sansthan:
1. Board of Management - Principal organ of the
management in the Sansthan. Empowered to
take policy decisions and to ensure
implementation of the decisions.
2. Academic Council - Principal academic body

responsible for maintenance of standards of
education, teaching, training, examinations and
research programme.
3. Planning and Monitoring Board- Principal
planning body responsible for monitoring of
development programme.
4. Finance Committee - Principal finance body
responsible for placing annual accounts and
financial estimates before the Board of
Management, fixing limits of total expenditure
and recommending creation of all types of posts.
Apart from the above; the Sansthan has also
other consituted bodies for making recommendations
with regard to their respective nature of functions
namly; Grant in Aid Committee, Publication
Committee, Scholarship Selection Committee,
Research Board and Examination Board.

respectively. Besides its rich library, the Rashtriya
Sanskrit Sansthan functions through following main

1. ACADEMIC SECTION
This Unit is mainly responsible for laying down
standards for academic performance, preparation of

calendar of the academic programme and designing
the syllabi for various courses.
2. RESEARCH AND PUBLICATION SECTION
This Unit is concerned with implementation of
various schemes of the Sansthan and coordination
of Research and Publication activities of the
constituent Campuses, Research and Publication
programmes and projects of the Sansthan. It also
deals with schemes such as financial assistance to
produce Sanskrit literature and bulk purchase of
books.
3. CORRESPONDENCE COURSE AND NON
FORMAL SANSKRIT EDUCATION SECTION
This Unit is responsible for the organisation of
Correspondence Courses. These courses are offered
at two levels. The section also organises Non Formal
Sanskrit Education Centres all over India, produces
study material for Non Formal Sanskrit Education.
Correspondence course offers :-
i) Introductory Course in Sanskrit
Ist year (Hindi & English Medium)
ii) Introductory Course in Sanskrit
2nd year (Hindi & English Medium)
Non Formal Sanskrit Education offers five level
study material begining from 'O' level as self study.
Any section of society who loves Sanskrit learning
can be benefitted by this programme. Besides, this
wing also undertook the programmes of Trainers'
Training, Sanskrit Swadhyaya Yojana and Distance
Education.
4. EXAMINATION SECTION
The Examination Section organises Annual and
Supplementary examinations for the following
courses:
Prathama (class VIII)
Purvamadhyama (class X)
Uttarmadhyama (class XII)
Park Shastri (class XII)
Shastri (B.A.)
Shiksha Shastri (B.Ed.)
Acharya (M.A.)
A competitive entrance test is being conducted
every year for admission to Shiksha Shastri course
by the Sansthan through Examination Section. It is
known as Pre-Shiksha Shastri Test (PSST). For
registration to Vidyavaridhi (Ph.D.) Programme, a
Pre Research Test is conducted.
It also arranges evaluation of thesis and viva-
voce examination for awarding research degree
Vidyavaridhi (Ph.D.) to the students of Campuses
and affiliated institutions.
5. ADMINISTRATION SECTION
The Administration Section deals with general
administration of the Sansthan and its constituent
Campuses. It also plans appointments, postings,
transfers and other establishment matters, including
overall supervision of administration of campuses.
6. FINANCE SECTION
This Section is concerned with the preparation
of budget, distribution of grants, financial
management and preparation of annual accounts
etc.. It also manages provident funds and arranges
for disbursement of scholarships awarded under the
scheme of the scholarships.
7. SCHEME SECTION
This Section is responsible for proper
implementation of different schemes like financial
assistance to voluntary Sanskrit organisations,
appointments of shastra chudamani scholars,
financial assistance for organising vocational courses
in different Sanskrit Pathashalas/Vidyalayas/
Voluntary Sanskrit Organisations/Universities,
financial assistance to traditional as well as Govt.
Schools for providing teachers in Sanskrit and
modern subjects and to Universities/N.G.O.'s for
various projects under the scheme of development
of Sanskrit, monetary grant to awardees of
Certificate of Honour of the President of India,
financial assistance to Adarsh Sanskrit
Mahavidyalayas/Shodh Sansthans, Sanskrit Dictionary
Project and grant of Samman Rashi to Sanskrit
Pandits in indigent circumstances. The section is also
responsible to organise All India Elocution Contest
of traditional Sanskrit students.

The important responsibilities of the section
are:-
To organise the academic activities of the
Sansthan and frame syllabi for various courses.
To constitute subject committees to frame
syllabi of different subjects from Prathama to
Acharya.
To coordinate convening of Academic Council
meeting and meeting of the Board of Studies and
take follow up action.
4. SECTIONS
4.1 ACADEMIC SECTION
This section is also responsible for laying down
standard for academic performance and preparation
of calendar of academic programme.
During the year under report; meetings of
syallabus committee at different levels for various
subjects were held. The Board of Studies for various
departments were constituted and their meetings
were also held in order to review the syllabus of
different classes. The meeting of Academic Council
was held in the month of March, 2009 and important
decisions were taken.
4.2 RESEARCH & PUBLICATION SECTION
Important responsibilities of the section are : co-
ordination of Research and Publication work of the
Headquarters Office and the Campuses and
implementation of the schemes transferred by the
Ministry which are:
1. Production of Sanskrit literature including
News Papers and Journals.
2. Purchase of Sanskrit books including reprint
of out of print rare books.
3. Purchase and publication of manuscripts.
The section also coordinates the Grants in Aid
Committee’s meetings.
During the year 2008-09, meeting of the Grants-
in-Aid committee of Sansthan was convened twice
on 16th October, 2008 and 18th February, 2009, in
which several important proposals were approved
under different schemes. A total amount of Rs.
61,70,079 was released for the above publication
schemes to meet out the expenses for their
execution.
Under the scheme of Production of Sanskrit
Litureture, 12 books were published by different
authors with financial assistance of the Sansthan.
In addition to it, 18 Sanskrit Journals/News
Papers were also granted annual publication grant.

Newly constituted Sansthan's Central Research
Board met on 5th November 2008. Registration of
87 research students were approved for registration
in different Campuses for Vidyavaridhi research
degree course. For the benefit of research scholars,
a 21 day workshop on Research Methodology and
Manuscriptology was conducted at Dr. Hari Singh
Gaur University, Sagar, M.P. in association with their

department of Sanskrit. The Sansthan also
recontituted its Publication Committee which
approved the following important titles among
others:-

RESEARCH & POST MATRIC SCHOLARSHIPS
This section executes the disbursement of
scholarships nationwide. The scholarships are of two
types :
1. Research Scholarships for students of traditional
Pathashalas;
2. Post Matric Scholarships for pursuing Inter, B.A.,
M.A. and Ph.D. including equivalent traditional

Learners at these centres exhibited greatenthusiasm. Students, teachers, professors, doctors,engineers, bankers, industrialists, officers, lawyers,scientists, farmers and housewives etc. were thebeneficiaries of the programmes.
As a result of opening of N.F.S.E. centresthroughout the country, people have become familiarwith Sanskrit and cultural heritage of India. Peoplefrom all walks of the society evinced great zeal forlearning Sanskrit. Grand inauguration and valedictoryfunctions were organized at various centres. Studymaterials of Dwitiya Deeksha prepared by RashtriyaSanskrit Sansthan were the main base of teachingSanskrit at their respective centres. The studymaterials were rated as excellent by the learners.Certificates of participation were awarded at the endof the Dwitiya Deeksha.
These Non-Formal Sanskrit Education Centres
were not only conducted in cities and metropolitancities of the country, but they were also conducted inremote small villages, small towns, difficultaccessibility areas of Jammu & Kashmir and NorthEast states. Sanskrit teachers had to come from faroff places also. The centres were at Universities,Degree Colleges, Inter Colleges, High and HigherSecondary Schools, Junior High Schools, PublicSchools, Madarsas and Voluntary Organisationsthroughout the country. The results are veryencouraging.
For the proper functioning of these centres, StateCoordinators were nominated in the States on receiptof proposals regarding centres, centre coordinatorsand teachers from respective States. Approval forcentres was also accorded by the Sansthan on directproposals received from Institutions of repute /importance.

5. CORRESPONDENCE COURSE
Sansthan conducts the correspondence courses
of two year duration for learning Sanskrit language
through Hindi and English medium for general
learners of Sanskrit in India and abroad at following
two levels of one year each (a) Introductory course
in Sanskrit Ist year and (b) Introductory course in
Sanskrit IInd year. During the year 2008-09, 261
fresh students were registered for learning Sanskrit
through correspondence course.
4.4 EXAMINATION SECTION
The section is mainly responsible for conducting
various examinations and the evaluation of
examination papers of the Sansthan. The
examinations, such as Prathama to Acharya, Shiksha
Shastri, Shiksha Acharya and Vidyavaridhi are
conducted by the Sansthan. In these examinations,
students from the constituent Campuses as well as
from the affiliated institutions are admitted. These
examinations are conducted in accordance with the
guidelines laid down by the Academic Council and
the syllabi prescribed for the purpose.

From the academic session 2008-09, home
examination for first year of Purva Madhyama, Uttar
Madhyama and Prak Shastri was arranged. A total
number of 14385 students were enrolled in the
campuses and affiliated institutions in different
classes during the year 2008-09.
The Sansthan conducted Pre Shiksha Shastri
Test for admission to Shiksha Shastri/B.Ed. course.
For this entrance test 5733 students were
registered. Out of them, 5248 students appeared in
the test and 1254 students were declared successful
for admission in different eight campuses. Admission
of 800 students was made for the succeeding
academic year amongst the successful candidates.

Affiliation to Institutions
The Sansthan had started with a few Campuses
but later some privately managed institutions were
affiliated. The list of institutions affiliated to the
Sansthan is given at Annexure E. Details of the
Governments and Universities which have given
recognition to the Sansthan’s examinations are
placed at Annexures F and G respectively.

The Administration section in the Headquarters
Office of the Sansthan is performing its functions
of house keeping in accordance with rules,
regulations and procedure. It also provides necessary
establishment support to the various constituent
Campuses of the Sansthan for their effective and
efficient functioning. This branch mainly deals with
general administration, establishment matters,
services and supplies, acquisition of land & building,
establishment of new campuses and conducting
meetings of Board of Management and Finance
Committee.
The construction work of the building of Bhopal
Campus is in progress. An Amount of Rs. 300.00
lakh has been released for this purpose. The work
of construction of boundary wall of the acquired land
for Garli Campus is nearing completion. However,
the CPWD has been approached to prepare plan and
estimate for construction of building at Garli. An
amount of Rs. 60 lakh and Rs. 298 lakh has already
4.5 ADMINISTRATION SECTIONbeen released for construction work of building of
Sringeri and Mumbai Campuses respectively. In
Mumbai, the CPWD has submitted plan and
estimates for construction of building on the land
transferred by Somaiya Trust, Vidya Vihar. Rs. 39
lakh as the last installment has been released for
construction of Hostel building and boundary wall of
Girls Hostel for Jammu Campus. In Puri Campus,
Rs. 19.84 lakh has been released for construction
work of Scooter, Motor Cycle and Car Stand which
is in progress. Likewise in Guruvayoor Campus, Rs.
8.55 lakh has been released for construction of
Watchman Cabin and roofing of classes. The work
is also progressing.
In addition to above, Rs. 2.52 lakh has been
released to Jaipur Campus for construction of fixing
grill on the Hostel building.
Sectionwise working strength of the staff in
Headquarters office of the Sansthan during the year
under report is placed at Annexure-H.
4.6 FINANCE SECTION
Important responsibilities of this section during
the reporting year are as under :-
Budget (2008-09)
An unspent balance of Rs. 788.54 lakh kept for
salary of March 2007 and disbursement of amount
of honorarium under Presidents awards was carried
over from the year 2007-08 to the financial year
2008-09. A total budget of Rs. 7012.55 lakh
(including the previous unspent balance) was
sanctioned by the Ministry. The amount was further
allocated among the constituent units in the
following manner:-

