Two policemen killed, 1 injured inJeM militant attack in Srinagar

SRINAGAR, AUG 14

Two police personnel were killed and one was injured whenJaish-e-Mohammad militants attacked a naka party onNowgam bypass in Srinagar on Friday, when security forcesare on high alert ahead of Independence Day celebrations onSaturday. Inspector General of Police (IGP), Kashmir range,Vijay Kumar said that JeM carried out the attack on securityforces. “The JeM militants responsible for the attack havebeen identified and will be neutralized soon,” Mr Kumar toldreporters at the site of the attack. Official sources told UNIthat two militants suddenly appeared from a narrow bylane atGulshan Nagar Nowgam bypass at 0945 hrs and resorted toindiscriminate firing towards a joint naka party of police andCentral Paramilitary Forces (CPMF).

They said three police personnel were injured in theattack. “The policemen were rushed to a local hospital wheretwo of them succumbed,” they said, adding the deceased havebeen identified as Ashfaq Ayub and Fayaz Ahmad. “The healthcondition of the injured jawan, identified as MohammadAshraf, is stated to be critical,” they added.

SC refuses to extend interim bail granted toUnitech promoter Sanjay ChandraNEW DELHI: The Supreme Court on Friday refused to extend the interim bailgranted to Unitech promoters Sanjay Chandra in connection with an allegedhomebuyers fraud case. The court also refused to grant bail to his brotherAjay Chandra in the case. A division bench of Justice Dr DY Chandrachudand Justice MR Shah directed Sanjay to surrender forthwith. The apex courthad on July 7, 2020, granted interim bail to Sanjay, who had been in jail foraround three years, after it was appraised that his 78-year-old father wasinfected with COVID-19 and is in an intensive care unit (ICU) at a hospital.

UP's Bhadohi legislatordetained in Madhya Pradesh

BHADOHI, AUG 14

The Madhya Pradesh Police on Friday detained an UttarPradesh MLA booked in a case of criminal intimidation andwrongful confinement. Vijay Mishra, a Nishad Party MLAfrom Bhadohi's Gyanpur, was booked by the Uttar PradeshPolice along with his wife and son on a complaint of hisrelative, who had accused them of land grab after threateninghim. The MLA currently has 73 cases registered against himand has been booked under the Goonda Act and the stringentNational Security Act in the past. According to a seniorMadhya Pradesh Police officer, he was detained at the Tanodiapolice post in Agar Malwa on a request from the UP Police.

We had received a communication from the Bhadohipolice seeking help in this regard, therefore, we detained him,Agar Malwa SP Rakesh Sagar told reporters. "He was on hisway to Kota (in Rajasthan) via Ujjain," the SP said, addingthat they have informed the Bhadohi police about it. To aquestion, the SP clarified that Mishra has been detained andnot arrested by the Madhya Pradesh Police. Further action inthe matter will be taken by the Bhadohi police, he added.

77 new ambulances to cater COVIDsurge in state: Balbir Singh Sidhu

In order to ensure quick emergencyservices to the patients during thetough time of the pandemic, 77 newambulances are being pressed into op-eration, informed Mr. Balbir SinghSidhu, Health Minister, Punjab.

Flagging off 15 Basic Life Sup-port (BLS) Ambulances from MohaliHealth Minister informed that to ful-fill the shortage of ambulances in thegovernment hospitals, CaptainAmarinder Singh led Punjab Govern-ment has given nod to procure 100more Ambulances.

He said that in first phase, orderfor 77 Ambulances has been placed;out of which 17 Advance Life Support(ALS) ambulances have already beengiven to the Districts. These ALS Am-bulances are fully equipped with lifesaving equipments such as Ventila-tors, Defibrillators, Multi-Para PatientMonitor, Suction Machine, Nebuliz-ers etc.

Today, the delivery of the 60 BLSambulances has commenced with thefirst lot of 15 ambulances and the re-maining will be made available by theend of August, 2020.

These ambulances are proving tobe one of the main pillars of fightingthe pandemic by reducing significant-ly the time required for transit of crit-ical patients to the required health fa-cilities. The Emergency Ambulancesreach the place within 20 minutes inurban areas and within 30 minutes inrural areas.

Health Minister said that at atime when Punjab is seeing a rise innumbers of positive patients, the ad-dition of these new ambulances willfurther give boost to the efforts offighting the pandemic. The new ALSand BLS ambulances would provelife saving for the patients develop-

ing respiratory and other critical is-sues, said Balbir Singh Health Min-ister, Punjab. It may be observed thatfrom March to July, 2020 ambulance108 has handled 25177 COVID re-lated cases, said he and added thatthere are presently 19 ALS and 223BLS ambulances already operationalin the State which have been deputedat Strategic places and are connectedwith ‘108’ Emergency Response Sys-tem (ERS). MD Punjab Health Sys-tem Corporation, Ms Tanu Kashyap,Director, Dr. Balwant Singh and oth-er officials from Punjab Health Sys-tem Corporation were present on theoccasion.

Punjab is also known as thefood basket of India for contribution tothe National food security. The versatilePunjabis are also known for their innovations. I appreci-ate the efforts of Sh. Dalbir Singh, a progressive farmerfrom village Bahadurpur in district Rupnagar who is sup-plying free cooking bio-gas to every household of his vil-lage. This village has not spent on LPG for the last 9years. The farmer has installed a Bio-Gas plant on hisown and started processing the bio waste, utilising it andconverting it as cooking gas and now working on pro-ducing electricity from the Bio waste.

As we all know, for the past more than 8 months,the world is in the grip of Covid 19 Pandemic. Each af-fected country is now dealing with a growing number ofpositive cases and deaths. Since the first reported CovidPositive case in India till date there are major decisionstaken at the level of Indian Government to combat thenovel corona virus.

Hon'ble Prime Minister Narendra Modi in the earlydays of the Covid-19 outbreak, had directed the country'stop scientists in and outside the Indian Council of Med-ical Research (ICMR) to expand testing facilities besidesputting the country under complete Lockdown. The harddecision of the national lockdown slowed down thespread of the virus and gave the government time to pre-pare the healthcare infrastructure to trace, track, test,quarantine and treat people. Safety norms and health ad-visories were in place and by and large people were obey-ing the guidelines issued time to time. He encouraged thecitizens of the country during the extremely difficulttimes to keep the spirits high through the initiatives like-'Taali, Thaali aur Umeed ka Diya'. Even slogans like 'DoGajj Doori… Bahut Hai Zaroori' motivated people to en-sure physical and social distancing during the fight

against the invisible enemy. Thus, a determined fightagainst COVID-19 ultimately became the people's move-ment.

In a unique initiative to prevent spread of COVID-19, Punjab had introduced a daily points system under itsanti-COVID 'Mission Fateh', in which users of the state'sCOVA App can register daily precautions they are fol-lowing against coronavirus, with regular users being rec-ognized as 'Mission Fateh Warriors'.

In one of the Video Conferences with the States,the Hon'ble PM appreciated the proactive approach ofPunjab's COVID micro-containment and house-to-housesurveillance strategy. All other states were asked to adoptthis model, which was helping Punjab successfully incontrolling the spread of the pandemic.

Similarly, Chandigarh Administration too has beenfighting a fierce battle with the Coronavirus and taking numerous steps to com-bat the situation. Regular review meet-ings are being held to take stock of theprevalent situations in and aroundChandigarh through VC and time to timeissue guidelines in accordance with theMHA and Health, Govt. of India. All thethree Medical Institutions in Chandigarhare working absolutely in coordinationwith the Administration and have beendirected to take special care of co-morbidpatients and ensure that fatalities areminimum. I place on record my gratitudeto the NGOs, VOs, Politicos and Reli-gious Institutions for ensuring food forall in Chandigarh during these testingtimes. Timely action, strict perimetercontrol, setting up of rapid responseteams and involvement of civil, defence

remained an integral part in our continuous fight againstthe Coronavirus. Chandigarh Administration's contain-ment strategy in containing the spread of infection inBapu Dham Colony is largely appreciated by the WHO.

