Beiseker RCMP respond to a complaint of a fi rearms related injuryBeiseker, Alta. –

On Jan. 23, 2020, at approximately 3:00 p.m., Beiseker RCMP received a complaint of a fi rearms

and Airdrie RCMP responded to the location and initiated fi rst aid until Emergency Medical Services attended and

related injury in the area of Highway 567 and Range Road 280 in Rocky View County, Alta.

took over treatment of the injured male. The 30-year-old male from Saanich, BC succumbed to his injuries and was declared deceased at the scene.

An autopsy is being conducted by the Offi ce of the Chief Medical Examiner in Calgary today. The name of the deceased will not be released.

Beiseker RCMP continue to investigate this incident that is believed to be isolated. The public is not believed to be at risk.

No further details are available at this time. An update will be provided when more information is available.

Dear Editor;With this being the 75th

anniversary of the Auschwitz liberation, I present some thoughts from 25 years ago when I was a community Remembrance Day ceremony co-organizer.

I invited Calgary’s Sidney and Bronia Cyngiser to speak; Auschwitz survivors, the Cyngisers had a far-fl ung speaking history to school, church, and community groups.

Mr. Cyngiser’s talk to a spellbound audience did not recount details of what and how they suffered; instead, his was a positive message. “Even though I had all the reasons in the world to be hateful and distrustful of humanity, hate and revenge was not the answer because it would never bring respect, understanding, and peace to a shattered world.” If I remained hateful, he said, I would be keeping myself locked in a concentration camp where hate

would consume me.“Instead,” he said, “despite years

of having been dehumanized, degraded, and terribly mistreated, I was able to rejoin humanity, maintain a high standard of civilized behavior, and be capable of love, respect, and friendship. Despite

what happened to us, we were loving and caring parents.”

In a letter to me, Mr. Cyngiser wrote: “Revenge and hatred will not produce the peace and serenity which we all strive for and deserve. This is especially so when we think of our children. The cycle of hatred

has to stop sometime and it is our responsibility, in our own way, to hasten that time.”

Before driving the Cyngisers back to Calgary, Georgine and I invited them to our home where we introduced them to our children. It was a pleasant and highly

signifi cant visit—pleasant because we enjoyed their company and highly signifi cant because Mrs. Cyngiser rolled up her blouse sleeve and showed us her Auschwitz tattoo.

Postponing any activity is a diffi cult decision but the weather makes it easier sometimes.

Saturday’s Three Hills Winter Celebration was a huge success with over 700 people coming out to enjoy the annual event. One week before, the cold snap had us at minus 32 with the windchill, at 6:30 pm. That

former Alberta Premier Don Getty, Family Day was fi rst celebrated in Alberta in 1990. Alberta was the only province to have a statutory holiday in February until Saskatchewan began observing it in 2007.

In Three Hills, we celebrate Family Day with a free swim and free skating. This year is

would not have worked well.You know January and

February often seem like the longest, coldest, hum-drum months. The annual Winter Celebration provides our residents with a little excitement following the Christmas season.

Then along comes February. Well, thanks to the advice of

no exception. This year, Family Day falls on Monday, February 17. There will be free swimming for one and all at the Three Hills Aquatic Centre from 2:30 pm to 5 pm and free skating at the Arena from 4:30 pm to 6 pm.

The Family Day swim takes me back to the Grand Opening of the Aquatic Centre. The turn-

out was amazing. Anybody visiting the “pool” for the fi rst time would shake their head. It’s great to see so many area residents join together to have some good old family fun.

That’s what we had last Saturday. That’s what we will have on Family Day.

That’s Life.

The NRA does not promote guns sales, it promotes fi rearm safety and trainingfi rearms makes me a criminal, however until the Conservatives repealed the long gun registry, not registering my fi rearms did make me a criminal, subject to imprisonment. This still applies to restricted fi rearms; that is handguns, many military looking rifl es and shotguns, magazines for semi auto centre fi re rifl es and shotguns over fi ve rounds, all handgun magazines over 10 rounds. Of course criminals follow these rules (insert facetious comment.) Every legal fi rearms owner is registered. To possess or purchase a fi rearm legally you need a Possession Acquisition License, PAL, formerly FAC. you have to take a course, apply, pay a fee and be investigated by the RCMP, all things that the criminals do, (insert another facetious comment.)

