government to serve as isolation facilities for Covid-19 patients with mild symptoms as hospitals cope with the rising cases of the disease.

77 detenido sa Bataan jail kumpirmadong positibo sa Covid-19 Ni Ernie Esconde

LUNGSOD NG BALANGA -- Ini-ulat ng provincial health office ngayong Lunes na kabilang ang 77 detenido o persons deprived of liberty (PDL) sa 99 na bagong kumpirmadong kaso ng corona-virus disease sa Bataan, batay sa pinakahuling report noong Linggo.

Sinabi ni Balanga City health officer Dr. Mark Banzon na pat-uloy pang inaalam kung paano nakuha ng mga PDL sa Bataan provincial jail ang impeksiyon.

Ang mga ito, aniya, ay agad

dinala sa isang isolation facility ng lungsod.

Ayon sa PHO, ang kabuuang bilang ng mga nagpositibo sa Covid–19 ay umakyat sa 4,523 na ang 461 ay mga aktibong kaso matapos madagdag ang 99 na bago samantalang tumaas naman sa 3,955 ang mga na-karekober nang magtala ng ba-gong siyam.

Bukod sa 77 PDL, ang iba pang bagong kumpirmadong kaso ay lima mula sa Pilar, apat sa Balanga City, tatlo sa Di-nalupihan, tig-dalawa sa Orion, Mariveles at Abucay, at tig-isa sa

Orani, Bagac. Limay at Samal. Ang bilang ng bagong kum-

pirmadong kaso ang pinaka-mataas na naitala sa isang araw sa taong ito, sabi ng PHO.

Ang mga bagong nakare-kober ay tatlo mula sa Abucay, tig-dalawa sa Balanga City at Mariveles, at tig-isa sa Orion at Pilar.

Isa ang bagong namatay – 51-anyos na lalaki sa Mariveles – kaya umakyat sa 107 ang bilang ng lahat ng nasawi sa virus.

Ayon pa rin sa PHO, 6,783 medical frontliners na ang naba-kunahan laban sa Covid-19.

SCIENCE CITY OF MUÑOZ – Mayor Vico is in the farm!

The youthful Pasig City Mayor Vico Sotto whose response to the pandem-ic earned the heart of neti-zens is the face of creative farming in this year’s paddy rice art inside the 5-hectare Future Rice Farm at Philip-pine Rice Research Institute (PhilRice) in Barangay Ma-ligaya here.

Sotto’s face that comes with the sun and three starts was featured based on the results of the survey this year, according to PhilRice which conducts a survey ev-ery cropping season on who or what its stakeholders wish to feature.

“Mayor Vico Sotto rep-resents the young leaders rising up to build a bright and prosperous future for our nation in the best way they can. His recent selec-tion as one of 12 global an-ticorruption champions by President Biden’s adminis-tration affirms his excellence on transparent leadership,” PhilRice noted.

But Sotto, son of veter-an actor-comedian Vic to actress Coney Reyes, has his hand in agriculture. His office recently co-organized with the Department of Agri-culture and the youth group Re-TERRA an architectural design competition to pro-mote urban agriculture.

He also had augmented the city’s vegetable supplies by buying from Benguet farmers.

According to PhilRice,

Future Rice Farm was es-tablished to showcase tech-nologies that increase the in-come of rice farmers and im-prove productivity. It’s a farm that is automated, connect-ed to apps, and planted with high-yielding modern vari-eties. Some of the technol-ogies featured here include water quality monitoring sys-tem, automatic water gates, and drone seeding.

The creation of rice pad-dy art, which combines ag-riculture, art and advoca-cy started in 2015 under the leadership of the late Rog-er Barroga as the need for young Filipinos to venture into agriculture.

Using green-leafed and purple-leafed rice varieties, FutureRice draw images of famous personalities on the rice paddy.

The artworks were cre-ated using anamorpho-sis technique so that visi-tors can view the image in perfect proportion from the ground level. The image is then pixelized to create a planting guide, in which one pixel is equivalent to one rice plant. Every season, at least 40 PhilRice employees work together to plant the rice paddy art.