In the Hon'ble Prime Minister of India, Shri Naren-dra Modi, we have a dynamic, dedicated and determinedleader who reflects the aspirations and hopes of over abillion people. A visionary approach of our Prime Minis-ter's initiative for 'Atam Nirbhar Bharat', is a step towardsdiscovering more possibilities for spurring inclusive &equitable growth. Every citizen of India is determined toconvert the coronavirus "crisis into an opportunity". Letus stay committed to evolve India that is inclusive, vi-brant in growth opportunities and a strong leader in thecomity of nations.

The recently announced New Education Policy haslaid the foundation of New India of 21st century. It aimsat making the youth 'Future Ready' while focusing on theNational Values and National Goals, besides reflectingthe ideals of Guru Rabindranath on Education. The newstructure of a 5 + 3 + 3 + 4 curriculum is a step in this di-rection and we have to ensure that our students becomeGlobal Citizens and also remain connected to their roots.

I call upon the people of Chandigarh and Punjab,Civil & Police Officers, Ex-Servicemen, Youth, Doctors,Academicians, Intellectuals, NGOs, Voluntary Organiza-tions and Media to resolve to take our country to newheights with a new fervour and new energy. T he Covid pandemic might have dampened the cel-ebration of India's 74th Independence Day, butthe spirit in which the historic occasion is seeped

remains unwavering. It is this spirit that is guiding eachof us here in Punjab, in fact across the country, as we fightfirmly and resolutely for freedom against the Coron-avirus, which continues to keep the world in its deadlygrip. Today, as we remember the sacrifices of the millionswho laid their lives at the altar of the war of independencefrom the British rule, let us promise ourselves that weshall not let the deaths of the thousands of Indians whohave succumbed to Covid go in vain. Let us vow to workunceasingly and tirelessly to free the nation from theclutches of the virus.

With a fatality rate of 2.4 percent and recovery rateof 70 percent, Punjab may have so farfared somewhat better than many parts ofIndia, but the worst is not behind us. Infact, experts warn that we are yet to hitthe peak, which may be just around thecorner now. So are we prepared to takethe battle against Covid to the next level?Are we ready to take inspiration from allthose freedom fighters from Punjab,whose only mission in life was to free thenation from British colonialism? I feelthe biggest ode today to those freedomfighters - Shaheed-e-Azam BhagatSingh, Rajguru, Sukhdev, Lala LajpatRai, Kartar Singh Sarabha, Madan LalDhingra, Shaheed Udham Singh, Dr. Di-wan Singh Kalepani to name just a few -would be to ensure that we do not loseany more lives to the Coronavirus. And in rememberingtheir sacrifice, let us also take a moment to salute all theCorona warriors who have given up their lives to protectus from the deadly pandemic.

Freedom from the pandemic is a challenge that weall have to battle successfully, and I can assure the peo-ple of Punjab that we are working day and night to keepthem safe and protected. Our health and medical infra-structure today is among the most robust in the country,and we continue to strengthen it every day, in line withthe commitment we made to our people when we tookover the reins of the state back in 2017. From establish-ing specialised Covid centres to the three Plasma Bankswe have operationalised at the Government Medical Col-leges of Patiala, Amritsar and Faridkot, we continue tobuild our capacities to fight the pandemic out of our lives.But it is a collective fight in which every individual's con-tribution will make a difference. You can do your bit byadhering strictly to the safety protocols - wearing masksat all times, maintaining social distance, etc. Those whohave fortunately recovered from the disease can help oth-ers by donating their plasma, which would be yourbiggest homage to the warriors of our freedom movementand of our fight against Covid. Needless to say, Healthwill continue to be a priority sector of focus for us, notjust through the pandemic but even thereafter. As long aspeople are dying of disease, there can be no real freedomfor us.

The pandemic has, of course, thrown up many oth-er new challenges before us, not the least of which is Ed-ucation. This has always been a vital sector of focus formy government, and our sustained investments in it haveyielded exceptional results, as evident in the performanceof the government schools even amid the pandemic thisyear. The Class XII pass-out percentage in these schoolshas risen to 94.32 percent (as against regular percentageof 90.98) in 2019-20, from 61.90 percent in 2016-17 - anotable achievement indeed! I would like to thank theteaching and non-teaching staff of the governmentschools, without whose dedication these results wouldnot have been possible.

The challenge now lies in ensuring equitable educa-tion facilities for government school students in the newonline education normal amid Covid. We are aware of thecompetitive disadvantage which these students face viz aviz their private school peers. To fill the gap to some ex-tent, we have now launched the 'Punjab Smart ConnectScheme', to distribute over 1.74 lakh smartphones to boysand girls studying in Class XII of government schools byNovember, 2020. The majority of the beneficiaries willbe the most marginalised students from OBC/SC/ST cat-egories, who have lagged behind majorly in securing on-line education amid the closure of schools. My best wish-es are with all the Class XII government school students,and I am sure they shall do us proud.

At the same time, we are cognizant of the need toprovide employment to our youth through increased in-dustrialisation, which we are consistently promotingthrough intensive investment in measures to boost ease ofdoing business. Our industry-friendly initiatives have sofar attracted investments of Rs. 64,931 crore, which areat various stages of implementation on the ground, withthe potential to create 2.29 lakh jobs in the state. In fact,so far, we have successfully facilitated 13.42 lakh youthin getting employment - public and private; wage andself-employment, through our job 'melas' under our 'GharGhar Rozgar Scheme'. The next two years will witness amajor step-up in these efforts as more industrial initia-tives begin to bear fruit, and investments in the state in-

crease further.Some four years ago, when we, in the Congress,

were drafting the party manifesto ahead of the 2017 As-sembly elections, we were faced with the daunting taskof getting Punjab back on track of progress from the pitsto which it had been pushed by the erstwhile SAD-BJPregime. Apart from Health, Education, Industry and Em-ployment, some of the other key sectors we identified ascritical to the state's growth and development were Secu-rity, Law & Order, Drugs, Agriculture, and Governance.I am happy to share that of the 445 commitments made inthe manifesto, 256 have been fully implemented, 86 par-tially executed and work is in full swing on realizing theremaining, despite some delays caused by the prevailingpandemic. I am, however, optimistic of, and committed

to delivering on each of our promises be-fore the end of this term.

We all remember the plight of ourdebt-ridden farmers back in 2017. Alle-viating their woes was naturally our toppriority when we took over. Despite thefiscal constraints we had inherited fromthe previous government, which franklyturned out to be much worse than we hadanticipated, we have already provided re-lief of about Rs. 4700 crore to about 80percent (5.64 lakh) of our farmers, withthe remaining set to be benefitted soon. Ipromise that we shall also continue tosupport the farming community throughother measures, moving forward. And Ialso want to take this opportunity tothank all the farmers, arthiyas, labourers

and the state government agencies which worked hard toensure successful procurement of a whopping 128 LMTof wheat during Rabi Marketing Season-2020 amid theunprecedented Covid crisis.

Drugs was another area of major concern for all ofus when we took over. It was imperative for us to crackdown on this menace with a heavy hand, which we did,and the difference on the ground is palpable, with the in-creasing number of youth in the treatment and rehabilita-tion centres giving hope of total elimination of the men-ace soon. The problem of narco-terrorism from across theborder and smuggling of drugs from other states intoPunjab does remain a cause for worry but the Punjab Po-lice is dealing with it effectively, and shall continue to doso till we completely eliminate this menace from thestate.

At the same time, our police force is firmly tacklingthe forces of terror and separatism, which continue tothreaten our hard-earned peace through the anti-Indiaforces operating from across the border, at the behest ofthe ISI, as also the now-banned Sikhs for Justice. The factthat 30 terrorist modules have been busted in these 3-oddyears shows how grave the threat is. But let me assureyou, that come what may, we will not let these forcespush us back to those dark days of terror, which cost usthousands of innocent lives, and which we fought hard tocome out from.