I know this because I have taught the Safety Courses since day One, currently over 4,000 students, to the best of my knowledge not one has been convicted of breaking any fi rearms law. I have owned many so called “assault weapons”, never assaulting anyone. All the people I know who have similar fi rearms have the same record. Because you do not understand an issue and do not like what others enjoy should not give you the right to prohibit or ban what they lawfully own and use. Mexico has a homicide rate almost double of the USA, if you are murdered, I doubt

you care how it was done, the Cartels like ISIS prefer beheading.

I had a Concealed Carry Permit valid in 35 states, it was great at the border when I travelled, as I was instantly admitted as I had been investigated by the FBI and was deemed a responsible person. Recently a Concealed Carry parishioner in Texas prevented a mass shooting by shooting and killing someone after he had shot Two people.

It is sad when presenting a point of view that someone who does

not agree tells you that perhaps you should move to America, if I thought that way I might be tempted to suggest that my critics move to Venezuela, or worst yet, Quebec, but I would never wish that on anyone.

Someone recently claimed that Mr. Kenney was saving our province. To me, that is a convoluted assertion.

Meantime the weather channel is warning that the lithium batteries in our smart phone fail at -20 and need to be warmed up—how much more so for electric car batteries!

If you are retiring in 2020, what do you need to sign up for? We all seem to know that applying for our Canada Pension and Old Age Security is required. These two pension plans are recognized and that one should apply 10 – 11 months ahead of our 65th birthday. However, what many tend to forget about is the Seniors Financial Assistance (SFA) application for the province of Alberta.

This should be applied for within six months of one’s 65th birthday. Depending on one’s income for the previous year’s income tax, the SFA provides a Seniors Benefi t (monthly income), Special Needs Assistance, Dental/Optical support and if living in one’s own home the opportunity to apply for 2 loan programs (with simple interest) for Seniors Home Adaptation and Repair Program (SHARP) and the Property Tax Deferral Program to enable one to stay in their own home for a longer time period.How to apply for Seniors Financial Assistance

simple tax situations. Volunteers assist low income residents who are unable to pay for assistance and/

or complete their own returns. A basic understanding of income tax, some computer knowledge, and the desire to help in your community are all you need!

Council reviews report on Police Fundingby Debi Moon

Police Funding UpdateCouncil accepted the

report on Police Funding as information but the discussion was anything but accepting. With the province announcing that all municipalities will be contributing to the policing service, the funding formula will be a burden. The Province announced that 500 RCMP positions will be added in rural communities, however Council learned that 200 are offi ce positions and perhaps only 300 will be offi cers. Clr. King was skeptical of the Province being able to fi ll those positions considering they have trouble fi lling positions in the here and now. The additional pressure on the County budget amounts to $159,611 for 2020 (10%) with an increase in percentage going forward annually, of up to 30% in 2023. In 2021 $239,589. In 2022 $319,223. In 2023 and 2024 $479,178. Clr. Penner’s question of the day, was what is the Province doing or going to do to keep the criminal element behind bars?.

Badlands Motorsport Resort An application was received

from Badlands Motorsort Resort to subdivide portions of Section 22-027-21-W4 in order to create separate lots for the lower and upper track areas. “The applicant currently holds four titles, which will remain but the boundaries of the existing titles will be consolidated into two titles,” advised Barb Hazelton, Manager of Planning & Development. This property has also been redesignated as a Direct Control district under Bylaw 1657 (Jan 14, 2014 and amended to Bylaw 1695 (May 26, 2015). With Clr. Penner recusing herself, Council approved a motion to make a recommendation to the Municipal Planning Commission to approve the applications to subdivide with conditions as listed in the package. The costs for subdivision applications for

of developing a Regional Stormwater Master Drainage Plan. The grant of $200,000 covers the program 100%. There will be no cost to the County or the Town, but if there are somehow additional costs, they would be born by the Town.

Mardi Gras MasqueradeCouncil approved a motion

to donate $5000 toward the Three Hills Health Initiative Mardi Gras Masquerade. Attendance to the event on March 7 was approved for whichever Councilor/s would be available to attend. This charity gala is to raise funds to purchase a Cardiac Monitor System for the Emergency Department and to upgrade the phototherapy system for newborns at the Three Hills Health Centre.

