Mayor’s MessageWe are proud to offer the West Deptford Township Municipal Calendar again this year. I hope you find it to be
a valuable resource for Township information such as our business hours, holidays, modified trash and recyclingcollection schedules, and contact information. Please take a moment to look through the calendar and take noteof the many important dates and fun activities for the upcoming year.
You’ll also find ways to get involved, as well as the contact information for various civic groups within theTownship. These civic organizations are a strong component as to why West Deptford is a great place to live andwork. The dedication and commitment of our many volunteers help meet the needs of our residents and I encourageeveryone to become involved in one of our many civic and recreational organizations.
This year’s calendar continues to include our recycling fun facts, a recycling insert, and storm water runoffinformation. New to this year’s calendar is the West Deptford shuttle bus Wednesday schedule. The shuttle busis available to all residents, so please check the calendar to see our list of trips. For more information on theshuttle bus, see the West Deptford Township Municipal Services page.
Our social media communications have been successful and we will continue to provide up to date and currentinformation to our residents via our weekly e-mail communications blast, the Township website, Twitter feed andFacebook page. WEST DEPTFORD TOWNSHIP COMMITTEETownship Committee
The Township Committee is comprised of five members, the Mayor and four committee persons,each of whom serves a term of three years. At the reorganization meeting in January, the Committee
selects one of its own to serve as Mayor. The Committee forms the legislative branch of theTownship government, developing and adopting ordinances which become the laws of our municipality.
The Committee exercises fiscal control of the community by adopting an annual budget.
The Committee holds regular meetings on the first and third Wednesday of each month, unless otherwise stated.All meetings are held in the Municipal Building, 400 Crown Point Road, West Deptford, at 7:00 P.M.
The public is encouraged to attend. Citizens may contact their elected officials throughthe Township Administrator’s Office at 856-845-4004, ext. 130.

Water and Sewer Senior Citizen DiscountsIn an effort to ease the financial hardships of senior citizenson fixed incomes, the Township Committee is granting a10% discount on water and sewer bills to all qualifyingsenior citizens. Contact the Water and Sewer Departmentat 856-845-4004, ext. 104 to determine if you qualify forthis deduction.
Senior Citizen Nutrition CenterThe Thorofare Fire Hall houses a Senior Citizen NutritionCenter that is sponsored by the Gloucester County Boardof Chosen Freeholders and the West Deptford TownshipCommittee. Participants must be at least 60 years of ageand a resident of Gloucester County. Meals are servedweekdays at 11:30 A.M. and a daily donation of $1.25 isaccepted. Pre-registration for this program is required. Forfurther information, contact the Gloucester County Divisionof Senior Services at 856-384-6900.
Wheelchairs and Walkers Availablefor Use by Township ResidentsWheelchairs, walkers, and other medical apparatus havebeen donated to the Township and may be borrowed foruse by Township residents. Please call the RiverWindsCommunity Center at 856-251-0990 to take advantageof this service.
Shuttle Bus
West Deptford Township operates a shuttle bus forTownship residents. Monday and Friday, trips are madeto local shopping centers, and Wednesdays are reservedfor trips to area malls. Special services for wheelchair-bound residents are available. Contact the Bus Driverat 856-371-3279 to schedule a pick-up 24 hours inadvance. For further information on public transportationservices, contact the Gloucester County Department ofHuman Resources, Office of Special Transportation,at 856-686-8350.
Sewer Problems
If you experience a problem with your sewer, pleasecontact Township personnel first before calling a plumber.We will respond immediately and repair the problem ifit is in the Township’s sewer line. If the problem is yourresponsibility, we will advise you to contact a plumber.Therefore, it is important that you contact the SewerDepartment first to avoid any unnecessary expense. If youdo have a sewer problem, stop using your water and yourtoilet until the problem is resolved so that you can avoidany flooding damage to your house. During businesshours, call 856-845-4004, ext. 127. The emergencytelephone number for nights and weekends is 856-845-2300.
Call Before You Dig!
Residents who are having any digging or drilling done ontheir property should first contact the New Jersey One CallSystem at 811 or 1-800-272-1000 at least 72 hours inadvance. One Call will notify all utility companies who willcome to the site and mark out their lines. This will protectyou from the risk of rupturing underground utility lines.There is no charge for this service.
Tax Deductions
If you are a senior citizen, veteran, and/or disabled person,you may be eligible for a deduction on your property taxes.Contact the Gloucester County Office of Assessment at856-307-6445.
Dog Licensing
An annual license is required for any dog over the ageof six months. Licenses are renewable each January.A fee of $10.00 is charged for any dog which has beenneutered or spayed; the charge is $16.00 if the dog hasnot been neutered or spayed. Proof of rabies vaccinationand spaying/neutering is required. Licenses may bepurchased at the cashier’s window in the MunicipalBuilding from 8:30 A.M. to 4:30 P.M. weekdays. A freerabies clinic for dogs and cats is held in the spring ofeach year. Questions? Call 856-845-4004, ext. 105.
Construction Permits
Township residents are reminded to call the ConstructionOffice at 856-845-4004, ext 121 before beginning anyhome repair or construction projects to determine whatbuilding, electrical or plumbing permits may be required.The proper permit serves as protection against contractorswho may not follow mandated laws promulgated forconsumer protection and is also important for insurancepurposes. For your protection, before hiring a contractor,make sure the business is certified by the State ofNew Jersey. Please call first...it could save you money!
Bicycle Registration
Township residents are encouraged to register theirbicycles with the Police Department. This will help thepolice identify your bicycle if it is stolen and facilitate itsreturn to you if recovered. Registration forms, availableat the Police Department, are to include serial numberand description of the bicycle. Questions regarding thisprogram may be directed to the Police Department at856-853-4599, ext 153.
Swimming Pools
A permit is required for any structure intended for swimmingor recreational bathing that contains water over 24 inches(610 mm) deep. This includes in-ground, above-groundand storable swimming pools, hot tubs, and spas. Pleasestop in the Construction Office for an information bookleton pool requirements, or call 856-845-4004, ext. 121.It could save a life.

