Die Paarl Liggiefees wat jaarliks sorg virgroot vermaak onder veral kinders, het diénaweek nie sonder ’n bietjie drama verloopnie.

Dit kom nadat die eienaar van ’n seker-heidsmaatskappy by die LiggiefeesvieringeSaterdagaand deur ’n oproerige toeskoueraan die arm gebyt is.

Volgens Paarl-polisiewoordvoerder, Kapt.Louise du Plessis, is die polisie se hulp om-streeks 23:00 ingeroep toe vier mans glo ag-gressief geraak het toe sekerheidsbeampteswat die fees gepatrolleer het, hulle gevra hetomdie feesterreinweens oproerige gedrag teverlaat.

Die eienaar van die sekerheidsmaatskap-py, wat graag anoniem wil bly, het aan LiseBeyers gesê terwyl hy besig was om die poli-sie te help omeenvandiemans in die polisie-voertuig te laai, het dieman se vrou homaan

diearmgebyt.HyisnaMediclinicPaarlwaardie wond behandel is.

Verlede jaar is ’n jong man van Paarl-Oosop die hoek van Waterkant- en Lady Greys-traat gevindmet ’nmeswond aan sy kop. Dieslagoffer is in die hospitaal opgeneem waarhy vir sy beserings behandel is.

In 2012 is die bebloede liggaamvan ’n 16-ja-rige seun naby Checkers in Lady Greystraatgevind nadat hy na bewering in die nek enlyf gesteek is by die jaarlikse Liggiefees.

“Maar hoewel daar ’n paar voorvalle vanmisdaadwas, sal dit blyk dat daar ’n algeheledaling hiervan was asook die misbruik vandrank tydens die fees,” het die sekerheidsbe-ampte gesê.

winkel gestap en voorgegee dat hullewil drank koop. Die een verdagte het’n vuurwapen op ’n kliënt gerig enhom gedreig om vir hom sy geld en

Thedownside toChristmasThe Christmas Holidays are upon us and many families are packingup to head away. Some will be visiting their favourite holiday spotswhile others will be enjoying some time with their relatives wholive far away.

Unfortunately, as one leaves home for a much-deserved break, dan-gers are lurking just around the corner.

Road safety is a huge issue during this time of the year. As trafficcongestion increases, so do horrific car crashes. The festive seasonis notorious for this.

Speeding is often the main cause of these long distance crashes,but it has been proven that whether a driver sticks to the speed limit,or dramatically exceeds it, both drivers will eventually get to thesame destination in the same amount of time.

With the speedster also having a better chance of not reaching hisdestination at all.

Another Grinch in the Christmas stocking is crime. Burglars androbbers are already having a field day.

It is frightening to learn of the central Paarl resident who wasrobbed and stabbed at gunpoint in a suburban area, right in frontof his home and in broad daylight, last weekend.

This is then also a time when one must be most vigilant, whetheryou are hitting the road or just lazing around town or at home.

At the utterance of the word “loadshedding” everyone seems tocringe. The number of commentson social media and the like isastounding.

Looks like many are on theverge of dumping their load onthe steps at Megawatt Park.

The bottom line is that peoplejust cannot live withoutelectricity any more.

I, on the other hand, find thisto be a soothing break from thedaily slog of regulated life. Okay,I may be a bit older now, but I re-member when we were plungedinto regular darkness in 2008. Itwas a welcoming back to basicsremedy for me.

Yes, I had young kids at schoolat that stage. They had to dohomework and be fed at an earlyhour. But I, as many others, sim-ply made a plan toget them bathedand fed in time be-fore the lightswent off. Even abath by candle-light was not theend of the world,and what is betterthan a braai fordinner?

I actually remember that whenload shedding came to an end atthat stage, I was quite sad.

The kids and I had had a greattime. Playing board games bycandlelight, them practicing acouple of very poor tunes on a gui-tar or recorder, but especially thethree of us sitting on our tiny ve-randah, watching the daylightfading away into darkness.