Cruise Committee Racing Request

The Three Hills Cruise weekend has included a 1/8th mile bracket-racing event at the airport over the past seven years and this year are requesting to host an extended cruise weekend event for June 5-7. With the required insurance coverage and Emergency Plan, Council approved the request. It was noted that the Town would be doing the mowing.

Ron Gorr Arena Open HouseCouncil approved attendance

to any Councillor wanting a chance to see the renovations at the Ron Gorr Memorial Arena Open House on Feb 17 from 1:00 p.m. to 5:00 p.m., hosted by the Torrington and District

the Developer is $2200. Ms. Hazelton advised Council, “The applicant has received his Alberta Environment & Parks approval to place fi ll in two wetlands, to modify three wetlands and to construct, operate and carry out maintenance of a stormwater management plan.” The developer has also completed an Environmental Impact Assessment, Historical Impact Assessment, Paleontological Impact Assessment, Biophysical Impact Assessment, a Noise and Traffi c Impact Assessment, and a Geotechnical Report. BMR is also proposing to protect approximately 148.59 acres with an Environmental Reserve Easement.

of Waste Connections of Canada made a ‘closed session’ presentation to Council at 11:00 a.m. Mr. Rochette is the Manager, Business Development. They operate throughout Alberta recycling, organics and waste collection services.

Highway SignageCouncil approved awarding

of the Highway Sign project to Blanchett Neon, in the amount of $212,352 as recommended by the review Committee. Highway entrance signs were last installed in 2004 to commemorate the county’s 60th anniversary and are now in poor condition. In 2019 qualifi ed contractors were asked to submit designs for the construction and installation of six large signs and 10 medium secondary road signs. These signs were to incorporate both a fi re ban and Canadian Badlands logo. Council chose to remove the ‘arrow’ from the fi re ban sign. Color options were also chosen this day.

Trochu Grant Application Support

With Clr. King accusing himself, Council approved a motion to partner with the Town of Trochu under the Alberta Community Partnership Program for the purpose

Agriculture Society. With this being Family Day, other events are also being planned.

4-H RequestAs in previous years, Council

approved sponsorship of $600 toward the Kneehill 4-H District to help with the cost of printing the 2020 District show/Sale Catalogue.

Seniors Outreach RequestCouncil approved a motion

to have Administration create a letter of support to the Seniors Outreach Program as they submit an application to the Minister of Seniors and Housing to co-host Seniors Week. Council authorized attendance of the Reeve or designate.

Clr. King Ratepayer ExchangeClr. King provided Council

with a brief verbal summary of his personal ratepayer meeting held Monday. He thanked Administration and staff for their support. Clr. King noted that the evening portion was better attended than the afternoon. Comments he received were residents appreciating the opportunity to speak with him and a comment that did surprise him was a question of when the County would do something at Horseshoe Canyon to bring revenue into the County. Clr. Christie who also dropped into the forum, noted that there seemed to be a misconception around the County’s Discovery Day, fi lling in now for what were standard ratepayer meetings. “Overall,” said Clr. King “it was a positive experience.”

Purpose

Intermunicipal Development Plans must promote consultation and cooperation between the participating municipalities regarding planning matters of joint interest within a defi ned planning area. They also provide a framework for processing development proposals, subdivision applications or concerns within this defi ned area.

The Town of Three Hills and Kneehill County have created a draft document which incorporates the requirements of the legislation.

Therefore, Take Notice that a public hearing to contemplate the proposed Bylaw 1810 will be held in Kneehill County Council Chambers at 10:00 am on the 11th day of February 2020.

Presentation: Oral and written comments and suggestions are invited and should be addressed to the point of the proposed Bylaw. They may be made by any person or group of persons or a person acting on his or their behalf, who claims to be affected by the proposed bylaw, and by any other persons that Council wishes to hear at the hearing. Written submissions may be made by the persons above, and must be received in the Kneehill County Offi ce by Noon on Friday, February 7th, 2020. AQUATIC CENTRE LIFEGUARD

The Town of Three Hills is seeking individuals wanting a flexible work schedule to join the team at the Aquatic Centre. Reporting to the Aquatic Centre Manager, the Aquatic Centre Lifeguard is to assist in the enforcement of facility rules, safety, and instruction of all users of a public swimming facility. Involvement in activities to provide quality swimming, fitness, and other programs and services. This position will be initially scheduled primarily for evenings and weekends.

