Prospectus -2015 1 Raja N.L. Khan Women's College was established in the historical Gope Palace of Midnapore in the year 1957. Gope Palace, during the period of Raja Debendra Lal Khan was an important site of freedom movement and was graced by the foot prints of stalwarts like ‘Gandhiji’, ‘Netaji’ and Pandit ‘Jawaharlal Nehru’. The father of the Nation ‘Mahatma Gandhi’ visited this palace twice in the years 1921 and 1925. The College was established with the blessings and initiative of the then Chief Minister of West Bengal Dr. Bidhan Chandra Roy who had shown a keen interest to set up a women’s college in this district to promote education among women. Through the indefatigable energy and altruistic endeavours of the Late Rani Anjali Khan and her husband Late Raja Amarendra Lal Khan this dream became a reality. The college was inaugurated by Sri Benendranath Bandyopadhyay, District Magistrate, Midnapore on 22nd August, 1957 and completed its fifty years in 2007. During this long-glorious span of time the institution has grown from a little sapling to a strong robust tree with full blossoms. Since its inception, this institute has been tirelessly functioning as one of the premier sites of learning and dissemination of knowledge in the arena of women’s education. In this fifty years the institute has reached its pinnacle of glory and can boast of maintaining consistency in yeielding excellent academic results over the past decades. The most recent achivement of the college is obtaining the status of DBT-STAR College in 2014 by Department of Bio-technogy, Govt. of India. was established in the historical Gope Palace of

Raja Narendra Lal Khan Women’s College is the icon for an attitude, a value and a way of life which

1. Admission to the College implies an undertaking by the students to the effect that the students shall try their utmostto enhance the reputation of the college and shall willingly abide by the rules and disciplines of the college.

Applications are to be submitted through online process only.Candidates should log-on college website:Guidelines for submissions of online applications are given on the website under “online admission”button.Merit lists will be published on the website on the due date.Selected candidates would visit college office on the particular dates of admission along with their originaldocuments.Documents will be verified on the day of admission.Applications for Hostel Seat would be submitted by the candidates after having their admission.Hostel seats will be alloted through proper selection procedure on the basis of the seats available.Applicants can meet the “Help-Desk” in the college campus for any query during this admission procedure.

2. Application for admission is to be countersigned by the guardian and supported by the following documents -Pass and character certificate from the Head of the Institution where she studied last.

3. The student must be accompanied by the guradian or the local guardian at the time of admission.4. The student migrating from another University of Board may be provisionally admitted on payment of Migration

Fee.The migrating student must submit at the time of admission (i) the migration certificate from the University or theBoard from which she is coming and (ii) an attested copy of the marksheet of the examination passed. Admissionrules are followed as per U.G.C. State Govt. & University guidelines.

Additional Rules regarding admission to 1st year class w.e.f. July 2014.1. Students who have passed from any regognized State and Central Boards / Councils of India and abroad will be

considered eligible for admission.2. Students who have passed Higher Secondary or equivalent examination with minimum 45% marks in the

aggregate (To be calculated by adding the marks obtained in ‘best five’ subject with Bengali/Hindi & Englishexcluding Env. St.) or 50% marks in the subject or related subject are eligible to apply for admission in theHonours Course. (Other than English, Bengali, Sanskrit, Geography).

3. Students carrying pass marks in at least five subjects are eligible to apply for admission in General Course.4. Admission is to be done on Merit basis and Merit point for admission in Honours Course is to be calculated by

adding 10% of total marks obtained in the ‘best five’ subjects including English & Bengali / Hindi excludingEnvironmental Studies, at Higher Secondary / equivalent examination and the marks obtained in the subject or arelated subject in which the admission in Honours Course is sought.

5. Merit point for admission in General Course is to be calculated by adding the marks obtained in ‘best five’subjects excluding Environmental Studies at Higher Secondary /equivalent examination.

6. For admission in General and Honours course, a student must have passed in two language subjects of which onemust be English at Higher Secondary /Equivalent Examination.

7. If any student of science stream in higher secondary / eauivalent examination apply for honours course inBengali / English / Hindi her merit point is to be calculated proportionately by deduction marks obtained in thepractical examination.

8. Regarding admission in Nutrition (Hons) Course:- Only those students are eligible who have passed ini) Nutrition with Biology or Chemistry at Higher Secondary / equivalent examination. or,ii) Biology and / or Chemistry at Higher Secondary / equivalent examination.