I would like to refer here that the recent tragedy in-volving spurious liquor has also underlined the threat ofsmuggling of illicit alcohol from other states into ours.The police department has clear instructions - finish offthis business too, once and for all, and ensure that everyperson involved in the racket is identified and action ini-tiated against them under the law. It does not matter whoit is - politician, public servant, police officer. We will notspare anyone. They poisoned more than 100 of our peo-ple to death, they are murderers, and deserve no mercy.

There are two other sensitive issues that have beenclose to the hearts of all Punjabis, including us in the gov-ernment, through the past three-plus years, which I wouldlike to mention here. The previous government had reg-istered hundreds of false cases against innocent Punjabisand we had promised to get them cancelled through thedue process of law. Soon after forming the government,we set up an Enquiry Commission headed by Justice(Retd.) Mehtab Singh Gill to look into these. Based onthe Commission's recommendations, 3530 of the total4556 complaints have been disposed of, with action tak-en in bulk of them already. Like every devout Sikh, I havealso been extremely pained by the incidents of sacrilegeand the subsequent firing on innocent people in BehbalKalan and Kotkapura, which the CBI failed to investigateproperly or take to their logical conclusion. The PunjabPolice is now looking into these cases and the investiga-tions are progressing well, with more than half a dozenpersons, including senior police officers, already arrest-ed. They, and all others responsible for this attack on thesentiments of the Sikh community, will have to face theconsequences of their actions, which I am confident willhappen soon. They will not be allowed to get away withthese shameless acts.

While there is a lot we have achieved in the pastthree and a half years, I can promise you that there is a lotmore that we intend accomplishing in the next 18 months,before we come back to face you once again in the nextAssembly elections.

The Democratic presidential candidate Joe Biden�spick of running mate in Kamala Harris is historicin more ways than one. Her selection will resonate

new method of injectinghealthy cells into damaged

eyes. The technique could point theway toward new treatments withthe potential to reverse forms of vi-sion loss that are currently incur-able. The study led by University ofToronto Engineering researchershas been published in the journalBiomaterials. Around the world,millions of people living with vi-sion loss due toconditions such asage-related macu-lar degeneration(AMD) or retinitispigmentosa. Bothare caused by thedeath of cells inthe retina, at theback of the eye.

"The cells that are responsiblefor vision are the photoreceptors,which have an intimate relationshipwith another type of cell known asretinal pigmented epithelium(RPE) cells," says Professor MollyShoichet. "In AMD, the RPE diefirst, and this then causes the pho-toreceptors to die."

Many researchers have experi-mented with treatments based oninjecting healthy photoreceptors orRPE cells into the eye to replacethe dead cells. But integrating thenew cells into the existing tissue isa major challenge, and most inject-ed cells end up dying as well.

Shoichet and her team are ex-perts in using engineered biomate-rials known as hydrogels to pro-mote the survival of newly injectedcells after transplantation. The hy-drogels ensure an even distributionof cells, reduce inflammation andpromote tissue healing in the criti-cal early days post-injection. Even-tually, they degrade naturally, leav-ing the healthy cells behind.

In 2015, the team used hydro-gels to injecthealthy pho-toreceptor cellsinto damagedretinas in amouse model.While the teamobserved somevision repair,the benefits

were limited, so they began to thinkmore carefully about the relation-ships between RPE cells and pho-toreceptors. "RPE and photorecep-tors are considered as one function-al unit -- if one cell type dies, thenthe other one will too," saysShoichet. "We wondered if co-de-livery of both cell types would havea bigger impact on vision restora-tion."

As with photoreceptors, manygroups had tried implanting RPEcells on their own, but nobody hadever integrated both cell types intoa single treatment. Once again, thehydrogels pointed to a solution.

But unfortunately, wehave completely forgottenthe millions of martyrs whosurrendered themselves tothis country, to their moth-erland, to their beloved In-dia. Today I am remember-ing sacrifice of those whowere displaced from WestPunjab to East Punjab at thetime of Partition. You willbe surprised to know thatthis displacement was notdemanded by them. Eventhey were not aware of this.These are the unlucky mar-tyrs who never got martyr

status. I am talking aboutthe martyrdom of thosethirteen lakh people, whodied prematurely duringthe tragedy of Partition.They died a few monthsbefore seeing the joy of 15August 1947 unluckily.Partition divided one nationto two Pakistan and India.Everyone has the funda-mental right to take citizen-ship of any of the nation.Pakistan was going to be-come a Muslim nation. Itwas announced by theMuslim League. The Hin-dus of West Punjab wholoved their religion, countryIndia, culture, their San-skrit, Hindi, Punjabi di-alect. It important to men-tion here they are people ofthat land where all Vedasand other Holly Text. Sud-den partition news shockedthem and many of themdoes not believed so. Butthey opted own Hinduland, own culture, own reli-

Rememberingthe martyrdom of thoselakhs of heroes, even today,tears run in my eyes. Howparents can burn his youngdaughter and daughter-in-law in the funeral pyre.Thousands of youngwoman jumped into thewell itself. Many Sherosjumped into the burningpyre. But not surrender toenemies. They happily sac-rifice their lives to save thepride of the Nation andHindu community. Theycan be out of danger, they

can live happily. They hadthe opportunity to live inthe same scenario withsame status they had earlierfrom centuries on that land.But they did not adopted tobecome follower of otherreligion or the country. His-tory repeats they again savethe flag of Hindu commu-nity as the great saints ofSikh Guru Teg Bahadur ji,belongs to Shatriye in Pun-jabi called Khatri. I calledtheir sacrifice a ZOHAR?All the sheros of every ageof Punjabi society, becomemartyrs. What do you thinkIsn’t it martyrdom? Thenwhy these pages of braveryare missing from history.

Why their sacrificehave not been respected tillnow. Is this the monopolyof historians or like the par-tition their martyrdom wasforgotten was a big politicalagenda. But this is a fright-ening truth. The truth of ourpast. After the year 1947,many governments havecome and gone. But no onetook notice of those anony-mous martyrs. Everybodyforgot. Generation who leftbehind was facing strug-gled for existence, respectand status.

Thereis no medicine or vaccineavailable for the treatmentof this disease, protection ispossible only by followingthe WHO guidelines i.e. bymaintaining one meter dis-tance among people andavoiding human touch. Butit is very difficult to controlthe human touch in thepresent day’s working envi-

ronment and interpersonalinteraction styles. In such acomplex situation use oflockdown strategy forkeeping people away fromeach other is the only ap-propriate way to protectthem from this deadly dis-ease. Lockdown strategy isdefinitely helpful in protec-tion of people’s health fromcovid-19, but otherwise, itbadly affects the other use-

ful factors of human sur-vival and life. World is fac-ing the lockdown for thelast three/four months andconsequently all the eco-nomic, social, cultural,business, educational, reli-gious and other human ac-tivities have reached totheir bare minimum. Lock-down was imposed withthe perception that eitherthe impact of corona on thehuman beings will be overshortly or medical profes-sionals will be able to in-vent the treatment/vaccinefor the disease. More thaneight months have passedbut neither the impact ofdisease has gone down, northe scientists could discov-er the medicine/vaccine.

The resources necessaryfor the survival of people,confined at home in lock-down, have started ex-hausting and their life andsurvival has become a chal-lenge for them. No one canpredict when the humanitywill get rid from this pan-demic because there is nochange in the pattern ofspread of the disease. In-volvement in the activitiesof day to day life for themanagement of necessarygoods, services and re-sources for survival and fu-ture development has be-come more significant thanthe personal health of people.