KEY RESPONSIBILITIES

• Adhere to processes and policies in support of municipal goals and legislative requirements;

• Ensure the safety of the public and maintain the facilities;• Provide management with accurate and timely information to ensure

facility operations are maintained in an effective and efficient manner;• Work cooperatively with the management team and support other

departments;• Prevent dangerous situations and recognize the signs of emergencies

while taking appropriate actions;• Practice and encourage safe work behaviors; and• Perform basic math calculations.

The preferred candidate will possess:

QUALIFICATIONS AND EDUCATION REQUIREMENTS

• Minimum education equivalent of grade 10;• Minimum 16 years of age;• Current National Lifeguard Certification – Pool;• Current Standard First Aid Certification;• Ability to communicate effectively with the public, supervisors, and

coworkers;• Ability to understand oral and written instructions;• Ability to read, write, speak, and understand English;• Ability to use discretion regarding confidential matters;• Ability to work evenings, and weekends, variable hours with a

maximum 29 hours per week; and• Ability to obtain Alberta Fitness Leadership Certification Association

Three Hills Council hears from BCP Modules delegationby Grant Alford

Three Hills Town Council Meeting was held January 27, 2020.

Mayor Shearlaw called the Regular Meeting of the Three Hills Town Council for January 27, 2020 to order at 5:30 pm.

Following the approval of the agenda as presented and the acceptance of the minutes of the Committee of the Whole meeting and of the Regular Meeting of Council held on January 13, Council moved immediately to hear Chris Ritter, Chief Financial Offi cer for BCP Modules. He presented a very brief description of the range that their Modular business involves. CAO Alan Parkin responded by giving an overview presentation as to what the Town of Three Hills has been doing in discussions with Telus, and Eastlink and others over the past several months, and what is still to be decided on in the coming months.

From the Delegation presentation, Council then moved on to “New Business” and dealt with nine items.

The fi rst item is a statement of support for the Three Hills Cruise Weekend Committee and reads: “…that the Town of Three Hills supports the Three Hills Cruise Weekend Committee and provides assistance as required to ensure the success of the Cruise Weekend Event to be held June

will reduce the annual cost by approximately $2,425.00. Therefore Council “authorized Administration to proceed with combined assessment and taxation notices in 2020.”

In order for organizations and “clubs” to be involved in Fund Raising and apply for casino funding the club must have a “society status”. Therefore, the Three Hills Golf Club, which does have a Society for the Golf Club, needs to have a separate ‘Society” for the camping area adjacent to the Golf Club. Thus “Council authorizes the Three Hills Golf Club to form a society for the camping area adjacent to the Three Hills Golf Club. (SE-27-31-24-W4).”

The media has been reporting the drastic consequences on Municipalities due to the Provincial Government cutting funding. This in turn means that municipalities no longer have the same liberty that they may have had earlier to give as generously to worthy local causes that they had been able to do earlier. A lengthier discussion as to how Council will have to deal with upcoming requests preceded this motion: “… that Council approve a donation of $4000 from account 1-2-1100-77103 for dinner at the Three Hills Health Initiative in conjunction with the Three Hills Health Care Centre Auxiliary Society Gala on March 7, 2020 and further that the Town of Three Hills provide a silent auction item.”

The seventh item of “New Business” reads: “… that Council authorizes Administration to offer a Free

Deputy Mayor Sept attended a meeting of the FCSS Board on January 14. On the 21st she attended the Three Hills Library Board Meeting and then on the

formally announce “… that Council call a Committee of the Whole Meeting to be held on March 9, 2020 at 3:00 PM.”

At the January 13, 2020 Council meeting, Council inquired about putting forward a resolution to the Alberta Urban Municipalities Association (AUMA) regarding photo radar for communities under 5,000 people. A report dated November 28, 2019 was presented for Council’s review. As a result Council has decided that a resolution would not be necessary and that “Council accepts the Alberta Photo Radar update for information as presented.”

A bit of a discussion preceded the following motion. The key word is “combined”. Since 2016, the Town of Three Hills has been sending out an “Assessment Notice” and then later a “Taxation Notice”. Doing a combined notice

The eighth item is to provide Support to the Seniors Outreach Program Society with this motion: “…that Council provides a Letter of Support confi rming that the Town of Three Hills is supportive of the Seniors Outreach Program Society co-hosting the Seniors Week 2020 launch event June 1, 2020.”