These funds were utilised during the year on
pay and allowances, scholarships, President's award
to eminent Sanskrit scholars and other maintenance
items of expenditure. An amount of Rs. 352.62 lakh
(Plan 182.94 lakh and Non-Plan Rs. 169.68 lakh)
remained unspent at the close of the financial year.
Accounts
The wing is responsible for consolidation of
accounts received from various units of the Sansthan
and submission to DGACR for audit. Audit report and
audited annual accounts for the year 2008-09 are
placed at Annexure-M.
Maintenance of Provident Fund Accounts
The section maintains pay and provident fund
accounts for officers and members of the staff of
the Headquarters’ Office. Every member has been
supplied with the annual provident fund account
statement immediately after the close of the
financial year.
Pursuit of Audit Objections
Concerted efforts were made during the year
to get the audit objections settled. For this purpose,
the individual campuses were directed to take
necessary corrective measures and replies of
compliance were sent to the audit authorities with
the result that a number of audit objections were
settled during the year.
The wing has also been entrusted with the
work relating to Adarsh Sanskrit Mahavidyalayas and
release of Monetary grant to Scholars who are
awarded certificate of honour by the President of
India for their outstanding contribution to Sanskrit,
Pali, Prakrit, Arabic and Persian. In addition, it has
also been entrusted with the scheme of extending
financial assistance to Sanskrit Pandits all over the
country who are living in indigent circumstances.
4.7 SCHEME SECTION
The section is responsible for implementing
following schemes transferred from the Ministry of
Human Resource Development, Government of India
for promotion and propagation of Sanskrit language
and literature:
(i) Financial Assistance to Voluntary
Sanskrit Organisations
Under this scheme, selected organisations are
sanctioned financial assistance in shape of salary to
Sanskrit teachers, scholarship to students, Library
grants and for construction of the institution building.
An amount of Rs. 10,27,57,000.00 appx. was
utilised under this scheme by the Sansthan. During
the year, financial assistance was provided to 746
institutions.
(ii) All India Sanskrit Elocution Contest
The Sansthan organizes an all India Sanskrit
Elocution contest every year in different parts of the
country to encourage traditional Sanskrit students in
extempore speech in Shastriac Sanskrit Language.
All India Sanskrit Elocution Contest was held at
Rashtriya Sanskrit Sansthan (Deemed University),
Puri Campus, Puri (Orissa) during 23 to 25
December, 2008. 114 students alongwith 16 teachers
took part in eight Shastriac subjects of Vyakarana,
Mimamsa, Sahitya, Vedanta, Nyaya Vaishashika,
Sankhyayoga, Dharma Shastra, Jyotisha followed by
Antyakshari and Samsyapurti. Each State Govt. Union
Territory Govt. is requested to send the names of
eight participants along with one teacher for the
contest in eight Shastriac subjects. The contestants
in every event are awarded a certificate along with
position wise cash prizes of Rs. 2000/-, Rs. 1500/-
& Rs. 1000/- respectively. In addition to these
prizes, medals are also awarded to the winners. The
prize money for SHLOKANTYAKSHARI has been
revised to Rs. 7,000/- Rs. 5000/- and Rs. 3000/-
as Ist, IInd and IIIrd prize respectively.
In addition to existing ten events, the ‘‘Shastra
Shalaka Pariksha’’ was also organised on the
following three texts.
1. Vyakarana—Bhattojidikshitakrita Vaiyakarana-
siddhantakaumudyam Uttarardhe Atmanepada-
prakaranamarabhya Granthasamaptiparyantam
(Vedic Prakriyam Varjayitva).
2. Nyaya—Keshavamishrakrita Tarkabhasha
Sampoorna.
3. Sahitya—Bhojarajakrita Champuramayanam
(Balayodhyasundarakandani).

The nature of contest is taken from ancient
tradition of Shastra Shikshan Paddhati of India
where students have the whole text with its
commentary in his memory and is expected to
narrate and explain from the point revealed by a
"Rajat Shalaka". The aim of this contest is to revive
the traditional Shastra as well as to sharpen
memory of student.
During the year under report, an amount of
Rs. 10,93,285/- was utilised for the purpose.
The following eight texts have been announced
for Shalaka Pariksha for the participants of Shalakha
to be organized next year 2009-10 at the venue of
the competition:
1. Kosha–Amar Kosha (Prathma Kandam) (for Prak
Shastri/Madhyama Students)
2. Kavya–Raghuvansham 1-5 Sarga (for Prak
Shastri/Madhyama Students).
3. Sahitya Shastra–Kavya Prakash 1-5 Ullasa (for
Shastri/Acharya Students)
4. Nyaya Darshana–Nyayasiddhanta Muktavali-
Pratyaksham (for Shastri/Acharya Students)
5. Vyakarana–Mahabhasyam-Paspashahinikam (for
Shastri/Acharya Students)
6. Siddhanta Jyotisha–Suryasiddhanta-Triprasnadhi-
karaparyantam (for Shastri/Acharya Students)
7. Vedanta–Brahmasutra Shankarabhasyam-Chatuh
Sutri (for Shastri/Acharya Students)
8. Puranetihasa–Srimad Bhagavatam-1-5 Skandha,
Valmiki Ramayanam–1-3 Kanda, Mahabharatam–
Adi Parva 1-3 Kanda. (for Shastri/Acharya
Students)
(iii) Shastra Chudamani Scheme
Under this Scheme, the services of retired
eminent Sanskrit scholars are utilised in Adarsh
Sanskrit Pathashalas and other State Government
run Sanskrit Colleges/ Universities and voluntary
organisations.
The object of the Scheme is to preserve the
indepth studies of different Shastras at the various
centres where Sanskrit education is imparted to the
Sanskrit students of traditional system. As per the
scheme, the traditional scholars are appointed in
different organisations. The scholars are being paid
Rs.6000/- p.m. for a period of two years. The
appointment so made can be extended for another
one year on the recommendation of the Grants in
Aid Committee.
In addition to the existing appointed scholars,
38 more Shastra Chudamani Scholars were selected
during 2008-09. A sum of Rs. 29,13,400/- was
utilised under the scheme.
(iv) Vocational Training Scheme
Under this scheme, selected organisations are
sanctioned financial assistance to organise the
workshop and to conduct Prayogik Prashikshan in
vocational disciplines like Jyotisha, Karmakanda,
Paleography, Cataloguing, Manuscriptology, Sanskrit
Shorthand and Typing etc.. An amount of
Rs. 2,86,500/- was utilised under this scheme during
2008-09.
(v) Financial assistance to recognised
Adarsh Sanskrit Mahavidyalaya/Shodh
Sansthan
Under this scheme, 23 institutions are being run
at various parts of the country with the financial
assistance of Govt. of India through the Sansthan
and major portion of the finance for this scheme is
being released by the Sansthan. Such institutions
are provided 95% of the grant on recurring and
75% of grant on non-reccuring items of expenditure.
An amount of Rs. 519.40 lakh under plan and
Rs. 336.30 lakh under non-plan was provided by the
Sansthan to these institutions during the period
under report.
(vi) Sanskrit Dictionary Project
The project for preparation of Encyclopaedic
Sanskrit Dictionary on Historical Principles is
undertaken by the Deccan College, Post Graduate
and Research Institute, Pune. The main source of
the expenditure of this Project is made available by
the Govt. of India through Rashtriya Sanskrit
Sansthan (Deemed University). This Project was
conceived in the year 1948 and after collection of
relevant material, editing work started in 1973. So
far, eight volumes consisting of 24 parts have been
edited and published covering over one lakh words.
An amount of Rs 40 Lakh was allocated for this
Project during the year under report.

(vii) Monetary grant to Scholars
awarded CERTIFICATE OF HONOUR by
the President of India
The Sansthan is releasing monetary grant to the
tune of Rs. 50,000/- p.a. to the Scholars who have
been awarded Certificate of Honour by the President
of India.
A sum of Rs. 152.13 lakh was incurred on this
account during the year under report.
(viii) Promotion of Sanskrit Language in
North East Region
During the year 2008-09, the Sansthan incurred
an expenditure of Rs.42.80 lakh for learning,
propagation and promotion of Sanskrit language in
North East Region of the country.
(ix) Financial Assitance for teachers for
Modern subjects in traditional Sanskrit
Pathashalas/Mahavidyalayas:-
Under this Scheme of development of Sanskrit,
the Rashtriya Sanskrit Sansthan is providing financial
assistance to teachers for modern subjects in
Traditional Sanskrit Pathashalas/Mahavidyalayas @
Rs. 6000/- p.m. per subject. As per the scheme,
the financial assistance is restricted to three teachers
in modern subjects in each Institution.
An amount of Rs. 60,48,360/- was incurred
under this scheme by the Sansthan in the year
2008-09. The financial assistance was provided to
90 Institutions.
(ix) Financial Assitance for Sanskrit teachers
of different States in different
Government Schools:-
Under the Scheme of development of Sanskrit
the Rashtriya Sanskrit Sansthan is providing financial
assistance to Sanskrit teachers of Government
Schools in different states. This assistance is
extended towards salary of one Sanskrit teacher.
During the year 2008-09, a total of 103 Govt.
Schools were the beneficiaries and an amount of
Rs. 6,90,994/- was utilised under this scheme.
(xi) Financial Assitance to NGO's, Sanskrit
Universities, Institutions on various
projects:-
Under this scheme, Rashtriya Sanskrit Sansthan
meets cent per cent approved expenditure on
different projects and programmes for development
and propagation of Sanskrit undertaken by NGO's/
Deemed Sanskrit Universities/Universities/Institutions.
During the year 2008-09 the Sansthan incurred
an expenditure of Rs. 50,31,922/- for various
projects.

In addition to very rich libraries in its ten
Campuses the head quarter office of the Sansthan
also has a library having more than 22000 titles of
Sanskrit books to facilitate academic activities of the
Sansthan and visiting scholars. The wing is headed
by the Project Officer who also looks after the work
of Sales & Computers. Net working of all libraries
under the Sansthan has been started during
2008-09. One third of the titles were covered.
The wing has already provided computers to the

5. CAMPUSES
5.1 Shri Ganganath Jha Campus, Allahabad (U.P.)
Formerly Shri Ganganath Jha Research Institute
situated at Allahabad was taken over by the
Rashtriya Sanskrit Sansthan on Ist April, 1971 as
its constituent Vidyapeetha named Shri Ganganath
Jha Kendriya Sanskrit Vidyapeetha; which was later
renamed as Shri Ganganath Jha Campus, Allahabad
of the Deemed University. This campus is a
recognized research centre exclusively devoted to
research work on various disciplines of Sanskrit
Literature. A number of research scholars are
registered to carry out research work for the award
of Vidyavaridhi (Ph.D.) degree of the Rashtriya
Sanskrit Sansthan (Deemed University). The
scholars, thus enrolled, work under the guidance of
one of the faculties of the campus by utilizing the
facilities available in its rich Library and Manuscripts
Section. The use of the Library and Manuscripts
Section is not only limited to the staff and registered
scholars of the campus but also open to all scholars
as reference library. It invites scholars and
researchers interested in Sanskrit and ancient Indian
culture from all walks of life to make use of its
library subject to its capacity.
All the members of academic staff, besides
guiding research work of the enrolled students,
pursue their own research work assigned to them
by the Sansthan. The research projects of the
campus are carried out not only individually but also
as team work.
Besides its publication programmes, the campus
has also undertaken the Project of "Vedabhasya
Kosha".
General Activities
The faculty has carried on the following
programmes in this Campus during 2008-09 :