Trash Collection• All trash must be placed at the curb before
6:00 A.M. on collection day, but not before6:00 P.M. on the day prior to collection. Aftercollection, any empty containers shall beremoved from the curbside promptly. Do notpark in front of trash containers or otherwiseblock access to your trash on trash day.
• Trash containers should not exceed 32 gallons,and weigh no more than 50lbs. when filled.
• Large toters with wheels and metal drums arenot permitted as they exceed 32 gallons.
• Plastic bags may be used, but may not beoverloaded or ruptured. Please secure trashfrom animals.
• Five (5) gallon buckets are not considered aproper container for trash and/or recyclablesand will be discarded along with their contents.
• Waste that does not comply will not be pickedup until it is brought into compliance withthese regulations.

• Fall Leaf Collection begins mid-October and continues until late December.
• Spring Leaf Collection begins in April until the beginning of May.
• Leaves placed at your curb will be collected and recycled.
• Leaves must be free of grass, brush, and trash to be collected. Leaf trucks work like a vacuum tosuck up leaves. Larger debris that require chipping will damage the trucks.
• Please keep leaves bag free and away from storm drain inlets and parked cars.
Hazardous Household Waste• The improper disposal of household hazardous wastes can cause problems for the entire community.
Some wastes are toxic to humans or wildlife, while others can cause serious heart problems.
• NEVER dump hazardous chemicals down the drain or toilet, on the ground, down catch basins orstorm drains where they could contaminate soil or be carried into local streams and sources ofdrinking water.
• Federal law allows only licensed hazardous waste haulers to handle hazardous waste. Any productwhich is labeled “warning, caution, poisonous, toxic, flammable, corrosive, reactive orexplosive” is considered hazardous waste. This includes household products containing toxicchemicals, ammunition, oil-based paint, pesticides, herbicides, turpentine, lighter fluid, photographicand pool chemicals, rat poisons, car batteries and other hazardous materials.
• Gloucester County sponsors four (4) “Household Special Waste” collection days per year.These items may be taken to the County locations for proper disposal on those specific dates andtimes. Asbestos products are never to be disposed of with your household trash. For information regardingproper disposal of asbestos related products, contact the Gloucester County Solid Waste Complexat (856) 478-6045.
Snow RemovalSteps to ensure proper and timely snow removal:
• Keep curb line clear and free of the following: - Branches (must have 10 foot clearance
for plow to pass) - Trash cans - Portable basketball nets - Vehicles - Boats - RV’s
• Wait until your street has been plowed toshovel out your driveway. It cannot be helpedthat plowing area roadways will cause snowto block driveways, at times.
• Pile snow downstream of the plowingoperation to minimize the snow in yourdriveway entrance.
• Park all vehicles in driveway and parking lots.This will keep the curb line clear for plowing,and also help to avoid extensive shoveling ofyour driveway.
• Keep shoveled snow on your property. Do nottoss shoveled snow back into the street.