The fi nal item was the formal appointment of Corey Mottus to his third term on the Library Board. “… that Council appoints Corey Mottus to the Three Hills Library Board for a three-year term ending January 31, 2023.”

The Councillors’ and Mayors Report followed.

Councillors Al Campbell, Harold Leo, Deputy Mayor Marilyn Sept, and Mayor Shearlaw attended the Winter Celebration Hot-Dog-Hot Chocolate-Tree Burn- Fireworks event of Saturday, January 25. The almost perfect weather saw an estimated crowd of 700-plus turn out. Mayor Shearlaw reported that 650 hot dogs were served along with 450 cups of hot chocolate.

Councillors Al Campbell and John Hamm attended the Chamber of Commerce meeting of January 16. Councillor Campbell gave a report of upcoming events that the Chamber has planned. Councillor Hamm was able to give updates to Chamber attendees on items that the Town has been involved in.

The Village of Linden is authorized to provide for the clearing of sidewalks adjoining the property of non-residents and all other persons who, for FORTY-EIGHT (48) HOURS neglect to clear them, and in the case of non-payment of expenses thereof by the owner or occupant, the expenses will be charged against the property as a special assessment to be recovered in a like manner as with other taxes. The Bylaw will be enforced and expenses invoiced to the property owner.

Trochu held their regular Town Council meeting Jan. 27, 2020.Administrator’s Report

Within the Administrator’s report, the Grant Writer Budget for 2020 was noted to have been sent to the participating communities for review and approval. An advertising package and adjacent landowner notification has been put together for the rezoning of 416 Arena Avenue. Outdated and in-operable fire hydrants have become an issue again, and it was suggested therefore, that the need for the hydrant replacement program continue. A ‘request for decision’ is on tonight’s agenda. An Engineering firm has been contacted to develop a scope of work, similar to the previous replacement project. Later in the meeting Council had some discussion on the issue, wondering if they could skip the engineering component and go straight to hiring a hydrant replacement company. Council asked for some more information in regard to the number of hydrants and potential costs. The matter would wait for more information and discussion continue in the Strategic Planning meeting.

The Town of Trochu, in partnership with Kneehill County, have made an application under the Alberta Community Partnership Program for a Regional Stormwater Master Drainage

Councillor ReportsClr. Lumley noted that

from her FCSS meeting, that the programs would receive funding for the next three years but they don’t yet know at what level. FCSS will be applying for grants “trying to be proactive”, said Clr. Lumley, for ‘other’ services. “The names for these familiar services will be changed but we don’t know to what.”

Clr. Reeds received positive response from Council as to whether Trochu should host a Cross Country run for the next few years at the Golf Course.

Deputy Mayor Munro noted that the Marigold Office in Strathmore is saying that the shovel will be in the dirt for the new building by fall. On another subject, she received a contact regarding pictures of Trochu area sights and town facilities for potential film makers for movie scenes. DM Munro suggested, that like some other small communities, Trochu should come up with a policy to establish any rules or conditions. Council gave

Plan. Council’s first need to pass a resolution supporting the application. The ‘request for decision’ is on Trochu’s agenda for this evening and a motion to support the application was approved. This project would be 100% funded through the grant.

Due to recent changes in legislation, the Town of Trochu will be mandated to form a Joint Health and Safety Committee (JHSC). CAO Carl Peterson noted, “This means developing a Health and Safety Policy, and Terms of Reference for the JHS committee, along with other supporting documents.” The guiding document as to requirements and procedures will be the Occupational Health and Safety Act, formulated to comply with this latest legislation. A motion was approved by Council to form a committee and policy. Further New Business Items

A motion to prepare a letter of support for Seniors Outreach request was carried.

The Cannabis Consumption Bylaw received some discussion and Council didn’t believe they needed to alter or strengthen their present bylaw. Carl noted that if they did want to alter it they would need to open up a new bylaw. “I don’t think we need to make this any more complicated,” stated Mayor Kletke. No decision was required this evening and was filed as information.

DM Munro permission to go ahead and talk with these representatives from the industry.