5.2 Shri Sadashiva Campus, Puri (Orissa)
The erstwhile Sadashiva Sanskrit College, Puri
functioning under the State Govt. of Orissa and
known for its long association with the study of
Sanskrit in traditional system was taken over by the
Rashtriya Sanskrit Sansthan, New Delhi on 15th
August, 1971. Consequent upon transfer of
management, the old Sadashiva Sanskrit College
was renamed as Shri Sadashiva Kendriya Sanskrit
Vidyapeetha. As a result of grant of the status of
Deemed University to the Rashtriya Sanskrit
Sansthan, it is now known as Rashtriya Sanskrit
Sansthan (Deemed University), Shri Sadashiva
Campus, Puri.
Academic activities of the campus have started
functioning in its newly constructed building on a
piece of land of 4.78 acres. The campus has a very
rich library containing about 50000 books on
different subjects, manuscripts and journals for the
readers. It has at present the facility of hostel for
100 girl students within the campus. 100 boy
students are also provided with hostel facility outside
the campus free of cost.
The campus imparts teaching from Prak Shastri
to Acharya in various departments as Sahitya, Navya
Vyakarana, Dharma Shastra, Puranetihasa,
Siddhanta Jyotisha, Phalita Jyotisha, Advaita
Vedanta, Sankhya Yoga, Navya Nyaya and
Sarvadarshana. The Campus also offers research
programme leading to the degree of Vidyavaridhi
(Ph.D.).
Besides the above subjects, some modern
subjects like Hindi, English, Oriya, History,
Mathematics and Computer Education are being
taught in Shastri and Prak Shastri classes according
to the syllabi of the Sansthan. Knowledge of
envirinmental studies is also imparted in these
classes. A Sanskrit Teachers Training course called
Shiksha Shastri as equivalent to B.Ed. is offered as
well.
During the year under report; total number of
enrolled students from Prak Shastri to Vidyavaridhi
were 688. Out of these students 432 were female
students. 189 students were provided with hostel
facility.
Activities of the Campus during the year
(i) The campus is one of centres of Non Formal
Sanskrit Education-an educational programme
undertaken by the Rashtriya Sanskrit
Sansthan (Deemed University), New Delhi.
During the year 2008-09, the centre was
inaugurated by Dr. Trilochan Baral, Chief
Medical Officer, Puri. In the first cycle of
programme, 34 participants from all walks
of life took part successfully. It was
conducted under the able guidance of Dr. G.
Ganganna, Principal, Dr. Mahesh Jha and Shri
Dayanand Panigrahi. Resourse person of the
programme was Dr. Sukant Kumar Senapati,
State co-ordinator of Orissa.
(ii) An introductory course on Jyotisha for the

of Dr. Prabhat Kumar Mahapatra.
(iii) The campus introduced Vanivilasa Parishad
under which various literary competitions on
different shastras were held. The students
took part with enthusiasm. Sarvashri
Prabhanjan Kumar Tripathi and Sushant
Kumar Dwivedi bagged first place for senior
and Junior group respectively in these
competitions.
(iv) Sanskrit week celebration was organised from
13th to 19th August, 2008. Different Shastra
speech competitions were held during the
occasion. The function was inaugurated by
Justice Shatrughan Pujahari, District and
Sessions Judge. Prof. Hare-krishna
Shatapathi, Vice-chancellor, Rashtriya Sanskrit
Vidyapeetha, Tirupati was the guest of
honour. Shri D.K. Sharma, North East Region
Council, N.C.E.R.T., Bhubaneshwar was the

chief guest and Prof. Bikau Jha, Dharma
Samaj Govt. Sanskrit College was the guest
of honour during the valedictory function.
(v) Hindi Divasa Samaroh was celebrated on 14th
September, 2008. The students took part in
Hindi Speech and Poem competitions.
(vi) Under instructions of Govt. of India, Shiksha
Divasa was celebrated on 11th November
2008.
(vii) A seminar for the Shiksha Shastra
Department was organised on 23rd July,
2008 when Prof. Subhash Tiwari, H.O.D.,
Shiksha Shastra, Sampoornanand Sanskrit
University, Varanasi delivered the main
lecture. There was satisfactory participation
of teachers and students.
(viii) Under the guidance of Dr. Suryamani Rath
and Dr. Raghavendra Pathak, 18 students
took part in Kaumudi Mahotsava organised
at New Delhi in November, 2008. The
students staged the Sanskrit drama
'Uttararama- charitam' during the function.
(ix) Inter Campus Yuva Mahotsava was organised
by the Rashtriya Sanskrit Sansthan (Deemed
University) New Delhi in this campus from
20th to 22nd December, 2008 in which about
550 students of all the campuses of the
Sansthan participated in the competitions on
different disciplines. 21 students of this
campus took part in competions of 11
disciplines. In addition, All India Elocution
Contest was also held from 23rd December
to 25th December, 2008. Five students of
this campus participated in this contest.
(x) The Campus organised Scouts and Guide
Camp from 5th December to 14th December,
2008. It was inaugurated by the Principal of
the campus. The Inspector of Schools, Puri
Region was the chief guest during closing
function. 98 teachers and students took part
in the camp.
(xi) First Aid Training Camp was organised for the
students of Shiksha Shastri in September,
2008 in which 99 teachers and students
participated for their benefit.
(xii) Eductional tour was also organised from 5th
to 11th January, 2009. The students along
with teachers visited Tirupati, Kanchipuram
and Pondicherry during this tour.
(xiii) Dr. Minati Rath, Reader in Puranetihasa
department was awarded the title Vidushi-
vidwattama' by Sriram Nama Seva Sharma
Nyasa, Ujjain, M.P. on her research paper
along with a cash prize of Rs. 21000/- Dr.
P.K. Mahapatra, Dr. Brundaban Patra, Dr.
(Smt.) N. Panigrahi, Dr. S.G. Pandey and Dr.
V.P. Kachhwah, senior lecturers of the
campus successfully attended refresher
course.
5.3 Shri Ranbir Campus, Jammu (Jammu & Kashmir)
The erstwhile Shri Raghunath Sanskrit
Mahavidyalaya established by the former Ruler of
the Jammu & Kashmir was taken over as one of
the constituent Vidyapeetha by the Sansthan on Ist
April, 1971 and was named as Shri Ranbir Kendriya
Sanskrit Vidyapeetha. On declaration of the Sansthan
as Deemed University, the Vidyapeetha was
renamed as Shri Ranbir Campus. It functions with
six departments of Vyakarana, Jyotisha (Phalita &
Siddhanta), Sahitya, Darshana, Shiksha Shastra and
Kashmir Shaiva Darshana Kosha Project. Education
is imparted by well versed teachers of different
disciplines to the students of Prak Shastri to Acharya
level. Shiksha Shastri (B.Ed.) course was started in
1979 for the training of Sanskrit teachers. Modern
subjects like Hindi, Dogri, English, Political Science
and History are taught along with traditional subjects
upto Shastri level. There is also good arrangement
of computer education, study of environment, music
classes and Yoga training for the students. Besides
it, the campus also offers research programme
leading to the award of Vidyavaridhi (Ph.D.) degree.
About 100 research students have been awarded
the research degree from this centre so far. The
campus has undertaken an important project of
Kashmir Shaiva Darshana Kosha with the object of
compiling a dictionary of Kashmir Shaiva Darshana.
It has a rich library and 19 published works as yet
to its credit.
The Campus has started functioning in its own
building on a piece of land measuring 84 canals

alloted by the Govt. of Jammu & Kashmir at Kot
Bhalwal, Jammu.
During the year 2008-09, total number of
students admitted to different classes during the year
were 418 of whom, 55 were girl students.
Scholarship was awarded to 176 students. 18 girl
students were provided with hostel facility.
Extra Curricular Activities of the campus
The campus organised Extension Lecture Series
which was graced by the presence and lectures of
the following renowned scholars:-

Sanskrit Divas Samaroh was organised with a
week long celebration. Local scholars and
distinguished personalities of the area were invited
on the occasion. Besides, Hindi Pakhawara was
celebrated and valedictory function took place on
26th September, 2008. Prof. Raj Kumar, former Head
of Department of Hindi, Jammu University and a
renowned poet, writer & critics was the chief guest.
Shri Ramesh Mehta, former Secretary, Cultural and
Language Academy, Jammu & Kashmir who is also
famous as a poet, painter and editor was the guest
of honour. During the occasion, different literary
competitions were arranged. Prizes were given
away to the winner students at the function. In
addition Independance Day, Teachers Day, Shiksha
Divasa, Republic Day and Vasanta Panchami were
celebrated in the campus. For the students of
Shiksha Shastra the following programmes were
arranged--
i. First Aid Training—From 16th September to
25th September, 2008.
ii. Teaching Practice—From 22nd October to
12th December, 2008.
iii. Scouts and Guides Training—From 15th
January to 24th January, 2009.
iv. Educational Tour—From 23rd March to 28th
March, 2009.
Besides, weekly Vagvardhini Sabha and Sanskrit
Language Communications Skills classes were
conducted regularly on Friday and Wednesday
respectively:

Dr. Vidyanand Jha and Dr. D.K. Singhdeo also
attended the workshop organised by the Rashtriya
Sanskrit Sansthan (Deemed University), New Delhi.
Students of the campus participated in Yuva
Mahotsava comprised national level literary
competitions and sports meet held at Puri Campus.
Sixteen students won prizes in different
competitions. The campus undertook the project
work of Sahitya and Automation of Library books by
E-Granthalaya software.
5.4 Guruvayoor Campus, Purnattukara, Trichur (Kerala)
Formerly Guruvayoor Sahitya Deepika Sanskrit
Vidyapeetha was taken over by the Rashtriya
Sanskrit Sansthan on 16th July, 1979. As a result,
it was made known by the name Kendriya Sanskrit
Vidyapeetha, Guruvayoor, a constituent unit of the
Sansthan. On grant of the status of Deemed
University to the Sansthan, it has been renamed as
Rashtriya Sanskrit Sansthan (Deemed University),
Guruvayoor Campus. The main campus is situated
in an education complex area surrounded by other
prestigious institutes and beautiful landscape at
Puranattukara. It is built up within the allotted land
of fourteen acres falling at a distance of 11 K.M.
from Trichur Railway Station on way to Guruvayoor

Temple and 61 Kms. from Nedumabassery
International Airport. It has a spacious building built
up at a cost of Rs. 2.20 crores by the C.P.W.D. in
first phase. The Deemed University with the help
of the Ministry of H.R.D., Govt. of India also
sanctioned plan and estimates for second phase of
construction amounting to Rs. 6.31 crores. As a
result, the main building comprises Academic block,
Administrative block, Auditorium, Play ground,
Semifunctional building, Library, Guest House, Boys
and Girls Hostels and minimum number of
residential quarters. In addition, the campus has
also another centre at Pavaratty built on a land to
the extent of 50 cents. It is 15 kms. away from the
main centre. It is in a single storied building having
two big halls, one administrative room and ten class
rooms with all modern amenities. It is being utilised
for Non Formal Sanskrit Education, Correspondence
Course for learning Sanskrit and Centre of
Manuscript Collection. It is renamed as
P.T.Kuriakkose Smriti Bhavan, after the name of
founder of erstwhile Guruvayoor Sahitya Deepika
Sanskrit Vidypeetha.
The campus is pursuing research work leading
to the degree of Vidyavaridhi (Ph.D.) and is
imparting education in Sahitya, Vyakarana, Advaita
Vedanta, Nyaya, Jyotisha at Acharya and Shastri
level, Shiksha Shastri (B.Ed.) at Shastri level and
school education called Prak Shastri. Computer
Education and teaching of other modern subjects
facility is also available for the students of under
graduate classes.
During the academic year under report, a total
of 344 students were enrolled in different courses
of studies i.e. Prak Shastri to Vidyavaridhi. Hostel
facility was provided to 72 boys and 55 girls
students. 266 students were awarded scholarship.
Besides, welfare department of State Govt. also
awarded scholarship to 21 S.C., 2 S.T. and 2 O.B.C.
category of students.
Activities of the Campus during the year
Extension Lecture Series
A series of extension lecture was organised
when inter disciplinary nature lectures in traditional
as well as modern subjects were delivered by
eminent personalities like Prof V.N. Jha, Prof.
K.Maheswaran Nair. Prof. P.N. Shastri and Prof. R.
Devanathan. Prof. V.N. Jha delivered the opening
lecture on the topic Ontology of Relations on 20-1-
09. Simultaneously, a 10 day Nyaya course was also
successfully conducted from 19-1-09 to 28-1-09 with
participation of 64 students. Prof. R. Devanathan,
Principal, Rashtriya Sanskrit Sansthan (Deemed
University), Shri Rajiv Gandhi Campus, Sringeri was
the Chief Guest at the closing ceremony on 28-1-
09. Prof. Mithila Prasad Tripathi, Director, Kalidasa
Academy, Ujjain inaugurated other Residential
Textual Navya Nyaya Language and Methodology
course and National level Extension Lecture series
in different topics of the Shastras. Other
contributors to the programme were Prof. Ujjawla
Jha, Pune, Prof. K. Sukumaran Nair, veteran
educationist, Prof. K.T. Madhwan and Dr. P.G.
Sreenivasan.
Seminar
Departments of the campus conducted national
seminars on different occasions. The department of
Sahitya arranged two seminars. The first was held
on 13-11-08 on the subject National Interaction on
Narratology. It was inaugurated by Prof. C.
Rajendran, Dean of Languages, University of Calicut,
who also gave the key note address.
The second was conducted on 10-1-2009 on
Anti Villianism and Rasoh Vai Sah. Dr. P.C.
Muralimadhvan, Prof. & H.O.D. of Sahitya, Sree
Sankaracharya Sanskrit University, Kalady was the
resource person during the occasion. Prof. P.G.
Premakumari, H.O.D., Sanskrit, Sree Kerala Varma
College, Trichur inaugurated the national seminar
organised by Department of Vyakarana on 14-11-
2008. The topic of discussion was Panini and
Sanskrit. Dr. A.Girija, H.O.D., Vyakarana, Sree
Sankaracharya Sanskrit University, Kalady offered
presentation on significance of Paninian Grammar in
Sanskrit Language with special reference to Karakas.
Department of Vedanta of the Campus conducted
national seminar on 17-11-2008 which was
inaugurated by Prof. C.Chidambram, Prof. & H.O.D.,
Vedanta, Shree Shankaracharya Sanskrit University,
Kalady with his key note address. Prof. K.P. Babudas,
Retd. Professor of Vedanta, Sree Sankara College,
Kalady presented the paper on Advaitasya
Sarvakalikatvam. The subject of national seminar
organised by the Nyaya Department on 2-12-2008
was Impact and Benefits of Nyaya in Ayurveda and
Research Methdology. Dr. K.V. Vasudevan, Sree
Krishna College, Guruvayoor inaugurated the

