LUBAO, Pampanga--the local govern-ment here is slowly etching its way as a prime tourism destination now target-ing health buffs and bike enthusiasts.

On saturday, the town wel-comed bikers from all over Luzon in the first-ever Pradera Cycling Clas-sic at the Pradera Wakeboarding and Golf Country Club in Barangay Prado siongco here.

the two-day event, according to Pradera sales and Marketing head, Fatima Kokhawala, was attended by hundreds of executive bikers or career individuals and young professionals who share the same passion for the sport.

Day one was kicked-off with the holding of a 20-kilometer team tri-

Lubao eyes title as Pampanga’s cycling capitalal Race that traced a route from the wakeboarding site to the eastern in-gress of the Bypass Road in Barangay sta. Cruz here.

Close to 200 bikers took to the street and capped the race in just about 20 minutes with the team of sante Barley leading the pack to take home the first place finish among 26 teams.

team tri Delta of Pampanga, though finishing at fifth--two spaces short of a podium finish--was elated for the team’s showing in its first crack in a team competition.

Organizers have also slated a indi-vidual Criterium race within the fences of Pradera Verde, which boasts of a wide span of property housing a world-class golf course, wakeboarding facili-

ty and an annual hot-air balloon fiesta that attract thousands of local and for-eign tourists.

On the second day was a more challenging race—a Road Race—that trekked the Megadike that afforded the participants both a safe race track and a stunning view of the ones lahar-raged areas of Pampanga.

Mayor Mylyn Pineda-Cayabyab, who brought in peace-keeping and emergency response teams to the competition, hopes the event will spur a barrage of international sporting ac-tivities in their towns.

Pineda-Cayabyab said cycling is a fast-growing sporting craze which brings to one place enthusiasts from here and abroad.

she believes that their town is ca-pable of hosting bigger events such as the yearly hot-air balloon fiesta also held at Pradera.

the mayor said that since the hot-air balloon fiesta is only held once a year, there should be other sporting ac-tivities that the public can enjoy while in their town.

sporting events, she said, helps generate income to local with the tour-ists coming in to either watch or partic-ipate in the competitions.

Pradera is accessible via the Jose Abad santos Avenue and the subic-Clark-tarlac Expressway either through the Dinalupihan exit if near-by Bataan, Floridablanca exit or Porac exit. –Press release

for his tolerance of the issue, Poe nevertheless dismissed the rumors as being without any basis.

Rumors have it that Poe was the late pres-ident’s daughter by her aunt, movie star Rose-marie sonora, young-er sister of her adoptive mother susan Roces.

But Poe said that her aunt had never been pregnant before at any-time before she was born. she noted that at the time of her birth, her aunt had been busy at work with sampaguita Pictures, then a top pro-ducer of tagalog movies.

“It’s all urban legend,” she stressed.

“Chiz has done much but in the end, it will al-ways be my decision,” she said.

PORAC, Pampanga – the country’s first ever Archery Challenge Maze is now open at the sandbox at Alviera in Barangay Hacienda Dolores here af-ter its inauguration over-the-weekend.

Dubbed Aqtiv Archery, participants are given a mission that must be com-pleted within three to five minutes in the maze depending on the mission’s level of difficulty, according to Krizia Chu-tranquilino, general manager of Oculus Archery.

Unlike target archery, participants must expect twists and turns on mov-ing targets.

For the first mission, archers will face off against monsters of the wall. they will be on the run which adds dif-ficulty to the activity. In keeping with the theme and more fun setting, par-ticipants will be wearing costumes and headgears.

tranquilino said for the recreation-al archer, it’s the next step to improv-ing their skills and enjoying archery even more at the sandbox.

themed settings will be changed over time so if you’re a court jester in this adventure, you may be a witch, a Viking or even a Hippie in the next, tranquilino said.

The Sandbox offers different ar-chery packages but first timers can try the 30-minute target archery first which includes basic lessons, equip-ment and a stationary target.

According to tranquilino, this is a pre-requisite before guests can try Aqtiv Archery, which requires basic ar-chery knowledge that has to be com-bined with agility and hand-eye coor-dination.