We had wonderful times.Chatting with no television

around and staring into the pitchblack sky.

One evening during one ofthese blackouts, in the centre ofPaarl, we even witnessed a giantshooting star with a tail like Ha-ley’s Comet shoot across the un-disturbed sky in front of us.

An unforgettable sight andsomething one would never haveseen if you had been glued to thetelevision or computer in thismodern age.

Itremindedmeofmyownchild-hood when we would often spenda holiday at an isolated destina-tion along the ocean with onlyparaffin lanterns and candles toguide our way.

Evenasachild livinginLondonwhen my father was stationedthere as a foreign correspondent,we had to endure the coal miners’strike in the early 1970s. Doinghomework by candlelight wasnot a strange phenomenon.

But now, with load sheddingagain becoming a daily occur-rence, the nation is up in arms.

It is really quite astoundinghow reliant and addicted we havebecome to electricity, how spoiltwe have become with creaturecomforts.

We are all looking at some ap-pliance such as a cellphone, tablet

or laptop, to the ex-tent that we have ac-tually forgotten whatthose in the roomwith us look like.Searching some vir-tual reality which isso far from the es-sence of true life.

The only thingabout load shedding that does getme hot under the collar is that thepowers that be, Eskom, are happi-ly squandering our tax moneyand are not interested in thegrowth of the country.

But I must confess, when thereis a blackout, I really do enjoy thedarkness and the solitude aroundme and the quiet comfort of myown thoughts, undisturbed.

Even the distant traffic seemsto subdue into an eerie silence –it’s just my thoughts and I.

The downside is definitely thatbusinesses take a serious finan-cial knock from load shedding,with much of their hard-earnedprofits now also having to bespent on alternate power sup-plies. That is definitely a negativefact.

But for the normal man on thestreet who has to endure twohours or so without lights or TVhere and there, it should be ablessing rather than a curse.

I would like to address this letter tothree people, our mayor, our policechief and our local municipal man-ager:

Last Sunday afternoon, my wifeand I took our dogs for a walk downto the Berg River and then over intothe Arboretum.

What an experience.Apart from the obvious use and

abuseofalcoholalongthewholeriv-er bank, which was strewn with lit-ter, we witnessed no fewer than fiveadults relieving themselves in fullview of the public.

One woman walked down to thepath along the river bank, and, di-rectly in front of us, dropped herpanties and urinated on the path.Shestoodupandgaveusadirtylookwhen we had the audacity to informher how unacceptable her behav-iour was.

Ten paces later, we passed anoth-er grown man urinating against thepedestrian bridge wall – anotherman doing the same on the arbore-tumsideofthebridge–onthebridgeitself,inthepathofpassingpedestri-ans.

Having thought that this collec-tive behaviour was bad enough,about 20 meters further there weretwo grown women sitting side byside, two meters off the path, in fullviewof thepassingpublic, relievingthemselves.

When I informed them that mostpeople walking their dogs evenclean up after their animals, one ofthesewomensaidthat if Igavethema bag they would do the same. I sub-sequently handed over a bag andmoved on.

If the disgust of what we had wit-nessed was not enough, we spoke tothree on-duty policemen and askedthemwhattheyintendedtodoabout

the blatant disregard of almost ev-ery law and bylaw in the book. Wegot a blank stare and one of the po-licemen went on to inform us thatit did not matter if they spoke to thepeople, because they do not listen tothem and merely carry on with thisunlawful behaviour once they walkpast them.

How pathetic! Are our policemenafraid or too incompetent to enforcethe law?

Not one fine was issued and notone bottle of alcohol confiscated!

Reading the newsletter from Hel-en Zille last week she writes aboutthe “Holy Trinity of Democracy” –originally penned by Francis Fu-kuyama – which outlines the threecharacteristics common to all suc-cessful democracies viz. 1) the ruleof law 2) accountability and 3) a ca-pable state.

This does not only apply to wholecountries but to institutions and or-ganisations as well. This “trinity”needs tobeembeddedinourcultureif we are to progress and develop asa nation. We did not witness any ofthis on Sunday!

