1 Executive Summary

PIFON started the year 2015 with a three day Planning and Training Meeting and Sub-Regional Steering Committee Meeting. This meeting was held in Nadi on January 28-30th and attended by five out of the six NIAs, including the newest country to MTCP II – PNG. This meeting was a success with thorough reflections on its 1st year of implementation in 2014 and planning national and regional activities for the 2nd year, outlining the opportunities and constraints and also levelling off expectations between PIFON and IFAD. The regional focus or thrusts for MTCP II in 2015 will be on major themes such as seeds, soils, farmer oriented value chain trainings and youth in agriculture. To date, six National Implementing Agencies (NIAs) have signed LOAs with PIFON, including: Fiji, Samoa, Vanuatu, the Solomon Islands, Tonga and Papua New Guinea With the existing NIAs contracted in six countries, MTCP II is wide spread in the region with a relatively large number of beneficiaries. In support of the United Nations International Year of Soils 2015 and in collaboration with farmer organisations, Tei Tei Taveuni (TTT) and Tutu Rural Training Center (Tutu), PIFON will be hosting a 2015 Soil Forum on the island of Taveuni, Fiji later this year to promote the theme of “Healthy Soils for a Healthy Life”. The proposed forum seeks to bring together PIFON members including some soil experts from within the region, to discuss soil issues. Key training activities based on the needs of members is one project planned activity that PIFON would like to implement and build on for Year 2 and which has gathered a lot of interest from its members. To summarize, the project components that our PIFON members are mainly focusing on with their planned activities aligned to them are: Component 1: Strengthening of Farmer Organisations and their networks and Component 2: Participation in Policy processes

2 Update from National Implementing Agencies

2.1 Fiji

The signing of the LOA between PIFON as the Sub-regional Implementing Agency (SRIA) for the Pacific and Fiji’s National Implementing Agency (NIA), Tei Tei Taveuni (TTT), was completed on 26 February 2015. To date the main activities completed by TTT have included:

A scoping study tour was conducted by 4 farmers from TTT and 3 from Tutu Rural Training Centre (TRTC) to Spices of Fiji, Wainadoi to investigate the possibility of farming spices on Taveuni as a means of complimenting their present commercial crops of taro (dalo) and yaqona (kava). A farmer to farmer spice farming exchange from Fiji to Vanuatu is also in the pipeline in August/September. A visit will be made to Venui Vanilla and Farm Support Association (FSA). This would be a follow on from the scoping study tour mentioned above and would be coupled with a value chain training on spices as well. Farmers from TTT are in Cuba as part of an organic technical exchange on urban farming innovative agricultural techniques to improve food security and environment protection which will lead to follow up activities such as promoting organic technologies by setting up of demo farm sites for farmer visits A co-funded activity between the PAPP partnership and the MTCP II project being the preparation of a policy brief on the removal of VAT from all agricultural inputs has begun. The write up of the policy brief will be funded out of PIFON – PAPP partnership and the follow up lobbying will be funded out of MTCP II. TTT in collaboration with TRTC will be hosting a soil forum later this year on the island of Taveuni for all PIFON members and soil experts, as a means of promoting the UN declared International Year of Soils 2015.

2.2 Tonga

The signing of the LOA was completed on 19 February 2015. This marks the first official LOA between PIFON and Growers Federation. Activities completed to date have included:

A technical exchange was carried out between Tonga and Fiji. A series of trainings on papaya production, costs and returns and value chain aspects was conducted by Fiji’s commercial papaya farmer and FO leader Livai Tora,

for the farmers’ organizations in Tonga including its NIA, the Growers Federation of Tonga (GroFed).

2.3 Vanuatu

The signing of the LOA between PIFON and the NIA for Vanuatu, the Farm Support Association (FSA) was completed on 09 April 2015. Following the devastating impact of TC Pam in Vanuatu in early March 2015 that caused the displacement of at least 3,300 people and damages of up to 90% of housing, including vital supplies of food and water, FSA requested a variation to the planned utilisation of their allocated funds under MTCP II. FSA’s first activity that was immediately undertaken given the circumstances was technical advisory (TA) support in the following areas:

Assisting them on the impact of TC Pam on their program and providing recommendations for any necessary changes

Assisting in the preparation of a rehabilitation proposal to be implemented through their network in consultation with their partner agency

Preparing an appropriate report for the PIFON network that focuses on lessons learnt

Dr Andrew McGregor given his experience in this area and familiarity with Vanuatu and FSA was FSA’s choice of consultant to implement this. As part of their rehabilitation efforts, FSA requested for an order of vegetable seeds which was facilitated through purchase from Fiji’s renowned and PIFONs preferred seed supplier, Hop Tiy & Co. Ltd. In addition to this, FSA also requested for an order of empty foil seed packets from Nature’s Way Cooperative to be used for their seed re-packaging for the redistribution to their members.