seminar and addressed on the topic 'The Impact of
Nyaya in Ayurveda'. Dr. K.K. Ambikadevi, Sree
Shankaracharya Sanskrit University, Kalady lectured
on 'Benefits of Nyaya in Research Methodology.'
Likewise, the General Department arranged
national seminars on modern subjects Malayalam,
Hindi and English during 21-1-2009 to 23-1-2009.
Daywise topics of discussion were "Nandan Pattukal,
Desa Charithram, Swami Vivekananda and Bharatiya
Darshna", "Akhyana Kalaki Oru Aamugham, Adhunik
Hindi Katha Kavyon Ki Parampra Aur Samsai Ki Rath"
and "Literature in Language Curriculam." Main
contributors to this three day seminars were Dr. E.H.
Devi, Retd. Principal, Govt College, Pullut,
Dr. C.Suma Narayan, Principal, S.N. College, Nattika,
Dr. Jayalakshmi, Sl. Gr. Lecturer in Malyalam, M.E.S.

Campus and Dr. Pious, Reader, Department of

Other Activities
The Campus organised Vagvardhini Sabha for
making weekly interaction between the teachers and
the taught with a view of overall development of
academic excellence and talent of the students. It
took place since 28-7-2008 onwards during the
session. In addition, the campus also managed
Vakyartha Parishad to train the students for
performing Vyakartha in traditional way.
Prof. Radha Vallabh Tripathi, Vice Chancellor
inaugurated the Manuscript Collection Drive
Campaign taken up by the Campus on 16-09-2008.
Prof. Srinivas Rath, a famous Sanskrit poet was
honoured by Swami Prasantananda of Sree
Ramakrishna Math. Prof. Gangadhar Panda,
Sampoornanand Sanskrit University, Varanasi and
Prof. K.G. Paulose, Vice Chancellor, Kerala
Kalamandalam addressed on the occasion. Fine Arts
and Literary Day celebrations were held on 12th and
13th January, 2009. Shri Purushan Kadalundi,
Secretary, Kerala Sahitya Academy and Shri
Nelliyodu Vasudevan, a famous Kathakali artist
graced the occasion. The campus also celebrated
Sports Day, Vivekananda Jayanthi and took part in
Blood Donation Camp and Casualty & First Aid drive.
During Kaumudi Mahotsava organised by
Rashtriya Sanskrit Sansthan (Deemed University) in
November 2008, students of the campus staged the
Sanskrit drama 'Panchakalyani' and won the first
prize. 11 students participated in All India Elocution
Contest organised at Puri Campus from 23rd to
25th December, 2008. Km. Jeeshma Gunasingh of
Acharya IInd year got second prize in Shalaka on
Nyaya.
A group of 72 members consisting of 66
students and 6 teachers of the campus was deputed
to take part in Yuva Mahotsava-an Inter Campuses
Sports and Cultural Competitions. The students won
7 prizes in Fine arts and 6 prizes in sports.
The campus celebrated Hindi Saptahik Karya-
karma in September, 2008. Various competitions
were held. Dr. C.K. Thomas, Assistant Director,
Doordarshan Kendra, Thrissur was the chief guest.
The main speech was delivered by Prof. K.G.
Prabhakaran, Hindi Department, Sree Shankara-
charya Sanskrit University, Kalady. Prof. K.T. Madhvan
presided over the function. Prizes were given away
to the winners. Annual Day of the campus was
celebrated on 2-2-2009. The function was
inaugurated by Shri K.R. Viswambharan, I.A.S.,
Kerala Agriculture University, Thrissur and Shri M.P.
Surendran, Deputy Editor, Mathrubhumi, Thrissur.
The Principal presented the annual report. Students
performed cultural programmes.

Inauguration of Students Welfare Association
constituted with students representatives from all
classes selected on merit cum willingness basis was
held on 16-8-2008 when Dr. Alexander Jacob,
Inspector General & Director, Kerala Police Academy,
Thrissur was the chief guest. Mr. Priyanandana, Film
Director also graced the occasion. Under the able
Chairmanship of Sh. K.N. Thyagarajan Master,
Parent Teacher Association came into being on
8-8-2008. The most note worthy activity of this
Association was to conduct class meetings when
Teachers, Students and Parents came forward to
evolve plans for best acamedic pursuits.

5.5 Jaipur Campus, Jaipur (Rajasthan)
At the request of the then Chief Minister of
Rajasthan made to the then Education Minister, Govt.
of India and on the recommendations of Rajasthan
Sanskrit Academy, the Kendriya Sanskrit Vidyapeetha
was established at Jaipur in May, 1983 which is now
renamed as the Jaipur campus of Rashtriya Sanskrit
Sansthan, (Deemed University). The campus has
acquired a piece of land measuring 7.27 acres from
Jaipur Development Authority at Triveni Nagar,
Gopalpura By Pass, Jaipur at a distance of about 12
K.M. from Jaipur Railway Station. The construction
of main building of the campus including hostels for
boys and girls and nine staff quarters has been
completed at a cost of Rs. 6.00 crores.
The campus offers research programme leading
to the degree of Vidyavaridhi (Ph.D.) and imparting
education in the branches Sahitya, Jyotisha,
Vyakarana, Dharma Shastra, Jain Darshana at
Shastri & Acharya level, Shiksha Shastri (B.Ed.) at
Shastri level and Prak Shastri at Senior Secondary
level. The campus also offers the programme of
Shiksha Acharya (M.Ed.). Apart from it, students are
also offered computer education facility.
During the year under report, a total number
of 747 students were enrolled in different classes.
235 students were provided with hostel facility.
Co-curricular and Extra Curricular Activities
The Campus organised annual day function on
25.2.09 in which Dr. Radha Vallabh Tripathi, Vice
Chancellor of Rashtriya Sanskrit Sansthan was the
Chief Guest. On the occassion, prizes to the winner
students in sports and literary events were given
away.
i. The campus celebrated Hindi Divas &
Sanskrit Divas. During Sanskrit Divas
programme, Dr. Hariram Acharya, Sh.
Kalanath Shastri & faculty members of the
campus delivered lectures. The students
took part in different competitions.
ii. A special lecture on Jyotisha was delivered
by Dr. Ram Chandra Pandey, Varanasi.
iii. Workshop on Sanskrit Theatre was
organised in which Prof. Kamal Vashistha,
scholar from Gwalior was invited. Prof. Devi
Prasad from Lal Bahadur Shastri Rashriya
Sanskrit Vidyapeetha delivered the special
lecture on Vastu Shastra.
iv. Pt. Madhusudan Ojha Lecture Series was
arranged under the chairmanship of Prof.
Radha Vallabh Tripathi, Vice Chancellor in
which Dr. Gaya Charan Tripathi delivered
special lecture on Rigvede Kavya Shastriyam
Chintanam. A national seminar on Modern
Sanskrit Literature was organised in the
campus in which distinguished scholars like
Dr. Abhiraj Rajendra Mishra, Prof. Prabhu
Nath Dwivedi, Dr. Kalanath Shastri & Dr.
Hariram Acharya took part. Dr. R.K. Sharma,
founder Director, Rashtriya Sanskrit
Sansthan & Prof Radha Vallabh Tripathi
were also present in the valedictory
function.
Under the guidance of Dr. Pushpa Dixit, a 21 day
workshop on Vyakarana in the name Panini Patha
Vijnanam was conducted in which 134 teachers &
Students participated. Vedanta workshop was
arranged in which Prof. Parasnath Dwivedi threw
light on Vedanta Paribhasha. More than 100 teachers

& students took part in the workshop. On the
occasion of Silver Jubilee Function of the campus,
Prof. Radha Vallabh Tripathi, Vice Chancellor, Prof.
Ram Karan Sharma and
Dr. Mithilesh Tripathi were present who honoured
the retired as well as founder members of the
campus.
The campus organised a ten day First Aid
Training Camp for the students of Shiksha Shastri.
Likewise, 10 days and 7 days Scouts and Guides
Camp for boys and girls students respectively was
organised. The students visited Bhritrihari and
Sariska Santuary in district Alwar during their
educational tour. The campus also organised Sanskrit
Week Celebrations. The students enthusiastically took
part in academic as well as sports competitions.
Rameshwar Sharma, Acharya IInd year won first
prize in debate competition organised by Rashtriya
Sanskrit Vidyapeetha, Tirupati. The students won
third prize in All India Elocution contest and Shalaka
held at Puri Campus. They also won prizes in other
literary competitions arranged during the occasion.
On the occasion of Yuva Mahotsava organised at Puri
Campus, girls as well as boys students of the
campus performed well and won prizes in different
meets. Volunteers of National Service Scheme
planted 120 trees in the campus with inspiration of
Dr. Hind Kesari and Dr. Om Prakash Bhadana. The
volunteers extended voluntary service in cleaning the
campus and a nearby slum. They also arranged
blood donation camp in association of Santokaba
Durlabhji Hospital.

