RE: Provinciai Development Charges Consultation january 2019

The Ministry of Municipai Affairs and Housing (MMAH) recently circulated invitations to selectindustry representatives to take part in a technical stakeholder consultation regarding theProvinces development charges framework. The consultation is part of the Provinces HousingSupply Action Plan which is aimed at increasing housing supply by addressing barriers that inhibitthe development of ownership and rental housing. As announced in the 2018 Fali EconomicStatement. the Action Plan is scheduled to launch in spring 2019.

Hemson has been invited to attend the consultation session and was provided an overview letterand a presentation slide deck. both of which are attached to this e-mail. The focus of theconsultation is how the existing development: charges framework impacts housing supply, andbyextension. housing affordabiiity. Although the attached material recognizes the importance ofmunicipal infrastructure to meet the needs of development, the proposed issues to be discussedcan be viewed as limiting the extent and application of development charges. Furthermore, themateriai outiines issues that are considered "out-of—scope" for this consultation. some of whichmay be important from a municipal perspective.

Along with my colleague Andrew Mirabella. I wilt be attending the consultation session onjanuary 9, 2019. We wili strongiy represent the municipal perspective and the importance ofdevelopment charges within the iimited fiscal framework in which Ontario municipalitiesoperate. We will also argue that development charges do not negativeiy impact housing supplyand affordability.

We will keep you informed of any further developments related to proposed changes to theDevelopment Cfia/geS/lctand the funding of deveiopment—reiated infrastructure. Dear Mr. Binning,

As announced in the 2018 Fall Economic Statement, the Ministry of Municipal Affairs andHousing wilt launch a Housing Suppiy Action Plan in spring 2019. The multi—pronged ActionPian wiii be aimed at increasing housing suppiy by addressing barriers that inhibit thedevelopment of ownership and rental housing. This ptan wili be informed by public andstakeholder consultation that wili begin immediately.

The government has heard from many individuais and groups that it has become toocomplicated and expensive to build new housing in Ontario. There are five broad themes for theConsultation. One of these themes is cost. Government~imposed costs make it more difficult andexpensive to deveiop new housing. Examples of government—imposed costs include municipaland education development charges. Many of the investments in public infrastructure (e.g.,sewer and water services, roads, etc.) needed to support housing deveiopment are funded bythese fees and charges. There is a need to balance efforts to tower the costs of deveioprnentwith building and maintaining vital public infrastructure.

To inform the Action Ptan, the government wants to hear the views of all Ontarians on now toexpand the housing suppiy in Ontario and has launched a pubiic consultation atwww.ontario.ca/Housinq8uppiy. In addition the Government wiii aiso undertake issue-specificstakeholder discussions.

Therefore, we are inviting 2 representatives of your organization to participate in an in-persontechnicai stakeholder consuitation session to gather feedback on the Province’s devetopmentcharges framework.

The session wiii take place on January 9, 2019 from 9:30am to 3:15pm in Toronto. Details onthe iocation are being finaiized and wili be sent to you as soon as possible.

To heip you prepare, we are sharing questions which wilt be discussed:

Municipai Development Charges Calculations“i. Wouid use of a backward—looking or forwardlooking service level average in calculating

development charges better address housing suppiy concerns?2. How can the lists of ineiigible and non—discounted services be adjusted to positiveiy

affect housing supply?3. How can area rating be used to increase housing supply?4. How can the Development Charges Act, 1997 incentivize the deveioprnent of the kind of

housing people want, and can afford (eg. purpose-built rental housing and housingappropriate for famiiies) in the right places with the right supports (e.g.. schools, transitand other amenities)?

new DC rates? Are there ways to provide additionat transparency and clarity?

As per our discussion the request for sponsorship for the Ontario Municipal Fire PreventionOfficers Association (OMFPOA) received by the Township of Brock was sent by the pubiisher,First Response Pubiications Ontario on behalf of the OMFPOA.

Any sponsorship within the OMFPOA Symposium magazine wiil be have a direct influencewithin Brock Township along with Durham Region and the Province of Ontario As part of thecontract a copy of the magazine will be mailed to ali Members of Parliament and Members ofProvinciai Pariiament along with each sponsor. Ali sponsorships for the magazine wili be foradvertising space within the magazine. The funds for aii advertising wiii be used for pubiication,profit for the puhiisher as well as profit for the organizing committee. The committee for2019/2020 is the Fire Prevention Officers of Durham Region.

