IN THE COUNCIL CHAMBERS OF THE SARATOGA TOWN HALL Mayor Ed Glode called the meeting to order at 6:00 p.m. Members present were Mayor Glode, Council- man Will Faust, Coun- cilman Steve Wilcoxson and Councilman Richard Raymer. APPROVAL OF AGEN- DA: Councilman Raymer made a motion to approve the Agenda as presented. Councilman Wilcoxson seconded and the motion carried. APPROVAL OF THE MIN- UTES: Councilman Ray- mer made a motion to approve the minutes of the November 6, 2018 meeting as presented. Councilman Wilcoxson seconded and the motion carried. APPROVAL OF THE BILLS: Treasurer Sam- uel Flohr read the fol- lowing bills for approv- al: Accounts Payable: $54,255.44; Payroll and FICA for 11/13/18 in the amount of $51,464.91; and manual checks in the amount of $425.19, for a total of $106,145.54. Councilman Faust made a motion to pay the Shively Hardware bill in the amount of $316.30. Councilman Wilcoxson seconded and the mo- tion carried. Mayor Glode declared a conflict and abstained Councilman Faust made a motion to pay the remain- ing bills in the amount of $105,829.24. Councilman Wilcoxson seconded and the motion carried. ITEMS FROM THE PUB- LIC: Susan Marich, Pres- ident of the Community Garden Board, asked to give an update and year- end report on the commu- nity garden projects activ- ities. The participants for the community garden have completed the year- end clean-up and have been goal setting for the upcoming year. Additional items discussed: Developing an agreement between the town and the community garden board Treating the garden like a community park Monitoring excessive use of water for irrigation Developing a strategy for growing in a high desert area being more condu- cive to topography and climate Ms. Marich was thanked for her participation with the board and sharing of information. COUNCIL COMMENTS: Councilman Wilcoxson reported that he had re- quested Councilman Ray- mer take the position of voting delegate at the lat- est COG meeting discuss- ing the Specific Purpose Tax projects for 2018. The council discussed the project summery that had been submitted and the apparent need for an additional meeting on November 28th in Rawlins to review the proposed Specific Purpose Tax proj- ects of each community in hopes each community could reduce their project costs. Councilman Wilcoxson noted that he would like to have the selected projects and their costs discussed in a regular council meet- ing so that the public is aware of the projects and bonding options. REPORTS FROM DEPARTMENTS Town Hall: Nothing to report Fire Department: No Report Recreation Department: Councilman Raymer re- ported the following: A recreation board meet- ing had been held on No- vember 19th Two letters of interest have been received re- questing appointment to the board; Sarah Lincoln requested re-appointment to the Board Chia Valdez-Schmidt re- quested appointment to the board Councilman Raymer made a motion to appoint Sarah Lincoln and Chia Val- dez-Schwardt to the Rec- reation Board. Council- man Faust seconded and the motion carried. Ladies Night-Out has been scheduled for December 5th from 6:00 - 8:00 at the community center Cycling classes are start- ing back up and there is a need to have additional cycles due to increased class sizes. In 2016 the proceeds from Donkey Basketball were to be used for additional equipment at the recreation center and those funds could be used to purchase two new spinning bikes. Councilman Raymer made a motion to allow Recre- ation Director Burton to purchase two new spin- ning cycles. Councilman Faust seconded and the motion carried. The next meeting will be held on December 17th at the Town Hall. Police Department: Chief Bifano reported that they had conducted an in- terview with Kyle Mur- phy, currently an officer with the Ft. Collins Police Department. The back- ground check and physi- cal have been completed, he was asking for permis- sion to hire Kyle Murphy as a police officer. Councilman Faust made a motion to permit Acting Chief Bifano to hire Kyle Murphy as a police officer. Councilman Wilcoxson seconded and the motion carried. Department of Public Works: DPW Director Jon Winter was absent from the meeting REPORTS FROM BOARDS AND COMMISSIONS Airport Board: Council- man Raymer reported the following: $3400 was collected in landing fees from October 1st through November 12th Hanger inspections have been completed Leases will be mailed out by the end of the month Councilman Wilcoxson thanked the airport board for implementing the land- ing fees. The next Airport Board meeting is on December 12, 2018 HealthCare: Councilman Faust reported on the following: The clinic is open with a Nurse Practitioner, Susan Foley, and clinic staff cov- ering appointments and providing care. The clinic is currently working off of the old remaining system until a new computer pro- gram can be purchased and integrated with any remaining data Mark Pesognelli reported that if individuals have not been successful in obtaining their medical records they should con- tact the Wyoming Board of Medicine, Mr. Kevin D. Bohnenblust, through the website at www.wyomed- board.wyo.gov. Fill out the form for requesting medi- cal records and submit it to the Board of Medicine A certified letter has been sent to Dr. Kaiser listing the missing items be- longing to the Town of Saratoga and giving him seven days to respond, no response has been noted following the delivery of that letter. Councilman Faust made a motion to turn over the list of missing equipment to the Chief of Police for fur- ther action. Councilman Raymer seconded and the motion carried. The subcommittee as- sisting the Corbett Med- ical Foundation, The Platte Valley Sustainabil- ity Board made up of six members, will be holding another meeting on De- cember 12th at 5:30 p.m. at the community center. Joint Powers Boards Community Center Joint Powers Board: The next meeting of the Com- munity Center Joint Pow- ers Board will be held on Monday, December 10, 2018 at 4:30 p.m. Water and Sewer Joint Powers Board: Council- man Raymer reported that the November meeting was cancelled due to lack of a quorum. The next meeting will be held on Wednesday, De- cember 12, 2018 at 6:00 p.m. Landfill Board: The No- vember meeting was can- celled due to lack of a quorum. The next Landfill Board meeting will be held at 7:00 p.m. December 5, 2018 in Saratoga. Planning Commission: Councilman Faust re- ported on the Planning Commission’s approval of two variances with a recommendation that the Council approves the vari- ances as follows: Variance request submit- ted by Kerry Russell on behalf of Herb Porter to build an attached garage on a home on Club Court; and Variance request submit- ted by Bob Keel to build an attached shed on the east side of their home on Rochester. Councilman Wilcoxson made a motion to approve the variances approved by the Planning Commission. Councilman Raymer sec- onded and the motion carried. Mayor Glode read a brief outline of Ordinance No 848, an ordinance amend- ing sections 18.58.010, 18.58.020, 18.58.040, 18.58.060, 18.58.070, 18.33.020, 18.33.340, 9.12.020, 5.30.020, and 18.09.020 of the Town of Saratoga municipal code regulating recreational vehicle parks within the Town of Saratoga, on first reading. It was noted that the council has determined it is helpful to read the or- dinance in its entirety on second reading to allow for changes or corrections to be made prior to the final third reading. THE SARATOGA TOWN COUNCIL HELD NO-VEMBER 20, 2018,