5.6 Lucknow Campus, Lucknow (U.P.)
Rashtriya Sanskrit Sansthan established one of
its constituent Kendriya Sanskrit Vidyapeetha at
Lucknow in the year 1986 which has now been
renamed as the Lucknow Campus of the Sansthan
after having the Status of Deemed University. The
campus is in possession of 10 acres of plot of land
at Vishal Khand, Gomati Nagar, Lucknow allotted by
the Lucknow Development Authority. The location is
about 12 K.M.. away from Lucknow Railway Station.
Construction of the main building has already been
completed by C.P.W.D. at a cost of Rs. 2.76 crores
and activities of the Campus have started functioning
there. The second phase construction work for Girls
& Boys hostels and construction of minimum number
of staff quarters is completed.
It offers research programme leading to the
degree of Vidyavaridhi (Ph.D.) and is imparting
education in Sahitya, Vyakarana, Jyotisha, Baudha
Darshana at Acharya and Shastri level, Shiksha
Shastri (B.Ed.) at Shastri level and Prak Shastri at
Intermediate level. Modern subjects like Hindi,
English, Political Science, Economics and Computer
Education are taught along with the traditional
subjects upto Shastri level. There is a spacious play
ground for sports and Yoga activities. It has also a
rich library for the teachers as well as the students.
Shiksha Shastra Department laboratory is equipped
with modern psychological and educational technique
tools for the benefit of under trainee students.
During the session 2008-09, total number of

admitted students during the year in different classes
was 234. Out of them 57 were girl students. 136
students availed of the hostel facility. Seven students
were registered for Vidyavaridhi research degree.
Activities
Under the chairmanship of Prof. Radha Vallabh
Tripathi, Vice Chancellor, Rashtriya Sanskrit Sansthan
(Deemed University), a lecture series in memory of
Mahamahopadhyaya Pandit Gopinath Kaviraj was
organised. Opening session was addressed by
Prof. Kamlesh Dutt Tripathi. Prof. Vachaspati
Upadhyaya, Vice Chancellor, Lal Bahadur Shastri
Rashtirya Sanskrit Vidyapeetha, New Delhi and Prof.
Ram Chandra Pandey, Varanasi graced the occasion
with their presence. In addition, Prof. Gangadhar
Panda, Prof. Ram Chandra Pandey, Prof. Ram Yatna
Shukla and Prof. Sri Nivasacharya delivered lectures
on the subjects Shiksha Shastra, Jyotisha,
Vyakarana and Baudha Darshana respectively.
With the inspiration of the Vice Chancellor, the
campus undertook the scheme of computerisation
of Sanskrit works in Jyotisha, Vyakarana, Bauddha
Darshana and Shiksha Shastra branches under the
co-ordination of Dr. Sarva Narayan Jha, Dr. Shiv
Kumar Chaturvedi, Dr. Vijay Kumar Jain and
Dr. Lokamanya Mishra. As a result shastric texts will
be available on internet for all. The centre for Non
Formal Sanskrit Education and regular meetings of
Vagavardhini Sabha were also arranged. For the
students of Shiksha Shastra, the Campus arranged
First Aid Training Camp from 2nd to 12th September,
2008, Scouts and Guides Camp from 7th January
to 26th January, 2009 along with Educational tour
to Haridwar and Rishikesh.
Three students of the campus participated in
Akhil Bharatiya Sanskrit Vidyarthi Pratibha Samaroha
held at Tirupati and four students attended two
workshops on drama training organised at Sagar.
Besides, the students staged three Sanskrit dramas
namely, 'Chanda Kaushikam' at Indore on 22nd July,
2008, also at Valmiki Rangashala, Lucknow under
directions of Dr. Ram Lakhan Pandey, Dr. Dhanindra
Jha and Dr. Kavita Visariya and 'Vivaha Vidambanam'
during Kaumudi Mahotsava at New Delhi under the
directions of Dr. Batohi Jha, Dr. Shyam Dev Mishra
and Dr. Laxmi Nivas Pandey. Two students
participated in Purvaranga under the direction of
Dr. Ram Lakhan Pandey. The campus also arranged
Sanskrit Speech Competition from 18th August to
20th August, 2008 and celebrated Shiksha Divasa
and Hindi Saptaha. During Yuva Mahotsava organised
by the Rashtriya Sanskrit Sansthan (Deemed
University) at Puri Campus, students of the campus
took part with great enthusiasm and won prizes in
different competitions. The students Rohitash, Anuj,
Navin Kumar, Rajbir Singh, Dhiraj Upadhyaya and
Kabaddi Team bagged Ist Prize. Meera Yadav, Usha
Prajapati won second prize and Vikas Bharati,
Manish Kumar, Sachin Kumar stood at third position.
Their coach was Dr. Gajendra Sharma. A team of
five students of the campus represented the
Rashtriya Sanskrit Sansthan (Deemed University) for
the first time in Inter Universities Bad Minton
Competition held at Jallandhar. The students took
part in All India Elocution Contest held at Puri and
Sandeep Kumar & Dinesh Kumar won prizes in
Sahitya and Vyakarana Shalaka respectively.

5.7 Shri Rajiv Gandhi Campus, Sringeri (Karnataka)
The Rashtriya Sanskrit Sansthan established
Rajiv Gandhi Kendriya Sanskrit Vidyapeetha as its
constituent unit at Sringeri on 13th January, 1992.
It was inaugurated by His Excellency Sh. R.
Venkataraman, the then President of India on the
auspicious day of March 5th, 1992 in presence of
the Minister of Human Resource Development, Govt.
of India. It has now been renamed as Rajiv Gandhi
campus of Rashtriya Sanskrit Sansthan (Deemed
University). The State Govt. of Karnataka has allotted
a piece of land measuring 10 acres at Sringeri in
Chikmangloor district which is far 110 K.M. from
Mangalore, 450 K.M. from Bangalore, 70 K.M. from
Udupi and 60 K.M. from Shimoga. Shimoga is linked
with rail route from Bangalore. The C.P.W.D. has
completed construction work of main building of the
campus at an expenditure of Rs. 1.63 crore. The
completion of second phase construction work for
girls and boys hostels and minimum number of staff
quarters at a cost of Rs. 4.17 crores is in the offing.
The campus has been imparting education in
the disciplines of Sahitya, Vyakarana, Advaita
Vedanta, Mimamsa and Navya Nyaya at Acharya and
Shastri level, Shiksha Shastri (B.Ed.) at Shastri level
and Prak Shastri at Intermediate level. It also offers
research programme leading to the degree of
Vidyavaridhi (Ph.D.). Modern subjects and computer
education are also taught.
During the academic year 2008-09, 325 students
have taken admission in various courses offered in
the campus. This includes 13 SC, 14 ST students
and 98 girl students. Hostel facility was made
available to 40 boys and 23 girls students. With the
blessings of Jagadguru Sri Sri Bharati Teertha
Mahaswamiji, chief pontiff of Sringeri Sri Sharada

Peetha, a free meal for the campus students is
provided twice a day.
Extra Curricular Activities
A series of Extension Lectures under the banner
of Sri Sharada Visista Vyakhyanamala for the
benefit of the students and the faculty were held
during the year. Dr. Subray V. Bhat Reader and
H.O.D. of Mimamsa and Dr. Chandra Kala Kondi,
Lecturer in Sahitya were the co-ordinators of the
programme. Extension lectuers in seven Shastras
taught in the campus were arranged this year and
renowned scholars were invited for the purpose.

Chennai Sanskrit college who was also

R.S. Vidyapeetha, Tirupati delivered his speech
on Panineeyam Subhashitam on 11-12-08.
Vakyartha Parishad
In the past the Vakyartha Parishad was
introduced by the Campus in which faculty members
of the campus have to perform their respective
Shastriac Vakyartha for the benifit of the students
of the Campus and lecturers. The programme was
organised in this manner—
1. Inaugural function and first sitting : Dr. Lakshmi
Narayana Bhatt, Scholar of Sanskrit Mahapatha-
shala, Udipi graced the function and inaugurated
it by lamping the light on 22-07-08. On this day,
Dr. C.S.S.N. Murthy H.O.D. of Vyakarana, Dr.
E.M. Rajan H.O.D. of Sahitya delivered their
speeches on Pratyahara and Sancharibhava
respectively.
2. Prof. A.P. Sachidananda, H.O.D. of Shiksha
Shastra, Dr. Mahabaleshavar P.Bhat, H.O.D. of
Vedanta, Dr. E.P. Sridevi, Senior Lecturer in
Sahitya and Dr. Somanath Sahu, Lecturer in

Moolyaadhaarita Shiksha, Janmaadyadhikara-

National Seminar on Education:
A National Seminar was conducted by the
campus on 11-11-08 on the occasion of Maulana
Abul Kalam Azad Jayanti Celebration.
Dr. Mahabaleshwara Rao, Principal of MA Pai College
of Education, Udupi and Prof. S. Ramakrishna,
H.O.D. of JCBM College, Sringeri were the sessional
Presidents of programme. More than 25 scholars
attended the seminar from different parts of the
country. Prof. A.P. Sachidananda, H.O.D. of Education,
Dr. Ramakanth Mishra, Sr. Lecturer Shiksha Shastra
co-ordinated the entire programme under the
guidance of Principal of the campus.
Sanskrit Speaking and Orientation
Programme:
To enhance Sanskrit speaking skills, the
campus conducted a 10 day speaking course for the
beginners besides orientation course for elders in
three phases, i.e., Prak Shastri I year, Prak Shastri
II year and Shastri I year. Dr. Venkataramana Bhat,
Sri Shankar M Hebbar, Dr. Chandrashekhara Bhat,
Dr. Ganesh Ishwar Bhat, Dr. Ganesh Pandit, Dr. K.
Giridhar Rao co-ordinated the programmes under
the guidance of the Principal.
Vagvardhini Parishad
In the co-ordination of Dr. Raghavendra Bhat
and Dr. Somanath Sahu, the Vagvardhini Parishad
brought fruitful results under the noble guidance of
the Campus' Principal. Mr. Subrahmanya Bhat and
Kum. Kumada Rao were unanimously selected as
Secretaries of the Parishad, besides each
representation from the classes. The Parishad was
inaugurated by Sri Chamu Krishna Shastri, National
Minister of Samskruta Bharati. Seventeen sessions
were held, both in higher and lower levels.
Valedictory Function of Vagvardhini
A three day Vagvardhini Mahotsava was held in
the campus from 29 to 31st Jan 2009 in a festive
fervour. Padmashree V.R. Gowrishankar,
Administrator, Sri Mutt, Sringeri was invited as Chief
Guest. Geethavadhanam, Ashtavadhanam were
presented by Sri A Sachidananda Murthy and Sri
Venkataramana Bhat. Several cultural programmes
were held in the evening. In grand valedictory
function, Principal of the campus Prof. Ramanuja
Devenathan explained the gradual developments in
the students by the regular observation of
vagvardhini sabhas.
Sanskritotsava:
Sanskrita Mahotsava was observed in the
campus in a colourful way. His Holiness Sri Sri
Bharati Teertha Mahaswamiji graced the
inauguration with Anugraha Bhashana. Several
recitation competitions on slokas were conducted for
the high school students around Sringeri. Campus
Principal Prof. Ramanuja Devanathan took oath by
the students for having only sanskrit conversation
in campus. Campus Students played Urubhanga
Drama in Sanskrit. Prof. A.P. Sachidananda,
Dr. C.S.S.N. Murthy and Dr. Suryanarayana Bhat co-
ordinated the 3 day programme.
NFSE:
In the co-ordination of Dr. Bhagban Samantray,
Sri T.R. Krishnamurthy trained the learners as a part
of NFSE in Sringeri. The campus Principal
inaugurated the NFSE centre on 6-9-08.

The Rashtriya Sanskrit Sansthan organised All
India Elocution Contest based on different Shastras
and Yuva Mahotsava representing inter campus
sports meet, literary and cultural programmes at
Puri Campus. Students of this campus took part in
these programmes. Fifteen students won prizes in
cultural and literary events. Scouts and Guides camp
for the students was organised from 3rd to 11th
January, 2009. Education tour was arranged on 6th
and 7th March, 2009. Similarly, a 10 day First Aid
Training Camp was also organised from 25th March,
2009.
Annual Day Function :
The annual function of the year 2008-09 was
observed on 17-12-08 in the auspicious presence of
His Holiness Sri Sri. Bharati Teertha Mahaswamiji.
Prof. Radhavallabha Tripathi, Vice Chancellor,
Rashtriya Sanskrit Sansthan graced the function.
Students were distributed prizes by the Vice
Chancellor in the morning session. His Holiness
blessed the function with Anugraha Bhashana.
Addressing the gathering, the Vice Chancellor
greeted best performers of the campus in various
competitions which were held at various places of
the country. Principal of the campus Prof. Ramanuja
Devanathan narrated the progress of the campus
from the beginning. Several cultural programmes
were exhibited by the students. Prof. A.P.
Sachidananda proposed the Vote of Thanks.
5.8 Garli Campus, Garli (Himachal Pradesh)
During the golden jubilee year of India’s
Independence, the Rashtriya Sanskrit Sansthan
established Kendriya Sanskrit Vidyapeetha at Garli
in the State of Himachal Pradesh. It was
inaugurated by the then Minister of State for
Education, Govt. of India in the presence of the Chief
Minister of Himachal Pradesh on the auspicious day
of 16th September, 1997. It has now been renamed
as the Garli campus of Rashtriya Sanskrit Sansthan
(Deemed University). The campus is running in a
rented building at present. However, the Govt. of
Himachal Pradesh has allotted suitable piece of land
measuring 2-63-18 Hectare at village Balahar, near
Pragpur, Tehsil-Dehra, District- Kangra.
Students from all walks of life are imparted
education of Prak Shastri at Intermediate level and
in the disciplines of Sahitya, Jyotisha and Vyakarana
at Shastri and Acharya levels. Research programme
leading to the degree of Vidyavaridhi (Ph.D.) is also
offered to research students. Modern subjects like
Computer Education, Environmental Studies, Hindi,
English and History are also taught as a part of the
syllabus.
During the academic session 2008-09, a total
number of 400 students were admitted to the
classes from Prak Shastri to Acharya. Out of them,
195 were girl students. Academic activities started
in the month of July, 2008.
Extra Curricular Activities
The campus organised Sanskrit week
celebrations from 13th to 19th August, 2008. The
programme started with the worship of goddess
Saraswati. Dr. Uma Raman Jha, former Principal of
Lucknow Campus was the chief guest in the
valedictory funcion. The programme was presided
over by Principal of the campus. Likewise, Hindi
Divas was celebrated on 23rd and 24th September,
2008. On the occasion, speech competition among
the students was conducted under the guidance of