In this article, I set out todemonstrate how the peopleof Pakistan have finally end-ed up calling for its breakup-a country carved out of theliving body of Hindustan, un-der the leadership of Muham-

The creation of Pakistanresulted in the worst andprobably the first genocide oncommunal lines in the mod-ern history. A religious na-tionalistic fanaticism amongthe Muslims of North Indiaand the United Provincesended up displacing 10 mil-lion people and leaving onemillion massacred. The Urdu-speaking Muslim elite whomigrated to Pakistan, settledin Karachi, Hyderabad andother cities in the Province ofSindh. It did not take long forthe people of Pakistan to re-

alise that they had a seriousproblem within the newlyformed state. On March 19,1948, the founder of PakistanMuhammad Ali Jinnah ar-rived at Dacca airport. OnMarch 21, he was received bya jubilant crowd at the DaccaRace Course ground wherehe addressed the people of theEastern (Bengal) province.Jinnah threatened that he willnot tolerate any subversion orconspiracy, leaving the crowdconfused and puzzled.

On March 24, Jinnah ad-dressed the special convoca-tion of the students at theCurzon Hall in Dacca Uni-versity. Jinnah declared that"Urdu and Urdu alone"would be the national lan-guage of Pakistan, thus im-mediately causing resentmentand anger in the Bengali-speaking Eastern Province.Among the audience, manyshouted ’no, no’, anti-Urduprotests spread across thecountry. On February 21,1952 police opened fire onstudents at the gates of DaccaUniversity killing many.

The protests continuedfor days with strikes andlockdowns. The speech deliv-ered by Jinnah on March 24at the Curzon Hall was thefirst time that the largest eth-nic group among Pakistanislost their trust in the newlyassembled state. On August12, 1948, police opened fireon a public meeting in BabrraGround in the district ofCharsada. It was a public

meeting called by Khan Ab-dul Ghaffar Khan’s KhudaiKidmatgaar Movement.More than 800 were killedand more than 900 werewounded on that day. This isknown as the Babrra incident.

It took place on the directorders of the first chief minis-ter of NWFP Abdul QayyumKhan Kashmiri. The publicmeeting was called to protestagainst the arrest of theirleaders. This incident brokethe trust between the ethnicPashtuns and the state of Pak-istan.

On January 7, 1953, anewly formed inter-collegiatebody and Democratic Stu-dents Federation met with theeducation minister in Karachiand presented him with theireducational demands. Theprocession that accompaniedthe students was brutally at-tacked by the police that ledto further protests in the thencapital city. By the next day,27 students and a passer-byhad already been killed due topolice firing. This incident iscommemorated on January 8of each year as the MartyrsDay.

It was after this gruesomeincident that the bond of trustbetween the youth of Karachiand the state was damagedbeyond repair. On October22, 1947, Pakistan Army andtribal mercenaries attackedthe sovereign state of JammuKashmir and occupied west-ern districts of Jammuprovince.

Pranab continues to be on ventilator supportNEW DELHI: The condition of former President Pranab Mukherjee re-mains critical but has not worsened, his daughter Sharmistha Mukherjeesaid on Friday.

Doctors attending on the 84-year-old former president at the hospital saidhis condition remained unchanged on Friday morning. Mukherjee was ad-mitted to the Army's Research and Referral Hospital in Delhi cantonmenton Monday and was operated for the removal of a clot in the brain. He hadalso tested positive for COVID-19. "The condition of Hon'ble Shri PranabMukherjee remains unchanged this morning (14 August 2020). He is underintensive care and continues to be on ventilatory support. His vital param-eters are presently stable," the hospital said in a statement.

The central governmenthas made a budget provision of Rs 4,496crore for this scheme. FPO is anorganization of farmers, which isregistered under the Companies Act tocarry forward agricultural productive work.The central government will providefinancial assistance of Rs 15 lakh to eachFPO within three years and will beentitled to benefit like the company. TheCentral Government has started thisscheme with the objective of providingspecial facilities to the farmers, so thatprofits can be made from farming likeother businesses.

SC to resume hearing on Aug18th over final year exams

The Supreme Court will contin-ue hearing on August 18 the ar-guments on a batch of pleaschallenging the July 6 circular ofthe University Grants Commis-sion (UGC) mandating to con-duct the final term exams by theend of September.

A bench of Justice AshokBhushan posted the matter forhearing on August 18 as the ar-guments on the pleas, which alsoseek cancellation of final termexamination in view of COVID-19 situation, remain inconclu-sive. Senior advocate AbhishekManu Singhvi, appearing for astudent, highlighted that theseverity of the situation and saidIndia is third in the world in themost number of COVID positivecases, adding that there are al-

most 900 deaths in a day and 50-60,000 new cases coming daily.Singhvi said that for fivemonths, the MHA has shuteverything. "There is a directnexus between teaching and tak-ing of exams. How can there beno teaching without exams!" headded. The senior advocate ar-gued that education is not spe-cial here; pandemic here is spe-cial. "Pandemic applies to

everyone and everything,"he said. Singhvi, whileterming the UGC circularas 'farman', said the Com-mission has issued thesame to conduct exams bySeptember 30. India's nCoVrecovery rateimproves to 71.17 pcNEW DELHI: India's COVID recoveryrate on Friday improved to 71.17 percent after 55573 recoveries wererecorded in the past 24 hours,pushing the total number ofcured/discharged past 17 lakh-mark,Union Health Ministry said in its dailyupdate. According to the UnionHealth Ministry data, 1751555patients have so far recovered,exceeding the active number of casesby 1089960. The deceased has beenidentified as Amit, a resident of OkhlaPhase-II, they said. On receivinginformation about the incident onThursday, the police rushed to theShiv Ghat in Kalindi Kunj. Three menwere pulled out of the river, a seniorpolice official said. "The two othermen - Rahul (24) and Jaspal (15) -were fine but Amit was unconscious.He was rushed to the AppolloHospital where he was declaredbrought dead. Further enquiry andaction under section 174 CrPC isunderway," Deputy Commissioner ofPolice (southeast) RP Meena said.

RBI to pay Rs 57,128 croredividend to government

The Reserve Bank of Indiaboard on Friday approved adividend payout of Rs 57,128crore to the government, a movein line with the Budgetexpectation but may not helpplug a huge revenue holecreated by the pandemic andslowing economy.

The surplus transfer of Rs57,128 crore for the accountingyear 2019-20 compared with Rs1.76 lakh crore transferred lastyear, which included Rs 1.23lakh crore as dividend and Rs52,637 crore excess provisionsidentified as per the revisedEconomic Capital Framework(ECF).

In a statement, the RBI saidits central board headed byGovernor Shaktikanta Das"reviewed the current economicsituation, continued global anddomestic challenges and themonetary, regulatory, and othermeasures taken by RBI tomitigate the economic impact ofCOVID-19 pandemic".

"The Board also approved

the transfer of Rs 57,128 croreas surplus to the CentralGovernment for the accountingyear 2019-20, while deciding tomaintain the Contingency RiskBuffer at 5.5 per cent," it said.

Finance Minister NirmalaSitharaman in the budget for2020-21 had provisioned receiptof Rs 60,000 crore in dividendfrom the RBI and other banks tobridge the fiscal deficit. But,government officials hadexpected more from the ReserveBank of India (RBI).

The government is facing alarger-than-expected shortfall inrevenue as the economy headsfor its first full-year contraction

since 1979. With the COVID-19pandemic disrupting businesses,it is widely speculated that taxcollections will miss the target.

At the same time, thegovernment is being forced tospend more to cushion the blowfrom the pandemic, straining thebudget deficit.

The central bank largelyearns profit through its tradingof currencies and governmentbonds as well as printing ofnotes and coins. Part of theseearnings is set aside by the RBIfor its operational andcontingency needs, while therest is transferred to thegovernment in the form of

dividend.RBI's financial year runs

from July-June at present and isscheduled to be harmonisedwith the government's April-March fiscal starting FY22. Inthe current year, the RBI willhave a nine-month financialyear, ending in March.

