Presbytery Reports

Tanner Cline has transferred to the Florida Presbytery. Bobby Duran has transferred his Student of

Theology status to First Presbytery.

I have placed a permanent copy of the Elder Certification form on the web site for the convienience of

churches. I will continue to include a copy in the meeting packets.

Executive Committee Report

The executive committee met on February 5, 2019 at the Due West ARP Church. The committee heard

reports from the standing committees. The executive committee discussed changing the time and place

of the Summer Meeting to Tuesday May 28, 2019 at 10:00 AM at Erskine Seminary.

RECOMMENDATION:

The Summer 2019 meeting be moved to Bowie Chapel at Erskine Seminary and held at 10:00 AM on

May 28, 2019.

The Accountability and Support Committee has developed a plan for the efficient reading of

session minutes. The committee sent out a letter requesting clerks to mail or email copies of

their session records to one of our readers. The letter includes instructions on who to mail

records to and what it is that the readers need to see. If you have not received a letter, please

Candidates and Credentials Committee Report

March 12, 2019

The Candidates and Credentials Committee met on February 16, 2019 to do the work of the Committee.

The following matters require the attention of Second Presbytery.

I. Current Students of Theology—The current list of Students of Theology in Second Presbytery

includes: Bobby Duran (in process of transfer to First Presbytery), Michael Kirkland (member of

Peachtree Corners), Tim Rice (member of Christ Reformed), Robert Gustafson (member of

Greenville), Aaron Eising (member of Newberry; has requested removal), Frank Smith (member

of Abbeville), and Alex Pettett (member of Greenville). Will Barron is licensed to preach. The

Committee encourages all members of the Presbytery to be in prayer for these men as they

continue their preparations for the gospel ministry.

II. Removal from List of Students of Theology—As noted above, Student of Theology Bobby Duran

is in process of transferring to First Presbytery. The Committee understands that this will be

handled by the Stated Clerk when the requisite communication is received. Also, citing a lack of

clarity regarding his sense of call to full-time ministry, Student of Theology Aaron Eising has

requested that his name be removed from the roll. The Committee concurs with this request

III. Student Sermon—The Committee has asked that Student of Theology Alex Pettett preach at this

meeting of the Presbytery.

Christian Education Committee

Report to the Executive Committee of Second Presbytery of the ARPC

Executive Committee Meeting, Feb 5th, 2019

The Committee has been functioning well over the course of these past few retreats despite being short

on needed help. This deficiency will be magnified when we lose Bobby Duran following his transfer to

First/Grace Presbytery. The following report is a synopsis of our activity.

- High School Fall Retreat 2018 had 440 attendees. Matt Carr was the speaker for the week and

spoke on Proverbs at the request of the committee. The weekend went well and we have

received positive feedback on all of the proceedings. Zack Keuthen then has been asked to

speak for the spring retreat on March 1st-3rd and will be teaching on

- Middle School Fall Retreat 201 had around 200 attendees. Daniel Wells from Church of the

Redeemer (PCA), Cortland, NY, taught on the topic “God’s Glory in Pain” at the request of the

committee, focusing on how God brings glory to himself and benefit to his people in and

through the difficulties of this life. The weekend went well and we have received positive

feedback on all of the proceedings. We have asked Tanner Cline to speak on “God’s Glory in

Trust” for our next Middle School Retreat, March 15-17.

- Our budget is currently satisfactory and sustainable. The goal of the committee had been to

create enough of a cumulative surplus to pay for one full retreat. As I reported at our previous

executive committee, we have reached this goal. Attendance is growing each year but right now

we do not need a budget increase. We have seen some record numbers on both the middle

school and high school retreats. The caliber of speaker we have been able to secure has also

increased. God be praised!

- The Committee is planning to search for 2-3 new advisory members. The desire is for these

new members to assist the CE committee with efforts toward filling out its function within

Second Presbytery. This includes different fellowship opportunities for ministers, for ministers’

wives, and other members of the Presbytery. We also desire to become more helpful in

providing resources to the churches of Second Presbytery. Pray that the Lord will bless this

desire and effort.

Since the Fall meeting of Presbytery, the Church Extension Committee has the following

information and actions to report.

Village Presbyterian Church at Verdae - Mission Developer, Jay Crout

Mission Developer Jay Crout will give a short oral report, expanding on the following bullet point

updates provided by Jay:

1) Meeting location: New Facility - After 6 months of prayer, we moved into our new facility at

Camperdown Academy at the beginning of January. The new facility is a new facility for us in

general, and, it’s location is right in the heart of the Verdae area.

