ADVERTISEMENT FOR BIDS
Sealed bids, entitled BOYS AND GIRLS CLUB OF THE HI-LINE RENOVATION, HAVRE, MONTANA will bereceived at the Boys and Girls Club of the Hi-Line, 500 1st Av-enue, Havre, Montana, 59501, until 11:30 AMlocal time on Thursday, Au-gust 17, 2017. Bids received after that time will not be opened or considered forthis project. The bids will be publicly opened and read at 11:45 AM local time on August 17, 2017 at the Boys and Girls Club of the Hi-Line.
Bids are invited for one General Contract and shall be submitted on the Proposal Form provided with theContract Documents. All proposals must be on a lump sum basis.
The Project consists of renovation of approximately 2,232 square foot of the facil-ity, including theexisting gym and administra-tive areas, limited window replacement and limited re-roofing. Work alsoincludes a new building wide fire alarm system, emer-gency lighting, and other mechanical andelectrical improvements as illustrated in the Contract Documents.
Contract Documents: May be examined without charge at the offices of SMA ARCHITECTS, P.C., 2625Winne Avenue, Suite 1, Helena, Montana 59601. One complete set of Drawings and Specifications may be procured from the Architect’s office upon deposit of $125.00 as a guarantee of the safe return of the Drawings and Specifications. The full amount
of this deposit will be returned to each bidder immediately upon the return of the Draw-ings and Specifications in good condition. Only those Contrac-tors participating in the bidding process will be eligible for a refund. No refund on docu-ments returned later than ten (10) days after the bidsare opened will be obligatory. Plans may also be examined at plans rooms located in major Montana cities.
Bids shall be accompanied by bid security in the amount of not less than ten percent (10%) of the total amountof the bid and shall be made unconditionally payable to Boys and Girls Club of the Hi-Line.
Successful bidders will be required to furnish approved performance and payment bonds, each in the amountof 100% of the contract and to expressly covenant that if the bidder is awarded the contract the bidder will enter into a for-mal contract for the work within 20 days after the proposal is accepted by the Owner.
Each bidder will be expected to comply with all fair labor practices, and must meet the requirements of applicable State of Montana, City of Havre, Hill County and CDBG rules and statutes. This project is exempt from payment of the public contractor’s gross receipts tax.
No bidder may withdraw their bid for at least thirty (30) days after the scheduled time for re-ceipt of bids, except as noted.
Pre-Bid Inspection: Bidders are strongly encouraged to attend the pre-bid walk through of the project,which will be held at 11:00 AM on Wednesday, August 2nd, 2017. Prospective bid-ders are to meet atthe lobby of the Boys and
Girls Club of the Hi-Line, 500 1st Avenue, Havre, Montana 59501.
The Owner reserves the right to waive informalities, award the contract to the responsible Bidder whose bid is responsive and conforms with all material terms and conditions of the bidding documents and pro-posed Contract Documents, is lowest in price, and the bid which is determined to be in the best interest of the Owner, or to not award any proposals.

Davis Bacon Wage RatesThis project requires compli-ance with the Davis-Bacon and Related Acts and adher-ence to the current U.S. Department of Labor Wage Decision. The Contractor must comply with the mini-mum rates forwages for laborers and mechanics as determined by the Secretary of Labor in accordance with theprovisions of the Davis-Bacon and Related Acts. The Contract provisions and re-lated matters set forth in 29 CFR Part 5- Section 5.5 are hereby made a part of this Contract. Attention is called to the fact that not less
than the minimum salaries and wages set forth in the Contract Documents must be paid on this project.
The Wage Decision, includ-ing modification, must be posted by the Contractor on the job site. The Contractor shall also maintain posted on site a copy of the Davis-Bacon and Related Acts poster(form WH-1321). The Contracting Officer will review all certified payrolls or timesheets submitted to the Owner for compliance with the labor standards provisions. The Contractor will be required to submit these certified payrolls on a monthly basis along with the Application for Payment.