Archers who beat the set time for the challenge will be granted Archery Elite status and will win tokens from Oculus Archery. Every end of the

month, the top five fastest archers that completed the challenge will be show-cased.

the rate for Aqtiv Archery is at P250 per attempt on the challenge maze and a package rate of P400

which includes a 30-minute target ar-chery.

tranquilino said Alviera and Ocu-lus Archery will look into hosting tour-naments in sandbox in the future in partnership with academic and sports

institutions.Joining tranquilino at the inaugu-

ration of Aqtiv Archery were Mayor Condralito “Carling” Dela Cruz, Alviera executives led by Leo Grate, Porac of-ficials and the Chu family.

City traffic“WE CAnnOt do everything overnight but we are doing what we can.”

said City of san Fernando Mayor Edwin santiago as he assured his constituency that the city government is “taking steps to ease traffic” vis-à-vis the influx of investments.

As it is, santiago said, the city hosts a daytime population of 1.1 million – workers from other towns, tourists and visitors included.

Why, an average shopping mall alone, santiago disclosed, “generates from 5,000 to 6,000 vehicular activity.” And the city currently hosts two sM City malls, Robinsons starmills, Waltermart, and Jenra Jumbo. With Vista Mall having also started limited operations last year.

the city expects two more sM malls along with the planned mixed township project of Megaworld Corp. near the Capitol, said santiago.

On paper, that makes already one daunting traffic nightmare.

Anticipating all these developments, santiago spoke of short- and long-term programs including road-widening, establishing alternative routes, and the construction of new roads.

that is the long and short of it. For starters, santiago can start with a study

on the stupidity of locating a bus terminal at Robinsons with a cross-over to sM City Pampanga.

By their very nature, malls are already a magnet to traffic. Throw in a terminal there and all hell will definitely break loose.

While there is nothing wrong with santiago taking on a traffic solution that is infrastructure-heavy – road construction and expansion, alternate routes, it does not start and end there.

A greater part of the solution is enforcement. Strict enforcement of traffic rules and regulations. As a matter of fact, it makes top priority.

With the way motorists – most specially truck, jeepney and tricycle drivers – flout traffic laws and regulations, the general commuting public could only wish for not just letting Digong Duterte loose but even unleashing Jason Ivler and Rolito Go on them.

Yes, Mister Mayor, the city is bound to enact and enforce traffic laws. Don’t just leave it to the Land Transportation Office. They are a big part of the problem.

Presidential becomes NanayGRACE POE has it all cut out for Pampanga.

Of the perennial problem of flooding: “Ang solusyon ay dapat magkaroon ng dam na 21,000 hectares (coverage?), dalawang catch basin, para naman ‘yong tubig galing sa matataas na lugar, pupunta do’n at hindi makakabaha sa mga distrito dito at makakatulong pa sa irigasyon.”

Yeah, the other bird hit by the same stone is the farmers’ eternal summer woe – shortage of water for irrigation. swell.

the funds to make the dam happen? What’s P20 billion from the national

government savings of P600 billion. so said she, and, even more significant, her presidency’s openness: “Kami ay bukas sa mga ganitong uri ng proyekto na mararamdaman ng mga magsasaka, ng mga residente [sa mabababang lugar].”

Why, to show that she had done her Pampanga homework assiduously well, she has even asked local government officials of right-of-way issues that could arise from the damming project and was assured there was none.

In the Clark International Airport, Poe finds a no-brainer, citing: a) five million overseas Filipino contract workers in the airport’s catchment area of Central and northern Luzon; b) the decongestion of the ninoy Aquino International Airport with the CIA’s full operationalization, if only as an alternative airport, and its consequent effect on Metro Manila traffic; c) the CIA’s extensive runways and expansive spaces; d) the trade, tourism and employment opportunities a fully operationalized CIA will effect in the region, among others.

Thus, among the first priorities of a Poe presidency – a national policy declaring the CIA as one premier gateway: “Kaya nga sinasabi ko, sa aking panunungkulan sa Malacanang ang mga kuarto roon ay hindi para sa meetings lamang. Kailangan may isang kuarto dun para

sa infrastructure development kasi po ang mga programang katulad nito sa Clark, ang pagkakaroon ng railway system na konektado sa Metro Manila ay priority, sapagkat anim na taon lang ang administrasyon ng isang pangulo na gusto ko within the first year ay maumpisahan na ang implementasyon.”

All this and a complementary railway to connect subic, Clark and other cities in Central Luzon with Metro Manila!

GRACE POE has it all cut out for political leadership.

“If we aim for the development of both country and humanity, then we must have a leader who can deliver with a heart,” she told her audience of senior citizens Friday at the Benigno Aquino Hall in the Capitol grounds.