2) Attendance: Significant Attendance Increase - With the new facility has come a much higher

average attendance. The first 7 Sundays of 2019 have seen us average over 50 people each week

with a high of 81 on January 14th (baptism Sunday).

3) Membership: 8 New Members - Since our Fall presbytery meeting, we have welcomed 8 new

members into our church body (6 communicant, and 2 non-communicant). We are so thankful to

these members, and that raises our total to 33 members (27 communicant, 5 non-communicant,

and 1 associate).

4) Leadership: Ministry Teams Being Formed - One of our big goals the first half of 2019 is to

establish a number of important ministry teams. We are already underway with one team recently

formed (Facilities Team), one team being formed (Children's Team), and three teams in the early

stages (Worship Team, Men's Ministry Team, and Women's Ministry Team). Prayers for this area

would be greatly appreciated.

5) Camperdown Cost Offset by Church Gifts - Finally, we took a leap of faith in moving forward with

Camperdown because of the added cost we must absorb ($29,740). However, within 5 weeks of

signing the agreement, we received gifts or commitments for gifts from churches within Second

Presbytery totaling exactly $30,000. Thank you to both the White Oak ARP Church and the

Greenville ARP Church for such kind contributions. And thank you Lord Jesus for the continued

provision you have given our mission!

Clemson Korean Church – Mission Developer Jae Park

At the time this report is being written, the Church Extension Committee has just been informed

that there are some issues and concerns that have arisen. The Committee will be meeting with the

Provisional Session of Clemson Korean to discuss these.

Christ the King Exploratory Work in Savannah, Georgia – Soren Kornegay

Soren will give an oral report to Presbytery and expand on the written information in this report.

The Committee is very pleased with the progress of the exploratory work in Midtown Savannah. In

fact, the Church Extension Committee unanimously approved the attached three-year church

planting proposal. Currently they have 25 people engaged in Parish Groups (so named because the

organizing principle is the place in which they live). They also have an average of 34 in attendance

at their weekly gatherings for singing, prayer, Bible study, and fellowship. While this has been

good, there is nothing formally for these folks to commit to being a part of as a community. In order

to help the people commit more fully, Soren is requesting Mission Church status on April 1, 2019.

This way folks can join an official mission church, there can be formal worship which includes

celebration of the sacraments, and they can have a sense of buying in to the mission of the church.

Finances are a positive point as well. As Soren reported verbally at the Fall Presbytery meeting,

they have been blessed to be able to meet at the Whitefield Center of Christ Church Anglican,

which is located in Midtown. The rector allows them to meet for free.

In addition to Presbytery and ONA support, Soren needed to raise $34,646 in funds during the

explorer year. He has accomplished 105% of this need by a combination of Church, local, and

individual supporters. This is very significant because the new ONA church planting paradigm

significantly reduces ONA funding and calls for Presbyteries and the Mission Developers to pick up

far more financial responsibility. ONA will only provide $36,000 over the 3-year planting process.

What this means in dollars and cents is that in the attached 3-year proposal ONA and Presbytery

combined will provide only 35% of funding required (compared to 52% in the old funding paradigm).

Soren and his mission congregation will be required to contribute and raise the other 65% of funds.

Including the Explorer year, this means in round numbers; $35,000 year one, $60,000 year two,

$85,000 year three and $105,000 year four. As reported the year one goal has been exceeded in 8

months’ time.

One other important area is leadership for the Mission Church. By the time of the Presbytery

meeting the Church Extension Committee should be ready to appoint a Provisional Session with

three ruling elders. In addition, Soren recently wrote, “Several men in our group are demonstrating

leadership capabilities and the potential to serve as elders, and I look forward to introducing these

men to our provisional session when we have one.”

In addition to the recommendations in this report, the Minister & His Work Committee as part of

their report will be recommending a Call to Soren Kornegay as a Mission Developer.

Recommendations:

1. That Presbytery concur with the Church Extension Committee approval of the Christ the King church planting proposal in Savannah, GA.

2. That Presbytery grant Mission Church status to the Savannah, GA exploratory work, called Christ the King Presbyterian Church, effective April 1, 2019.

3. That Presbytery concur with the funding of the Savannah Church Planting proposal which will be accomplished by the Church Extension Committee requesting funds from the Stewardship Committee at the appropriate times for the next three fiscal budget years.

4. That Presbytery would request matching funds totaling $36,000 over three years from ONA. 5. That Presbytery would commit to pray for this mission work in Savannah, GA, along with the

Village Presbyterian Church in Greenville, SC and the Clemson Korean Church, in Clemson, SC .