2.4 Papua New Guinea

PIFONs newest member and NIA, PNG Women in Agriculture Development Foundation (PNGWiADF) is the NGO mouthpiece for women in the sector made up of men and women farmers, entrepreneurs, scientists and agriculture extension officers. Its main role is to help develop capacities, network, and link with partners, doing partnership arrangements for women in the sector including sourcing funding for the organisation and its member groups. The scope has even widened into other sectors such as women in business, the mining sector and other private sectors as well. Papua New Guinea has 123 registered groups of a maximum of 15 – 20 members in each group, 4 provincial groups, 7 co-operative societies, 3 international group members, 7 corporate members, 18 individual members and 23 live memberships.

There is an average of more than 10,000 members of PNGWiADF who join through registration. PNGWiADF operates throughout 20 provinces in PNG. It also operates with their member countries in Australia (Australian Women in Agriculture), the Solomons (Solomon Islands Women in Agriculture) and Vanuatu (Vanuatu Women in Agriculture). PNGWiADFs core operational business and its main pillars are: horticulture, floriculture, aqua-culture, api culture, livestock, fishing, eco-tourism, agro-forestry and agro-industries. PNGWiADF signed its LOA as the NIA for PNG, with PIFON on 04 March 2015.

2.5 Samoa

The signing of the LOA between PIFON and Samoa’s NIA, the Samoa Farmers Association (SFA) was completed on 06 March 2015. Samoa is currently planning follow-up assessments on the technical exchanges that were conducted last year from Fiji to Samoa. These are namely, the papaya, pineapple and floriculture technical exchanges.

2.6 Solomon Islands

The signing of the LOA between PIFON and Kastom Gaden Association (KGA), the National Implementing Agency (NIA) for the Solomons was completed on 26 February 2015. Technical advisor assistance in organisational reviews, strategic planning and preparation of funding proposals is a planned activity area that KGA is heavily focusing on for this second year of implementation but which are yet to be implemented.

3 Highlights of key accomplishments over reporting period

3.1 Component 1: Strengthening of Farmer Organisations and their networks

i. Regional exchanges of expertise between FOs and their associated private sector partners.

Fiji A scoping study tour of the Spices of Fiji in Wainadoi (on the island of Viti Levu) was conducted by four farmers from Tei Tei Taveuni (TTT) and three from Tutu Rural Training Centre (TRTC) to investigate the possibility of farming spices on Taveuni as a means of complimenting their present commercial crops of taro (dalo) and yaqona (kava). Pilot spice trial sites on Taveuni for Cardamom, Vanilla, Nutmeg and Pepper is now planned to be established, facilitated by TTT with its members and Spices of Fiji with an LOA to be drawn up to seal this agreement. A technical exchange between TTT/TRTC and Venui Vanilla in Vanuatu on spice farming (vanilla) is planned for August. This is a follow-on from the scoping study tour conducted earlier. With this exchange it is hoped that this will be a learning experience on spice farming and FSA/SAPVs marketing strategies. A value chain training will also be conducted in conjunction with this exchange. A farmer to farmer exchange is planned between farmers from Nadarivatu and Taveuni to see firsthand Taveuni’s commercial farming practices including the TRTC, in a bid to share TTT’s experience with soil rehabilitation. This is scheduled for June. Technical assistance is required in the area of the processing/storage of mucuna seeds so as to enable farmers to have a year round supply of good seeds by identifying appropriate storage techniques and carrying out trials on storage after the harvesting of mucuna pods in June. Initial discussions regarding this are underway with Australia’s TerraCircle consultant, Emma Stone.