This novel way of merg-ing art and agriculture was created to showcase the creativity and innovative-ness in rice farming to the Filipino youth and the public.

Interest in the rice pad-dy art and FutureRice Farm “boomed” nationwide when the AlDub Rice was show-cased in 2015. In just a month, FutureRice’s post

about AlDub Rice garnered almost 9,000 likes and 87,000 reach. Aside from just appreciating photos in social media, the public vis-ited PhilRice to view the rice paddy artworks then learn about modern farm technol-ogies during their tour.

“This is now part of my bucket list – to plant rice! This project is exceptional. You just encouraged people like me to be more involved in rice planting,” one netizen said on Facebook.

Aside from AlDub, the rice paddy art has featured famous personalities includ-ing Fernando Poe Jr. and Coco Martin of Ang Prob-insyano; Kathryn Bernardo and Daniel Padilla; Miss Uni-verse Catriona Gray; Phil-ippine Pop Princess Sarah Geronimo; and Piolo Pas-cual. The rice paddy art has been picked up by national TV and newspapers, further spreading its message that agriculture can be fun, inno-vative, and creative.

“This is a good advoca-cy in encouraging us to sup-port the agricultural sector. I hope we can raise the level of discourse as to how we can help improve the lives of our farmers,” said Sena-tor Grace Poe when she vis-ited PhilRice to view the Ang Probinsyano rice paddy art in 2016.

Through the rice paddy art, youth learns that agricul-ture is not all toil and sweat. Modern technologies such as the use of drone and automation devices make farming easier and more profitable.

SUBIC BAY FREEPORT — The Subic Bay Metropolitan Authori-ty has launched an information and support system to help displaced workers in this freeport and nearby areas find new jobs or develop new skills to gain re-employment.

The SBMA help desk, which is manned by personnel of the SBMA Labor Department’s Manpower Ser-vices Division, is located at the for-mer Landbank office near the free-port’s Rizal Gate.

“This is a very important tool in providing new means of livelihood for displaced workers, especially those from the neighboring communities of Olongapo City, Zambales and Bata-an,” said SBMA chair and adminis-trator Wilma T. Eisma.

Eisma pointed out that workers from Zambales lost a total of 1,839 jobs last year because of the effects of the Covid-19 pandemic, while those from Bataan lost 899.

These came about because of company retrenchment and busi-ness closures last year that resulted to a total of 5,510 job losses in Subic. These included 3,910 in manufac-turing, 717 in shipbuilding and mar-itime-related projects, and 883 in

construction.“We have to do all that we can to

restore lost economic opportunities because workers are among those who are very vulnerable under the prolonged effects of this pandemic,” Eisma said. “We need to build not just physical strength and immunity, but also the community’s financial capacity to withstand this health cri-sis.”

According to lawyer Melvin Varias, manager of the SBMA La-bor Department, the SBMA Help Desk will assist workers who were retrenched or put on forced leave during the pandemic in gaining re-employment or retooling and re-training to land new jobs.

For this, the SBMA has part-nered with the Department of Trade and Industry, Department of Labor and Employment, and the Technical Education and Skills Development Authority, he said.

The SBMA Help Desk was launched on March 26 with TES-DA-Zambales director Melanie Grace Romero, DTI-Zambales OIC director Enrique Tacbad, DOLE-Zambales chief labor employ-ment officer Reynante Lugtu, as well as SBMA senior deputy administra-tor Ramon Agregado.

Batay naman sa Bulacan Provincial Health Office, tu-manggap muli ng 6,400 Si-novac ang lalawigan bilang kapupunan sa kabuuang 14,400 vials na alokasyon mula sa DOH.

Ang lalawigan ay may kakayahan sa storage ca-pacity ng mga vaccines at inaasahang tatanggap muli ngayong linggo ng karagda-gang 21,000 vials na ipam-amahagi sa itinakdang vac-cination sites sa 21 bayan at tatlong lungsod.

Do not be afraid, you are not alone

“YOU ARE generous. You are bountiful. You know how to celebrate the feast of faith. Don’t lose that even in the midst of difficulties.”