Shri Sandeep Kumar. Besides the Principal Incharge
Prof. Ram Narayan Das, Shri Kishore Kumar Dalai
and Dr. Ashok Chandra Gaur also contributed to the
function. Prizes were given away to the winner
students. Followed by it, programme of Saraswati
Parishad was arranged on 25th September, 2008 in
which the students delivered their speeches on
Jyotisha, Vyakarana and Sahitya. Eight students of
the campus were selected for taking part in All India
Sanskrit Elocution Contest held at Puri. They
represented the State of Himachal Pradesh. Yogesh
Attri, a student of Acharya IInd year won third prize
in Nyaya. Shiksha Divas was celebrated on 11th
November, 2008 under co-ordination of Dr. Madan
Mohan Pathak. For students of the campus, annual
literary competitions were organised from Ist to 5th
December, 2008 during which, the students took part
in more than 12 events with enthusiasm.
The students of the campus took part in the
local cultural programmes organised at Pragpur and
won prizes in single and group song competitions.
Rashtriya Sanskrit Sansthan New Delhi
organised Kaumudi Mahotsava at New Delhi.
Students of this campus participated in staging of
drama during competitions. The students also
participated in the workshop organised at
Dr. Hari Singh Gaur Sanskrit Vishwa Vidyalaya, Sagar
(M.P.)
Annual Sports Competition
Annual Sports Competitions were arranged in
the campus. In these competition Race, High Jump,
Long Jump, Bad Minton, Kabaddi, Volly Ball were the
main events.
Yuva Mahotsava
The Rashtriya Sanskrit Sansthan, New Delhi
organised Yuva Mahotsava at Shri Sadashiv Campus,
Puri in December, 2008. The students of the campus
participated in the events and won prizes in different
competitions.
All India Elocution Contest was also organised
by the Rashtriya Sanskrit Sansthan, New Delhi at
Puri in which students of the campus participated
and won the prizes. Students of the campus
participated and won the prizes in All India Sanskrit
Vak Spardha organised by Rashtriya Sanskrit
Vidyapeetha at Tirupati.
Vishishta Vyakhayan Mala was organised in the
Campus in Vyakarana, Sahitya & Jyotisha subjects
when following Scholars expressed thier views:

Dr. Prakash Pandey joined as Principal of the
campus w.e.f. 21-2-2008.
Annual Function
The annual function was organised in the
campus on 21-2-2009. Prof. K.K. Mishra, former
Director of the Sansthan was the chief guest and
Prof. Ram Dev Jha, New Delhi was the guest of
honour.
Activities of the Faculty Members
Prof. R.N. Das, Dr. Ram Kumar Verma,
Dr. Subodh Sharma and Dr. Ashok Chandra Gaur
attended orientation course. Dr. Madan Mohan Pathak
attended the workshop on content generation with
a view to develop E-Data Bank, E-Sources of
Sanskrit text. Dr. Ram Kumar Sharma and Dr. S.K.
Tripathi contributed in the All India Sanskrit
Natyotsava held at Bhopal.
5.9 Bhopal Campus, Bhopal (Madhya Pradesh)
During the year 2001-02, the Rashtriya Sanskrit
Sansthan established Kendriya Sanskrit Vidyapeetha
at Bhopal and its academic activities started from
the academic session 2002-03. It has now been
renamed as Bhopal campus of Rashtriya Sanskrit
Sansthan (Deemed University). The State Govt. of
Madhya Pradesh has allotted a piece of land
measuring 10 acres near Barkatullah University,
Bhopal. Boundary wall of the campus has already
been constructed by C.P.W.D.. Hon’ble Sh. Arjun
Singh Ji, the then Minister of Human Resource
Development, Govt. of India was kind enough to lay
foundation stone of main building on 19th
September, 2005. Until its own building is

constructed, activities are functioning in rented
premises.
The campus imparts education in the branches
Sahitya, Vyakarana and Jyotisha at Shastri and
Acharya level, Shiksha Shastri (B.Ed.) at Shastri level
and Prak Shastri at Intermediate level. It also offers
research programme for research scholars leading
to the degree of Vidyavaridhi (Ph.D.). Proper facility
for teaching modern subjects like Hindi, English,
Political Science and Computer Education is also
available. The campus provides hostel facility to the
needy students.
During the academic session 2008-09, a total
number of 293 students were enrolled in different
classes. Out of them, 26 were female students. 130
students got hostel facility. 127 students of different
classes were awarded scholarship. Besides attending

5.10 K.J. Somaiya Sanskrit Vidyapeetham Campus, Mumbai (Maharashtra)
Consequent upon submission of the proposal by
K.J. Somaiya Trust, Vidya Vihar, Mumbai for
establishing a Kendriya Sanskrit Vidyapeetha at its
campus with the offer of allotting one acre of piece
of land for construction of the building and with
recommendations of the Govt. of State of
Maharashtra, a committee appointed by the
Rashtriya Sanskrit Sansthan carried out an
inspection and recommended establishing its
constituent Vidyapeetha there. The Ministry of
Human Resource Development, Deptt. of Education,
Language Division, Govt. of India was kind enough

to concure in the recommendations of the committee
vide the decision taken on 31-3-2002. The K.J.
Somaiya Trust agreed to utilize the space at their
existing built up structure for the classes unto
construction of building of the Vidyapeetham. The
Sansthan has taken possession of the allotted land
of one acre from the lessor Somaiya Trust. On the
auspicious day of 16th May, 2002, the then Hon’ble
Minister of Human Resource Development, Govt. of
India inaugurated the K.J. Somaiya Kendriya Sanskrit
Vidyapeetham Campus, Mumbai. The Mumbai
Campus situates at a distance of about half Km.
away from east side of Vidya Vihar Local Central
Railway Station at Somaiya College Campus near
K.J. Somaiya Arts and Commerce College, Vidya
Vihar (East) Mumbai-77.
Academic activities started there during the year
2002-03 with first Deeksha Course of Non Formal
Sanskrit Teaching. Pursnant to getting the status of
Deemed University by the Rashtriya Sanskrit
Sansthan it was renamed as Rashtriya Sanskrit
Sansthan (Deemed University), K.J. Somaiya Sanskrit
Vidyapeetham Campus, Mumbai in 2003. Regular
teaching work started in the campus from the
session 2003-04.
The campus imparts teaching for the courses
Prak Shastri equivalent to Intermediate, Shastri
equivalent to B.A., Acharya equivalent to M.A.
(Sanskrit) and Vidyavaridhi equivulent to Ph.D.
(Sanskrit Shastras) in the disciplines Sahitya,
Vyakarana and Jyotisha. Besides the traditional
subjects, modern subjects are also taught according
to the syllabi of the Sansthan. The N.C.T.E.
approved Shiksha Shastri Course equivalent to B.Ed.
and consequently, this course was also introduced
in the campus since 2006-07. The present approved
intake in this course is 100.
During the year, teaching faculty in the campus
consisted of 11 from Lecturer to Professor Grade,
seven part time teachers and one Shastra
Chudamani Scholar. Although there is no hostel
facility in the campus on its won by now, yet
arrangements were made for hostel facility to ten
students in K.J. Somaiya Polytechnic Hostel on
payment of fee basis. Fifty four students of different
classes were awarded scholarship.
Curricular and Extra Curricular activities
The campus organised curricular and extra
curricular activities at proper occassions. Sanskrit
Week Celebration was organised in August, 2008.
The function was inaugurated by Dr. S.K. Bhavani
when Dr. Gauri Madhulekar was the Chief guest.
Dr. (Smt.) Kala Acharya, Director, Sanskrit Peetham
witnessed the programme. Prof. Shukla presided
over the Kavi Sammelan organised during
celebration. Dr. Bhankande was the chief guest
during the concluding session.
Hindi Divas was celebrated on 14th September,
2008. Prof. Kamini Gupta from K.J. Somaiya College
of Arts and Commerce was the Chief guest on the
occasion. Prof. Dubey and Dr. Pande, Hindi Language
Instructors were the invitees.
Extension Lecture series was conducted in
October, 2008. Dr. Kushidevi Shastry delivered the
lecture on Social Awareness and Education in
Maharashtra during Renaissance Period. The
teaching faculty and students of Shiksha Shastri
made the discussions and interaction effectively. Prof.
Mallar Kulkarni from IIT Powai delivered a lecture
on Fundamentals of Grammar for the benefit of
teachers as well as students of Vyakarana on 13th
March, 2009.
As part of centenary birth celebrations of the
first Education Minister of Govt. of India, Dr. Abdul
Kalam Azad, National Education Day was celebrated
on 11th November, 2008. Prof. Pranitha Deshpande
inaugurated the function. Dr. Surindra Pathak was
among the main speakers. A personality
development session was also conducted.
The Campus organised a two day seminar on
Science in Sanskrit literature. It was held on 16th
and 17th January, 2009. The inaugural function was
presided over by Dr. Chandra Gupta Varanicar from
WIPRO. Dr. Sudyuman Acharya, a distinguished
author and philosopher spoke on the occasion.
Dr. Holay also delivered the lecture. The concluding
session was graced by Prof. Radha Vallabh Tripathi,
Vice Chancellor, Rashtriya Sanskrit Sansthan
(Deemed University) with his valediction.
Subsequently, a Sanskrit Vigyan Seminar was
organised on 26th February, 2009 when Dr. Vijay
Didholkar and Dr. Sachin presented their views.
Dr. Batti Lal Meena, Senior Lecturer in Pedagogy
wing attended refresher Course at Jaipur University.
Sh. Devadatta Sarode and Sh. Hari Prasad, both
lecturers of this department were awarded their

Ph.D. degrees by the Rashtriya Sanskrit Vidyapeetha,
Tirupati.
On the occasion of Kaumudi Mahotsava held at
New Delhi during 22nd and 23rd November, 2008,
20 students of the campus took part in the drama.
They were accomparied by the faculty members
namely, Dr. Swarg Kumar Mishra, Dr. Sushant Kumar
Raj and Dr. Geeta Devi Dubey.
The Department of Shiksha-Shastra took up
various activities during the, year. It mainly started
with celebration of Teachers Day on 5th September,
2008. During November and December, 2008,
teaching practice was conducted. Educational tour
for the students to Lonawala was conducted on 25th
February, 2009. The students underwent practical
examinations from 16th to 21st February, 2009.
First Aid training was arranged during first week of
March, 2009. Scouts and Guides Camp was held at
Pune from Ist February to 10th February, 2009. A
special class on Values of Life was held on 13th
March, 2009 which was chaired by Sh. Pagare,
State Training Commissioner, Scouts and Guides,
Maharashtra.
The Rashtriya Sanskrit Sansthan (Deemed
University) organised Yuva Mahotsava—a National
Level Sports Meet and Cultural Competitions at Puri
Campus on 23rd and 24th December, 2008 for all
the students of its ten campuses. 35 students visited
Puri to participate in different events. They were
guided by Dr. K.C. Yogi, Dr. Sushant Kumar Raj and
Dr. Swarga Kumar Mishra. The programme was a
great success which opened the door of healthy
interaction among the students of all the ten
campuses of the Rashtriya Sanskrit Sansthan
(Deemed University). The campus published its
annual hand book.