Tonga In its endeavour to improve the quality of their grown Solo Sunrise papaya in terms of seed, production and management on a commercial basis for export Tonga requested a technical exchange on papaya production with Fiji. A series of trainings on papaya production, costs and returns and value chain aspects was conducted by one of Fiji’s successful commercial papaya farmer for a number of FOs in Tonga in early April. The 65 growers can now make informed decisions in terms of taking the next steps for commercial papaya production being aware of the scale of investment that is involved and most importantly the risks associated with it. A technical exchange is planned for an experienced pineapple grower from Fiji to visit Tonga and provide technical support for the pineapple growers of Tonga on how to produce and consistently supply pineapple in the local market all year round. This is tentatively scheduled for mid-June.

Vanuatu A technical exchange from Vanuatu to Fiji regarding soil improvement programs and other related activities is planned. Samoa A follow-up assessment on the papaya technical exchange conducted last year from Fiji to Samoa is planned but yet to be implemented. This will require the assessment of progress and identifying areas of needs plus also help plan for the papaya industry and conduct training pertaining to it. A follow-up assessment on the pineapple technical exchange conducted last year from Fiji to Samoa is planned but yet to be implemented. This will require the

assessment of progress and identifying areas of needs plus also help plan for the pineapple industry and conduct training pertaining to it. A follow-up assessment on the floriculture technical exchange conducted last year from Fiji to Samoa is planned but yet to be implemented. It is expected that the floriculture project will be further extended to selected rural areas for which a series of workshops will need to be conducted and start-up planting material provided for. Solomon Islands A technical exchange on Plant Genetic Resource (PGR)/Soil Conservation, organic certification and input supply from Vanuatu to the Solomons is planned.

ii. Technical advisor assisting members in the organisational reviews, strategic planning and preparation of funding proposals.

Fiji Technical assistance will be provided to TTT in the preparation of a business plan to improve the financial viability of TTT as a service provider and input supply farmer organisation. This activity was initiated last year and scheduled for completion in August. Technical assistance will also be provided to TTT in sourcing funding and writing up a proposal to fund the TTT farmers’ resource centre and associated activities. This is also scheduled for August. Tonga Technical advisor assistance is required in writing a funding proposal to FAO for a soil lab in Tonga. This is scheduled for May/June. Vanuatu Technical advisor assistance is required in preparing a rehabilitation proposal in consultation with partner agencies, to be implemented through the FSA Network. PNG Technical advisor assistance is required in developing a Strategic, a Financial and a Business plan for PNG Women in Agriculture’s and its regional and provincial bodies. Local technical advisory assistance is required in preparation of funding proposals. Samoa Technical advisor assistance is required in documenting all FOs in Samoa and writing up major policy issues affecting them.

Solomons Technical advisor assistance is required in the preparation of a plan to improve the financial viability of KGA as a service provider and input supply farmer organisation. Technical advisor assistance is also required for the preparation of a funding proposal for KGA core funding (2015-2020) and an organizational profile/prospectus to support appeals for corporate funding. TerraCircle is earmarked for this. Technical assistance/training to KGA with the write-up of lessons learned for KGA/lead farmer activities within its current program.

iii. Key training activities based on the needs of members

Fiji Training will be required to further develop and promote organic farming technologies identified during the TTT/Cuba trip. Funds will also need to be sourced to assist in setting up demo farm sites etc. To promote these organic technologies nationally, groups of interested farmers from other FO’s in Fiji will need to be rallied to visit the demo sites. This training has been scheduled for May. PNG Leadership training will be required in order to mobilise and strengthen regional and provincial farmer groups and commodity groups (Women in Coffee/Women in Cocoa) within PNG. Solomons There is a need to develop and conduct Soil Management and Organic Agriculture training modules based on KGA’s best practices and which will then be incorporated into the new KGA training manual Implementation of key recommendations regarding KGA PMN Seed Production practices will need to be carried out.

iv. Assistance to national FOs in the professional write-up of lessons learnt and experiences

Fiji Technical assistance has been provided to TTT in writing up a submission to government for the removal of VAT from all agricultural inputs. Final report is due in June. Assistance to TTT with the professional write-up of experience with soil schools and research into biological farming practices. This activity was initiated in 2014 with outputs still pending.

Technical advisor assistance is required in the preparation of a business plan to improve the financial viability of TTT as a service provider and input supply farmer organisation. Vanuatu

Technical support was provided by PIFON to help FSA management articulate what is feasible in terms of their organisation in response to the disastrous effect of Tropical Cyclone Pam in March this year. Initial reports received from FSA indicate that their priority need is to help restore the income generating capability of their members on the ground. A particular focus will be on the southern island of Tanna where poultry and vegetable seedling nurseries enterprises had been established through FSA. Tanna has suffered a high level of devastation.

