As promised during his 3,648-km padayatra, the Chief Minister had taken the initia- tive to provide quality rice, right at the doorstep of the ration cardholders. During his padayatra, Jagan witnessed the plight of elderly and differently-abled people who were kept waiting in lengthy queues to get the ration supplies which were of poor quality. The government aims to deliver quality rice to the card- holder through a mobile vehi- cle, that would incur an addi- tional cost of Rs 830 crore per annum. In the earlier PDS, the per- centage of husk and coloured grains were high, where a majority rejected the ration. To resolve this, the government has decided to provide card- holders with better quality rice by giving Swarna variety. The Civil Supplies Department made drastic changes during the procurement of rice by reducing the husk and broken rice to a great extent. For the first time, quality sorted rice is being given to the cardholders, with zero per- cent of stones and less than one percent of dyed or damaged grains. The worker was vaccinat- ed at about 11.30 AM on Tuesday at a Primary Health Centre (PHC) in the district and he is said to have devel- oped chest pain at around 2.30 AM on Wednesday. He was brought dead to the district hospital at about 5.30 AM, state Director of Public Health G Srinivasa Rao said in a press release. "Preliminary findings sug- gest that the death seems to be unrelated to vaccination," it said. Of the 28, at least three patients are undergoing treatment and 25 others were discharged after receiving treatment.     Farmers are protestingagainst laws that deregu-late the sale of crops,

    allowing private buyers freerein in a marketplace that haslong been dominated by gov-ernment subsidies. Farmerssay the reforms that have longprotected small landholders’place in the market will putthem at risk of losing theirbusinesses and land to bigcorporations.

    However, what is missing inthis narrative is the culpabili-ty of the market in the messthat the agricultural professionis in today, as well as evidenceon whether, and how, the stateand market have responded tothe agrarian crisis that germi-nated over six decades.

    The results after decades ofagriculture development sug-gests that farmers continue tobe vulnerable to frequentepisodes of losses in their eco-nomic activity that neitherthe state nor the markets havebeen able to mitigate.

    Market Economy and StateIn his book, Wealth of Nations

    (published in 1776), AdamSmith explains that in a mar-ket economy, guided by themotive of self-interest, individ-ual decisions collectively deter-mine the economy's allocationof scarce resources throughfree markets for the socialgood. In other words, opera-tion of demand-and-supplyforces, through a perfectlycompetitive market, results inoptimal allocation of resourcesand a perfect market leads tosocial efficiency and maxi-mum social welfare.

    But, in the real world, per-fect competition is not so ‘per-fect’ as it appears at first. Thatmeans unless demand andsupply reflect, respectively, allthe benefits and all the costs ofproducing and consuming aproduct, the prices determinedin perfect competition may notnecessarily be ‘perfect’ or ‘right’ones.

    If so, perfect competitioncannot ensure maximumsocial welfare or markets fail toachieve social efficiency.

    Economists call this ‘marketfailure’. In ordinary sense, mar-

    ket failure means that pricesfail to provide the proper sig-nals to economic agents—consumers and producers— sothat the market does not oper-ate in the traditional way. Thisis also precisely reflected inagriculture markets in India,where neither the producingfarmers nor the consuming cit-izenry is satisfied with theprices.

    However, government pol-icy interventions, such as taxes,subsidies, wage and price con-trols, and regulations, mayalso lead to an inefficient allo-cation of resources, or govern-ment failure. Given the tensionbetween the economic costs

    caused by market failure andcosts caused by "governmentfailure", policymakers attempt-ing to maximise economicvalue are sometimes facedwith a choice between twoinefficient outcomes, i.e., inef-ficient market outcomes withor without government inter-ventions.

    Government should playan important role in bankingand securities regulation,channel investment supportthrough direct transfers toenforce contracts and proper-ty rights. The real challengetoday is about finding theright balance between themarket and government and to

    explore farmers' own institu-tions beyond the market andthe state.