This money wiii be used at the discretion of the Regions! Fire Chiefs. Previousiy funds raisedduring the 2012/2013 symposiums that were heid in Durham Region were used to provideadditional training to fire prevention staff along with funding public education initiatives such asthe Get Reai Durham campaign.

No funds are provided to each individual department but are maintained by the Treasurer of theDurham Region Fire Prevention Officers Association as charter members of the OntarioMunicipal Fire Prevention Officers Association.

Subject: Gender Alignment Systems and Products Changes

lam writing to share information about an upcoming change regarding how the Municipal PropertyAssessment Corporation (MPAC) wili reflect gender information on our products and systems.

On April 26, 2018, regulatory changes were introduced regarding the coilection of gender information forenumeration purposes. Effective ianuary 1, 2019, MPAC will no longer have the authority to collect genderinformation as part of its enumeration for municipai elections and eiections in non—municipai territories.

By January 1, 2019, gender identifiers wiil be replaced with a code of ”I" (individual) on ali MPAC productsand/or systems where gender information is currently shown.

This change aiigns with the Provinces’ gender identity policy, pertaining to the coilection, use, display andretention of a person’s gender identity or sex information on government forms and products.

We are in the process of updating affected systems and products. Please see the attached appendix for afuli iist of changes. Please share this information with others in your respective office/organizationaccordingly.

More information regarding the regulatory change is available under section 42.7 of O: Reg. 310i18 in theAssessment Act.

Financial Risks for Property Taxpayers and Municipal Budgets

Grants from the provincial and federal government are a critical part of the municipal financial picture. They account for 20% of municipal revenue across the sector and for many smaller municipalities, represent an even higher percentage of local revenue.

This interdependence shapes municipal spending decisions, too. Exactly 280 pieces of provincial legislation directly govern municipalities and help to form local budgets. Other sectors, like health or education, deal mostly with one transfer ministry. However, municipal governments relate to many, many more ministries.

AMO’s advice to the new government has been to take a comprehensive approach rather than a Ministry funding line review and to consider the cumulative financial impact of how any decisions affect the cost and delivery of frontline services. A comprehensive approach is the only way to understand how provincial decisions affect municipal governments.

It is unclear if this advice is being taken or not. We also advised the Ministry of Finance to offer a status update on the Ontario Municipal Partnership Fund (OMPF). That advice was taken. Today, the Ministry of Finance sent a letter to heads of council and treasurers advising that the OMPF will be reduced by an unspecified amount and allocation notices for 2019 will be delayed.

In 2018, the Ontario Municipal Partnership Fund (OMPF) provided $510 million in unconditional operating support from the Province to municipal governments. It uses an equalization approach to address challenges in rural and northern communities. The OMPF is a critical source of funding for 389 of 444

municipalities across Ontario. Some are very small municipalities without growth in their property assessment base.

Reducing the overall envelope and delayed allocation notices have immediate and long-term consequences for communities across the province.

Immediate Impact: In recent years, the provincial government has announced OMPF allocations in the year prior. This practice facilitated local budget development and council approval for the year ahead. Councils cannot make accurate 2019 spending decisions without this information. As a result, council budget planning will be delayed. If allocations to municipalities are reduced, councils will need to compensate with property tax increases or local service reductions in 2019.

Long-Term Impact: OMPF reductions will have a big impact on local property tax rates. For almost half of Ontario’s municipal governments, a 1% property tax increase raises less than $50,000. The Fund has changed over time, in large part to reflect the upload of social assistance.

The OMPF seeks to address regional economic imbalances by helping municipalities provide local services throughout the province. As noted in the Ontario Government’s recent Fall Economic Statement, "employment has grown but has not been experienced across all regions". Northern Ontario has experienced employment declines while the Southwest has remained generally flat. Employment levels reflect a community’s fiscal capacity.

OMPF declines will exacerbate economic imbalances between regions. Any reductions will be especially difficult for rural and northern areas. These areas typically have low assessment growth and can least afford significant property tax increases.

Other sources of municipal funding include provincial court security and prisoner transportation. Over $60 million in 2018 provincial transfer payments for this service are being reviewed. Also, Ontario Community Infrastructure Fund (OCIF) and Ontario Gas Tax for Transit funds are to increase in 2019 and these increases were an election promise. There are also the shared service arrangements for ambulance, public health, and social services. These are just a few of the program grants that are important to municipal property taxpayers and the services that affect their daily lives.

