In recent years there has been increased digitalization of upstream activities with the
convergence of information and operational technology. The sheer volume and access of
data is encouraging the oil & gas industry to utilize this information to strengthen
strategies and decision making to optimize business performance. Technologies enabling
real-time data visualization and cloud data storage have added entirely new dimensions to
this field. Thus Information technology (IT) has become a key enabler for E&P
organizations. At OIL too, IT has been a key contributor towards the overall cause of the
organization over the years.
Information Technology Department was established as a separate functional entity in the
company on 1st November, 1998, to serve the information needs of the enterprise. The
goal of the Department is to meet the information requirements of all activities at
different levels within the organization by leveraging the latest technology in the best
possible and most cost effective manner to achieve higher productivity.
From being an enabler to the core functions of the OIL over the years, the role of IT is
getting transformed to assume strategic importance as technology induction is becoming
inevitable in an increasingly difficult era of finding hydrocarbons. The years ahead are
poised to witness an ever increasing role of IT in realizing the objectives and goals of the
Organization.

Achievements
1. ISO 27001:2013 certification:
IT Department has implemented a framework of Information Security Management System (ISMS) and
subsequently obtained ISO 27001:2013 certification from Bureau Veritas(India) Pvt. Ltd. for its IT Data Centres
at Duliajan and Remote Backup site at NOIDA. By doing so, IT Department has achieved a higher level of
confidentiality, integrity and availability of data residing at these data centres.
2. ERP Hardware and Data Center Network Upgrade
Under the ERP Hardware refresh project, the UNIX applications that were hosted in rack-based servers were
migrated to virtual machines and virtual partitions hosted on blades across Superdome 2 and C7000 blade
enclosures. While this led to a remarkable improvement in performance and capacity, the overall
transformation of ERP setup from a vast rack-based, energy-intensive infrastructure to a leaner enclosure-
based setup brought significant reduction in power consumption and cooling requirements.
The SAN storage has been replaced with a new storage XP7 which provided with high-end SAS and nearline
SAS disks. New Tape Library module with LTO5 tape drives faster and high capacity backups.
The Data center network was also replaced with new technology equipment using VCF (Virtual Chassis Fabric).

3. SAP ERP System & Development Support
a) EHP7 Upgrade and EP 7.41 upgrade - ECC system was successfully upgraded from ECC 6.0 Enhancement
Package 6 to Enhancement Package 7. EP system was upgraded from v7.31 to v7.40.
b) IND-AS implementation - SAP ABAP support was provided towards implementation of Indian Accounting
Standard in OIL.
c) Online transfer of invoice data related to sale of Natural Gas to NRL has been automated using B2B platform.

Oil India Limited has an existing 2.4 GHz ISM Band Ethernet Bridge Radio Network connecting OIL's field installations like OCS, GCS, Drilling Locations, Seismic camps, etc., located within a radius of 80 km from OIL's Field Headquarters, Duliajan, to OIL's campus computer network at FHQ, Duliajan. New Radio Network for providing connectivity to OIL’s field locations has been successfully implemented.

6. Corporate Website
a) Corporate website www.oil-india.com was redesigned with a different look and feel and to meet Statutory
Govt. Guidelines for websites.
b) Startup Fund Portal - OIL Startup Fund portal was developed in OIL’s Corporate website to foster, nurture
and incubate new ideas related to oil and gas sector.
7. Enterprise Project Management
As per directives of MOP&NG a project management software has been procured and implemented within a
very short span of time. The EPM software is web-based and has been procured from M/s Tiemchart, a
Guwahati based Software Company. Project department has already started working on the software and the
necessary training has been imparted to users from various departments.
8. VC System
New Video Conference system has been installed and commissioned at Kolkata Office and integrated with other offices.
9. Upgrade of WAN connectivity (MPLS) between Duliajan and NOIDA
MPLS bandwidth for both primary and redundant links has been upgraded to 100 Mbps between Duliajan and NOIDA to meet the bandwidth requirement for DC – DR synchronization of SAP and email infrastructure.

11. Biometric Time Capturing Devices at FHQ.
Top management has advised installation of biometric time capturing device to monitor the entry/exit time of
employees. Administration department was the nodal department and IT department was executing
department to implement BTCD systems across FHQ. Administration department has identified 65 locations in
FHQ where the BTCD devices were to be installed. IT department successfully completed the installation &
commissioning of Biometric time capturing device across 65 locations in FHQ Duliajan on 31st January 2017.

A quantity of 11,550 KGs of e-waste has been disposed as per government guidelines through an authorized e-waste recycler during the year.