AT 6:00 P.M. IN THE COUNCIL CHAMBERS OF THE SARATOGA

TOWN HALL

Mayor Ed Glode called the meeting to order at 6:00 p.m.

Members present were Mayor Glode, Council-man Will Faust, Coun-cilman Steve Wilcoxson and Councilman Richard Raymer.

APPROVAL OF AGEN-DA: Councilman Raymer made a motion to approve the Agenda as presented. Councilman Wilcoxson seconded and the motion carried.

APPROVAL OF THE MIN-UTES: Councilman Ray-mer made a motion to approve the minutes of the November 6, 2018 meeting as presented. Councilman Wilcoxson seconded and the motion carried.

APPROVAL OF THE BILLS: Treasurer Sam-uel Flohr read the fol-lowing bills for approv-al: Accounts Payable: $54,255.44; Payroll and FICA for 11/13/18 in the amount of $51,464.91; and manual checks in the amount of $425.19, for a total of $106,145.54.

Discussion continued with Mayor Elect Zeiger noting that it would be helpful to have public in-put before the third and final reading on December 18th, Councilman Faust being in agreement moved to have a public hearing prior to the second read-ing on December 4th at 5:30 p.m. Councilman Wilcoxson seconded and the motion carried.

Councilman Faust made a motion to approve Or-dinance No. 848 on first reading. Councilman Ray-mer seconded, Council-man Wilcoxson abstained because he had not had the opportunity to read the ordinance in its en-tirety, the motion carried.

The next Planning Com-mission meeting will be held at 5:30 p.m. on De-cember 11, 2018.

Adjournment: Being no further business to come before the meeting, Coun-cilman Faust made a mo-tion to adjourn seconded by Councilman Wilcox-son; the meeting was ad-journed at 7:03 p.m.

The next regular meet-ing of the Saratoga Town Council will be held on December 4, 2018 at 6:00 p.m. in the Council Cham-bers of the Saratoga Town Hall.

PLEASE TAKE NOTICE that pursuant to Wyo-ming State Statute §16-6-116, notice is hereby given that the Town of Hanna, a Wyoming Mu-nicipal Corporation has accepted as substantially complete according to plans, specifications and rules governing the same, the work performed, ma-terials, equipment or tools furnished or used and services rendered under that certain contract dated April 10, 2018, between the Town of Hanna, a Wyoming Municipal Cor-poration, the Owner, and 71 Construction Inc., the Contractor, for the 2018 Elmo and Old Town Wa-ter Distribution Replace-ments, Hanna, Carbon County, Wyoming and the Contractor is entitled to partial release of retainage thereof. You are further notified that the Town of Hanna will cause 71 Construction, Inc., to be compensated with a par-tial release of retainage, according to the terms of said Contract on or after January 22, 2019, being the 41st day after the first publication notice of December 12, 2018. All corporations, firms or persons having claims against this contract are hereby notified to file and

present them to the Town of Hanna prior to the date specified for partial re-lease of retainage at the address below and any failure to file and present claims prior to the pay-ment date shall be waived.

services rendered un-der that certain contract dated August 21, 2018, between the UPRSWDD, the Owner, and R.G. Ray-mer Construction, Inc., the Contractor, for the Saratoga Landfill Storage Building, Saratoga, Car-bon County, Wyoming and the Contractor is entitled to full payment thereof. You are further notified that the UPR-SWDD will cause R.G.