9. Students must take subjects as per the classifications mentioned in “Subjects Bunching” next page.

Part -I examinees shall take provisional admission in Part - II, Part - II examinees shall take provisionaladmission in Part - III classes on or before as and when notified. Percentage will be counted from the date ofbegining of Part - II and Part -III classes. Up -to-date tuition fees with session charges are to be paid at the time ofprovisional admission.The college will take up the matter to the University if any admitted student of this college get admittedelsewhere without proper intimation.

1. All the students of the college must collect identity cards from the office and must come to the collegewith their respective identity cards being duly signed by the student and countersigned by the Principal/Teacher-in-Charge of the college. Students availing college buses will be issued Bus Cards. Separatecards / cycle cards are issued to Day Scholars who do not avail the buses.

2. Students must attend their classes regularly and perform their tasks sincerely.3. Students are asked to use Library more and more instead of aimless wandering in the campus.4. Discipline in all walks of life should be strictly adhered to by our students.5. No day scholar will generally be allowed to leave the campus on week days before 3 p.m.6. Bus service is compulsory for all day scholars. Students who are medically unfit to avail college buses,

must produce a consent letter from her respective guardian & also a medically unfit certificate frommedical officer, mentioning her physical ailments. No student can discontinue bus service within a 6month-period. (a period of six months from the beginning of the session)

7. Day scholars are not allowed to enter the hostel building without prior permission of the Principal /Teacher-in-Charge.

8. During college hours boarders must stay in the college from 10.15 to 4.00 p.m. irrespective of whetherthey have any class or not. Disciplinary steps will be taken against those boarders who stay in the hostelbut do not attend classes.

9. Boarders must not leave hostels according to their whims.10. Day scholars should stand in queue only after 3.15 p.m. to board on college bust to go home.11. While on the bus, students must observe silence.12. Library rules should be strictly followed.13. No student is allowed to meet their guardians, relatives etc. in the campus without prior consent of the

Principal / Teacher-in-Charge.14. Students should form a “Campus Development Body” to keep the Campus neat and clean. The General

Secretary of the students union will initiate such formations and involve N.C.C. Cadets, and N.S.S.Volunteers, specially in this programmes.

15. Results of InternalAssessment Examination is notified.16. Any problem of the students should be brought to the notice of the Principal / Teacher-in-Charge

immediately.17. Mark sheet & Admit Cards are issued on submission of N.C.C. Library (both Central & Seminar) and

hostel clearance certificate.18. Boarders must take part in physical exercise.19. All 1st year boarders may join in N.C.C. & NSS.20. There is no refund of fees, once admitted.21.

22. After admission a student has to attend minimum 75% of total classes held as per Hon’ble Supreme Courtorder.

23. Use of mobile phone in the college campus is prohibited.

1. Students may receive books from Library, as per rules and guidelines to be obtained from the Librarian.2. The College has seminar Libraries for Hons. departments only.3. Special Library Cards are issued to degree students after their Test Examinations. But these cards are to be

returned with book before taking the admit cards.4. Students may use (Central Library & Seminar Library) library from 10.30 a.m. to 4.30 on week days and

from 10.30 a.m. to 1.30 p.m. on Saturday.5. Open access system.6. E-journal facilities.7. SOULthe book database is accessible through OPAC (Online PublicAccess Catalogue).8. Institutional membership with Central Library of Vidyasagar University.

Willing students are to submit fees book and card to the concerned office staff within 15th of every monthto avail this concession.

College play ground offers facilities for badminton, Kho-kho, Kabaddi, Cricket for our college students.Students regularly participate in Inter University, State level & National level competitions. Annualsports is organised every year.

Our College is also ahead in the field of cultural activities. Various competitions like music debate,dancing, elocution, drawings, Quiz etc. are held regularly. The college arranges several culturalprogrammes through out the year in association with the whole college staff and students.

Our College also has a spacious student’s Common room for some recreations of students in their leisurewith various journals, newspapers, books, TV and provisions for different indoor-games and various co-curricular activities.

On the basis of the statute of V.U. there is a democratically elected students’ Union in the College. Itfunctions in terms of the conditions laid down in the union constitution.

All students are members of Student’s Health Home, Midnapore. Students may get their health examinedfree of cost on specific days of the year.