The central bank's payout tothe government last year wasmore due to a one-time transferon account of the adoption of anew economic capitalframework that calls formaintaining the level of thecontingency risk buffer, orrealised equity, at between 5.5and 6.5 per cent of RBI'sbalance sheet.

The RBI board decided tomaintain the buffer at 5.5 percent. Prior to the adoption offormer RBI Governor BimalJalan panel recommendation onthe level of realised equity, thebuffer stood at 6.8 per cent.

The surplus is commonlycalled 'dividend'. RBI had in2018-19 transferred Rs 65,896crore, Rs 50,000 crore in 2017-18 and Rs 30,659 crore in 2016-17.

India has touched a new milestonewith the highest number ofCOVID-19 tests in a single day sofar, after a record high of 8,48,728tests were conducted in the last 24hours, taking the cumulative teststo 2,76,94,416 on Friday, said theUnion Health Ministry.

World Health Organisation(WHO) has advised that a countryneeds 140 tests per day per millionpopulation.

While the national average is603 tests/day/million population,with focussed efforts of the Centreand effective implementation bythe states/UTs, 34 of them haveexceeded this figure.

There are 1,451 labs with 958in the government sector and 493

private labs."There are 749 Real-Time RT

PCR based testing labs including447 government and 302 privatelabs. A total of 586 TrueNat basedtesting labs are functioning in thecountry including 478 governmentand 108 private labs. There are116 CBNAAT based testing labs inthe country including 33government labs and 83 privatelabs," Ministry said.

As many as 64,553 newcoronavirus cases and 1,007deaths were reported in India inthe last 24 hours, according to theUnion Ministry of Health andFamily Welfare.

Covid-19: Nagaland pineapplefarmers face tough times

The outbreak of COVID-19 andthe measures taken to control itsspread have affected all sectors ofthe economy. The disruptioncaused to the horticulture sector inNagaland has negatively impactedthe state's pineapple farmers.

According to Dr R ElithungLotha, Joint Director & MissionDirector (MIDH) at theDirectorate of Horticulture inNagaland, only 193 metric tons ofpineapples were sold to Assamand 195 metric tons within thestate till August 13.

vendor in Dimapur, said that thereare few buyers within the town aspeople are hardly coming out oftheir homes. "Maybe, people don'thave money to spend lavishlyunlike other years since the

business has been shut while thosewho have money don't want tocome out of their homes," he said.

Another roadside pineappleseller, Hatneilang Thadou, alsocomplained about reducedearnings due to lesser number oftravellers on the highways.

Organic pineapple isconsidered one of the signaturecrops of Nagaland. Hundreds offarmers earn their livelihood bycultivating pineapple.

Lethang Misao, a pineapplefarmer from Molvum village ofNagaland told ANI that people inhis village used to cultivate justpaddy in their fields during theearly 1970s. However, the

horticulture department ofNagaland suggested that theyshould plant pineapples anddistributed the saplings. Today,there are more than 500 pineapplefarmers in Molvum alone.

"I have planted more than 1lakh pineapples in my farm, andcould have easily sold it in oneseason. The price of a pineapplevaries from Rs 15- 25 inwholesale," he told .

Misao further said that themain buyers are from theneighbouring state of Assam.

"However, with the interstateborders being sealed during thepeak season, the market has gonedown drastically," he added.

Satish Salian, the father of late Disha Salian, hasfiled a written complaint at Malvani police station inMumbai against three people for allegedlyspreading rumours about her death, the police saidon Friday. Disha Salian, former manager of lateSushant Singh Rajput, had died on June 8 afterallegedly jumping off the 14th floor of a building inMumbai's Malad. An accidental death case wasregistered in the alleged suicide. This comes asseveral rumours and reports are being circulatedabout the death of Disha Salian. Recently, MumbaiPolice had refuted reports that her body was foundnaked by the police team when they reached thespot. Earlier this month, BJP leader Narayan Ranehad alleged that Sushant Singh Rajput's formermanager Disha Salian had not died by suicide byjumping off the 14th floor of a building but wasraped and murdered instead. Meanwhile, a publicinterest litigation (PIL) has also been filed in theSupreme Court for court-monitored Central Bureauof Investigation (CBI) probe into the Salian's death,stating that her death is interlinked with that ofRajput's. Salian died on June 8, following which afew days later on June 14, Rajput was found dead athis residence in Mumbai.

These include 100% ex-emption in property tax for the char-itable educational institutions, char-itable hospitals and schools for chil-dren with special needs, completewaiver of electricity bills includingsurcharge amount for the months ofApril, May and June, 2020 in re-spect of all religious places and aonetime 50 per cent rebate in prop-erty tax for residential propertiessituated in Lal Dora of villages un-der Municipal Bodies whose own-ers would clear pending arrears byOctober 31, 2020.

While stating this here today aspokesman of Government ofHaryana said that many amend-ments have been carried out in theUrban Local Bodies DepartmentNotifications dated October 11,2013 to give effect to the measuresrelating to property tax and thatDISCOMs would soon issue notifi-cations in respect of electricity billsof Temples, Gurudwaras, Churchesand Mosques.

The spokesman said that a one-time rebate of 25 per cent wouldalso be allowed for property taxdues or arrears for the year 2010-11to 2016-17 to those property tax

owners who clear all the propertytax dues or arrears for the year2010-11 to 2019-20 upto October31, 2020.

He said that in case of late pay-ment, interest at the rate of 1.5 percent per month or part thereofwould be charged provided that onetime waiver of interest on the duesand arrears of property tax pendingsince year 2010-11 to 2019-20would be allowed to all taxpayers, iftheir arrears are paid upto October31, 2020. An additional 5 per centrebate would be given to propertyowners who would pay the propertytax by auto debit system upto July31 every year but for current yearthat is 2020-21 the last date wouldbe treated as October 31, 2020. Hesaid that the rates of property tax for

activities allied to agriculture that isDairies and Dhabas that were re-vised on September 19, 2019 wouldbe made applicable with effect fromOctober 11, 2013.

Keeping in view the hardshipscaused by COVID-19 pandemic,Government of Haryana has decid-ed to waive off the electricity billsof all religious places i.e. Temples(including Buddhist & Jain tem-ples), Gurudwaras, Churches andMasjids in the state for the periodApril, 2020 to June, 2020 alongwith corresponding surchargeamount provided that they wouldclear their pending dues uptoMarch, 2020, if any by October 31,2020.

Also, a rebate of 10 per centwould be admissible to those as-sesses who pay their total propertydues upto October 31, 2020. He saidthat further 10 per cent additionalrebate would be provided to thoseproperty owners who have deposit-ed their property tax dues for theyear 2017-18, 2018-19 and 2019-20consecutively by July 31 of thatyear as a good tax payer reward forthe year 2020-21. In case of Munic-ipal Corporation, Gurugram the pe-riod for the purpose of 10 per centrebate for the year 2017-18 wouldbe considered as December 31,2017 instead of July 31, 2017. This10 per cent additional rebate wouldbe available to those taxpayers whopay their yearly tax consecutively

for each three year block in stipulat-ed time in future also. He said thatthe date for the next three yearblock, for the year 2020-21, wouldbe considered as October 30, 2020instead of July 31, 2020.

For the property tax payers inMunicipalities of the State, HaryanaGovernment has allowed a onetimerebate of 50 per cent on residentialproperties situated in Lal Dora ofvillages falling in the jurisdiction ofMunicipal Corporations, Commit-tees and Councils to those propertyowners who clear all property taxdues or arrears for the year 2010-11to 2019-20 upto October 31, 2020.