Thus, in a seven-minute message, Pope Francis called on the Filipino people on Easter Sunday with the formal opening of the yearlong jubilee of the 5th centenary of the Philippine Church.

“And I am a witness that you know how to transmit the faith, and you do it well, be it in your own country or abroad,” he said, recalling his visit to the country in 2015 particularly his Mass in Manila’s Luneta Park which drew some six million people.

The pope also shared three “mysteries of our faith” that he said characterize the Christian roots of Filipinos: “Nazareth, the Cross, and Pentecost”.

Of Nazareth, he said that Sto. Niño, which is the symbol of the arrival of Christianity in the archipelago, “brings us back to the hidden life of the Holy Family in Nazareth”.

By opening their doors to the child Jesus, he said that Filipinos are able to transmit to their children the faith which they have received from their parents.

“Thank you for the profound sense of family, of community, of fraternity, which keeps you united, which keeps you firm in faith, joyful in hope, prompt in charity,” the pope said.

“All of you, pilgrim people of God in the Philippines, pastors and faithful, are also people who know how to accompany Jesus, the Nazarene, along the way of the Cross,” he said, reflecting on the difficult moments that Filipinos suffered from earthquakes, typhoons, volcanic eruptions, and the prevailing Covid-19 pandemic.

But in spite of “all the pain and devastation,” he said that Filipinos have known “how to carry the cross and to continue walking.”

“You have suffered much but also you have risen up one time after another,” he said, as he asked Filipinos “to continue working, reconstructing and helping one another”.

Pentecost, on the other hand, “is the point of arrival and on the other side, it is the new beginning”.

All of Mary’s greatness as a Christian, the pope said, can be traced to the fact that the Holy Spirit came upon her, and she lived in the presence of God.“Mary has always been with all of you. She is the Mother who never abandons. She has accompanied you until here. And now we ask her to intercede for this new Pentecost of the Church in the Philippines,” he added.

The pontiff also invited the faithful to draw inspiration from the country’s saints, San Pedro Calungsod and San Lorenzo Ruiz, both catechists who knew how to give freely what they have received freely: “life and faith in Jesus”.“Do not be afraid. Noli me tangereALL FILIPINOS would know that NOLI ME TANGERE is the title of Rizal’s famous fictional novel against the abuses of the Spanish colonial regime in the late 19th century. But I wonder how many Filipinos are aware that these words are actually borrowed from the Latin version of today’s Gospel. They were the words uttered by Jesus to Mary Magdalene when he appeared to her in the graveyard. The statement is often translated as TOUCH ME NOT. But the better and more accurate translation is actually DO NOT HOLD ON TO ME, as we heard it in the English version of the New American Bible.

I wonder if Rizal had not deliberately intended to address these words to his beloved “Filipinas,” his “patria adorada” whom he had personified in the NOLI with the character of Sisa — the woman who was grieving and who had lost her sanity because she could not find her sons who had gone missing: Crispin and Basilio.

I wonder if Rizal had not intentionally used this line from the Gospel as his cryptic way of saying, “I know I will be a dead man walking after I publish this novel. I know that the Spanish colonial authorities will tag me as a an “ereje” or a “filibuster,” meaning, a subversive, and they will want me dead. But what will happen to our beloved country, to the Crispins and Basilios of this hapless nation if we all hold on to our personal security and refuse to risk our lives to redeem our native land?

I am inclined to think that he had meant this especially for his family and his friends who tried their best to persuade him to go easy with his anti-establishment writings. He must have meant it for the people he loved who tried to convince him to just use a pseudonym if he was going to publish it at all.

If this is true, it means the NOLI was already the equivalent of his ULTIMO ADIOS, the poem he eventually wrote and left as parting words before he was executed at Bagumbayan, the poem we all were made to recite by rote memory when we were in high school. NOLI ME TANGERE could have been his way of saying “DO NOT HOLD ON TO ME; LET GO OF ME. My departure will be bitter but it will be for a good purpose if it helps awaken this sleeping nation to finally learn to fight for her freedom, to stand for the future of her children.”