In order to stop people from us-ing the river for swimming, the mu-nicipality has embarked on develop-ingOrleansPark into a recreationalarea. The construction of an interac-tivewater featurewill start inMarch2015.Wehavealso lowered the tariffsfor the swimming pools andOrleansParkbymore thanhalf to encouragepeople to use the facilities.In the light of the seriousness of the

situation, contact will be made withthe police commissioner to addressthese concerns. The Law Enforce-ment Unit has revised their opera-tionalplan toprovideassistanceandpatrols. Any innovative suggestionsashowtoaddresstheseproblemswillbe welcomed.We urge all members of the public

to abide by the prescribed rules orface heavy fines. These illegal prac-tices are dangerous and create ahealth risk. If amember of the SAPSor the Municipal Law EnforcementUnit fails to act in addressing thesematters, please report it to the rele-vant authority.

CWDM: Joint2ndgreenest valleyThe Cape Winelands DistrictMunicipality (CWDM)wastheproud recipient of a prestigeaward at the 2014 GreenestMunicipality competition cer-emony on Monday 3 Novem-ber, hosted by Anton Bredell,Provincial Minister of LocalGovernment, EnvironmentalAffairs and DevelopmentPlanning.

Twenty out of 29 eligible mu-nicipalities in the Western Capeparticipated in this year’s com-petition, in which CWDM sharedsecond place with the West CoastDistrict.

Bredell reminded his audienceof the challenges that were plac-ing government structures un-der increasing pressure. Theseinclude the prevalent challengesof poverty, unemployment andinequality as well as new chal-lenges like climate change.

“There is no alternative anymore. We must think and dothings differently. And that iswhyevents liketheGreenestMu-nicipality Competition is onethat I am proud of.

“This competition requiresfrom municipalities to become

actively involved in advancingthe objectives of the Green Econ-omy. The Green Economy refersto initiatives like solar energy,greening programmes and pro-grammes which reduce green-house emissions. These are all is-sues that are very important forour municipalities and theircommunities,” said Bredell.

The Greenest MunicipalityCompetitionaimstopromote im-proved service delivery to re-store community pride and com-mitment to caring for the livingenvironment. It also focuses onimprovedintegratedsustainabledevelopment strategies servingto improve service delivery bymunicipalities.

These factors also form part ofthe vision of the Cape WinelandsDistrict Municipality of creatinga “Unified Cape Winelands of Ex-cellence”.

Elements that were evaluatedfor the competition includewaste management, energy effi-ciency and conservation, biodi-versity management, watermanagement and conservation,air quality management, leader-ship, institutionalarrangementsand public participation.

Clean audits forWestern CapeEighteen Western Cape munici-palities were awarded clean au-dits. The provincial governmentannounced that 18 of the 30 mu-nicipalities in the province, re-ceived clean audits for their 2014financial year from the AuditorGeneral.

Last week Paarl Post reportedthat Drakenstein Municipalityalso received a clean audit re-port. This is the first time thatDrakenstein Municipality hasreceived a clean audit.

Six years ago not one munici-pality in the Western Cape re-ceived a clean audit.

The 18 clean audits representan increase of seven from thosereceived for the 2013 financialyear.

Eleven other municipalitiesreceived unqualified audit opin-ions, while only one municipali-ty received a negative audit opin-ion.

This also means that WesternCape municipalities are beingrun more diligently than otherprovinces

TheWesternCapehasonemet-ropolitan municipality, five dis-trict municipalities and 24 localmunicipalities that are auditedunder the Municipal FinanceManagement Act (MFMA).

The Ministers for Local Gov-ernment, Environmental Affairsand Development Planning andthe Provincial Treasury havepraised the massive team effortput to improve the governance ofmunicipalities in the province.

Anton Bredell, Minister of Lo-cal Government, EnvironmentalAffairs and Development Plan-ning, says efficiently run munic-ipalities is key to delivering theservices needed to make theprovince a better place for allwho live in it.