A draft report on the impact of the TC Pam on their program and making recommendations for any necessary changes and additions will be made available on the website for wider dissemination.

Technical support for preparing an appropriate report for the PIFON network that focuses on lessons learnt is also a need that has been identified by KGA.

Document and write up of lessons learnt by 1 or 2 selected champion farmer organizations FOs in PNG. This activity has been initiated and is currently an ongoing process whereby part-time students of the University of Technology, Communications and Development have been employed to produce write-ups as part of their assessments on two FOs and have them documented. The documentation is to be showcased at the Trukai Field Day in Lae on April 29.

3.2 Component 2: Participation in Policy processes

i. The professional write-up of National and Regional policy issues affecting FOs in the Pacific.

Fiji

A feasibility study on removing VAT from farm inputs importation by TTT has been completed which is linked to activity 4.1.4.

PNG Develop a policy to provide an enabling environment to access funds from the PNG government.

3.3 Component 3: FO Services and involvement in Agricultural Development Program

i. National activities in support of PIFONs regional themes of 2015 “Seeds and Soil”

PIFON is planning a Pacific Sustainable Soil Learning Exchange in collaboration with Tutu Rural Training Centre (TRTC) and Tei Tei Taveuni (TTT) to be hosted on Taveuni in August/September 2015. This is to promote the UN declared Year of the Soil on the theme “Healthy Soils for a Healthy Life”.

This forum will bring in PIFON members and soil experts from within the Pacific region to discuss soil issues.

As part of this soil learning exchange, a public competition will be held to draw out existing materials developed around soils and also inspire new works related to raising the profile of sustainable soil practices.

A segment of the judging for the competition will take place at the learning exchange.

PNG

Cataloguing and collection of traditional (open-pollinated) seeds available in PNG to be implemented. Farmer training on seed handling using expertise of floriculture and horticulture in PNG to be implemented. Samoa Develop feeding programmes for papaya, pineapple and most commonly grown vegetables, root crops and fruit trees; Conduct training based on these; Develop an easy to use soil management guide material. Technical advisory support to conduct farmer trainings on production of selected vegetable seeds: papaya, tomato, eggplant etc.

3.4 Component 4: Program Coordination and Management

A. National Steering Committee Meetings

i. Sub-Regional Steering Committee

PIFON held a three-day Planning and Training Meeting for its NIAs in January whereby reflections on 2014 and its achievements and constraints was made by all NIAs present during the first session. The emerging thrusts for MTCP II in 2015 were then discussed and presented to the NIAs by the AFA representatives. The overview of the MTCP II project as presented by MTCP II’s Regional Implementing Agency (RIA), AFA touched on the Planning, Budgeting, Monitoring & Evaluation (PBME) and Governance aspects of it. As part of the project planning and budgeting process, the NIAs were encouraged to stick to the MTCP-2 Logframe’s strategic goal, objectives, outcomes, outputs and inputs. Each NIA was required to work on their Annual Work Plan and Budget (AWPB) clearly setting out their quantitative and qualitative targets towards achieving the 5 year MTCP II program goals by deciding on key activities with clear timelines. Planning simply involves answering the following questions: Where are you now? Where do you want to be? and How will you get there? It is like translating a story to achieve a perceived change i.e. setting goals and developing strategies etc. to achieve them. The Monitoring and Evaluation session on Day 2 highlighted the following as important tools for this process:

- Reports – NIAs are to produce quarterly reports to the SRIAs who in turn produce semestral reports to the RIAs which will then be consolidated as an annual regional report for the donors.

- Field visits - SIS Mission

Monitoring means to continuously observe and track changes. Evaluation is done mid-term and at the end of the project, making judgment on the performance, value and relevance of activity i.e acting as a yardstick to measure progress. The final session of Day 2 touched on Learning and Knowledge Management i.e. understanding the effectiveness of one’s organisation and/or programmes and being able to share themes at all levels across the country and regional levels through developing knowledge products such as case studies and video documentation for instance. Social networking tools namely the MTCP-2 project blog, Facebook and Twitter were also introduced in this session with hands-on training conducted by the MTCP II Communications Manager, Mr Jun Virola. Knowledge sharing tools such as news writing, story harvesting and the use of templates were also a critical part of this practical session. A photo and video documentation training session was also conducted which generated a lot of excitement and interest. Requests have even been made from some NIAs for the purchase of tablets as a result of this.