He said that it has also been de-cided to grant an exemption of 100per cent to charitable educationalinstitutions, charitable hospital andschools for children with specialneeds where the fees or rates equiv-alent to government schools andgovernment hospitals are charged,including approved colleges,schools, hospitals and dispensariesif such building and lands or por-tions thereof are either owned by thecharitable educational institutionsand charitable hospitals concernedor have been placed at the disposalof such charitable educational insti-tutions and charitable hospitalwithout payment of any rent. How-ever, no exemption would be givento any property, if any portion there-of has been constructed or used forcommercial purposes, he added.

nCov: Head constable tests +ve, 2 SP officessealed for 48 hrs in HamirpurHAMIRPUR: With one head constable of Hamirpur police posted at the EVMprotection cell in the local tehsil office found positive for coronavirus, twobranches of the SP office here have been sealed for next forty-eight hours onFriday. All police personnel that were in contact with the head constables havebeen made to conduct COVID-19 tests and the EVM protection guard has beenchanged. An official spokesman said that the office of the SP, Hamirpur has beencompletely sanitized and instructions with regards to COVID-19 were beingimplemented in totality. Meanwhile, the number of positive cases touched 389including 76 active cases in the district. As many as 309 were fully cured whileand four had lost their lives due to the virus since the outbreak in this district.

Ina health bulletin issued here Fridayevening,a senior doctor stated that a 66-year-old woman of village Roriansuccumbed to novel covid-19 at herresidence. The health department Fridayreceived reports of 1059 samples ofwhich five people of local Hoshiarpur, 4of Mukerian, 3 of Dasuya, 2 each ofBhunga and Jahan Khelan, one each ofGarhshankar, Mehtiana, Mand Mandherand Pandori were found coronaviruspositive. The health department tooksamples of 1043 people havingsymptoms of flu Friday. The totalsamples of suspected coronaviruspatients taken by the health departmentin the district is 38775 of which 34694were found negative till date. Reports of3315 samples are still awaited. 57samples were found invalid. As many as161 active cases were under treatmentin Covid Care Centres in the district and600 patients had been cured anddischarged.

Nine new coronaviruscases reported inDharaviMUMBAI: The coronavirus case tally inthe slum-dominated Dharavi area hererose to 2,658 on Friday with nine newpatients coming to light, a seniorBrihanmumbai Municipal Corporation(BMC) official said. He said despite lockdownfor several days, no one in theState went to bed emptystomach. He said that every onegenerously contributed towardsthe PM CAREs and CMCOVID Fund. He said that theelected representatives havealso been contributing their bestto effectively fight the Covid-19pandemic in the State. Jai RamThakur said that the StateGovernment has brought about2.25 lakh people of the State to

their homes stranded indifferent parts of the country. Itwas strange that the Congressleaders were making much hueand cry over this issue. He saidthat the Congress leaders wereearlier alleging that thegovernment was not concernedabout the Himachalis strandedin different parts of the Stateand now when the governmenthas brought back lakhs ofpeople, the same leaders weresaying that the stategovernment was bringingCorona to the State. The ChiefMinister said that the able

leadership in the form of PrimeMinister Narendra Modi tooktimely steps to check the spreadof the virus and the people ofthe country strictly followed thedirections given by him. He saidthat the decision of lockdownby the Prime Minister helped inchecking the spread of theCorona virus. He said that dueto the timely decisions taken bythe Prime Minister death rate inIndia due to Corona was veryless as compared to most of thedeveloped nations of thecountry. Over 7.60 lakh peoplehave lost their life to Covid-19in fifteen most developedcountries with a totalpopulation of 142 crorewhereas India with a populationof 135 crore, has reported over47,000 deaths due to corona tilldate, he added. Jai Ram Thakursaid that the State has sufferedlosses of about Rs. 30,000 croredue to the Corona pandemic.He said that the tourism sectorwas adversely affected andthough the State has providedsome relief to this sector, butstill a lot more needed to bedone. He said that the Rs 9.50crore water supply schemeSiyun Hathithan would becompleted at the earliest.

FPOs formed to increasefarmers' income: MinisterDHARAMSHALA, AUG 14

The Centre has decided to set up10,000 new Farmers ProducerOrganizations (FPOs) across thecountry as these they will play animportant role in increasing theincome of farmers. HimachalAgriculture Minister VirendraKanwar told UNI that the IndianGovernment has started the PMKisan Samman Nidhi to help thefarmers, the sixth installment ofwhich has already been released.The FPOs formed will prove to be amilestone in enhancing theirincome. Under this scheme, FPOsare being set up in Himachal tobenefit the farmers under thisscheme, he said. He said that theiraim is not only to provide betterfacilities to the farmers, but also tomake agriculture middlemen free inorder to provide them a fair pricefor their hard work. A budget of Rs4,496 crore has been earmarkedunder this scheme, the Ministersaid. FPO is an organization offarmers, registered under theCompanies Act to carry forwardagricultural productive activities.The Central Govt. will provide afinancial assistance of Rs 15 lakhto each FPO within three years.These FPOs will be entitled tobenefit like a company. The CentralGovernment has launched thisscheme with the objective ofproviding special facilities to thefarmers, so that they could makeprofits from farming like other

businesses. For setting up an FPO inany area, only farmers will beassociated with it as a member. Atleast 300 farmers in the plains and100 in the hilly areas will be requiredto set up an FPO. NABARDConsultancy Services will evaluatethe work of these organizations andgive ratings on its basis. In additionto a sum of Rs. 15 lakhs received byan FPO, farmers will get otherbenefits. The farmers associatedwith an FPO will get a market fortheir produce. They will also beable to buy essential goods likefertilizer, seeds, medicines andagricultural equipment. But gettingrid of intermediaries would be thatthe big advantage to them. Theywill, also, get right value for theirhard work. DDM Arun Kumar,NABARD, the nodal agency for thescheme, told UNI, “The FPOscheme would prove highlybeneficial to the farmers.Agriculture will expand in thecountry and the economicconditions of the farmers willimprove.

SAD condemns Cong govt for decidingto abolish 40,000 jobs in PSPCL

CHANDIGARH, AUG 14

The Shiromani Akali Dal (SAD)Friday condemned the Congressgovernment for deciding to abolish40,000 sanctioned posts in the PunjabState Power Corporation Limited(PSPCL), saying the government wastaking ‘be-rozgaari’ to each family inthe State instead of providing ‘gharghar rozgaar’ as promised. In astatement here, former ministerSikander Singh Maluka, who is alsothe Convener of the Employees Wingof the SAD, said the decision toabolish 40,000 posts in PSPCL cameon the heels of abolition of 8,000 postsin the Water Resources departmentand 2,267 posts in the Agriculture andFarmers Welfare department.

He said even the Punjab Ex-servicemen Corporation (PESCO)wing was not being spared with thegovernment deciding to reduce itsstrength by as much as 20 per cent.

Sikander Maluka said it wascondemnable that instead of creatingnew government jobs in the State, theCongress government was abolishingsanctioned posts. He said in the caseof PSPCL, the government did not fillthe vacancies deliberately for oneyear. “Now it has come up with adecision to abolish all posts whichhave not been filled for the last oneyear”. The SAD leader said theCongress government had promised50 lakh jobs to youths under the 'gharghar naukari' scheme.

UP reports 4,600 fresh COVID-19infections, 1,45,287 in total

LUCKNOW, AUG 14

With the detection of 4,600 freshCOVID-19 cases in a single day, thetotal tally in the state has surged to1,45,287 on Friday including 50,426active cases. The death toll has alsotouched 2000-mark with 2,335 deathsand 55 more casualties in a day.

However the fatality rate has comedown to 1.6 per cent in the statethough ratio of positive cases amongthe age group between 21 to 40 yearswas extremely high to around 50 percent. State Additional Chief Secretary,Health, Amit Mohan Prasad said hereon Friday said that 3,740 people werealso discharged here on Friday takingthe total number of recoveries in thestate to 92,526.

The official said, on Thursday96,106 samples were tested and nowthe total Covid tests in the state hasreached another milestone of36,98,210 so far. Now UP has becomethe top state in the country to go forsuch large number of tests when itsurpassed Tamil Nadu on Friday.