Ragging is strictly prohibited within the college or college Hostel. The Hon’ble Supreme Court of India inaccordance with the SLPNo. 24295 of 2004 constituted Raghavan committee and Lyngdoh committee tobe apprised of the menace of ragging in Educational Institutions and for recommending measures to cureit. Accordingly, the college has duly constituted an Anti-ragging committee and an Anti-ragging squadand every complaint is strictly dealt with.

With a view to develop the interaction between the present and past students the Alumni-Associationknown as Balaka of the College was formed. The Association plays a vital role in the academicenhancement of the college.Alumni meet is held on -December of every year.

Emphasis to the deprived groups for learning and creating space for them to mainstream themselves is thejob of equal Opportunity Cell and the cell runs specific scheme of coaching for Scheduled Castes,Scheduled Tribes, OBC (non-creamy layer & Minorities in order to enhance the employability andsuccess and to reveal idea of social justice and equality. The cell has been working very effectively fromthe last session. Seminars Workshops and Lectures are also arranged at regular intervals.

Parent-Teacher Meeting are held regularly. The 1st working Saturday of December every year has beenmarked for this.

Avery cordial relation exists here among the teachers, non teaching staff and the pupils. Teachers and nonteaching staff are very keen towards the welfare of students and try to inculcate sincerity among students.

Extra curricular activities are organised. Teachers, N.T.S. and students try their utmost to make thesefunctions worthy of an educational institution. These are the occasions through which a close relation of loveand esteem is established among the students, teachers and the N.T.S.

We pay homage to great sons of India by observing their birth days and centenaries. We celebrate theRepublic Day, The Independence Day, Rabindra Jayanti, Youth Day and the College Foundation Day withfullest sanctity.

Competitions are organised to develop the personality of students and to give outlet to their inherentcapacities. Prizes are awarded to the best competitors for debate, recitation, music, extempore speech, essay,short story, alpona, drama etc. Prizes are awarded for the general proficiency of the students both at theUniversity and the College Examinations. Annual sports are organised every year. Prizes and certificates areawarded to the winners.

There is one N.C.C. Independent Girl’s Company in our college with an enrolment of 125 cadets.

Students are taken for excursion to different places in different groups. Excursion for B.Sc. students withBiological groups of Subjects and Geography and compulsory and the students must join the excursions.

There are three N.S.S. units, different camps are organised at different places to initiate interest and servethe society. Students of 1st year and 2nd year are eligible for enrolment.

Youth Parliament Competitions are also organised. The team of the college has shown treamendousperformance in the state level.

One of the unique features of the college is the countless numbers of prizes & stipends that areawarded being to our students out of the generous donations given by the various honourble personsassociated with the college.

Another special feature of our college is the homely atmosphere and corporate life of our boarders. At

present we have 436 SEATS IN 5 HOSTELS viz. Sarada Bhawan, Bhagbati Bhawan, Rashmoni

Chhatriniwas, Pravabati Bhawan and Nibedita Bhawan in the Campus. Hostel seats for 1st year students will

be allotted after admission to applicants on the basis of merit point, distance, financial status, catagory and

others. The list of selected applicants will be posted in website and displayed in the college notice board.

1. All boarders must adjust themselves according to the prescribed routine of the hostel. They must be

present at evening Assembly. They will have to maintain simple standard of living in the hostel and

must be regular and punctual in all maters.2. It will be treated as serious offence if a boarder is found absent in the classes, but present in the Hostel

unless she is physically unfit or specially permitted by the Hostel Super.3. Boarders must be present on the closing and re-opening days of the Hostel and the College after any

vacation or holiday. They must be present at all the functions of the college.4. Boarders must be regular in the payment of hostel dues. The name of the defaulter will be struck off

from the third month or default.5. Boarders of Part I, Part II & Part III classes will be treated as regular boarders till the completion of

their University Examination in Part - III.6. Boarders willing to leave Hostel in the mid-session shall take clearance from Office.7. The students must abide by the rules and regulations of the College and participate in the corporate

life of the institution. They must be respectful to the superiors and affectionate to the juniors. College

authority has the right to modify any rule or rules if situation demands.8. Aboarder shall accompany her guardian when she comes here or leaves the campus.9. The fees are to be deposited regularly.10. Boarders will have to pay messing charge for all the months and no concession of messing will be

allowed when the college is going on. But if any class is declared suspended by the college authority

and if the boarders are to leave hostel during that period they may be allowed concession on messing

charge as is to be decided by the hostel authority.New boarders will have to pay messing charge from the month when their classes begin. Messing

charge will not be exempted in case of examination. Boarders if they leave hostel at the

commencement of study leave, but want to come at the time of exams, will have to pay charges till

the last day of staying in the hostel.11. The Boarders will have to pay a fine as fixed by the authority, per month from the next month if dues

are not cleared on date.12 .Boarders shall not ordinarily keep any guest in the Hostel. In exceptional circumstances the