Household Medication• Prescription medication drop off: pills, capsules, patches, and pet medications may be
deposited into the medication drop off mailbox located in the lobby of the West DeptfordPolice Department.
• Liquid medications should be emptied into a container with a secure lid, then absorbed bycat litter or coffee grounds, and placed in a dark colored trash bag deep in the trash.
• Syringes and empty pill bottles should be placed in a secure container with a lid usingtape if necessary, and placed in your larger trash bag.
• DO NOT DISPOSE OF MEDICATION DOWN THE DRAIN OR TOILET. Also, do not placecontainers in with recyclables.

The Township partnered with DocuVaultDelaware Valley to offer two (2) shredevents to help residents protect theiridentity while improving the environment.Bring your unwanted documents toRiverWinds Community Center for securedestruction at no cost. An experiencedoperator from DocuVault will unload yourdocuments into a 96 gallon bin which willthen be emptied into a highly secure mobileshredding unit where your confidentialmaterial will be destroyed onsite.

WEST DEPTFORD TOWNSHIP RECYCLING GUIDELINESWest Deptford Township has converted to Single Stream Recycling. This is a system which allows residents to mix all recyclable materials together in one or more containers.All cardboard must be recycled. Large cardboard boxes need to be broken down and placed next to your recycling can. DO NOT USE CARDBOARD BOXES AS A TRASH CONTAINER.
On trash day, place your recycling container and cardboard adjacent to your trash cans at the curbline, but not so close that the container is difficult to see or reach. The Township alsocollects other recyclable items such as leaves, asphalt, concrete and wood waste. Any questions regarding recycling practices should be directed to the Public Works Recycle Office at856-845-4004, ext. 128. RECYCLING IS THE LAW!
USED MOTOR OIL RECYCLINGResidents may deposit small quantities of used motoroil, up to two (2) gallons at one time, in the waste oilrecycling holding tank located at the Public WorksGarage on weekdays from 7:00 A.M. - 3:00 P.M.

GRASSCYCLINGGrasscycling is a simple and natural approach tolawncare. Clippings are left on the lawn after mowingto decompose quickly, releasing valuable nutrients backinto the soil. Grasscycling has many benefits: it savestime, money and the resources needed to pick upand handle the clippings for composting or landfilling.When practiced in conjunction with proper lawnmanagement, grasscycling can reduce water andfertilizer requirements, mowing time, and disposal costs.
STEPS TO GRASSCYCLING
• HIGH: Cut the top 1/3 of the grass blade and leave theclippings on the lawn
• DRY: Mow when the grass is dry to avoid trackingand clumping
• BYE: To the bag. Any lawnmower can grasscycle. Allyou need to do is remove the bag. Some lawnmowerswithout a safety flap to cover where the bag fits thechute may need adapter kits or retro-fit kits. Kits costaround $20.00. Mulching mowers are also availableand do a fantastic job.
• WHY: The EPA estimates the combined sourcereduction potential of grasscycling and compostingof yard trimmings to be 18.3M tons, or 8.8% of thetotal national solid waste stream.