Of the total tests done onThursday, 2492 tests were pool of 5samples and 113 pools of 10 samples.In the pool of 5 samples, 424 werefound positive and in the pool of 10samples 15 were found positive.Prasad said there are currently 23,961positive asymptomatic patients inhome isolation, 1613 in privatehospitals, 186 in semi paid hotels andrest in the government run Covidhospitals.

Rupee settles 6 paise lowerat 74.90 against US dollar

MUMBAI, AUG 14

The rupee on Friday slid 6paise to end at 74.90 againstUS dollar as data showingslow economic recoveryand higher inflationdampened forex marketsentiment. At the interbankforex market, the local unitopened at 74.85 and thenlost further ground to settleat 74.90, registering adecline of 6 paise over itsprevious close of 74.84 tothe US dollar.

During the session, therupee witnessed an intra-day high of 74.74 and a lowof 74.93 against thegreenback. On weeklybasis, the rupee inched up 3paise against the US dollar.The dollar index, whichgauges the greenback'sstrength against a basket of

six currencies, was trading0.05 per cent lower at93.29. Brent crude futures,the global oil benchmark,fell 0.67 per cent to USD44.66 per barrel.

"Forex markets aremuted since last two days.US phase 4 fiscal stimulusnegotiations have movednowhere and Indianeconomic data showed aslower recovery and higherinflation," said DevarshVakil, Deputy Head RetailResearch, HDFCSecurities.

CPI data showedinflation for July stood at6.93 per cent, compared to arevised estimate of 6.23 percent in June 2020.Wholesale price-basedinflation declined 0.58 percent in July, even as fooditems turned costlier.

Indians. On this day in theyear 1947, our country at-tained independence. To-day, we are joyfully cele-brating 74th IndependenceDay of our great democrat-ic country. On this auspi-cious occasion.

Independence Day isalso an auspicious day tocommemorate the great pa-triots, who sacrificed theirlives to liberate our countryfrom the shackles of slav-ery. I pay tributes to thebrave freedom fighters,who liberated the mother-land by sacrificing theirlives. I also pay my respectto all the veteran freedomfighters. This day holdsspecial significance forevery Indian, as the cease-less endeavours for free-dom has given us the gold-en opportunity to take thecountry forth with unprece-dented development.

The people of Hi-machal have also over-whelmingly participated inthe freedom struggle. 'Dha-mi Golikand', 'PrajamandalMovement', 'Suket Satya-graha' and 'Pajhauta Move-ment' anecdotes speakhighly of the valiant contri-bution of the state. I alsopay tribute to the freedomfighters of the state.

Himachal Pradeshcame into existence onApril 15, 1948, exactlyeight months after the Inde-pendence of the country. Ipay tribute to the FirstChief Minister Dr. Y.S.Parmar and other personal-ities for their valuable con-tributions in the formationand reconstruction of thestate. Today's Himachal isthe result of Dr. Parmar'svision. From the formationof the state to attaining fullstatehood, the state hasgone through many upsand downs. Dr. Parmarhimself has been the pio-neer of this journey. It is amatter of happiness for allof us that this year we arealso celebrating the goldenjubilee of statehood of Hi-machal Pradesh.

Veerbhumi Himachal:The history of the state isfull of legacy of soldiers'bravery, valour and sacri-fices. The youth of the statehave always played an im-portant role in various warsbefore and after independ-ence and have shown ex-emplary courage. To makesacrifices for the sake ofcountry is a glorious tradi-tion here. This is the reasonthat this state is also knownas Veerbhumi as well asDevbhumi. It is a matter ofgreat pride that the firstParamvir Chakra of thecountry was conferredupon Major Somnath Shar-ma, the heroic soldier ofthe state. Even before inde-pendence, the soldiers fromthe state have been award-ed a total of 23 Armymedals including 1George's Cross, 2 VictoriaCross and 2 Military Cross.During the Kargil war in1999, our brave soldiershave served above and be-yond. The stories of re-markable fighting spirit ofCaptain Vikram Batra andHavaldar Sanjay Kumar,the recipients of ParamveerChakra, speak volumes oftheir valour and commit-ment. Col. D.S. Thapa wasalso conferred withParamveer Chakra. Afterindependence, soldiers ofthe state have received1096 gallantry awards in-cluding 4 ParamveerChakras and 2 AshokaChakras.

I also pay my respectsto the brave soldiers of theState, who have been mar-tyred recently while guard-ing the borders of the coun-

try in the Galvan Valley ofLadakh. Entire nation isgrateful to the brave sol-diers, who made supremesacrifices while protectingthe borders. The heroictales of the war heroes willcontinue to inspire genera-tions to come.

The state governmentis committed to the welfareof freedom fighters, sol-diers, ex-servicemen andtheir families. Showinggratitude to the brave sol-diers, several schemes arebeing implemented fortheir rehabilitation andwelfare. The State govern-ment is providing Rs.15,000 to freedom fightersand wives of deceased free-dom fighters and Rs.10,000 to their unmarrieddaughters. Rs. 51,000 isbeing provided for the mar-riage of daughters of free-dom fighters and Rs.21,000 for the marriage oftheir grand-daughters. Thedependents of freedomfighters were also providedwith 2 percent reservationin government and semi-government services.

Annuity of Rs. 3 Lakhis being provided toParamveer & AshokChakra winners, Rs. 2 lakhto Mahavir Chakra & KirtiChakra and Rs. 1 lakh toVir Chakra & ShauryaChakra winners. Duringthis tenure, Kirti Chakraand Shaurya Chakra win-ners have been given bene-fits of about Rs. 7.50 crore.The financial assistancegiven for the marriage ofdaughters of war widowshas been increased fromRs. 15,000 to Rs. 50,000.

I express special grati-tude to the Prime Minister,Shri Narendra Modi, underwhose dynamic leadershipIndia has emerged as astrong nation. Strong lead-ership is the hallmark of astrong nation. Today thewhole world is acknowl-edging the strength and po-tential of our country. Thebefitting response to theneighbouring countries onthe borders and the an-nouncement of Atmanirb-har Bharat campaign dur-ing Covid-19 pandemic re-flects the decision-makingpower of the country.

New India: Today, ourcountry is moving stronglytowards self-reliance.Make in India, Vocal forLocal, New National Edu-cation Policy and efforts todouble farmers' income by2022 will prove to be aboon in the formation ofNew India. The new educa-tion policy implemented bythe center government willbe helpful in making India'Vishwa Guru' again. Suc-cessfully implementedSwachh Bharat Missionhas played an importantrole in making the wholecountry neat and clean.

Foundation of Prosper-ity: After coming into exis-tence in the year 1948, theState has started its devel-opment journey fromscratch. The pace of devel-opment remained slow forthe first two decades, butdevelopment gained mo-mentum after attainingStatehood on 25th January,1971. This small but beau-tiful hill state is making itsmark as a progressive Statetoday. The credit for thisgoes to the hard-working,honest and innocent peopleof the State. I express mygratitude to the people ofHimachal Pradesh for thiscontribution.

Dawn of a New Era:On 27th December, 2017,we were honoured to servethe people of the Statewhich gave a rise to thenew era of development inthe state. During thistenure, the state govern-ment added many dimen-

sions to the developmentand achieved new heights.During this tenure, the stategovernment initiated sever-al developmental schemeswith the purpose of inclu-sive growth and upliftmentof all sections of the socie-ty.

In the very first meet-ing of Cabinet, the age lim-it for getting social securitypension was reduced from80 years to 70 years withno income limit. At pres-ent, more than 2.85 lakhpeople above 70 years ofage are availing monthlypension of Rs. 1500. Alongwith this, social securitypension of widows andspecially-abled has alsobeen increased to Rs. 1000per month. During thepresent tenure of state gov-ernment, 1,63,607 new cas-es of various social securi-ty pensions have been ap-proved.