Mayor Kletke gave an update on the Jan. 27 Trochu Housing Committee meeting. Sam was given the go ahead to sign the memorandum of understanding and move ahead with what can be done. The grants are not yet out and its possible this could be another two or three years yet. The Mayor also raised the subject of nominations for the Award of Excellence, should any councillor have a name they would like to put forward. The Mayor also gave some highlights from the AUMA Presidents Summit he attended, noting the discrepancies in the information coming out, a lack of consultation between government and AUMA, and that rural communities could be looking at some lean times ahead. “We (as a Town) need to prepare for things changing and have some discussion on what we can do to promote Trochu.”3” wide version

BERYL EUNICE (VICKERY) GELINAS passed away suddenly on Wednesday, January 22, 2020 at the age of 99½ years at St. Mary’s Health Care Centre, Trochu, Alberta. Mum was born on June 20, 1920 at Trochu, Alberta, to her parents, Ernest and Gertrude (Bur-roughs) Vickery. She was raised on the family farm northwest of Trochu and attended Hogadone School, 1½ miles north of the farm. Mum enjoyed the outdoors, gardening and helping her Dad and brother with the farm work. On June 18, 1947, Mum married Paul Geli-nas and they moved to his newly purchased farm near Arthurville School, 7½ miles away. There they raised three children. Mum worked hard growing huge gardens, can-ning, baking and volunteering in the community. We didn’t have power until 1960 and no running water until 1967 when we moved a mile south-east to the farm pre-viously owned by my Dad’s Uncle Romeo. Mum enjoyed life on the farm and had a green thumb when it came to growing things, espe-cially the numerous house plants she always had around the house. Mum and Dad retired from farming in May 2012 when they moved into Trochu, making their new home in St. Mary’s Lodge. In October 2015, Mum moved to the Long-term Care fl oor of St. Mary’s, where Dad was residing. Mum’s wit, sarcasm, teas-ing and sharp mind never left her. Her favourite pastime was hav-ing her television on and work-ing in her “Find the Word” puzzle books. Any day her grandchildren and great grandchildren came to visit was when she was happiest. Our family would like to thank Dr. Bank Jaiyesimi (Dr. “Jay”) and the staff members of St. Mary’s who showed Mum compassion and understanding and gave her loving care. Mum is survived and will be greatly missed by her loving chil-dren: daughter Paulette Gelinas (Garry Tetz), son, Ernest Gelinas (Ann Hargreaves), son Lyle Geli-nas (Beverly Lloyd). By her grand-children and great-grandchildren: Andrew Tetz (Lesley Hodgson) Tristan and Karyssa; Steven Tetz (Tricia McKenzie) Logan (Cam-eron McDonald), Kegan and Calli; David Tetz (Sarah Huff) Landon and Gavin (and their mother, Ste-fanie); Shauna (Shawn Diggins), Kylie, Avery and Hayden; Christina (Richard Hoppins), Ella, Bailey and Kathryn; Clayton Gelinas (Kathy March) Alexis and Rylan; Clifford Gelinas (Sonja Resendes) Kait-lyn and Katrina. Mum was prede-ceased by two infant daughters,

her parents, her husband, Paul in January 2017; brother, Richard (Dick) Vickery in January 2019; and, sister-in-law, Betty Vickery in March 2014. At Mum’s request, there will not be a funeral but a “Tea of Remembrance” in her honour on Saturday, February 01, 2020 at the Baptist Fellowship Hall in Trochu (210 Poplar Ave), from 2:00 – 4:00 pm. 1j29p

Frederick Lavern Whitford passed away peacefully on January 18, 2020 in the presence of his guard-ian Gaylene Archibald and several of his care givers from Rehoboth Christian Ministries. Fred was born August 11, 1948 to Leon and Ar-delle Whitford in Trail, BC. Early in Fred’s life it became clear that he had developmental disability. At age 4, under the recommenda-tion of his doctor, he was placed in Woodland Institution in Burnaby, BC, where he resided until the age of 21. He then lived in various group homes in Vancouver and on Vancouver Island - the most recent being Land’s End where he resided for 26 years. It was here that his cousin, Debby McLetchie heard about Fred and his need for fam-ily involvement in his care. Over the next 5 years, Deb and Gaylene took Fred on one-week vacations at various locations on the Island. Then the Team Leader of Fred’s home brought him for a visit to Deb and Gaylene’s home in Three Hills. He enjoyed the visit, the ro-deo, but most of all was delighted with a gathering of all his cousins from this area. He fi nally had fam-ily. The theme of family was a fre-quent topic of conversation and was the driving force for his desire to make a new home in Three Hills. Debby took up the task of all the arrangements, the move, the set-tling in and walking alongside him as he made the adjustments to the change. What a loyal and lov-ing cousin she was. Fred enjoyed this, the last phase of his life. The