The West Deptford Free Public Library would not be what it is today without thehelp of dedicated volunteers who are members of the friends of the WestDeptford Free Public Library. The friends support the library through various activities. Their mission is to encourage maximum usage of the library’sresources and services. The friends meet the third Wednesday of the month at7:30 P.M. in the library. There is no July meeting scheduled.

The West Deptford Historical Association was founded in January 2001 with a mission to preserve and sharethe rich history of our West Deptford Township. In cooperation with the West Deptford Free Public Library,the Historical Association has dedicated itself to collecting and displaying the many historical facets of ourgreat community and making it available to our community who understand and value the preservation ofour deep past.
The Historical Association has had another successful year and is looking forward to sharing more of ourcollections with the residents of our township. The “West Deptford Book” has also been very successfuland is available for purchase both at the Library and at Barnes and Noble.
The Historical Association has many different displays about our Township that change quarterlyin the Library and we can always be found at West Deptford Day where we share artifacts to our visitors. Look for us…we will be glad to see you. Upcoming events include attendance at the WestDeptford Book Festival and several speaking presentations around the Township. Activities that ourresidents can participate in include our Annual “Scarecrows On Parade” on RiverWinds Drive duringthe month of October, our “Annual Great Pumpkin Event” held in the Library the week of Halloweenand our Christmas Lights Bus Tour around the Township and a visit by Father Christmas when we
return to the Library in December. New and exciting activities are in the works for the Township Residents. Information can always be found inthe Library. West Deptford Township takes great pride in the efficient services provided byour four volunteer fire companies. These volunteers provide around-the-clock,life saving emergency services, fire prevention lectures, and training. Funding isprovided by independent fund drives and appropriations from the Townshipbudget. Emergency medical services are provided by the Gloucester CountyEmergency Medical Services, who are dispatched from two stations located inthe north and south sections of the Township.

Municipal Alliance of West DeptfordWest Deptford Municipal Alliance is part of the Governor’sCouncil on Alcoholism and Drug Abuse in the state ofNew Jersey and was established in 1989. The programsare coordinated through the Gloucester County Offices ofAlcoholism and Drug Abuse. The program is made up ofvolunteers from our community and also includes membersfrom the West Deptford School system and the WestDeptford Police Department. The Alliance coordinatesprograms that promote education on how to prevent drugand alcohol abuse in our community by offering a varietyof activities and educational sources.
The Alliance supports many programs and activitiesthroughout the year to keep the community aware ofthe dangers of drug and alcohol abuse, by identifying andsuggesting different alternatives. A few of the programsthat the Alliance supports are L.E.A.D., Project Graduationactivities, Assemblies for Middle School students, NationalNight Out and Red Ribbon Week. The alliance alsosponsors events for the senior citizens in West Deptford.Recently, we have joined with RiverWinds CommunityCenter and offered drug interaction information at specialevents that have been designed for the members.