Priority to Public Par-ticipation: The state gov-ernment has given priorityto public participation indevelopment and to bringgovernment closer to thepeople. An ambitious ini-tiative 'Jan Manch' forspeedy redressal of publicgrievances was started.Since the first Jan Manchheld on June 3, 2018, total189 Jan Manch have beenorganized in all the assem-bly constituencies of thestate with 45,000 com-plaints and demands, out ofwhich 91 percent havebeen resolved.

Mukhymantri SevaSankalp Helpline-1100 hasbeen started. Any citizencan register the complaintby dialing 1100 numberfrom any corner of thestate. More than one lakhcomplaints have been re-ceived so far and most ofthe complaints have beenredressed.

'My Gov' portal hasalso been started with theobjective of quick resolu-tion of public grievancesand to get public feedbackregarding the policies andprograms of the govern-ment. This innovative ef-fort has become very pop-ular and the general publicis openly giving sugges-tions, which will help thegovernment in policy for-mulation and also ensur-ing their participation inthe development process.

Better health facilities:An ambitious schemenamed 'Himcare' has beenstarted in the state. So far,5.50 lakh families havebeen registered under thescheme and more than onelakh people have availedtreatment facility, onwhich Rs. 91.43 crore hasbeen spent.

Sahara Yojana hasalso been started to pro-vide financial assistanceto the poor people suffer-ing from critical diseases.Under this scheme, finan-cial assistance of Rs. 2000per month is being provid-ed to the eligible patients.So far, financial assistanceof Rs. 5.90 crore has beenprovided to 9078 benefici-aries under the scheme. Ithas been decided to in-crease financial assistanceto Rs. 3000 per month.

Under Himachal Gri-hini Suvidha Yojana, 2.78lakh women have beenprovided free gas connec-tions. Himachal Pradeshhas become the first statein the country to achievesuch an achievement. Toprovide houses for thepoor, a target of construc-tion of 10,000 houses hasbeen fixed in the budgetthis year.

A sum of Rs. 41.78crore will be spent onplantation and rural liveli-hood improvement worksunder JICA project of Rs.

800 crore. Under theMukhymantri Ek BighaYojana in the state, a grantof Rs. 40,000 is being giv-en to a woman or her fami-ly to build a backyardkitchen garden in a bighaland. 'Panchvati Yojana'has also been launched forsenior citizens in rural ar-eas, under which parks andgardens will be developedin all the developmentblocks in a phased manner.

M u k h y m a n t r iSwavalamban Yojana hasinspired the youth of thestate to adopt self-employ-ment. Under the scheme,25 percent subsidy is beingprovided, while 30 percentsubsidy is being providedto women entrepreneur.Total 946 units have alsobeen set up with a subsidyof Rs. 44 crore. With thesuccessful implementationof the scheme, the youth ofthe State are now becomingemployers instead of em-ployment seekers.

Many new agriculturalschemes have been startedwith a view to double theincome of farmers and or-

chardists. As many as59,000 farmers have adopt-ed natural farming in theState. Mukhymantri KhetSanrakshan Yojana hasproved successful in pro-tecting crops from wild an-imals. So far, about 2600farmers have benefitedwith Rs. 80.36 crore. Anti-hail net scheme has alsoproved to be effective forthe orchardists. An area of1587 hectares has beencovered under this schemewith an expenditure of Rs.44.44 crore. New projectshave been started to pro-mote cultivation of 'Hing'and 'Kesar'.

All the centrally spon-sored schemes are beingimplemented in the stateefficiently, resulting in thenational level awards forState. I specially thank theCenter government underthe leadership of Sh.Narendra Modi for the lib-eral financial assistanceand sanctioning variousprojects for the State.

Covid-19 Challenge:This year the whole worldis facing a new challengeof Covid-19. Due to thetimely and effective stepstaken by Prime MinisterShri Narendra Modi to dealwith the situation arisingdue to Corona epidemic,the lives of the citizens ofthe country have been pro-tected. Major relief hasbeen provided by the Cen-ter Government by an-nouncing the 20 lakh croreeconomic package underAtmanirbhar Bharat Ab-hiyan providing financialassistance to the poor,farmers, vendors, MSME,migrant labour and otherweaker sections of society.

Under the PradhanMantri Garib Kalyan Yo-jana, the poor families ofthe country have availedfree ration till November2020, direct financial assis-tance of Rs. 500 per monthin the 5.90 lakh accounts ofwomen under PradhanMantri Jan Dhan, threecylinders free of cost to the1.36 lakh beneficiaries ofPradhan Mantri Ujjwalascheme and Rs. 2000 permonth to the 8.74 lakhfarmers under PradhanMantri Kisan SammanNidhi. All medical staff,sanitation workers andhealth workers were cov-ered with life insurance ofRs. 50 lakh under PradhanMantri Garib Kalyan Yo-jana.

A financial assistanceof Rs. 2000 per month hasbeen provided to the 1 lakhregistered under HP Build-ing and other Constructionworkers Welfare Boardwith total expenditure ofRs. 40 crore. During thisperiod, the state govern-ment has also provided Rs.1000 per month to Ashaworkers from March toJune 2020. An increasedamount of Rs. 2000 permonth has been providedin the month of July & Au-gust.

To track the cases ofCovid-19 in the state, anActive Case Finding Cam-paign was launched withsupport of health workers.This campaign was praisedthroughout the country.Meanwhile, e-Sanjeevaniportal has been started inthe country as well as in thestate, whose main objectivewas to provide medicalconsultations to the people

at home. It is a matter ofpleasure that our efforts fore-Sanjeevani portal has gotthird place in the country.The recovery rate in Covid-19 cases is 63.81% anddeath rate is 0.44% only inthe state.

There are 6 dedicatedCovid hospitals, 11 dedi-cated health centers and 38dedicated Covid care cen-ters with a total capacity of2809 beds in the State. Thecenter government has pro-vided Rs. 52 crore to theState for health facilities inthe wake of Covid-19 pan-demic. A sum of Rs. 13crore was spent on themanagement of quarantinecenters. All the selected in-stitutions of the State wereequipped with masks, PPEkits, ventilators, oxygencylinders etc. The Stategovernment has estab-lished 8 RT-PCR, 24TRUNAAT and 2 CB-NAAT testing centers,which is a record in itself.

During this period, sup-ply of essential commodi-ties like ration, fruit-veg-etables & medicines wereprovided to 16.76 lakh peo-ple in the State with thehelp of 1750 registeredvendors under Home De-livery Scheme. One Coun-try-One Ration Card facili-ty was started in the State.In the wake of the Covid-19, total 5.69 lakh pension-ers have been paid pensiontill September, 2020 in ad-vance with an expenditureof Rs. 424.58 crore.

Covid-19 State Disas-ter Response Fund re-ceived overwhelming re-sponse from the people ofthe State. An amount of Rs.82.48 crore was con-

tributed towards the fundout of which Rs. 22.08crore were spent on Covid-19 care.

In the wake of increas-ing case of Covid-19 inother states, 2.25 lakh Hi-machalis stranded in differ-ent parts of the countryhave been brought backhome by special efforts ofthe government. Skill reg-ister portal was started forskill mapping of the youthbrought back to the State toprovide employment op-portunities and skill devel-opment. MukhyamantriShehri Rojgar GuaranteeYojana has been imple-mented to provide guaran-teed employment to youthin urban areas.

In order to maintain di-rect contact with the pub-lic, redressal of publicgrievances and constant re-view of welfare schemesthrough video conferenc-ing has been ensured. Vari-ous works are being doneaccording to the sugges-tions being given by theCabinet Sub-committeeconstituted to resume eco-nomic activities duringCovid-19.

I would like to special-ly thank Corona warriorsfor their valuable contribu-tion and people of the Statefor their cooperation tocomply with the guidelinesgiven by the governmentfrom time to time. I alsoappeal to ensure social dis-tancing with compulsoryuse of masks. The Stategovernment is committedto contain Covid-19 and allnecessary steps are beingtaken. No one need to pan-ic but precautions shouldbe taken.