    Collective Action andCooperative Economics

    The collective action orcooperative approach demon-strated by Elinor Ostrom andothers challenges the currenteconomic orthodoxy that thereare indeed alternatives to state,privatisation and markets ingenerating wealth and human

    wellbeing.As is known, between the

    individual/market/governmenta range of voluntary, collectiveassociations, producer organ-isations, cooperatives, and pro-ducer companies can evolveefficient and equitable rules toget the most out of commonresources. We know that todaythere is an alternative secure,stable and sustainable model ofbusiness owned and controlledby 800 million people world-wide. Cooperatives with over400-million-member farmersare responsible for over 50% ofagricultural production andmarketing in the world. It is nocoincidence that the world’smost successful and stableeconomies generally also hap-pen to have the world’s mostco-operative economies.

    Farmer collectives are there-fore viewed as an importantelement in linking smallhold-ers with modern markets(input and output) as they pro-vide many benefits for thisinterface. Further, primaryproducers’ organisations orcollectives are being correctly

    argued to be the only institu-tions that can protect smallfarmers from ill-effects ofglobalisation or make themparticipate successfully inmodern competitive markets.Producers’ organisations notonly help farmers buy or sellbetter due to scale benefits butalso lower transaction costs forsellers and buyers, besidesproviding technical help inproduction and creating socialcapital.

    A striking example is TheGujarat Co-operative MilkMarketing Federation with 28lakh milk producers whoseAmul brand is a householdname. It transfers 82% of itsretail price to farmers in thesupply chain. A number ofequally successful coopera-tives are running today inIndia and the need to promotethem in the interest of smalland marginal farmers isimmense.

    A unique initiative of FarmerProducer Organisations(FPOs), which are member-based farmers’ institutions withthe objective of integration of

    smallholders into agriculturalvalue chain, was taken byGovernment of India,NABARD over the last 10 years.About 5,000 FPOs were formed,of which around 3,200 are reg-istered as Producer Companieswhich require not only techni-cal handholding support butalso adequate capital and infra-structure facilities includingfair market linkages for sustain-ing their business operations.Such basic model of “beyondmarkets and states”, is possiblein communities with high lev-els of autonomy and internaltrust when people have a rea-sonable expectation of influenceover the things that affect theirlives.

    This is because unlike themarket or state it is only collec-tive action and cooperationwhere efficiency and equitycan be combined and the prof-its arising out of their businessare returned to those who tradewith the business, thus keepingthe wealth generated by localbusinesses in the local commu-nity for the good of the localenvironment and families.

    The outburst by Veerrajucame during the party’s mini-core committee meeting heldat Purandeswari’s residencehere.

    Veerraju, who broached thetopic, invited opinions fromother leaders of the party.

    To this, Purandeswari, whois also the national secretary of

    the party, voiced her opposi-tion and tried to justify herview with political reasons.

    “There is no use in imple-menting the idea of sendingholy water and soil from thestate to Ayodhya as it wouldmake the BJP once again thetarget for criticism from vari-ous quarters. It will also remindthe people of Prime MinisterNarendra Modi bringing holywater and soil to build the cap-ital Amaravati and also notimplementing his promise ofSpecial Category Status to AP”,Purandeswari is believed tohave said.

    At this, Veerraju reportedlycame down like a tonne ofbricks on her, to the extent thatshe felt humiliated.

    The irate AP BJP chief, islearnt to have chided her say-ing:” “How can you still imple-ment Chandrababu Naidu’sagenda? Should the BJP followhis agenda and his politicalline? Should we dance to thetunes of yellow media? Shouldthe BJP give up its political linefearing criticism?”

    An embarrassedPurandeswari looked towardsUnion Minister Muralidharanfor help but the latter wasreported to have remainedsilent.

    Purandeswari is known toadopt a neutral approach atparty meetings and her oppo-sition to opinion has come asa surprise.

    party core committee meet-ings, there has been noinstance of Purandeswari voic-ing her opinion, BJP sourcessay.

    BJP and RSS leaders havebeen collecting donations forthe Ram temple at Ayodhyafrom traders, business peoplewith the help of the local partyleaders in the districts settingaside the Tirupati Lok Sabhapoll campaign for a period of15 days.

    Meanwhile, the party seniorswelcomed the suggestion ofVeerraju to send holy waterand soil to Ayodhya.

    Andhra Pradesh onWednesday reported noCovid-19 deaths while 173fresh cases were added to theinfection count and 196 peo-ple recovered from the disease.

    Terming it as a case of civil dis-pute and beyond the jurisdic-tion of the SIT, the AndhraPradesh High Court onWednesday stayed the probeinto the Waltair Club landdispute in Vizag initiated by theState Government.