Report to Presbytery

Spring 2019

February 28, 2019

The following is a report of items that need attention from MHW committee:

• Ebenezer ARP in Wrens GA had a congregational meeting that resulted in the resignation of

two elders. This leaves them with one elder and an unviable session. The committee will work

with Rev Geisick to look at options and opportunities.

• Hopewell - Rev. Tanner Cline has accepted a call to Bartow ARP, Bartow FL. There will be a

congregational meeting to dissolve this pastoral relationship. The committee has begun to

work with the session on putting together a search committee and finding pulpit supply. See

Encl. 1& 2; Rec. 1 & 2.

• The committee completed the examination and ordination of Mr. Murray Tuck at Cedar

Springs ARP on 27 January 2019. See Encl. 3.

• The committee on Church Extension has provided us with a call for Rev. Soren Kornegay as

Mission Developer in Savannah, GA. See Encl. 4 & Rec. 3.

• Report on Chaplains endorsed by Presbyterian and Reformed Commission on Chaplains:

The PRCC has adopted a policy on Religious Ministry in a Culture of Gender Confusion. See

Encl. 5.

• The committee ordained and installed Rev. Fred Hope to the position of Associate Pastor at

White Oak ARP on 21 October 2018. See Encl. 6.

• The committee installed Rev. Harper Price to the position of Senior Pastor at Peachtree

Corners ARP on 20 January 2019.

• Report on Ministers working out of Bounds (MOP 8 B 11): The committee is asking that any

minister working out of bounds fill out form 9 of the MOP and submit to the committee on or

before the Spring meeting to be reported at the summer Presbytery meeting.

RECOMMENDATIONS:

Recommendation 1: The committee recommends the approval of the dissolution of the

pastoral relationship between Hopewell and Rev. Cline.

Recommendation 2: The committee recommends the approval of Rev. Fred Hope as

Moderator of the session at Hopewell ARP in Covington GA.

Recommendation 3: The committee recommends that Presbytery approve the call to Soren

Kornegay as Mission Developer.

Recommendation 4: That the following be approved for continuing as Moderator for one (1)

year: Todd McCoy (Abbeville - Mt. Carmel), Steve Hardy (Iva), Carl Geisik (Wrens and

Ebenezer), Allen Derrick (Johnston), John Paul Marr (Cedar Springs), Mark Hornby (Faith), Sam

Roper (Providence), Eldridge Kelley (Lower Long Cane)

World Witness

Report of the World Witness Liaison To the Meeting of Second Presbytery – March 12, 2019

Dear Brothers, There are two matters to bring to your attention with this report: Urbana Missions Conference Update The missions conference known as Urbana held its triennial gathering in St. Louis, MO, this past December 27-31. In the weeks following, concerns were raised about the theological direction of this once stalwart convocation. In light of those concerns, I reached out to Alex Pettett, the

executive director of World Witness. With his permission, I wanted to share with you the details of our conversation. Alex let me know that he had communicated with his Board regarding Urbana and some of the presentations that had been made. He said that World Witness is grieved by the stance that Urbana has taken, and that that is not the stance of World Witness as a missionary sending agency. Alex shared how the new direction of Urbana tends toward dimming the centrality and holiness of the Church and the Gospel. He went on to say that World Witness was doing two things:

Through Heiko Burklin (Mission Developer for World Witness), they were contacting each of the ARPs who attended the conference to let them know that World Witness does not share the concerning emphases that were expounded at Urbana and to receive feedback from the attendees themselves. Alex noted that that feedback indicated that many of the Urbana presentations were theologically sound and still strongly evangelical.

They were also exploring options for future missions conferences to support. Alex shared that one possible option is Cross for the Nations, at which John Piper was one of the main speakers at the January 2-5, 2019 conference.

2-2-20 Prayer Initiative Update Alex Pettett and Heiko Burklin are in the process of personally contacting each ARP pastor to follow up with them about the 2-2-20 Prayer Initiative to see if their congregations will be able to participate. The Prayer Initiative, which was launched at the 2018 meeting of General Synod, is inviting each ARP congregation prayerfully to ask God to reveal over 2 years, 2 individuals (from within their church whom God might be calling to missionary service), by Synod 2020 – thus the 2-2-20 Prayer Initiative. These individuals could currently be children or high schoolers or young adults or older adults, who are identified as potential missionaries. The local church will walk alongside the individuals in continued prayer, and World Witness will help with equipping them for future service. The prayer initiative is meant to raise awareness and passion for reaching the unreached with the Gospel.