Furthered Poe of her model: “A kind of mother’s love wherein no one will be left behind. All sectors will be included in development.” not the least of which, the elderly who have given the best years of their lives for love of family and country.

“Working nanay ‘ika nga. Kayang magtrabaho at kumalinga sa pamilya ng sabay,” Poe citing the clear advantage of her gender in leadership positions, in matters of state and hearth.

And she, herself, finding the full definition in Gov.

Poe could have struck there a most sympathetic chord with the Gov, hoping it gets translated into the province’s way over one million votes.

Aye, it is in molding herself in the Nanay template of governance that Poe may just make it all the way to the Palace.

Assuming, of course, the supreme Court successfully defusing the legal landmines the Commission on Elections laid out along her path.

On FEBRUARY 3, 1945, the American forces liberated nearly 4,000 prisoners of war in the University of santo to-mas (Ust) internment camp in Manila, which signaled the full American control and vic-tory over the Japanese invad-ers in the Philippines.

the month-long battle, which ended on March 3, 1945, destroyed the city and left scores of people dead. It marked General Doug-las MacArthur’s victory in the campaign of reconquest against Japanese military oc-cupation from 1942 to 1945.

the losing Japanese troops took out their anger and frustration on the civilians caught up in the crossfire,

committing multiple acts of severe brutality, later known as Manila Massacre.

For the rest of the month, the Americans and Filipino guerrillas mopped up resis-tance throughout the city.

An estimated 100,000 Fili-pino civilians were killed, both deliberately by the Japanese and from artillery and aeri-al bombardment by the U.s. military forces. About 12,000 Japanese soldiers died, most-ly sailors from the Japanese Manila Defense Force.

With Intramuros secured on March 4, 1945, Manila was officially liberated.

Before the fighting ended, MacArthur summoned a pro-visional assembly of promi-

nent Filipinos to Malacanang Palace and in their presence declared the Commonwealth of the Philippines to be per-manently reestablished.

“My country kept the faith,” he told the gathered assem-bly. “Your capital city, cruelly punished though it be, has re-gained its rightful place -- cita-del of democracy in the East.”

Hence, in memory of the victims of the war, on Feb-ruary 18, 1995, the Shrine of Freedom, also known as Memorare Manila Monument, was erected at the Plaza de santa Isabel, also known as the Plaza sinampalukan, at the corner of General Luna and Anda streets in Intra-muros.

Halo-haloding Cervantes

Opinion Napag-uusapanLangFelix M. Garcia

Is Medjugorje a hoax, after all?

ARE tHE supposed Marian apparitions in Medjugorje, which allegedly started way back in 1981, a huge diabolical hoax?

I have been a huge fan of Medjugorje for many years, spreading its supposed messages at every opportunity in my daily dealings with relatives and friends. there have been websites that, by their titles alone, disparaged Medjugorje. I shunned them all, almost by instinct.

But the other day, a friend who had been to Medjugorje four times came home to tell me he would never go back and, almost pleadingly, urged me not to believe in the alleged apparitions there.

My friend said that while there were things holy in Medjugorje, such as the Masses and the Confessions, he got “bad feelings” during his last visit.

I quote my friend further: “the so-called visionaries of Medjugorje live in villas with vineyards and own second properties and maybe more. I witnessed (alleged visionary) Jakov in the hall behind st. James church ask people for money and hand around a box. I gave him nothing but some people were putting in 50 euros, etc.”

Years ago, Ivan, one of the alleged Medjugorje visionaries, was a guest at a university in Angeles City where he supposedly had an apparition before Mass. I and my mother were among the hundreds who filled up the gymnasium. the purported apparition happened before Mass, somewhere in a room near the stage, but limited to the presence of a select few, including a rich man who was known to have abandoned his wife to live with a young beauty queen. the purported apparition’s exclusivity was disconcerting, but I gave in to the thought that the man and his woman would likely emerge remorseful and changed. to this day, I have yet to hear of his conversion.

Ivan gave a talk after the Mass. I found him a bit arrogant and somewhat too self- confident of his being “visionary.” My faith in Medjugorje, however, was not shaken.

Last year, the Catholic news Agency quoted Italian media as saying that Vatican’s Congregation for the Doctrine of the Faith “met June 24 to discuss the alleged Marian apparitions in Medjugorje, reaching the conclusion that they are inauthentic, but recognizing the site as a place of prayer.”