“Given the legacies we inherit-ed, there are always areas whereimprovements are needed, butwe believe our municipalitiesprovide their communities withthe best services possible withinthe budgets they receive. It’s acase of getting bang for yourbuck.”

Dr Ivan Meyer, Minister of Fi-nance in the province, says goodgovernance is the foundation up-on which efficient municipali-ties operate.

“Many people in the provincehave been working hard to makethe municipalities in the West-ern Cape the most efficiently runin the country and hard work isongoing to keep improvingwhere possible.”

According toStatistics SouthAfrica, up to1 500 children die from cancer each yearwithout having been diagnosed or havingreceived treatment.

The Little Fighters Cancer Trust believesthis figure can be drastically reduced if thepublic, parents and medical professionalsalike can be made more aware of the earlywarning signs of childhood cancer.Little Fighters Cancer Trust is a non-profit

organisation based in Paarl, created to in-crease public awareness of childhood cancerandtosupportaffectedchildrenandtheirfam-ilies across South Africa.Five years ago Paarlites Tania Goslett and

Thomas Engela started the trust, initially toassistDrakensteinpatients andtheir familiesafter work and on weekends. Mandie Eras-mus later joined their team and the trust hassince gone from strength to strength.These three are the only permanent staff,

with volunteers in different provinces.“Wearecurrentlyactive in14paediatricon-

cology hospital wards across South Africa.Our support is aimed at children with cancerand their primary bedside carers, usuallytheir mothers.”Currently they contact 100 families affected

by childhood cancer and actively assist 60families on a regular basis.“We do not only support the child with can-

cer, but also the family as a unit. Our assist-ance is not blanketed but individualised, aswe build personal relationships with everysingle family.”Theyseecreatinganawarenessof theplight

of affected families as a big part of what theydo.They run projects throughout the year that

support little sufferers and their families.This year they aim to spoil 1 400 childrenspending Christmas in hospital. This is donein addition to the individual support given tochildhood cancer affected families.Theydonotyethave the resources formeet-

ing medical expenses, but they do assist indi-vidual families with basic needs such asmonthly groceries, some household applian-ces, transport to and from the hospital, extramedical equipment or palliative assistanceand help with funeral arrangements if theneed arises.“These families could also be ones without

responsible adults or without income, elec-tricity, sanitation or running water.”Little Fighters CancerTrust solely depends

on private donations and they are proud tosay they have a policy of not turn anyoneaway.“Early diagnosis saves lives. At present a

largepercentageofourchildrenareonlydiag-nosed in the later stages of cancer, whichmeans more aggressive treatment where it isstill an option; this in turn means more emo-tional and physical trauma for the child, andmore emotional and financial trauma for thefamily.”They explain that South Africa has similar

statistics to those of developing countries,whichshowasuccessrateofbetween10%and20%when it comes to childhood cancer treat-ment.“Developed countries, where there is a lot

morechildhoodcancerawareness,haveasuc-cess rate of between 80% and 90%.”“We want to work together to educate the

Paarl ready forcharity cycle racePreparations are well under-way for theupcomingBoucka-ert-Soenen Paarl Road andMTB Race organised by theRotary Club of Paarl, underthe auspices of the PedalPowerAssociation (PPA) tobeheld on Sunday 25 January.

For the first time, the startwillbe at De Poort heritage centre inTurk Street, instead of at thePaarl Boys’ High clubhouse, toease traffic congestion. Startingtimes are from 06:15.

Supported by a generous spon-sorship from local textile andclothing company Bouckaert-Soenen as part of their social re-sponsibility activities, all pro-ceeds from the race will be chan-

nelled through Paarl Rotarytowards local community devel-opment projects.

This league race is also a fun-ride event, aimed at the wholefamily. The event will includethree road races, 126 km, 72 kmand 42 km.

Thethreemountain-bikeraceson Paarl Mountain cover 47 km,36 km and 17 km. The shorterMTB race along Jan PhillipsMountain Drive is billed as a de-velopment race with affordableentry fees suitable for children.