5.1 PRESENT PROJECTS
5.1.1 E-mail software and hardware upgrade and DR implementation: IT Dept has initiated action to upgrade
the software to the latest version of Microsoft Exchange (2016) and also replace the hardware with new
equipment functioning in a virtual environment. Simultaneously, we are also going ahead to implement a DR
for the email solution, to be located at our Corporate Office in NOIDA. As on 31st March 2017, all the hardware
and software for the new solution have been delivered and hardware commissioning has been completed. The
project is expected to be completed successfully within 31st May 2017.
5.1.2 Township Surveillance: To monitor & facilitate proactive action in case of physical security incidents, it is
planned to set-up a CCTV network using IP-based cameras, outdoor as well as indoor, to cover strategic points
in the Duliajan township, a few Departments and some remote locations. The materials have been delivered
and control room setup, commissioning of fibre optics cable, installation of camera poles in the township have
been completed. Installation of cameras at IT, Civil Engineering, Materials and Contracts department have been
completed and 40 Nos (out of 85Nos) cameras have been installed in the township and 2 Nos (out of 15Nos)of
explosion proof cameras have been installed in the remote drilling locations. The project is expected to be
completed successfully within 30Th June 2017.
5.1.3 Cloud Infrastructure for Corporate website: OIL corporate website www.oil-india.com (www.oil-
india.nic.in) is hosted on NIC servers as per Govt. of India mandate. In a recent move in the last year NIC has
asked all the corporate bodies (whose website is hosted in NIC servers) to migrate their websites to NIC cloud
infrastructure Meghraj on urgent basis. Accordingly, the required hardware/software cloud infrastructure has
been acquired from NIC. The technical process for migration has been initiated and the same will be completed
within May, 2017. This will provide more flexibilities to IT department in carrying out maintenance activities of
the website.
5.1.4 Redesign of OILWEB: A contract was awarded for redesigning & development of the OILWEB using latest
technology. Since the vendor failed to provide the promised deliverables despite several time extensions, the
contract has been cancelled. Then, IT department decided to carry out the job in-house. Presently the
development of the portal in new technology is going on and the new portal is to go-live shortly.

5.1.5 Upgrade of BizTalk: Upgrade of MS BizTalk server from version 10 to the latest available version as per
recommendation of IT security. The implementation is presently in progress.
5.2 FUTURE PROJECTS
5.2.1 SD-WAN
OIL uses Multiprotocol Label Switching (MPLS) WAN links leased from telecom service providers to connect all
the branch offices and Corporate HQ to FHQ Network so that users from different offices can access the IT
services like SAP, E-MAIL etc. OIL uses dual redundant MPLS links to ensure connectivity when the primary link
fails.
IT department has initiated steps to migrate its traditional WAN infrastructure to on‐premises SD‐WAN based
infrastructure. SD WAN is a solution that uses real time WAN link performance monitoring and data packet
inspection for autonomously managing the distribution of network traffic across multiple, likely
heterogeneous, WAN links with the aim of improving and optimizing WAN performance in alignment with the
business requirements.
SD‐WAN solutions employ centrally managed WAN edge devices placed in branch offices to establish logical connections with other branch edge devices across the physical WAN. These logical connections create secure paths across multiple WAN connections and carriers, such as hybrid Internet and multiprotocol label switching (MPLS) architectures. SD‐WAN solutions allow for load sharing of traffic across multiple WAN connections in an efficient and dynamic fashion, based on business and/or application policies. SD‐WAN solutions dramatically simplify the complexity associated with management, configuration and orchestration of WANs.

5.2.2 Skype for Business
Skype for Business is a tool for collaboration and communication within the organization. Skype for Business
can be used to communicate with individuals or groups of users via instant messaging (IM), voice calls, video
calls and online meetings. Skype for Business can be used from PC, Laptop and mobile devices within the
organization as well as from Internet. IT department has initiated steps to implement Skype for Business. The
service shall be rolled out to all OIL Email users shortly.
5.2.3 Security Information and Event Management (SIEM) solution:
The security information and event management (SIEM) solution is defined by an organization’s need to apply
security analytics to event data in real time for the early detection of targeted attacks and data breaches, and
to collect, store, analyses and report on log data for incident response, forensics and regulatory compliance.
SIEM technology aggregates event data produced by security devices, network infrastructures, systems and
applications. As OIL’s datacenter comprises of a large network Infrastructure, servers running various
enterprise applications in different operating systems, it is imperative that we adopt a pro-active approach in
securing the IT infrastructure so that timely action can be taken. SIEM solution will be very useful tool in this
regard. Also it may be noted that various IT security audits of our infrastructure & processes by independent
agencies have recommended IT Department to have such solution in our IT infrastructure. Hence, we plan to
procure and deploy a SIEM solution in our IT infrastructure
5.2.4 Firewall (NGFW) for Branch Offices:
To enhance network security to OIL, we are planning implement Next Generation Firewall solution in branch
offices with Centralized Management and logging facility at Field HQ - Duliajan.
5.2.5 Document Management System: In order to aggregate important information into a central repository
and enhance ease of access to these from different offices of the company, action to implement an enterprise-
wide DMS is ongoing. This will also reduce the usage of paper in various internal processes and contribute to
conserving our environment.
5.2.6 Fire Detection and suppression system at Data Center.
IT Department is also working towards procuring and implementing the Fire Detection & Suppression System
at IT Data Center in light of strong recommendation by ISO 27001 Information Security Management Auditor.
This system is to counter any potential fire hazard at the data center that can significantly disrupt OIL’s critical
information system including SAP, E&P Databank, Email, Hospital Information System etc. This system is to
detect the incidence of smoke and/or fire within the IT Data Center. In addition, the fire detection technology
controls and monitors all fire protection systems in the object and can be triggered by automatic detectors
and manual operation of Manual Call Points.