Vatican watcher Gianluca Barile then wrote that “for the Congregation of the Doctrine of the Faith, in fact, the ‘apparitions’ do not have any supernatural character; therefore it is forbidden to the faithful to participate in the ‘ecstasy’ of the six ‘seers’, and the latter are prohibited from divulging the texts of the messages they supposedly receive from the Madonna.”

Barile said the negative judgement regarding the apparitions is based on inconsistent theological messages; the visionaries’ economic interests in the site; and their disobedience to the local bishop.

noted Catholic writer Malachi Martin also observed that unlike other approved and non-approved-though-quite-credible Marian manifestations, the alleged Blessed Mother always had her feet hidden by her robe and never seen.

In relation to this, Martin cited Padre Pio’s experience of an apparition of what seemed to be the Blessed Mother. But when the good padre, now a saint, looked down, he realized it was diabolical and immediately ordered it to go away in Jesus name.

Martin said Padre Pio knew the apparition was the devil in disguise because its feet were not visible. In the approved apparitions in Fatima and Lourdes, the Blessed Mother’s feet were visible, as they were in the still unapproved alleged apparitions in Garabandal, spain in the 1960’s.

this is not to assert that the visibility of the Blessed Mother’s feet is a standard parameter for judging the supernatural character of apparitions, but there’s something worth the note in this.

so would I go on promoting Medjugorje in this space? I am suspending judgement. this is one case wherein I ask readers to likewise do so and allow the Church its still pending judgement on the case.

But there are other Marian apparitions which, without doubt, can be believed without fear of being led astray, because they had the official imprimatur of the Catholic hierarchy. Apart from the already well-known apparitions in Fatima and Lourdes, we have, in modern times, the apparitions in Kibeho in Rwanda and those in Akita, Japan which are fit to satisfy even the urges of the sensationalists.

Filinvest said the CDC gave the notice of award for the deal through a 50-year lease agreement on January 27.

“We are very bullish about the Clark area and the prospects of Clark as an international airport hub, given the growth in this tourism corridor and the congestion experi-enced in Metro Manila airports,” FDC and FLI President Josephine Go-tianun Yap said.

the Filinvest group was the lone bidder for

Earlier, FLI also inked a deal with the Bases Conversion Develop-ment Authority (BCDA), the mother company of CDC, for the joint ven-ture partnership and de-velopment of the initial 288-hectare parcel of the Clark Green City (CGC).

BCDA Presi-dent-CEO Arnel Pacia-no Casanova said the joint venture corporation would be owned 45 per-cent by BCDA and 55 percent by FLI which has

a term of 50 years re-newable for another 50 years.

Cruz said it is doubt-ful that Filinvest could pour in billions of pesos in investment for the de-velopment of 500 hect-ares of land in Clark.

Meanwhile, it can be recalled that the presi-dent of the 1,800-strong Mimosa Golf and Coun-try Club Association, Inc. (MGCCAI) has ex-pressed “deep sadness and dismay” over the CDC for barring them entry in the pre-bid con-ference of the MLE held at the CDC Boardroom

ruption has persisted in the government because anti-corruption mea-sures have been “institu-tionalized.”

Escudero also stressed that need to minimize “areas of dis-cretion” in government offices. “In the Bureau of Customs, for exam-ple, shipments that ar-rive are not immediate-ly processed. the policy should be first in, first out to remove areas for cor-ruption,” he said.

He also cited the need to enforce punishment

on anyone found to be involved in government anomalies, regardless of how small the case is.

this, even as Escu-dero also dismissed crit-ics who say he would run the government for Grace Poe should they both win in the coming polls.

“that’s an insult not only to Grace but also to women,” he said, noting that Poe has proven her

“independence” on many occasions.

He noted that at least five times, Poe had turned down the invita-tion of the President him-self to run under the Lib-eral Party in this May’s elections, despite the fact that she won as sen-ator under such party.

“I don’t think even her mother (actress susan Roces) can dictate to her,” he added.

that the project got its name from the number 8 which is the shape of the property when viewed from above. He also said that the project is not

on the design aspect of the CCtV project, that would surely entail addi-tional cost to the govern-ment,” it noted.

ADI also reported that change in the tOR also led to “significant differ-ences in the bill of quan-tities” and that “although the number of cameras might seem the same, the breakdowns have glaring differences.”

The firm also belied the claim of MIAA author-ities that the bidding for the camera surveillance project had to be immedi-

against the so-called “laglag bala” scandal.