Superintendent may allow a boarders to keep a guest for a day only on payment of Guest charge as

fixed by the authority.13. Boarder may go home during their respective study leave or stay in the hostel upto the period when

the college is open with prior permission of the Superintendent.14. Hostel will remain closed during Puja Vacation. The final examinees may come back to the hostel 7

days before the commencement of the University Examination.15. Messing charges including Establishment charges must be paid within the month on the fixed dates.

Names or boarders not paying messing charges for more than one month will be struck off from the

roll and their seats will be declared vacant. She will have to take re-admission paying a fee as fixed

by the authority in the third month.16. Boarders are to pay Seat Rent and Light Charges and Establishment charges for the whole year at the

time of admission.

17. Hostel boarders found to participate in undemocratic demonstration will be expelled for the HostelCaution money (hostel and college) of boarders causing damage to college property will beforfeited.

18. Casual Students may be allowed to live in the hostel on payment of usual Guest charge if seats areavailable.

19. As the session of the hostel ends in June each year, the outgoing students who are required to stay inthe hostel after the expiry of the session will be treated as boarders and they may be allowed to stay inthe hostel on usual payment of Guest Charge.

20. N.C.C. Trainees and the final Practical Examinees if they are to stay in the hostel during any recesswhen the hostel is open will have to pay a fixed fee per day as Guest charge. They must submit theapplications from their guardians stating the period of their stay in the hostel.

21. Borders leaving the college hostel and subsequently coming to college as day scholars shall takepermission to avail college Bus

22. A Boarder before leaving the hostel in the middle of the session, shall take necessary clearance fromthe college office.

23. The authority of the College reserve the right to modify any rule or rules from time to time.

24. Boarder once get admission, will have to pay 12 months messing charge in a year. No refund will bedone

25. All letters to the boarders shall pass through the superintendent, who may at her discretion read thecontents of the letter.

26. Border's presence will be recorded in the eveningAssembly. The boarder must be present to respondto the call.

27. No boarder will be allowed to go outside the hostel compound alone. They will be permitted to gohome or to the local guardian's residence only once a month with the guardian, local guardian, with apermission letter and the visitors card of the guardian. No boarders will stay at local guardianresidence for more than 24hours.

28. Boarders will have to state clearly the places where they are going, in the leave Register at the time ofdeparture and have it signed by the proper authority. The Boarders will also sign the register aftertheir return. If any boarder fails to record correctly and timely, the date and time of her departure andarrival, on more than three occasions, it will be considered as a breach of hostel discipline and it willnot be possible for the hostel authority to keep that boarder in the hostel.

29. Boarder will have to inform the matron at the time of leaving the hostel and after returning to thehostel. they will also have to obtain the Gate Pass from the Hostel Superintendent & hand it over tothe Gate keeper at the main gate. In absence of Superintendent. Assistant Superintendent will issuegate Pass.

30. No boarder will be allowed to remain outside the hostel after 6.00 p.m. They may leave the hostel onSaturday after college hours and on Sunday between 7 a.m. and 11a.m. and between 2p.m. and 6.p.mBut they must return before college hours on Monday or before 6.30 p.m. on Sunday.

31. No leave will be granted to the boarders during college hours, except under very specialcircumstances Leave from the college, when the college is going on must be taken from theprincipal.

32. Permission for leave of absence except sick leave must be taken before hand. Boarders may begranted leave for 3 days on special ground of social and religious functions at home.