5.2.7 Client Management System
IT department has initiated procurement process towards implementation of the Client management software
in order to manage and monitor the IT peripherals from a centralised location in an efficient manner.
5.2.8 Secure disposal & recovery of data-store devices
Procurement of Degaussers to dispose of hard disk & other data store devices in a secure manner in line
with the international standards and to avoid data theft and misuse.
Procurement of Data recovery software to provide quick and reliable data recovery solutions.
5.2.9 Replacement of Video Conferencing System at Duliajan & NOIDA
OIL has VC (video conferencing) systems installed at FHQ Duliajan, Corporate HQ, Jodhpur, Kolkata, Kakinada
and PHQ-Guwahati. The VC system is extensively used to hold video meetings between the OIL offices. The VC
systems installed at Duliajan and Corporate HQ have reached end of life. IT department has initiated
procurement process to replace these VC systems with new equipment.
5.2.10 IPv4 to IPv6 migration: In line with Govt. of India directives, IT Dept has initiated action to migrate from
the existing IPv4 environment to IPv6 (IP – Internet Protocol) by the year 2017. The first phase involves study,
plan for migration etc. Consultancy service has been awarded to a Government of India-empanelled vendor to
complete the first phase. The first phase of IPv4 to IPv6 has been completed. The second phase would involve
actual implementation based on recommendations of Phase-I.
5.2.11 Near DR: Oil India's data centre located in IT Department, 2nd Floor R&D Building currently hosts ERP
Servers, Non-ERP Servers, E&P Data Bank servers, Email Servers etc. It was constructed in year 2005. ERP on
today's date is mission critical infrastructure for company business activities and the availability for the same is
24X7.In past 12 years, it has been noticed that ERP landscape needs shutdown for planned as well as
unplanned maintenance of Data Centre and/or Hardware. With the help of an Active-Active Near DR Site we
can ensure 24X7 availability of the essential IT services. Active-Active Near DR Site will work with in sync with
the current Data Centre and hence ensuring 24X7 availability in all case of Planned, Unplanned, Hardware
upgrade etc. events. Tendering for Civil Work is to start shortly.

Capital budget target for 2016-2017 was about ₹6,21,85,621.00 and procurement / commitment were made
against all the budget heads.

The following are the major new technology absorptions that have taken place in the field of information
technology in the organization during the last financial year:
1. E-mail Service -
Latest version of Microsoft Exchange 2016 with High availability is under implementation. ‘Skype for
Business’ for desktop to desktop Audio Video communication is also being implemented as a part of Email
upgrade.
2. ECC EHP 7 upgrade and EP 7.41 upgrade-
ECC upgrade from ECC 6.0 Enhancement pack (EHP) 6 to EHP 7 and EP upgrade from v7.31 to v7.40
introduces various new functionalities and also brings greater ease in terms of performance optimisation
and administration.
3. Zero-downtime backup facility for ERP servers -
With the advent of split-mirror backup system, the downtime for ERP servers has been considerably
reduced. Split-mirror backup eliminates the need for a weekly downtime for backing up production servers
such as ECC and SRM.
4. SRM Bid Security solution -
The deployment of SAP SRM Bid Security solution enables OIL to provide more security provisions in the E-
tendering Process. E-tendering process involves transaction with confidential data and is exposed to several
threats. The implementation of Bid Security solution ensures encryption of confidential data, thus
completely eliminating the threat of data loss or manipulation of data. It may be mentioned that
encryption component is deployed for the first time in OIL.
5. Web Technology -
ASP.NET MVC technology is adopted for development of software. This will help in meeting the security
guidelines and mobile compatibility requirements.
6. Server Virtualization -
Old standalone servers are replaced with latest Virtualization technology which leads to better
administration and efficient utilization of resources.
7. Virtual Chassis Fabric (VCF) –The new Data centre network is based on Virtual Chassis Fabric (VCF) which
enables interconnection of multiple devices into a single logical device, inside of a fabric architecture.

a) To take care of the E-waste (Electronic waste) accumulated over the years in the Organisation which leads to
environmental problems, an initiative has been taken to formulate methodologies to discard the E-waste in an
environment-friendly manner. A contract has been awarded to a government-certified recycler to dispose the
E-waste generated in the Organization.
Till date 49,872 KGs of e-waste have been disposed of through the recycler.
b) Adoption of Server Virtualization Technology has resulted in lower energy consumption and thereby leading
to reduced carbon footprint.

1. The implementation of video conferencing amongst all the spheres has brought down the costs of
travel, time etc.
2. The implementation of corporate E-mail services has brought down the cost of communication.
3. A large number of computer consumables like Print cartridges/Toner, drums etc. have been brought
under annual rate contracts, which have brought down the cost vis-à-vis procurement through spot
purchases.
4. Strict control and close monitoring of overtime, office stationery and vehicle mileage were exercised.
5. In-house software development (ERP/Non-ERP) has contributed in a big way to brought down the cost
on services.