“there is no imminent danger to life or property during a state of calamity to speak of,” ADI lawyer Enrico Quiambao said.

Quiambao also said that “the statement of MIAA management that it had sought the opinion of the Government Pro-curement Policy Board (GPPB) is a convenient excuse to pursue the il-legal negotiated procure-ment by showing a sem-blance of legality.”

“The court is the fi-nal arbiter on the is-

sues raised in the CCtV project, who will decide whether or not the ques-tioned alternative mode of bidding through nego-tiated procurement is in order,” he said.

Earlier, ADI filed against the MIAA bid-ding proceedings a Pe-tition for Certiorari with Application for tempo-rary Restraining Order and Writ of Preliminary Injunction before the Re-gional trial Court of Pas-ay City, Branch 119. This is on top of pending ad-ministrative and criminal complaints before the Office of the Ombuds-

man against top MIAA officials.

“What’s the rush? Why can’t MIAA Bids and Awards Committee wait for the outcome of the protest filed by AS3 and the resolution of our Petition for Certiorari be-fore the Regional tri-al Court of Pasay City?” ADI asked.

Quiambao said the rush to award the proj-ect would “only confirm our suspicion this is part of the culture of ‘paba-on’ before some of the co-terminus officials end their term of office with Pres. Aquino.”

LIMAY, Bataan- Members of the Limay Concerned Citizens, Inc. (LICCI) on thursday feared the impending demo-lition of their houses and eviction from lands they have been occupying for decades in Barangay Lamao with the expansion program of Petron and the operation of a coal-fired power plant.

Daizy Pedranza, vice-president of the 500-strong association, said their fear rose out of the demolition last De-cember of 15 houses near the 600-MGW coal-fired power plant of the San Miguel Global Consolidated Power Corp.

the coal power plant is humming with construction activities that Der-ick Cabe of Kilusan Pambansang Demokratiko said per timeline of san Miguel, it will be operational this year.

Cabe claimed that although the house owners accepted payment, the demolition took place in the absence of due process. Owners were reportedly paid from P30,000 to P300,000, she said.

she said that per memorandum circular 134-2010 of the Department of Interior and Local Government, no demolition should be undertaken with-out relocation.

Cabe said there must be adequate and genuine consultation with the com-munity and ready relocation site as re-quired by the Urban Development and Housing Act (UDHA) and other laws.

“Kapag isa-isang kinausap, walang alam ang mga tao sa karapatan nila,” she said.

“nangangamba kami na sa nang-yaring demolition, baka maapektuhan din ang may isang libong bahay pa sa 13.6 ektaryang lupa sa PEX site,” Pe-dranza said.

Pedranza accepted the fact that they do not have titles to the lots report-edly belonging to the Philippine nation-al Oil Company (PnOC).

“ngunit hindi ito nangangahulugan na wala kaming karapatan sa tungkul-ing kilalanin, proteksiyunan at ipatupad ng estado,” she said.

“Hindi kami laban sa pag-unlad ng ekonomiya ng Limay. Ang gusto la-mang naming mangyari ay ang maay-os na pamamaraan bago i-demolish ang mga bahay,” she said.

Pedranza asked that no demoli-tion be made without ready relocation. “Bago magdemolish, dapat may maay-os na mga bahay na kumpleto ng tubig, kuryente, school, simbahan at malapit sa hanapbuhay,” she said.

Barangay Lamao Chairman Burt Reyes, however, downplayed the fear of residents: “Wala akong alam na maapektuhan na ang isang libong ba-hay at lalo na ang 13.6 ektaryang lupa. Ang alam ko 56 na kabahayan lamang na pumayag na pabayad.”

Reyes said the 56 house owners told Bataan Gov. Albert Garcia they were willing to accept payment for the demolition of their houses.

He said the governor assured the house owners that they will be given pri-ority in the planned relocation site in the province. Reyes could not be sure, how-ever, when the relocation site will start construction and where it will be built.

Villagers seek consultation, relocation before demolition

AnGELEs CItY -- the MAC Retro Matte Liquid Lipcolour is now avail-able at the MAC store at the Marquee Mall here which has the same pig-mentation of regular lip-sticks but the texture is in liquid form, easier to ap-ply and lasts up to eight hours.

During the product launch on January 29, MAC training Manag-er Jaycee Matias per-formed live make up demonstrations at the Event Center as well as make up appointments.

the new product uses color flex technol-ogy, which according to Matias, “is really light and flexible on your lips.”