    After SIT chairman VijayaKumar asked the Waltair Clubto submit the original docu-ment of the lease agreementwith regard to 31 acres in itspossession, the club manage-ment moved the High Court.

    The club, located on 15acres of prime land, was pri-marily leased, on perpetualbasis, from one Chetty familyin the year 1900.

    But according to the SITofficials, the authenticated copyof the lease agreement, thoughregistered, is yet to be madeavailable to it and it was notrenewed after 1999.

    The Waltair Club arguesthat it got patta issued in 1951

    under the Estate Abolition Actand by virtue of which theyclaim to be the owner of theland.

    But according to the docu-ments available with the SIT,they claim that even the copysupplied by the DistrictCollector does not satisfy theregistration criteria.

    Kumar and DV SitharamMurthy contended that theprestigious institution wasawarded with Settlement Pattaway back in 1964 and findingswere rendered by various rev-enue authorities that theProperty of Waltair Club ispurely private in nature and thegovernment has no claim overit. Ashwani Kumar furtherargued that supplementing the

    submissions of DV SitharamMurthy that the term of SIThad ended and it lacked juris-diction to inquire into theproperties of the club, enter-taining any petition in a privatecivil dispute.

    The advocates said the HighCourt is of the view that thewhole process of SIT undertak-ing an inquiry is unlawful,without jurisdiction and with-out power and is liable to beinterdicted by the High Court.

    Additional AdvocateGeneral P Sudhakar Reddy,appearing for SIT, argued thatSIT was within its term andhad power to examine any dis-pute.

    The court was howeverunsatisfied with the submis-sions made and said interest ofPetitioner Waltair Club is to beprotected, granting a stay on allfurther proceedings before SITand further directed SIT not tointerfere with the title, posses-sion, occupation and affairs ofthe club.

In thisbackdrop, Gayatri, who was on her way home on a two-wheeler withher relatives on Tuesday, was waylaid by him at Kothur and stabbed.The girl died while being shifted to Vellore in Tamil Nadu fortreatment.

    Cracking the major burglary that had been committed hours before awedding function at a private resort in Rushikonda, Vizag city policehave arrested 29-year-old Pokathota Gangadhar and recovered over530 gm of gold jewellery worth over Rs 30 lakh.     In major relief to 11 farmersfrom Krishnayapalem, the TheAP High Court on Wednesdayruled that they cannot bebooked under Sections of theScheduled Castes and Tribes(Prevention of Atrocities) Act,1989.

    The farmers had filed apetition seeking quashing ofthe provisions of the Actagainst them. After hearingtheir arguments, Justice MSatyanarayana Murthy of theAP High Court ruled that theSections should be removedand dismissed the casesagainst the farmers.

    In October last year, farm-ers from Krishnayapalem inthe State Capital regionblocked an auto on its way totake part in a protest in sup-port of the State Government’sthree capitals decision.

    On the same night,Mangalagiri Mandal YSRCPSC cell president E Ravi Babulodged a complaint with thepolice. He said he was threat-ened by farmers when he wentto pacify the farmers.

    Police registered casesagainst 11 persons under var-ious sections, including the SCand ST Atrocities Act.

    The arrested farmers fromKrishnayapalem included fiveSCs and two OBCs and the

    police, ironically, bookedthem, along with four others,under the SC/ST (Preventionof Atrocities) Act.

    They were charged withobstructing some Dalits fromneighbouring villages, whohad come to Amaravati lastweek to stage demonstrationsin support of the three capitalsplan.

    The Amaravati farmersalleged that the ruling YSRCPleaders had brought outsidersto launch a counter-agitationin support of the three capitalsdecision.

    The farmers say that theydid not abuse them or attackthem. “We only questionedtheir credentials while thepolice filed cases against us,”they said.

    Auto-rickshaws plying inVizag city limits will now havea unique numbering systemfor identification. As per thenew system, the auto-rick-shaw drivers will be verified bytraffic and crime wing policewith a database to fish out theirhistory and a unique numberwill be allotted to each vehicle.

    collect details of the drivers,authenticate these details,cross-check violations by thedrivers, and other misde-meanours.

    Later, the crime wing policewill cross-check if there is anycriminal history of the drivers.

