A brief statement of the nature of this suite is as follows: On or about May 6, 2013, Plaintiff Tiburcio Parras, III was operating a motor vehicle, in Web-ster, Harris County, Texas, when Plaintiff was involved in a collision with a vehi-cle, which was operated by Defendant Javier Antonio Moreno. The collision, which was proximately caused by Defendant’s negligence, occurred as follows: Plaintiff was at the intersection of Nasa Road 1 and El Camino Real. Defendant was also at the intersection of Nasa Road 1 and El Camino Real. Plaintiff was taking a left in the lane designated to go straight or turn left. Defen-dant was in the turn left only lane and collided into the drivers side of Plaintiff vehicle. As a result of the negligent conduct of Defendant Javier Antonio Moreno and the resulting collision, Plaintiff sustained physical injuries to Plaintiff’s person and exten-sive damages to Plaintiff’s property as is more fully shown by Plaintiff’s Petition on file in this suit. Death penalty supporter Kent Scheidegger of the Criminal Justice Legal Foundation said the increasing challenges might spell the end for lethal injections — but not for capital punish-ment.

The medical community’s involvement has made legal injec-tions appear as a medical procedure and not as a punishment, he added.

“The whole business of involving the medical profession and pharmacies is unnecessary,” Scheidegger said. “We’d be better off without it.”

Some death penalty states are preparing for that.Tennessee passed a law last year to reinstate the electric chair

if it can’t get lethal drugs, and Utah has reinstated the firing squad as a backup method.

Republican Rep. Paul Ray, who sponsored the Utah bill, said he knew the announcement from the pharmacists associa-tion was coming, which contributed to his urgency in getting a backup plan in place.

“If they don’t want to sell the drug cocktail, fine,” he said Tuesday. “We’d prefer it, but now we have a means to carry out our executions.”