Regular matte lip-stick has little dry part when applied on the lips but this one is very light weight, it’s like you don’t feel wearing anything on your lips and it’s not dry-ing, Matias added.

the product is perfect for people on the go and gives full coverage of lip-stick in gloss form. Retro matte is also zero mois-ture.

For those who prefer timeless glamour to all-

out flash, matte reigns supreme, said model sa-mantha .

MAC has created an innovation on this classic texture with 15 robustly saturated shades of Ret-ro Matte Liquid Lipcolour.

Whether you choose the intense fire truck red of Fashion Legacy, the vivid fuchsia of tailored to tease or the tanta-lizing nude of Lady-Be-Good, all these lipco-lours promise one thing: a big splash of color in a liquid-suede finish that transforms lips instantly and lingers which is im-possible to forget.

BALAnGA City – Bata-an Bishop Ruperto san-tos on Monday asked for the status of the termi-nal fee of P550 collected from departing Overseas Filipino Workers starting February 1, 2015.

“On account of ac-countability and trans-parency, the Catholic Bishops Conference of the Philippines-Episco-pal Committee on Mi-grants and Itinerant Peo-ple wants to know how much has been collected from our OFW and how much have been refund-

ed,” the prelate asked.santos, bishop of the

Diocese of Balanga and chair of the CBCP-EC-MI, said that it will be a year this February when the terminal fee of P550 was integrated into the purchase of airline tick-ets based on memoran-dum no. 8 of the Manila International Airport Au-thority.

Republic Act 8042 exempts OFWs from the international passenger service charge or termi-nal fee.

“It has been not-ed that OFWs have ex-treme difficulty in refund-

ing as they have to show overseas employment certificate, air fare tick-et receipt and boarding passes and especially the time constraint they have to endure,” santos said.

He asked that if there are amounts not refund-ed, what happened to the remaining balance.

“We remind our gov-ernment authorities that that money is life-blood of our migrant families, money coming from their blood, sweat and tears. It should be returned to proper and worthy own-ers, the OFWs,” he said.

CItY OF sAn FERnAnDO - Agricul-ture sec. Proceso Alcala has report-ed that despite calamities that visit-ed the country last year, rice harvests nationwide yielded 18 million metric tons.

During his weekend visit to var-ious towns in Bulacan, Alcala not-ed that nueva Ecija, dubbed as the country’s rice granary, remained top rice producer with 1.5 million metric tons rice harvest.

Alcala noted that Bulacan ranked among the nine top rice producers in the country, contributing 351,437 metric tons harvested from 79,297 hectares of rice lands in the province.

He said that the Us Department of Agriculture has hailed the Aquino ad-

this, even as Alcala assured farmers all over the country of vari-ous assistance to help them cope with the effects of dry spell expected to be wrought by El niño.

the government has put in place enough measures to ensure that the country would not run short of supply of food, he said.

He said PhilRice has already distributed to farmers hybrid seeds which are known to be resistant to drought. Farmers are also being en-couraged to simultaneously plant high value commercial crops along-side their rice plantations, he added.

“Vegetables need less watering than palay so planting them is feasi-ble,” he also said.

church’s finances could not be possible because of the process they ob-serve.

He said he treated Joel not only as his as-sistant pastor but as a brother. “Maraming beses na kasa-kasama ko sa labas dahil napa-karaming gawain dito sa UM City po na kami lang ang magkasama sa sa-sakyan at napakarami kong mga pangarap sa kanya, sinasamahan ko siya sa kanyang napa-karaming pangarap,” he added.

Pastor’s death rends NE churchBy Armand M. Galang

CABAnAtUAn CItY – the death of a young pastor, which police re-ported to be a case of suicide, rends the Meth-odist church here af-ter some of its leaders and the victim’s mother called on for a top level investigation on the inci-dent on top of a legal ac-tion recently.

Backed by at least four pastors, headed by former District superin-tendent Wilfredo Pronto of the United Method-ist Church (UMC) in this city, Adelina Fernandez decried the supposed in-action of the church pro-vincial hierarchy on the death of Joel Fernandez, 22, who was found hang-ing from the ceiling of the 4th floor of the United Methodist City temple along sanciangco st., here at about 2 pm. On Oct. 13, 2015.