    “If the auto-driver is foundto have committed any crimeagainst passengers, or hadbeen an accused in dacoity,burglary, robbery, or othercases, we will not allot theunique number to those peo-ple.     As part of the strategy, theparty is planning to set up itsown survey wing and establish90 shakti kendras, one forevery three polling booths, inthe constituency.

    To campaign for the party,the BJP will draw party work-ers from seven mandals andtwo municipalities.

    The survey wing will assessstrengths and weaknesses ofthe candidates of the rival par-ties. For every 70 voters, apanna pramukh will beappointed, besides a 25-mem-ber booth committee.

    Sridhar instructed the solardivision officials that the bal-

    ance 44 megawatts in the firstphase is to be completed by theend of next month and erectionof 90 megawatts plants in thesecond phase have to be com-pleted by May,2021. 30 per centof usage through solar powerplants only in Ramagundamregion, he said.

    Since the balance of 44megawatts installation will becompleted from the first phaseof 129 megawatts, 18.55 millionunits' solar power would begenerated from the first phaseplants by March.

    India's COVID-19 active case-load has fallen below the 2-lakh mark after nearly 7months and comprises just1.86 per cent of the total infec-tions, the Union HealthMinistry said on Wednesday.

    It said that 72 per cent ofthe active cases are concentrat-ed in Kerala, Maharashtra,Uttar Pradesh, Karnataka,West Bengal.

    Thirty-four states and UTshave less than 10,000 activecases.

    "The active cases have fall-en to 1,97,201.This is the low-est after 207 days. The totalactive cases were 1,97,387 onJune 27, 2020," the ministryunderlined.

    A total of 16,988 peoplehave recovered in a span of 24hours. This has led to a netdecline of 3,327 from the totalactive caseload, it said.

    India's daily new cases areon a steady decline which hasalso contributed to the shrink-age in active caseload, it under-scored.

    "Globally, India has one ofthe lowest daily new con-firmed COVID-19 cases permillion population in the last7 days," the ministry said.

    As on January 20, 2021, atotal of 6,74,835 beneficiarieshave received the vaccination.In a span of 24 hours, 2,20,786people were vaccinated across3,860 sessions. A total of11,720 sessions has been con-ducted so far. The total recov-ered cases stand at 1.02 crore.

    "The total recovered caseshave crossed the active case-load by one crore a few daysago. The gap presently standsat 10,048,540," the ministryhighlighted.

The findings oftwo new international studies,published in the journal ChemicalSenses, show that there isfrequent loss of smell in COVID-19 patients which often lasts fora long time. Over 4,500 COVID-19 patients from a total of 23nationalities responded to theresearchers' questionnaire.The studies found that theaverage loss of the sense ofsmell was 79.7 on a scale from0-100, indicating a large tocomplete sensory loss."This emphasises how importantit is to be aware of this symptom,as it may be the only symptom ofthe disease," said AlexanderWieck Fjaeldstad from AarhusUniversity in Denmark.The research found that only

    around half of patients with aloss of smell got their sense of

    smell back after forty days."This differs from the picture wesee with other viral infections andcauses long-term discomfort forpatients, both in relation to foodand social contact, while at thesame time causing them worry,"Fjaeldstad said.The researchersalso found that the sense of tastewas also significantly reduced, to69.0 on a scale from 0-100,adding the remaining sense offeeling in the mouth was alsoreduced to 37.3 on a scale from0-100. "While the loss of smell initself removes the ability to sensethe aroma of food, thesimultaneous loss of the othersenses make it difficult toregister what you're eating.Putting food in your mouth cantherefore become a decidedlyunpleasant experience,"Fjaeldstad added.The study is of interest both to

    patients suffering sensory loss aswell as clinicians and researcherswho work with diagnostics andfollowing-up on COVID-19, theresearchers said.

He was carrying a bag from which thepolice recovered 1.10 kg of mephedrone, a banned syntheticstimulant, valued around Rs 1.10 crore, the official said he said.Theaccused, a resident of J J Marg here, has been allegedly involved inselling drugs since last few years, the official said.The police aretrying to find out where the accused got mephedrone and have alsolaunched a search for his associates, he said.A case has beenregistered against him under relevant sections of the Narcotic Drugsand Psychotropic Substances (NDPS) Act, he added.