care givers at Rehoboth Christian Ministries gave him a comfortable home, loving care and loyal hearts. He had a cup that says Beneath the grumpy exterior beats the heart of a dashing hero. They discovered and thoroughly enjoyed the dash-ing hero. Fred was predeceased by his parents, and is survived by his brother Donnie Whitford and his sister Helen Brown. Gloria Lillian Paton nee Burgoyne, of Three Hills, Alberta formerly of Trochu and Edmonton Alberta passed away on January 21, 2020 at the age of 86 years. Gloria was born and lived in Trochu until she married Andrew Paton in Decem-ber of 1951. They lived in a num-ber of places until 1960 when they settled in Edmonton with their son Steve. They were there for 30 years before returning to Trochu for re-tirement. Gloria fi nally relocated to Three Hills in 2004. During her years in Edmonton, Trochu, and Three Hills, Gloria was an active volunteer at the Senior and Care Centers. She made many wonder-ful friends, enjoyed life and loved to laugh. Throughout her life Gloria had many dogs and loved them all. She also loved to read. She is sur-vived by her son Steve Paton and numerous friends and neighbours. A Celebration of Life will be held on Thursday, January 30th at 2:00 pm at the Trochu Baptist Fellow-ship Hall in Trochu, Alberta. Dona-tions may be made to the Alberta Heart & Stroke Foundation. Marjorie Jean Conlin – Wife, Moth-er, Grandmother, Great Grand-mother, Sister, Aunt, Cousin & Friend left us quickly and peace-fully on January 21, 2020. Success is marked by living well, laughing often, and loving much. Marj suc-ceeded. She was born to Max and Dolly Cuncannon on July 30, 1930. Raised on a farm east of Morrin she started her education in the one room Sunbeam School. In the early forties the family moved into the village of Morrin where she at-tended school up to grade 11. As there was no grade 12 teacher available she moved to Calgary to attend and graduate high school from Mt. Royal College. Marj mar-ried the love of her life Robert (Bob) Conlin September 13, 1948. They welcomed Robert Gerald (Jerry) into their family in 1949 and completed their family in 1955 with the addition of Maureen. Bob’s job with the power company moved the family several times. They were active in many clubs and organiza-tions including Kinsmen and Ki-nettes in Three Hills, Oyen, Drum-heller and Calgary. She enjoyed working at Canadian Utilities, the Health Unit and later at the Royal Bank. In 1972 they started a new business in Calgary and became active members at the Calgary Winter Club. A dedicated sports fan she faithfully followed the Calgary Flames and the Calgary Stampeders, having season tick-ets to both for years. Marj enjoyed curling, both in the rink and on TV, and traveled to Switzerland to take in the World Curling Silver Broom. She was proud to have been a curl-ing volunteer with the 88 Olympics. Marj and Bob traveled with friends and enjoyed many holidays includ-ing a trip to the World Fair in Ja-pan in 1970. In the late eighties, Marj and Bob retired and enjoyed golfi ng at the Sundre Golf Course and their place at Tall Timber in the summer, then golfed and enjoyed their winters in Mesa. Marj loved to entertain and celebrate any occa-sion so their lives were always fi lled with a circle of friends that had met along the away. Marj and Bob be-came Grandparents in 1977, kick-ing off the brood of 5 grandsons. A girl wouldn’t be born into the Conlin family again until 2013. Ten great-grandchildren rounded out Marj and Bob’s family bringing them great joy, pride and laugh-ter. She is survived by and will be missed by her loving husband of 71 years Bob, by her son Jerry Conlin (Darlene), Grandson Scott Conlin (Pam and great grandson Simon), Grandson Greg Conlin (Jessica and great grandchildren Brady and Lauren), by her daughter Maureen Arvidson (Merl), Grandson Jeff Ar-vidson (Jenny and great grandchil-dren Cole, Luke, and Josie) Grand-son Blaine Arvidson (Julie and great granddaughters Penny and Hazel) Grandson Mike Arvidson (Deena and great grandchildren Sloan and Tucker), by her brother Don Cuncannon and by a multi-tude of cousins, nieces, nephews, friends and neighbours. She was predeceased by her parents Max and Dolly Cuncannon, Sister-in-law Doreen Johnson Cuncannon and her daughter-in-law Chery Webb Conlin. A private family me-morial is being planned for Marj. Ronald Cotton passed away after a brief illness, surrounded by his lov-ing family, on January 24, 2020. He was 78. Ron was born in Calgary in April, 1941 the middle of three boys. He met his future wife, Esther Burgess, in Edmonton. They were married for 45 years and had two children, Floyd and Crystal. Esther passed away in 2018. In Ron’s fi -nal years he wintered in the Phil-ippines, and loved every day of it. Ron is survived by his son, two grandchildren from his daughter, Kalista and Kory and his girlfriend, Bonita. His legacy lives on in the lives of his son and grandchildren, who learned from Ron’s consistent example in life that what you do for people is far more important than what you say. many across Alberta, the effects of the most recent recession are undeniable. Many businesses have closed, and some communities continue to lose population as younger generations fi nd themselves forced to seek opportunity elsewhere.

