A community workshop was held to provide ideas and concepts to
assist the creation of community driven verge maintenance strategies.
The workshop was facilitated by an external facilitator and was attended
by community members, elected members, government and community
organisations. The ideas will be considered by the city and contribute
to the development of a strategy to assist develop greater community
involvement in verge care and maintenance.
A community engagement process was undertaken to gather
community feedback and assist develop the Kings Square Urban
Design Strategy. The process comprised:
o Elected members, City staff, key landowner and community
stakeholders participated in visioning workshop to develop a set of
high-order aspirations for the area.
o This was followed by a design options workshop, involving the same
participants, in developing a range of options to realise the agreed
vision for the site.

o An open day was held to allow the community to view the draft plans
and ask questions on a one-to-one basis with the project consultant
and city staff. A guided walking tour around the square was also held to
help put the strategies into context.
o An interactive community workshop was held to facilitate discussion
and feedback on the proposals before the strategy is finalised for
consideration by council.
o A citizens jury, comprised of 25 people reflecting the community
demographics of Fremantle and various community and stakeholder
groups will be held on 5 May. The jury will evaluate the strategies,
select a preferred option and provide feedback explaining their
selection.
o A Councillors workshop on 19 May to present the community
feedback to elected members and finalise the strategy ready for
adoption .
Community feedback was sought to guide the City’s future planning for
play facilities at Moorni Boorn Park in Hilton, which are need of renewal
to be made safe for children to use. Staff held one on one discussions
with parents attending the mobile activity bus (Buster) on 3 April to
gather their feedback, a comment box was available during the
comment period at the toy library and a community meeting was also
held at the park on 17 April.

The City of Fremantle hosted the Cockburn, Melville and Fremantle
Youth Agency Network Meeting in April. It was attended by
representatives from 16 agencies in the local area. April school
holidays showcased a National Youth Week event called INCUBATE.
The event included a free concert in Kings Square and the 25 Under 25
art exhibition. An estimated 250 – 300 people attended throughout the
day. This event had promotion in Drum Media, Xpress magazine, RTR
FM, The Fremantle Gazette and Radio Fremantle. Skateboarding
clinics were run when weather permitted. An urban art project creating
two fantastic murals at the Fremantle Leisure Centre attracted 12 young
people.

Communities and the City of Fremantle and uses art to generate
discussion with Aboriginal people over the age of 45 years on ageing in
Fremantle. the project will produce an Aboriginal art wok which will be
able to be displayed with permission from the participants.

As part of the South West coastal Councils' group a Memorandum of
Understanding to share mapping details has been signed. The Coastal
group has received State Government Funding of $70K towards a
consultancy study into the impacts of potential sea level rise. The City
has also recently joined to be a user of the Australian Govt pilot sea
level rise visualisation tool. This project will include ongoing liaison
with Government Agencies and involve site specific analysis of the
potential impact on the City's coastal areas. A draft policy will be
concurrently developed based on the available expert advice.

service is undertaken and understood to ensure we deliver good

is anticipated the additional 15 cameras will be installed by mid to late
February 2012. Poles have been placed in located positions and

Initiatives have commenced with CBD Patrol being implemented,
lighting program for main pedestrian areas of South Terrace being

CBD Patrol is undetaking introductions with CBD businesses and
providing information on how they may be contacted. General response
times to calls have been within 5 minutes of the call and officers are
noticing that people associated with disturbances are moving on
quickly. CBD Officers will continue to contact businesses and will now
start to look at engaging with local identities and trouble makers in a
bid to establish behaviour standards.
Lighting for South Terrace has started with the underground service
connection upgrades being provided.

Following a successful Perth 2011 'Special Event', the City of Fremantle
has written to the Hon. Terry Waldron MLA, Minister for Sport and
Recreation; Racing and Gaming, requesting legislative reform of the
Liquor Control Act and Liquor Licensing Regulations to allow patrons
permission to consume liquor while standing in restaurants that hold a
liquor without a meal permit.

from 400 to 3,500. Geocoding of the businesses in the database has
been completed, enabling existing business clusters to be identified
by geographic location. Economic Development Coordinator and
Business Network Facilitator have been recruited and are both
engaging with businesses in targetted industry sectors and locations,
leading to an intial series of meetings to explore options for working

plans are expected to be released in mid 2012. Whilst these studies
are underway a meeting was held in January 2012 with the Department
of Transport and other Sate Agencies together with the respective
Planning and Technical Directors' of adjacent local governments to
coordinate and progress a localised transport review in the affected
transport corridors. It is anticipated that this localised approach will
identify the issues and desired outcomes to be addressed.

is being undertaken with the Public Transport Authority including on

held in March with the PTA to explore opportunities in this matter.

Specific sites for infrastructure upgrade have been selected and works
are being progressively installed. Bike parking facilities are at
Bannister Street, High Street west end, South Beach, around Fremantle
Markets with upgrades to shared use paths near Ocean Drive, Rule
Street and Beach Street link road. A contra cycle lane was constructed
as part of the new Mews road rail crossing. Also cycle lanes have been
installed on Queen Victoria Street.

Department of Transport indicated in April 2011 that its preferred
design is option 4. Following discussions with the City the Department
of Transport arranged for an independent analysis of options which was
completed by August 2011. A presentation on the analysis of options
was made to the community in August. This matter was formally
consided by Council at its 24 August meeting and the Department was
advised of the Council's resolution to give in principle support to option
4 A.
The Department of Transport arranged a meeting with the City in
November to discuss this issue. The City raised a number of issues
with option 4 and discussions have been held with Main Roads
representatives on design considerations. A MRWA sponsored key
stakeholder workshop to review the design options is now programmed
for mid year.