The Sanskrit Commission appointed by the
Government of India in 1956, have recommended
that help and patronage should be extended to
important active private academies and bodies which
are working for the popularisation of Sanskrit in their
respective regions.
In pursuance thereof, the Govt. of India has
introduced different schemes for the promotion of
Sanskrit by way of extending financial assistance to
the applicants falling under respective schemes.
These schemes were previously undertaken by the
Ministry of H.R.D., Govt. of India but in the past,
these have been transferred to the Sansthan for
their execution and implementation on the
recommendations of duly constituted Grants in Aid
Committee. These schemes are described
hereunder:
6.1 FINANCIAL ASSISTANCE TO VOLUNTARY
SANSKRIT ORGANISATIONS,
INSTITUTIONS AND PATHASHALAS FOR
PROMOTION OF SANSKRIT
Scope
Under this scheme financial assistance is given
to the organisations/institutions/individuals to
continue and/or to expand their activities or break
fresh grounds in the field of propagation and
development of Sanskrit. Such activities may relate
to any one or more of the following purposes:-
(a) To set up new institutions/pathashalas and
/or to maintain, develop institutions/
pathashalas;
(b) Running Sanskrit teaching classes;
(c) Training and appointing Sanskrit teachers/
pracharkas;
(d) Setting up, running or strengthening of
Sanskrit libraries and reading rooms;
(e) Purchase of propaganda equipment for
propagating Sanskrit;
(f) Organising lectures of prominent Sanskrit
scholars, Sanskrit elocution contests,
Sanskrit debates, Sanskrit dramas etc.;
(g) Preparing Bilingual Dictionaries with Sanskrit
6. SCHEMES
as one of the languages;
(h) Preparation and publication of Sanskrit
manuscripts;
(i) Preparation, publication & maintaining the
standard and improvements of contents and
quality of Sanskrit journals and magazines;
(j) Institution of prizes for students studying
Sanskrit;
(k) Construction of building, repairs of building
or expansion of building; (l imited
assistance)
(l) Organising approved Sanskrit Conventions;
(m) Research in Sanskrit;
(n) Any other activity which may be found
conducive to the enrichment, propagation
and development of Sanskrit.
EXTENT OF ASSISTANCE
All requests for financial assistance are
entertained (except in the case of publication
projects) through the state Governments on the
prescribed application form meant for the purpose.
Requests for grants from organisations of All India
character may be received directly by the Rashtriya
Sanskrit Sansthan. It will, however, be open to the
Rashtriya Sanskrit Sansthan to entertain applications
directly in special cases. All requests for financial
assistance are considered on merit and grant is
sanctioned for approved items of work only. In cases
of applications from organisations/ institutions other
than those of All India character received direct, the
views of State Governments can be invited whenever
considered necessary.
Grants may be made in instalments depending
on the nature of the project to be undertaken and
the progress of the work.
Procedure for submission of applications
The State Government concerned will have to
scrutinise the request of the organisation and in
making its recommendations indicate that:-
(a) The organisation is of established
competence and ability;

(b) The scheme recommended will enrich/
propagate/ promote Sanskrit (details to be
given);
(c) The estimates have been checked and found
reasonable;
(d) The specific amount which the State
Government recommends to the Rashtriya
Sanskrit Sansthan/ Central Government for
giving to the organisations/ institutions/
individuals; and
(e) The body to which the grant-in aid has been
recommended is free from any corrupt
practices and measures (including audit)
devised to enforce the condition;
(f) Any other useful information which the State
Government may like to give on the request
of Organisation/Institution/ Individual.
Before recommending any application the State
Governments should satisfy themselves about the
bonafides of the organisations etc., and the
usefulness and necessity of work for which grant
has been asked for. Each application requesting the
grant should be supported by necessary information
and documents.
Conditions for Grants
The grants sanctioned to Voluntary Sanskrit
Oraganisations/Institutions for propagation and
development of Sanskrit will be subject to the
following conditions:-
1. Any organisation in receipt of financial
assistance shall be open to inspection by an
officer of the Rashtriya Sanskrit Sansthan
or the State Education Department, or an
Officer of the Indian Audit and Accounts
Department. Where the grants given by the
Rashtriya Sanskrit Sansthan are more than
Rs. 25,000/-; physical inspection of the
organisation may be made.
2. The organisation shall have to give an
undertaking before the drawal of the grant
that the work to be undertaken with the
assistance will be completed within a
reasonable time to be fixed by Government/
Rashtriya Sanskrit Sansthan and that the
grant shall only be utilised for the purpose
for which it has been sanctioned. Failure to
do so will render the organisation liable to
refund to the Government grant in full with
such interest thereon as the Central
Government/Sansthan may decide.
3. No subsequent instalment of the grant,
payable in instalments, will be paid unless
at least a major portion of the previous
instalment has been utilised and an
authenticated statement of accounts together
with a report on the work done with the
help of the previous instalment is furnished
along with the request for the release of
next instalment. Subsequent instalment(s)
will be released only after the Govt./
Rashtriya Sanskrit Sansthan have satisfied
themselves about the satisfactory progress
of the work.
4. In the case of grants for building/
publication, a reasonable period of time
may be specified during which the
organisation must complete the building/
publication, unless extension is granted by
the Rashtriya Sanskrit Sansthan for the
same period.
5. Properties of the organisation receiving
grants from the Rashtriya Sanskrit Sansthan
should not be transferred to any person/
institution/organisation without the
concurrence of the Rashtriya Sanskrit
Sansthan. Should the organisation cease to
exist at any time, property built or
equipment purchased out of the Central
Government/Rashtriya Sanskrit Sansthan
grant will revert to the Government of India/
Rashtriya Sanskrit Sansthan.
6. The accounts of the organisation should be
maintained properly and submitted as and
when required. These shall always be open
to a check by Comptroller and Auditor
General of India at his discretion.
7. When the Rashtriya Sanskrit Sansthan/
Government have reason to believe that the
affairs of the organisation are not being
properly managed or that the sanctioned
money is not being utilised for approved
purposes, the payment of the grant may be
stopped.
8. The organisation must be open to all
citizens of India without distinction of caste,

creed or race. No capitation or any other
fees should be charged from people
belonging to State other than the one in
which the organisation is situated.
9. It will be binding on the organisation to
carry out the directions and suggestions
given by the Rashtriya Sanskrit Sansthan/
Government of India with regard to the work
for which the grant has been sanctioned.
The organisation shall supply the Sansthan
with any informatin or clarification on any
point which the Rashtriya Sanskrit Sansthan
may require, within time specified by the
Sansthan.
10. No foreigner from outside India will be
invited by the organisation without the prior
approval of the Rashtriya Sanskrit Sansthan/
Government of India.

organisations sanctioned financial assistance on the
basis of receipt of requests during the year 2008-
09 is placed at Annexure—I.
6.2 ALL INDIA SANSKRIT ELOCUTION CONTEST
The Sansthan organises an All India Sanskrit
Elocution Contest every year in different parts of the
country to encourage traditional Sanskrit students in
extempore speech in Shastraic Sanskrit language.
Competitions of SAMASYAPURTI are also organised.
Each State Govt./ Union Territory Govt.is requested
to send the names of eight participants along with
one teacher for the contest in eight Shastraic
subjects. The best contestants in every event are
awarded a medal & certificate along with cash
prizes of Rs. 2000/-, Rs. 1500/- and Rs. 1000/- in
order of merit i.e. 1st, 2nd and 3rd respectively. In
addition to these prizes; medals are also awarded
amongst the winners. The prize money for
SHLOKANTYAKSHARI has been revised to Rs. 7000/
Rs. 5000/- and Rs. 3000/- as 1st, 2nd and 3rd prize.
Grant of these revised award amounts were made
applicable from the year 2005-06.
In addition to existing ten events the ‘‘Shastra
Shalaka Pariksha’’ is also organised.
The nature of the contest is taken from ancient
tradition of Shastra Shikshan Paddhati of India
where student has to have the whole text with its
commentary in his memory and is expected to
narrate and explain from the point revealed by a
“Rajat Shalaka”. The aim of this tough contest is to
revive the tradition as well as to sharpen memory
of student.
During the year 2008-09, the contest was
organised at Rashtriya Sanskrit Sansthan (Deemed
University) Shri Sadashiv Campus, Puri. The panel
of judges adjudged the State of Karnataka at first
position.
6.3 SHASTRA CHUDAMANI SCHEME
Scheme for utilization of services of
Eminent Literary Scholars in Campuses of
the Sansthan, Adarsh Sanskrit
Pathashalas and other State Government
run Sanskrit Colleges and Voluntary
Sanskrit Organisations.
Objective
The object of the scheme is to preserve the
indepth study of various shastraic subjects in
Sanskrit at the various centres where traditional
system of Sanskrit education is being imparted to
students. While in the ancient days, the system of
education envisaged a full time association of the
teacher and taught for a period of about 12 years
minimum and they had enough time to cover the
various intricate Shastraic subjects in all details and
the students had the opportunity to acquire mastery
over particular subject in a comprehensive manner.
In the recent past, the modern system of education,
having prescribed syllabus for a limited period with
selection from text-books, has influenced the
Sanskrit education system as well and as a result
even Sanskrit subject where students are supposed
to have specialised at the post graduate level, due
to shortage of time available, there is no scope for
teaching the higher texts in detail and in full. As a
result the products of this system, though they are
quite proficient in the basic tenets of their subjects
are lacking in indepth and exhaustive knowledge of
the higher treatises written in these subjects.
Soon after they passed out of the post-graduate
level, domestic needs compel them to enter into a
bread winning avocation. Out of such post-graduated
we are now to recruit young teachers and lecturers
and though they are very much interested in
pursuing their studies further, they dont have the
facilities to do so in the institutions where they are
employed as a result, while these lecturers efficiently

fulfil their part of coaching their students for their
respective examinations, they are not attending that
eminence in their respective branches which their
predecessors, 2 or 3 decades ago, were able to
achieve. Their academic interest should not be
exploited and their scholarly lacunae should be
removed so that they will be better equipped to
serve the cause and will be able to produce a
generation of students who will be really mastering
the respective subjects.
In order to achieve this objective, there are
fortunately for us, a few old scholars still alive and
physically and mentally alert and they may be
usefully utilised for a few more years. They are not
necessarily scholars with any university degree or
qualifications but still they are masters in their own
fields and there would not be any compunction on
the part of the young teachers to study under their
feet. They will be also adding to the academic
atmosphere of the institution and will be readily
available to clear the doubts of both the teachers
and the taught.
Implementation
Under this scheme, not more than two scholars
in each of the Campuses of the Rashtriya Sanskrit
Sansthan, Adarsh Sanskrit Pathashalas, Sanskrit
Universities and one scholar in established Sanskrit
Colleges run by the State Govt. or substantially
financed by the State Govt. and Voluntary Sanskrit
Organisation are normally appointed. Such
appointments are made on recommendations of
Grants in Aid Committee consisting of the experts
on the basis of applications received through the
concerned institution. The appointment so made is
initially for a period of two years. An extension of
one year may, however, be granted by the committee
on the basis of specific report of the Head of the
institution. An honorarium of Rs. 6000/- per month
is paid to the appointed scholar.
During the year under report, 38 Shastra
Chudamani Scholars were selected for appointment
in different institutions.
6.4 VOCATIONAL TRAINING SCHEME
Financial Assistance to Registered
Academic Organisations to conduct
''Prayogic Prashikshan" to the products of
Traditional Sanskrit Pathshalas/
Institutions.
With a view to create employment opportunity
for the traditionally educated candidates in some
specialised departments, a scheme of extending
financial assistance to registered academic bodies
to provide short term orientation courses to the
products of traditional Sanskrit Pathashalas/
Institutions was introduced. The subjects to be
taught are Manuscriptology, Cataloguing,
Paleography, Sanskrit Typing and Short Hand,
Jyotisha, Karmakanda and Epigraphy etc.. These
training courses are conducted for different short
terms; normally for three to nine weeks. During this
period, academic bodies may invite specialists in
respective fields to give coaching to the students.
Intending institutions are required to apply in a
prescribed application form for holding any such
programme. They have also to advertise the short
term courses in the local news papers and invite
applications from students who want to avail of it.
There may be a normal registration fee of Rs. 5/-
per student. Each student is paid an out of pocket
allowance of Rs. 10/- per day for which he is given
the training. The specialist instructor is normally paid
an honorarium of Rs. 100/- per day.
Detailed applications are considered by an
Expert/Grants in Aid Committee for making
recommendations on merit. The Sansthan releases
75% of the total estimated expenditure as approved
by the Committee, in advance to the institution
concerned and the remaining 25% on receipt of the
audited accounts and a report of the vocational
training course.
6.5 SANSKRIT DICTIONARY PROJECT
The project to prepare an encyclopaedic
Sanskrit Dictionary on historical principles spanning
the period from 1500 B.C. upto 1900 A.D. has been
undertaken by Deccan College, Pune. The project
was started in the year 1948. The Department of
Sanskrit Dictionary Project, Deccan College, Pune is
headed by the General Editor and so far 8 volumes
of the dictionary have been brought out. The
project was primarily financed by Govt. of India and
to some extent by Govt.of Maharashtra. During the
year 2008-09, a sum of Rs.40 lakh was released
to Sanskrit Dictionary Project by the Rashtriya
Sanskrit Sansthan.