There is no ascension story in the Gospel of John. We find it only in Luke and Acts. What you have in John is the Gospel we heard today, Jesus leaving a message

for his disciples through Mary Magdalene, “Do not hold on to me, for I HAVE NOT YET ASCENDED TO THE FATHER. But go to my brothers and tell them, ‘I am going to my Father and your Father, to my God and your God.’”

Jesus is announcing his departure—he is going away. It is not a sad departure but a happy one because it is going to be the equivalent of a home run for humankind, for all of us. Having suffered and died in the human flesh, he will now also lift up our mortal humanity to divinity and permanently connect us to God. Ascension completes the bridge he had built through his cross, through the Paschal Mystery.

It is a timely message for all of us, especially in this time of pandemic, when suffering and death have never become more real. What is it anyway that we find ourselves holding on to in case we really have to go and our time is up? We’re all just passing in this world, aren’t we? Jesus’ message to Mary Magdalene can be reworded in another way, “TAKE COURAGE, I HAVE OVERCOME THE WORLD.”

Like Magdalene, we all have the tendency to cling to this world, to hold on desperately, and “to grieve like there is no hope,” to borrow from the words of St. Paul.

I wonder if you’ve ever heard that parable about the easiest way to catch a monkey? They say all you need to do is make a little hole on the nut of a coconut. Put inside the coconut a few pieces of colorful and flavorful candies that he can see through the hole and smell with his nose. He will slide his hand into the hole and grab the candies. His hand will be stuck inside because he won’t let go. That’s when you catch him. And yet, the secret of being set free is so simple: DO NOT HOLD ON. NOLI ME TANGERE.

CITY OF SAN FERNANDO -- The city government of San Fernando under Mayor Edwin “EdSa” D. Santiago has remained vigilant in enforcing Gov. Dennis G. Pineda’s Executive Order No. 5-2021, particularly during the observance of the recent Holy Week.

For the second time, the City of San Fernando had to forego with its annual traditional Lenten activities due to the continuing rise in Covid-19 cases among Fernandinos.

Re-enactments of the Via Crucis and the crucifixion and the public flagellation of penitents that once drew thousands of tourists to the city at the peak of the Lenten season, were nowhere to be seen.

Instead, mobile patrol units of both local police and members of the city’s Incident Management Team roamed city streets

tanging solusyon?ILANG tulog na lang Mayo na, at ilangbuwan na lamang din ay magpa-‘file’ na r’yan ng kandidatura itong nagnanasangsa ating gobyerno makapanungkulan.

At ‘reelectionist’ ang higit maramikaysa baguhan sa karaniwang sabiitong sa mundo ng pinaka-marumisa lahat na yata ng ‘game of chance’ pati.

Yan kung may eleksyon at hindi ang ‘RevGov’na ipinangakong bago pa mataposang anim na taon na ipaglilingkodni Duterte ang siyang di manaig lubos.

Kung saan ay itong sistemang ‘FederalForm of Government’ na ang ipaiiralng ating Pangulo, na inaasahangmas makabubuti sa’ting Inangbayan.

Panahon pa lamang ng pangangampanyani Du30 sa pagka-pangulo, ‘yan naat itong ‘Endo’ ang isusulong niyakapag siya’y pinalad na maupo, di ba?

Pero hayan, partikular itong ‘Endo,’di nabigyan kahit simpleng pag-indorsosa Batasan hanggang sa panahong ito,na ‘few months’ na lang ay di na siya pangulo. Sana ay huwag namang sa ‘Endo’ matuladang ‘federalism’ na siya itong sukatmanguna at bigyan ng sapat na lakasang EGA.FED upang mabago ang lahat.

Basbas na lamang ni Pangulo ang siyangmagiging hudyat ng banal niyang pakay,ngayong kumbaga ay ating abot-kamayna ang naging bunga ng ipinaglaban.

Promised Land or Cafeteria?BY THIS TIME, we’re supposed to be in Promised Land, not exactly flowing with the proverbial milk and honey, but with enough vaccine supply to get everybody jabbed against the invisible enemy, the virus, however, mispronounced, less understood and even trivialized.