We are writing to provide you with an update on the 2019 Ontario Municipal PartnershipFund (OMPF).

Firstly, congratulations on your new office term. Our government knows that one of thefirst priorities for your new council is setting your 2019 budget. The Association ofMunicipalities of Ontario (AMO) along with a number of individual municipalities haveasked for information about the 2019 OMPF to support budget planning.

Like many of my colleagues in the Legislature, as former municipal representatives, weunderstand the importance of this information. Let me assure you, we are committed togetting you the details of your 2019 OMPF allocation as soon as possible.

As outlined in November's 2018 Ontario Economic Outlook and Fiscal Review, ourgovernment wants to ensure that the vital services people rely on like health andeducation are available to individuals and families for generations to come. This is whyour top priority is putting the Province’s fiscal house in order.

As you know, the Province’s financial challenge is massive. We inherited a $15 billiondeficit and over a third of a trillion dollars in net debt. The previous government wasspending more than $40 million more a day than they took in.

This is simply unsustainable. This is why we are making every effort to restore fiscalbaiance to the Province.

Ernst and Young, who conducted a line-by-line-review of Ontario’s spending, confirmedin its report Managing Transformation -- A Modernization Action Plan for Ontario thatthe growth in transfer payments and other provincial supports are key contributors to theprovince‘s mounting debt. Getting this spending under control is why we areundertaking a detailed review of all transfer payments, including those to municipalities.

We must continue to support municipalities in a way that is sustainable and responsible.To achieve this, we are reviewing the OMPF — which is why details of OMPFallocations will be released later than in past years.

While we all will be operating within a smaller fundingenvelope, we want to work with you to return the program to what it was initially ‘intended to do -- support the Northern and rurai municipalities that need it the most.

As part of the OMPF review, we wiil seek your feedback on how best to renew theprogram. We wlil work through AMO and the recentiy signed ioint Memorandum ofUnderstanding (MOU). This agreement is a foundation of our reiationship. The AMOMOU tabie has been an important forum for discussing and receiving your input onfinanciai matters. i aiso understand that there has been a staff working group that hasprovided valuable feedback on the GIMP? in the past. Ministry otficiais have been askedto engage with this group early in the New Year.

Again, we want to provide you with 2019 OMPF allocations as soon as possibie. We areworking to complete the review early in 2019.

Since coming into office, our government has taken a number of actions to supportmunicipalities. These inciude introducing legislation to address two criticai issues inOntario‘s firefighting sector: fairness for professional firefighters and the efficiency of theinterest arbitration system. in addition, we have committed to providing municipaiities$40 miliion over two years to help with the implementation costs of recreationalcannabis iegaiization. in addition, if Ontario‘s portion of the federai excise duty onrecreational cannabis over the first two years of legalization exceeds $100 miiiion, theprovince wili provide 50 percent of the surplus only to municipalities that have not opted-out as of January 22, 2019. We are aiso working to reduce the significant red tapeburden municipaiities face.

These are important initiatives that will make life better for the people of Ontario.

We respect our municipal partners, and are committed to working constructively with alliocal governments to find smarter and more efficient ways to make life better for ourcommunities.

The Township of Brook started the Centre Spread Advertisements in the Brock Citizen in 2015,foliowing the expiry of the Ontario Sport and Recreation Communities Fund which includedsmelt advertisements in the Brock Citizen.

In 2018 a totai of 10 ads were booked for the months of January June and September—December. We did not book ads for Juiy and August due to lack of content, however werealized we missed an opportunity to promote our summer programs and day camp by notputting ads in for the months of Juiy and August.

The content in the iarger portion of the advertisement is provided by the municipai staff to coverimportant notices, information, job ads and events from each of the Departments. The cost isdivided and allocated to each department based on their ad size, with a majority being allocatedto Recreation and Camps. The Township provides 8 small spaces in the bottom of the ad forcommunity non—profit organizations to promote events and programs. These spaces areprovided on a first come, first served basis.

In 2018 we spent a total of $13,221 on these advertisements. We have booked 12 ads for 2019at a cost of $1190 + HST and will come to a total of $16,136.