6.6 SCHEME OF THE PRESIDENTIAL AWARD
OF CERTIFICATE OF HONOUR TO
SANSKRIT, PALI/PRAKRIT, ARABIC AND
PERSIAN SCHOLARS
The Scheme of Award for ‘Certificate of Honour’
was introduced in 1958 to honour the scholars of
Sanskrit, Arabic and Persian languages. The scheme
was extended to cover Pali/Prakrit in 1996. The
distinction is conferred once a year on Independence
Day in recognition of substantial contribution of the
scholars in their respective fields. From the year
2008, the scheme was further extended to cover
one international award for NRI or foreigner for their
lifetime achievement in the field of Sanskrit. The
scheme envisages a one time mometary grant of
Rs. 5.00 lakh to the scholars of Sanskrit and
Rs. 50,000/- per annum for life time for scholars
of Pali/Prakit, Persian and Arabic apart from a
Sanad and a shawl presented by the President to
each awardee.
Under the Scheme there are 15 awards for
Sanskrit, 3 each for Arabic and Persian and one for
Pali/Prakrit.
From the year 2002 five awards in Sanskrit and
one each in Pali/Prakrit, Arabic and Persian have
been introduced for young scholars between the age
group of 30-40 years. The award is known as the
Maharshi Badrayan Vyas Samman. It carries a cash
prize of Rs. 1 lakh each one-time payment apart
from the citation and a shawl. Such young scholars
should have made a break through in inter-
disciplinary studies involving contribution of Sanskrit
or ancient Indian wisdom, to the process of synergy
between modernity & tradition and Scientist & I.T.
professional working for promotion of science in
these languages.
Proposals for these Awards are invited from the
following every year :
(a) All secretaries of Government of India.
(b) The Chief Secretaries of all State
Governments/Union Territories.
(c) The Education Secretaries of all State
Governments/Union Territories.
(d) The Vice Chancellors of all Indian
Universities and Deemed to be Universities.
(e) All awardees of Certificates of Honour.
(f) Ministry of External Affairs (for all Indian
Embassies).
The recommendations are first of all scrutinised
by a Preliminary Selection Committee which is
approved by the HRM. The members are very
renowned scholars in their respective fields.
The recommendations made by the Preliminary
Selection Committee are then submitted to HRM,
Prime Minister and then finally to the President of
India for approval.
6.7 SCHEME OF PRODUCTION OF SANSKRIT
LITERATURE
The Rashtriya Sanskrit Sansthan extends
financial assistance to registered Organisations as
well as individuals who are authors, editors,
translators or those who intend to publish the book
in question and hold the copyright thereof for
bringing out Sanskrit based books like reference
books, original writing, research thesis, translations,
descriptive catalogue of manuscripts, critical edition,
reprint edition of rare out of print books and any
other kind of publication as may be individually
accepted as conducive to the promotion of Sanskrit
language and literature. The assistance under the
scheme is sanctioned to a maximum of 80% of the
actual cost of production in case of original writing
and a maximum of 50% in case of research thesis.
However, for descriptive catalogue of rare
manuscripts the assistance may be upto 100% of
the expenditure.
The applicants have to apply for publication
grant in a prescribed application form along with
estimated cost of production from two different
printers and about thirty five pages of the proposed
work. The specimen pages so received are
submitted to the experts for thier opinion on utility
of the work. The proposal and the expert opinion
are placed before the Grants in Aid Committee for
making necessary recommendations. Applicants of
approved proposals have to publish the work within
a period of two years from the date of sanction
order. On printing, a dummy copy of the work and
printers bill are scrutinised by an expert agency;
who works out actual cost of production. On that
basis, price per copy is fixed according to a set
formula and intimated to the applicant along with
actual sanctioned grant. The applicants have to
supply a number of copies of the work; as the case
may be, to listed libraries by post free of cost in
lieu of the grant. The Sansthan reimburses postal
charges and also releases the sanctioned grant. In

addition, annual sanctioned publication grant is also
released for Sanskrit journals/news papers.
Besides it, the Sansthan may on certain
conditions assist a university or a registered
voluntary organisaion or a commercial publisher of
established repute for the reprinting of out of print
Sanskrit works as recommended by Grants in Aid
Committee from time to time. Such assistance may
be rendered by the purchase of 500 copies of each
such reprint at an appropriate lower price as
apporved, provided the publisher undertakes to
supply 300 additional copies at the same price within
a period of three years from the date of first
purchase order.
Details of proposals published with financial
assistance and sanctioned for publication grant
during the year 2008-09 are placed at Annexures—
J and K respectively.
6.8 SCHEME OF PURCHASE OF BOOKS
Rashtriya Sanskrit Sansthan renders financial
assistance to authors, publishers, booksellors,
organisations etc. by way of purchase of copies of
books relating to Sanskrit language and literature
in bulk, provided the books in question are not
published with assistance under any other scheme
of the Sansthan. However, books for which
recognition has been given by way of State awards
in cash or through citation are also eligible for this
purpose.
The applicants have to apply to the Sansthan
in a prescribed application form along with atleast
two complimentary copies of the books. The
complimentary copies are not returnable. On the
recommendations of the Grants in Aid Committee,
the applicant is sent purchase order and provided
with a list of libraries to whom the copies in
specified number are despatched by registered
parcel. The applicant is required to allow a
minimum of 25% trade discount. In the bill the
applicant adds for expenses on packing and
registered parcel, which together are also borne by
the Sansthan. The relevant bill accompanied by the
postal receipts in original for despatch of copies, are
submitted by the applicant for sanctioning the
payment.
During the year 2008-09, an amount of
Rs. 36.07 lakh was utilised under this scheme.
6.9 SCHEME FOR FINANCIAL ASSISTANCE TO
INSTITUTIONS RECOGNISED AS ADRASH
SANSKRIT MAHAVIDYALAYAS/SHODHA
SANSTHANS
Objectives
The objective of the Scheme is to support and
promote traditional Sanskrit learning and research.
For this purpose assistance is extended under this
scheme to Sanskrit Mahavidyalayas for conducting
courses at the level of Prak Shastri, Shastri and
Acharya and to Shodha Sansthans for organising
and conducting research, both at doctoral and post
doctoral levels, seminars, publications etc.. Such
grantee institutions get 95% of admissible recurring
and 75% of admissible non-recurring expenditure.
Conditions of recognition & Financial
Assistance
Only institutions recognised either as Adarsh
Sanskrit Mahavidyalaya or Shodha Sansthan are
eligible to be considered for financial assistance
under this scheme. However, recognition is not
automatically entitles any institution for financial
assistance, nor can the continuance of grant-in-aid
be claimed as matter of right.
Any registered voluntary organisation either as
a society under the Societies Registration Act or a
registered Trust, maintaining a Sanskrit
Mahavidyalaya or Shodha Sansthan is eligible to
apply for recognition. Recognition is considered by
the Govt. of India only if the following conditions are
satisfied:
(i) The Mahavidyalaya should be teaching at the
level of Prak Shastri, Shastri, Acharya or
equivalent courses on traditional lines. The
Shodha Sansthan should be actively
pursuing research in the various traditonal
Sanskrit disciplines;
(ii) The Mahavidyalaya/Shodha Sansthan should
have been in existence for at least seven
years at a level mentioned in (i) above.
However, the Mahavidyalaya/Shodha
Sansthan receiving financial assistance under
the earlier scheme would continue the
entitlement to receive financial assistance
under this revised scheme;
(iii) The institutions should be in ownership and
in possession of adequate building and

campus. Lease of 99 years in favour of the
institutions will also be acceptable;
(iv) The registered Parent Body applying for
recognition and financial assistance under
this scheme in future would have to deposit
in a Fixed Deposit Account a sum of at least
Rs. 2.00 Lakh. However, the institutions
already receiving assistance under the old
scheme which have deposited Rs.1 Lakh in
favour of the Mahavidyalaya/Shodha
Sansthan would be exempted from this
condition;
(v) The Mahavidyalaya/Shodha Sansthan should
be affiliated either to a University duly set
up by an enactment of the Central
Government or a State Government or to
the Rashtriya Sanskrit Sansthan;
(vi) The Mahavidyalaya should have a student
strength of not less than 50, a Shodha
Sansthan should have not less than 12
active researchers.
On receipt of application for recognition, the
Govt. would cause an on the spot inspection and
assessment to be made through an Expert
Committee and convey its decision to the applicant
organisation about recognition. This would be
followed by screening of the existing staff of the
institution by a Screening Committee specially
constituted for the purpose.
All the recognised Sanskrit Mahavidyalayas/
Shodha Sansthans will be eligible to be considered
for financial assistance under this scheme provided
that they undertake to abide by the conditions
enumerated in this scheme.
In addition, they will also have to comply with
the conditions regarding the pattern and composition
of managament committee, its functions, staff
pattern, applicable grant etc. as envisaged in the
scheme.
A list of Adarsh Sanskrit Mahavidyalayas/Shodh
Sansthans in receipt of annual grant of the Sansthan
is placed at Annexure—L.
6.10 SCHEME FOR THE AWARD OF RESEARCH
AND POST MATRIC SCHOLARSHIP
Under the scheme, scholarships are awarded to
regular students of +2 system of education,
Graduate, Post Graduate and equivalent courses of
traditional stream and Research leading to Ph.D. or
equivalent degree to study Sanskrit including Pali
and Prakrit languages as a subject. The number of
scholarships awarded every year depends upon
availability of funds. Reservations is provided as per
policy of Govt. of India from time to time. In
addition, the Rashtriya Sanskrit Sansthan also
awards scholarship to the students of 9th and 10th
or equivalent standard.
Candidates having passed qualifying examination
with at least 60% marks in Sanskrit are eligible for
such scholarships. The qualifying condition of
percentage of marks can, however, be releaxed to
50% in case of reserved category candidates. The
aspirant eligible students are required to submit
their applications for award of scholarship to the
Rashtriya Sanskrit Sansthan (Deemed University)
through the institutions in which they intend to
prosecute their studies/research. These scholarships
are awarded on the basis of recommendations made
by a Selection Committee constituted for the
purpose. Scholarships for the students upto Post
Graduate course level are tenable for one academic
year of 10 months. Since these are awarded on the
basis of annual examination results, the students
have to apply afresh every year. Research
scholarship is awarded for two full years and second
year’s scholarship is awarded on receipt of utilisation
certificate and progress report on the work done by
the candidate.
Candidate in receipt of any scholarship from any
other institution or engaged in any remunerative job
during the tenure of scholarship or takes to study
of any other course which does not provide for the
study of Sanskrit is disqualified from receiving the
scholarships. Each candidate is required to certify
all qualifying conditions.
Rates of scholarship for different courses of
study are as under:-
(i) 9th & 10th and equivalent courses with
Sanskrit as a subject—Rs. 250/- p.m.
(ii) 1th & 12th and equivalent courses with
Sanskrit as a subject—Rs. 300/- p.m.
(iii) B.A./ B.A. (Hon.) and equivalent where three
year degree course is prevalent with
Sanskrit Rs.—400/- p.m.
(iv) M.A. in Sanskrit/ Pali/ Prakrit and
equivalent—Rs. 500/- p.m.