Because, in the mind of no less President Duterte, who shares it with other leaders of the

world thrown upside down by the pandemic bug, the vaccine is the ultimate solution to end the global health crisis, curse, if you will. Never mind if the Chinese brand has a much lower efficacy rate than other non-Chinese brands.

What is available is the best there is, so parrots no less than the controversial head of the country’s health department, taken of out of context from the mouth of the United States top infectious disease expert, Dr Tony Fauci. Fauci’s statement was premised on the availability of branded vaccines with higher efficacy rates. Of course, the Chinese vaccine was never considered, much less approved.

In the poor Pinoy’s setting, no such choice since only Sinovac is available and is on limited supply, part of it courtesy of the Chinese goodwill, the other, the result good marketing( diplomatic) skill. In other words, part of it is free, the rest is for a price. At what price, nobody knows really for sure. It’s as ambiguous as the government’s approach to stopping the virus. There’s suspicion going around the grapevine that territorial rights of the Philippines in the South China Sea may already been compromised by the vaccine diplomacy.

Although, the maverick Delfin Lorenzana seems to disabuse the notion by his latest strong words to China that those militia ships tied to one another in the Julian Reef be gone at once.

While other countries, even those on the same category, if not less, as the Philippines, are ramping up their vaccination effforts. They are going by the thousands a day, we’re lagging behind – no Tagalog pun there—by a few hundreds.

The problem is not our willingness; it’s our means.

Former Supreme Court justice Antonio Carpio has exposed the real problem. For all the announcements that the government has negotiated millions of doses of various brands, not a single contract has been signed yet. Ergo, there not a single vial of vaccine that will materialize in the foreseeable future. Why? Because there’s no money to buy them. If you ask Carpio and other critics, the problem goes beyond money. It maybe competence. The Peter Principle must be right: the higher you go, the dumber you get.

In other words, the Promised Land is all talk. Maybe not a lie, but something close to it. The fact of the matter, Carpio bared, is

that loans are being negotiated left and right with international banks to fund the vaccine purchases. That means more patience, and more patients dying for lack of vaccine.

In the meantime-- some people-government officials, celebrities and what not—are getting vaccinated, either surreptitiously or arrogantly, at the expense of the government’s own priority list. Jumping the line is the order of the day, further putting in disarray the government vaccination plan. It’s not surprising because no less than the commander-in-chief had earlier broken the line himself by letting others to have the shot first.

Ours is the cafeteria type of vaccination. At this point, the priority list is just a

piece of paper. No wonder the World Health Organization has warned that this unacceptable breach of the rule can jeopardize the jabbing plan. For one, it could stop the flow of free vaccines courtesy of the WHO under the COVAX facility.

The government is quick to react to the anomaly: give ‘em the show cause order or… That has been a tried and tested cop-out in the land where politics is the rule and not the exception.

When the people of Israel were led from the desert to the Promised Land by Joshua and Caleb, they were eventually given their share of the new conquest. Tribe by tribe they did get their portions. It was only after each tribe got its share

that Joshua and Caleb took theirs. That’s leadership. What’s happening in our neck of the woods is the opposite: dealership. The ones who are the helm and run the show are not leaders; they’re dealers.

Will we still reach Promised Land? If we’re lucky, or wiser this time around, we might. The countdown has begun as the President’s term inches closer to expiration. Others wish a faster counting, or the faster turn of days into night and nights into day. This is the century of acceleration and, given the reality of distractions, from killer virus to middling bogus, we’ll just wake one day under a different dispensation.

We have reached that desperation point that a political adviser of an opposition senator said any outlier, that is not Duterte and his enablers, will already be an improvement. And part of the improvement in mind is for the Promised Land to become a reality where everyone is safe against COVID 19.

as well as the mandatory wearing of face masks and face shields. Violators were sub-jected to a lecture on the need to strictly ob-

serve quarantine measures.The team also monitored the manning of

checkpoints in the city’s barangays to ensure strict implementation of curfew hours and the age requirement.