33. Boarders will not be allowed to go home with visitors during college hours except under very specialcircumstance.

34. Boarders shall take their meals in, the dining hall. No. special dish will be supplied for anybody,except a patient.

35. Boarders will in no case employ the Darwans of the hostel for personal purpose.

36. No meeting shall be held within the hostel premises without the previous written permission of thesuperintendent.

37. Boarders must bring own glass. cup, plates etc. and they must not remove any utensil from thekitchen.

38. Each boarder must bring with her bedding, table cloth, bucket & mug. They must not remove thebuckets and mugs from the bathroom & latrines.

39. No furniture shall be removed from one place to another without the permission of the superintendent.

40. There shall be one Food Committee consisting of two representatives from each Bhawan. They will beresponsible for the discipline in the Dining Hall. Boarders may have to serve their meals by rotation.

41. Grumbling in the Dining Hall is strictly prohibited. The Boarders must not enter into the kitchen andwill not cook any food without the permission of the Matron.

42. There shall be one 'Discipline committee' consisting of the prefects of the different Bhawans. Thereshall be at least on prefect from each Bhawan who will assist the superintendent in maintaining thediscipline in their respective Bhawans. They will settle their own disputes & Problems under theguidance fo the superintendent.

43. Cases of disobedience of order shall be dealt, with by the Superintendent, who is authorised to imposefine in such cases in consultation with the Principal.

44. All matters relating to internal discipline will be decided by the Superintendent in consultation with theprincipal of the College.

45. If any boarder is expelled from the hostel for any breach of rules she may be expelled from the collegealso.

46. Married Students will not be allowed to stay in the hostel.

47. Boarders who stay in the hostel but deliberately do not attend classes will be strictly dealt with.

48. Written permission from the principal will be required if any Boarder wants to go home twice within 30days.

49. Any problem of the boarders must be reported to the Superintendent & the Principal accordingly as thecase may be.

50. Irregular boarder in 1st year & 2nd year Hons. classes will not be allowed seats in Hostel in their nexthigher classes.

51. No Boarder will be generally allowed to take private coaching if any, outside the campus, but coachingmay be arranged within the campus, if possible.

52. In absence of local guardian any teacher of the college may be requested to take the responsibility of alocal guardian.

53. There is no refund of fees, in case of cancellation of admission.

54. Boarder must use the bathrooms in the right way.

There wastes are to be disposed in the proper manner & place

55. Water must not be wasted .

56. All lights & Fans must be switched off when the occupants leave the rooms. Electric lights will beallowed upto 10.30 p.m.

57. If a room is found vacant from outside with light and fan on a fine of Rs. 5.00 on each occasion will beimposed on the occupants of the room.

58. Bulbs, holders, switches etc. must not be changed by the boarders. Violation of this rule will make theboarders liable to a fine of Rs. 50.00.

59. Any damage to the electric fittings in the rooms, passages, hall etc. must at once be reported to theSuperintendent, who will take necessary measures to repair the damage.

Any Boarder who got married during herstay in the hostel will have to leave hostel.

1. None will be allowed to meet the boarders except those, whose names have been included in thevisitor’s list. In exceptional cases the Superintendent may give a special permission to those who arenot recognised as visitors on production of a letter of permission from the guardian.

2. The visiting hours are:Saturday : From - 4 p.m. to 6 p.mSunday : Morning 7 a.m. to 11 a.mEvening : 2 p.m. to 6 p.m. (Summer)

2 p.m. to 5 p.m. (Winter)3. Except under exceptional circumstances, no boarder will be permitted to meet the visitor outside the

visiting hours. No boarder will be allowed to see the visitors of other boarders. Visitors will put theirnames: address and the purpose of visit in the Register maintained by the Assistant Superintendentbefore they are allowed to meet the boarders. Visitors shall not enter into the rooms of boarders.

4. The duration of a visit shall in no case be more than half an hours. Visitor’s will meet the boarders in theVisitor’s Room. These rules are subject to alternation and modification by the authorities from time totime.

5. The authority may impose any new rules at any time for discipline, decorum & decency.6. Legal visitors must affix their passport size photo on the card.7. Aboarder must accompany her Guardian when she comes to or leaves the campus.8. Superintendent, Assistant Superintendent, Matron, Hostel observers, and Members of Anti-Ragging

Squad & Committee may visit boarder’s room at any time.

The guardian should give a written statement to the superintendent whether his/her respective ward hasany chronic disease or not. Any boarder suffering from any disease must report to the Superintendent.From 5 p.m. to 5.30 p.m. all boarders must go to the play ground for physical exercise.