National Night OutFor the past twenty-two years, the West Deptford PoliceDepartment has been very active with the Annual NationalNight Out program. The event traditionally takes place onthe first Tuesday of August. The Municipal Alliance haspartnered with the Police Department to have an event forthe community that is informative and entertaining.Different programs are highlighted throughout the evening(Neighborhood Watch, Bicycle Safety Program andthe K-9 Unit) The Gloucester County Prosecutors Office,Gloucester Sheriff’s Department, Gloucester County K-9Association and SWAT have participated in recent years.
The Municipal Alliance has sponsored entertainment for thechildren while the Police Department has informationaldisplays and literature for all of the community programsthat are in place for the residents. The K-9 unit, Traffic Unit,and Bike Patrol Unit have had live demonstrations on howeach of their units operate. Patrol Officers and Detectivesare available to speak with residents and answer questions,giving the community the opportunity to interact with thePolice Department in a positive manner.
West Deptford L.E.A.D. Program
The West Deptford Police Departmentproudly supports the L.E.A.D (LawEnforcement Against Drugs) program byteaching the Core Curriculum to the5th grade students at the West DeptfordMiddle School. L.E.A.D. is now the primaryadministrator of the “Too Good for Drugsand Violence” curricula in the state of NewJersey. In this program, children learn aboutthe dangers associated with the abuse ofdrugs and alcohol. They also speak withofficers about topics such as bullying,conflict resolution, self-esteem, and peerpressure. The ten-week program concludeswith a graduation ceremony and a party forall of the participants. The L.E.A.D. officersattend the party and interact with the studentsfor an afternoon of fun and bowling.
Visitations from L.E.A.D. officers are alsoscheduled throughout the year in ourelementary schools. In this setting, officersspeak with the younger children abouttopics such as “Stranger Danger” and howto call 911.
Det. Cpl. Craig, Cpl. Henry, SRO D. Jiles,our supervising L.E.A.D. officer, Inv. Pallies,Inv. Weber, Ptlm Greco, Ptlm. Creedon,Ptlm. Teti, Ptlm. A. Jiles, and Ptlm. Carrollare the certified officers that will continue toteach this program in the West DeptfordSchool System.
The L.E.A.D. program continues to honorone of the original officers that worked inour classrooms, the late Det. Sgt. GeorgeFarrell, by hosting the annual DSG. GeorgeFarrell Fun Run and Walk at West DeptfordFun Day. The race is a 5k run/walk held onthe morning of the fun day. Prizes areawarded in all categories. All proceeds gotoward the West Deptford L.E.A.D. program.Anyone wishing to participate in the eventor receive an application for the run/walkcan contact Chief Samuel DiSimone at(856) 845-4599, ext. 157.
WEST DEPTFORD TOWNSHIP POLICE DEPARTMENTWest Deptford Police DepartmentThe men and women of the West Deptford Police Department are committed toproviding the highest level of police services to our community. We continue tofocus our departmental resources on providing a safe and secure environmentfor residents and our business community. Our mission at the police departmentis to provide high quality police services by promoting a safe environmentthrough police and citizen interaction, with an emphasis on integrity, fairnessand professionalism.
At the police department, we recognize that one of the most valuable investmentswe can make is in our children. It is for this reason that we continue to workclosely with our schools. By assigning a school resource officer to the schoolsystem, we can attempt to identify at-risk children. We will continue to provideseminars and classes for students and parents concerning Internet Safety aswell as Drug Awareness. By doing this, we are investing in the future of ourcommunity and providing a safe learning environment for our children.
The West Deptford Police Departmentcontinues to maintain specialized unitssuch as Detective, K-9, Bike Patrol, TrafficSafety and Community Policing. Our K-9unit has been in operation since 2006.This year, we are adding a fourth K-9officer, Anthony Greenwald, with hisK-9 partner “Steel”. Also this year, K-9Officer Joseph LaMalfa will be retiring hisK-9 partner “Mako” after eight years ofservice. K-9 officer LaMalfa will be gettinghis second K-9 partner, K-9 “Chino”. Both of these K-9s, like our other K-9s,will be trained in patrol and narcotics detection.The Bike Unit consists of fifteenofficers who have been trained in negotiating police operations on the PatrolBikes. The Bike Unit is deployed at Community Events, and in the residentialareas of the township during the evenings of Spring, Summer, and Fall. TheTraffic Safety Unit addresses traffic safety concerns throughout the township,assists residents with traffic complaints, and conducts child safety seatinspections and installations. Our Community Policing Unit focuses on citizen/police interaction with an emphasis on Neighborhood Watch. The CommunityPolicing officers are often asked to present to public groups regarding topicssuch as Internet Safety, ID Theft, and Home Security.
Our Neighborhood Watch Program continues to grow throughout the township.We have most neighborhoods in the township participating at this time, but stillstrive to build and improve the program. We encourage all residents to becomeinvolved in the program. The members of the police department will continue to review and evaluate ourcurrent and future public safety concerns that may affect both residents andbusinesses. The police department will continue to explore all avenues of federaland state funding to bring the best and most innovative police services to thetaxpayers of West Deptford.