Commercial establishments, business establishments, malls and resorts were also inspected. According to Dr. Carlos Mercado, City Health Officer-in-Charge and

IMT Commander, random inspection was made to check on complaints regarding lax observance of health protocols. Minor violations like non-observance of social distancing and the age requirement were found, particularly in resorts.

For his part, Mayor EdSa called on Fernandinos to sacrifice selfish interests for the benefit of family members and loved ones, the health workers and the public as a whole.

Pampanga Governor Dennis Pineda issued said executive order for the strict implementation of new quarantine measures in the province from March 20 to April 5 but this has been extended until April 15.

the province. The evacuation cen-

ters in Barangay San Roque, Mexico and Ba-rangay Sta. Catalina, Lu-bao were recently con-verted into isolation cen-ters, providing 215 cu-bicles and 150 rooms, respectively. The per-manent structures were supplemented with 15 container vans that the Department of Public Works and Highways re-fashioned into rooms.

“We put up more isola-

tion facilities because we wanted to save other fami-ly members from exposure to the coronavirus. Instead of waiting at home while on standby for the availability of rooms in hospitals, they have the isolation rooms to use,” he said.

The isolation centers would take in patients for the mandatory 14-day quarantine. The province is also using the National Government Administra-tive Center with 323 cubi-cles, and Athletes’ Build-ing B with 170 rooms, both in New Clark City in

Capas, Tarlac as quaran-tine facilities.

The Diosdado P. Ma-capagal Memorial Provin-cial Hospital in Guagua oversees swabbing and mild cases while the 10 district hospitals handle non-Covid-19 cases.

Pineda disclosed that 90 percent of critical care beds at the Jose B. Lin-gad Memorial General Hospital and private hos-pitals are occupied by pa-tients with moderate to se-vere Covid-19 symptoms.

Since March 30, Pam-panga has been logging

more than 100 new cases daily. As of April 4, the to-tal confirmed cases in the province reached 10,312, with active cases rising to 1,800. The province has recorded at least 8,000 re-coveries and 512 deaths.

Even as President Duterte retained the mod-ified general community quarantine status in Pam-panga, Pineda issued Ex-ecutive Order No. 5, en-forcing stricter measures, like a home lockdown, from March 20 to April 15. With PR-Office of the Governor.

“The number one assur-ance we can give them is this location, which is so far away from everybody else,” Eisma said in an interview at the project site. “I would like to emphasize that this hospital is in a fenced and gated compound and that it is virtually a self-contained community.”

“I am sure that the Of-fice of the Civil Defense will take all the necessary steps to make sure that ev-erybody who will be work-ing here and will be con-fined here will be limited to the compound. And if there is a need to go out, they will be properly guarded, prop-erly monitored,” she added.

Eisma also pointed out that Subic has one of the lowest numbers of Covid-19 cases in the country because of strict adherence to protocols despite the presence of a Covid-19 hospital, isolation facilities, and swabbing and testing centers in the

freeport.She said that this was

precisely why Subic has been chosen as an inter-national crew-change hub, as well as a popular desti-nation for events under the “bubble” set-up.

“I’m quite sure, by this time, we already know what to do,” Eisma said. “With what we have learned from the past and what we con-tinue to learn, I can guaran-tee the community of Subic that we will do everything to make sure that not only is this place contained, but that this place will also ser-vice the needs of the com-munity when the need aris-es.”

“Initially, the plan is that only mild and asymptomat-ic patients will be brought here until the emergen-cy room and the intensive care unit inside the facili-ty will be up and running,” Eisma said.

The 500-bed mega iso-lation facility for Covid-19 patients in Subic is expect-ed to be ready in early April, as the government sought to increase the number of quarantine and temporary treatment and monitor-ing facilities and boost the country’s healthcare sys-tem capacity.

The Department of Health, along with the De-partment of Public Works and Highways, is now ren-ovating the hospital and some adjoining buildings, including those that will serve as quarters for med-ical personnel and other support staff.

Once the Subic iso-lation facility is ready for occupancy, the DOH will be running the operations while the OCD will be man-aging security and logis-tics, Eisma said.