Fernandez said she could not believe that her son would commit sui-cide considering that he, who was never involved in any relationship, had been inspired in a dream of rebuilding a chapel in their village Barangay Bantug this city and or-ganizing youths for the purpose of enriching the faith.

the only problem that her son had shared days before his death, Fernan-dez, said, was alleged fi-nancial issues involving church leadership.

“Ang sinasabi niya, napakarami niyang na-

tutuklasan tungkol sa pananalapi, lagi siyang kinagagalitan tuwing may meeting, lagi na lang siya, tatlo apat na pukol ng kasalanan ibinibigay sa kanya, binabawal si-yang pumunta rito sa mga kabataan niyang ipinupundar, binabawal siyang pumunta kay Ds Pronto,” Fernandez said.

“Wala siyang inido-lo kundi Iglesia Metodis-ta, wala siyang hinanap kundi masama sa Igle-sia Metodista’t mag-pas-tor sa Iglesia Metodista pero bakit doon mismo sa simbahan nangyari ‘yan,” Fernandez said, underscoring her disap-pointment that their Bish-op Rodolfo Juan alleged-ly did not initiate any in-vestigation.

“sana naman po ay magkaron ng katarun-gan yung anak ko malin-is lang ang pagkakaga-wa nila,” she said.

Pronto said Juan should have shown deeper concern by prob-ing the incident because it involved a minister and his family “belongs to the lowest strata of life.”

the family rents an P800 space in a residen-tial house in the village.

An autopsy report, according to Pronto, showed that the victim had suffered injuries oth-er than on his neck.

the nueva Ecija pro-vincial crime laborato-ry office (NEPCLO) re-ported that the “cause of death is due to asphyxia by hanging.”

On Jan. 7, Fernandez

filed murder charges, docketed No. 007-16-A-0005, against couple Revs. Gilbert Pascua and Juliet Pascua who are superiors of the two-year-pastor Joel.

CLARK FREEPORt - Despite a court peti-tion and a formal protest against it, a P486-million camera surveillance sys-tem project at the ninoy

MIAA ignores pending protests, eyes award of P486-M NAIA projectAquino International Air-port (nAIA) is set to be awarded to an allegedly favored contractor.

In a statement yes-terday, Annex Digital Inc. (ADI), one of the bidders in the project, said the

bids and awards commit-tee (BAC) of the Manila International Airport Au-thority (MIAA) is poised to award the project to One Commerce Interna-tional Corp. (One Com-merce) under a negotiat-

ed procurement bidding. “they are hell-bent

on the proceeding with this illegal negotiated procurement despite the protest filed by Ad-vanced security solution system, Inc. (As3) on

January 22, 2016 where it paid the non-refund-able protest fee amount-ing to over P2.4 million,” the statement said.

As3, along with ADI, was initially also quali-fied to bid for the camera surveillance project.

“this not to mention the fact of the pendency of our Petition for Certio-rari with Application for temporary Restraining Order and Writ of Prelim-inary Injunction before the Regional trial Court of Pasay City, Branch 119 excluding the pen-dency of our administra-tive and criminal com-plaints before the Of-fice of the Ombudsman (against the bidding pro-cedures on the project),” ADI said.

ADI belied the claim of MIAA that two failed biddings on the project now justifies negotiat-ed procurement, as it in-sisted that only one bid-ding has so far been held since MIAA had changed the terms of reference (tOR) for the supposed second bidding last year.

“the scope and title of the project during the first bidding in August 2014 was for ‘Design, supply, Installation and Commissioning of CCtV Cameras and surveil-lance systems at nAIA Complex’ as against the title for the second bid-ding held on February 2015 wherein the word

‘design’ was deleted,” ADI said.

ADI noted “substan-tial change” in the dele-tion of the term “design” as it “removed a major aspect the integration of all systems involved to-wards one effective se-curity surveillance sys-tem.”

“For the effective functioning of the trans-mission in the security surveillance system, two major components are to be considered, namely, civil works and electrical works,” it explained, not-ing that the design as-pect is within civil works.

ADI said that without the design component, “details in measurement have to be produced by MIAA, which has no ex-perience and expertise in the said field. “

ADI warned that “”this is to the great financial advantage of the con-tractor, who would just merely supply the equip-ment and devices with-out any responsibility if the surveillance system will not function altogeth-er.”

“this will be to the prejudice of the end-user (MIAA) and the resultant waste of government funds/taxpayer’s mon-ey,” it added.

“In this scenario, there is a definite need for a change order or worse, another bidding