Reducing red tape to grow the economy

For our communities to survive and for our region to thrive, restoring economic growth isn’t optional. Unfortunately, restoring growth is not a simple as snapping our fi ngers. It takes a comprehensive understanding of business, labour, and market forces.

To date, much of the economic debate in the Legislature has been overly simplifi ed around

the government’s Job Creation Tax Cut. This corporate tax rate reduction is designed to make Alberta one of the best places in North America to operate a business. The Government and Offi cial Opposition certainly have a difference of opinion over this particular initiative, and I expect the debate over these tax rates to continue.

However, there is another factor in economic growth that too often goes ignored: Productivity. While you can grow the economy solely by increasing the size of the workforce, only strong productivity growth can increase per capita GDP and incomes.

This isn’t exactly news to the business community, which has been begging government to reduce the unnecessary,

bureaucratic red tape that is holding our economy back. The impact is very real: according one economic analysis, it cost businesses $4.4 billion to comply with Alberta’s regulation in 2017.

On that front, the Canadian Federation of Independent Business says Alberta is starting to make real progress. This year the CFIB awarded Alberta a B- grade for red tape reduction. The previous three years Alberta received an F, and since 2011 has never received a grade higher than D. While we are the most improved jurisdiction in Confederation, we still have plenty of work to do.

Fortunately, to date the public has been more than forthcoming about the outdated and often counterproductive regulations. If you know of a regulation that is holding Alberta back, please visit the CutRedTape.Alberta.ca website. To date, it has collected 4,500 submissions.

There is no single solution to restoring meaningful economic growth in Alberta, and the truth is that we cannot unilaterally control global market forces. But we can remove the self-imposed regulatory barriers that hold our province back.

This is something we can get right, and we can do it right now.

Visiting VeteransAl Cameron, Founding CEO of Veterans Voices of Canada, stopped by Trochu Sunday to visit with John and Jim Christie, two local Second World War veterans. The organization’s mission is to honor our past and present veterans through historical documentation, displays and tributes across Canada including on camera interviews, as well as our cross Canada Flags of Remembrance tributes. The organization also documents Canadians who were war brides, who also served in the UK, as well as war witnesses (those who witnessed occupying forces in their countries).

Quick Christmas recap – The Swalwell Town and Country Ladies Club enjoyed a Christmas party held at Tamara Penner’s home on November 30th. We had a short meeting and then it was food and present time – such fun! The Poinsettia plant was won by Inga Walesky.

The Swalwell Christmas Concert party saw many candy bags handed out to some very excited children! Thanks go out to Ron & Karen Armstrong for their role as Santa & Mrs. Claus at the Christmas Concert.

Lorna Fyten spent Dec. 23 and 24 with her grandson, Russell, and his wife Brittany. She had a great time seeing everyone.

Earl, Tamara and Samantha Penner and Dane Steen travelled to Whitewood, Saskatchewan to spend a few days around Christmas with JJ and Nicole Hoffmann.

Tamara Penner purchased and President Emma Lammle presented a West Edmonton Mall certificate to Chris & Sharri Kobbero for making the cross and the poppies, for our first annual Remembrance Day service.

The Ladies Group would like everyone to, please,

include a Chili Cook-off with proceeds going to Addictions Center in Three Hills and a Family Day Skate.

Our next meeting will start right after the Family Day Skate event.