Day 3 focused on the Financial Management aspects of the project. Each NIA is being reminded of their responsibility and accountability to their members and donor partners with an emphasis on maintaining basic project accounting principles and concepts. The NIAs are encouraged to ensure that their organisational policies and procedures align with donor partner requirements.

ii. National Steering Committee

NIAs are coordinating consultations and holding meetings with national FOs in support of MTCP II implementation.

iii. Board Meeting

No meeting has been conducted so far.

B. Reporting, Monitoring and Evaluation

iv. Continue implementation of information dissemination strategy for PIFON

Ten e-bulletins and a quarterly newsletter have been disseminated so far highlighting PIFON activities including member success stories and lessons learnt.

C. Knowledge Management

v. Maintain the website and continue updating repository of key information resources.

PIFONs website (www.pacificfarmers.com) is being constantly updated and is considered to be an up-to-date repository of key information resources relevant to FOs.

5 Actions taken from SIS mission recommendations

5.1 New staff member recruited

PIFON was able to recruit its Finance and Procurements Manager to commence duties on January 20, 2015 after advertising the post on the Classifieds section of Fiji’s national newspaper, the Fiji Times and also on the regional media sites including Ecoconsult and PAFPNET. PIFON welcomes Aneet Ashil to the team. Funding for this position was provided through the PIFON partnership with the EU/SPC Pacific Agricutlure Policy Project (PAPP).

5.2 Rearranging of staff roles and responsibilities

With the inclusion of PIFONs Finance and Procurements Manager, the roles and responsibilities of the existing staff had to be reshuffled. The Office and Communications Manager role previously included all the duties that the new Finance and Procurements Manager is now carrying out which is as follows:

Finance and Procurement Manager provides direct support to PIFON to ensure that all procurement and financial reporting requirements are carefully adhered to and in line with contractual arrangements. The PIFON Finance and Procurement Manager will also provide training and backstopping for PIFON national farmer organisations in the area of financial management and procurement. Responsible for preparing all payment request forms, payment vouchers, payroll, bank reconciliation etc. The responsibility of the Office and Communications Manager has now been shifted toward a more administrative and communications role such as is follows: Responsible for membership database and membership profiles, data entry to website, receiving and responding to member queries and preparing a quarterly newsletter. Support in travel, workshop logistics, report writing etc. Support in reviewing payment request forms, contracts etc. Signatory on cheque accounts.

5.3 Trainings for staff

A number of training activities have been implemented over the reporting period for the staff of PIFON, including:

5.4 Finance and procurement policy

In February 2015, PIFON board endorsed the updating of PIFONs Finance and Procurement Policy document outlining the internal control guidelines and procurement procedures that adhered to the general guidelines of most donors. This was possible with the assistance and guidance of the Secretariat of the Pacific Community’s (SPC’s) former Finance Manager, Mrs Sushil Narayan who took on the short term consultancy contract of reviewing the finance and procurement policies and procedures that were already in place.

5.5 NIA training and planning workshop

The monitoring and evaluation and financial management aspects of the project were covered during the planning and training workshop, under the facilitation of Ms. Lany Rebagay (MTCP II Regional Programme Coordinator) and Mr. Ed Angeles, IFADs Finance Consultant. The workshop was abuzz with the various NIA groups putting their heads together to identify priority activities for their FO members’ 2015 work plan and also what they required in terms of technical assistance in alignment with the overall goals of MTCP II and regional thrusts. Mr. Marciano Virola, the MTCP II K&M Officer conducted hands-on training on the use of internet tools such as facebook, website and twitter plus an orientation workshop on knowledge sharing tools and techniques as part of the programme. The photo and video documentation workshop generated a lot of interest and excitement with participants having a feel of making videos using video editing software installed on tablets.

6 Opportunities and constraints

a. Opportunities

With an additional funding of USD 87,500 for Year 2, PIFON is looking into specific areas for expansion of activities including regional technical exchanges, the production of lessons learnt write ups, production of policy briefs etc.

b. Constraints

i. Delay in flow of funds

Time taken to obtain funds from IFAD for this new year for our member FOs is a constraint that has led to a delay in implementing planned activities according to PIFONs work plan.

ii. Scheduling of technical exchanges

A number of technical exchanges have been planned but are still to be implemented. With technical exchanges, there is always the constraint of scheduling the various partners into a work-able program.
