Owen Middle School Profile Narrative

Demographics/School Characteristics Owen Middle School serves approximately 540 students in 6th, 7th and 8th grades. Approximately 17% of our students are minority students, and 60.5% of our students are being served with free and reduced lunch. Approximately 24% of our students are identified with a disability and 2.5% are Limited English Proficient (LEP). Approximately 100 students are identified as AIG and are served accordingly. Hispanic, multi-racial, and African American students are our largest minority groups. Our Hispanic population is growing. With the closing of the Newcomer Center, the number of LEP students enrolling with little to no English background has increased. A significant number of students are biracial and experience separate cultures at home. Sixth and seventh grades are comprised of two teams each. With the exception of one 6th grade team, each team is made up of a language arts teacher, a math teacher, a social studies teacher and a science teacher. One 6th grade team is made up of one language arts teacher, one math teacher and one social studies teacher. All teachers on that team teach one section of science in addition to their primary content area. 8th grade is not divided into teams. Special education services are provided for identified students at all grade levels. The predominant model implemented at OMS is “inclusion” whereby services are provided to students in the regular education setting, with additional support from a Special Education teacher in math and language arts classes. A “resource” setting is provided for a limited number of identified students. An Intensive Intervention program is provided for students who have academic needs that cannot be met in the regular or resource education settings. Students identified as being Academically and Intellectually Gifted (AIG) receive services provided by the AIG Specialist. In addition to core academic classes, PE and Encore (elective) courses are available to all students. OMS offers the following Encore classes: Band, Strings, Chorus, Art, Family and Consumer Science, Spanish, Business and Marketing, Careers, Keyboarding, and Project Lead the Way. Encore classes are offered in semester rotations. Housed within OMS is a self-contained therapeutic class (New Beginnings Program), which serves students from all BCS middle and intermediate schools with diagnosed mental health issues that cannot be sufficiently addressed in the regular education setting or Intensive Intervention programs. The program serves approximately 30 students throughout the year.

Climate/School Culture The Positive Behavior Intervention and Support System (PBIS) model remains a driving force at OMS. During the 2015-2016 school year, the OMS PBIS program was identified by the State as an Exemplar program. Two years ago, 42% of our staff wrote at least 10 positive referrals per quarter. Last year, just under 95% of our staff met the goal of writing at least 10 positive referrals each quarter, demonstrating their investment in the PBIS program. We implemented the One a Day Campaign to encourage all staff to write positive referrals and had an outstanding response. The number of days assigned to OSS and ISS, and the number incidents resulting in OSS and ISS both declined significantly. During the 2014-2015 school year, 112 OSS and 282 ISS incidents were reported. Last year, those numbers dropped significantly to 99 and 203 respectively. The number of days also dropped from 282 ISS days, and 448 OSS days in 2014-2015 to 260 ISS and 374 OSS days in 2015-2016. The number of AAA cards, which are issued to students for meeting specified PBIS criteria related to academics, attendance, and attitude, has dramatically increased as well. OMS is building a school culture around our 3 R's (Ready, Responsible and Respectful) which are described in detail on our Matrix and posted around the school and on the website for students and parents. Additionally, through the Teacher Initiated Problem Solving (TIPS) program, teachers, counselors and administrators meet regularly to identify needs develop academic and behavioral support plans for students. The TIPS committee meets as needed to address Tier 2 and Tier 3 students whose needs are not always met with school-wide and classroom-based plans. Through the TIPS model, individual support plans are created using total school resources. OMS is working to strengthen school/community relationships by increasing communication via SchoolMessenger and updating school and teacher websites. Teachers use PowerSchool and the Parent Portal to make grade and attendance information available to parents/guardians. Many teachers also utilize Web 2.0 tools and social media to communicate with parents. Over the past year, parent participation in the PTO and support of the school has increased. Parent volunteers organize fundraisers, provide duty free lunches for teachers, chaperone after school dances and assist with other activities within the school that create a nurturing environment for our students and staff. During the 2015-2016 school year, all staff participated in professional development on the full BCS Professional Learning Communities (PLC) Continuum. Teachers were involved in weekly grade-level, content-based PLCs to develop instruction aligned with the state standards, create common formative and summative assessments and to analyze data resulting from the data to advise instruction. Each PLC is expected to complete a brief progress report weekly through a Google Form. Additionally, teachers meet periodically in vertical, content-based PLCs. OMS is committed to preparing students for the 21st Century. During the 2015-2016 school year, all 6th graders were issued a laptop computer as part of the BCS 1:1 initiative. During the 2016-2017 school year, each 7th and 8th grader will also be issued a laptop computer. OMS

offers a variety of extracurricular opportunities to encourage students to excel in math, science and technology including Science Olympiad, Coding Club, Robotics Club, Maker Monday Club, Gravity Games Team, Warren Wilson Wednesdays, Math Counts, Hour of Code, 8th Grade Science in Action Day. All teachers have Smartboards, projectors, laptops and wireless access in their classrooms. The OMS Media Technology Advisory Committee (MTAC), staffed by administrators, teachers, and media staff meets regularly to allocate the technology resources provided to the school in the most effective way and to develop guidelines for the use of student issued devices. SIT and MTAC also create and provide professional development in the use of technology to support student learning. During the 2014-2015 school year, OMS launched the Natural Impact Initiative (NII). This broad project promotes the connection of children growing up in a digital generation to our Appalachian Natural Heritage. OMS is creating a school landscape that promotes environmental stewardship, citizen science, and exploratory learning. Through this initiative, we want our “global citizens” to cultivate a “local identity.” During the 2015-16 school year, OMS engaged the Asheville Design Center (ADC) to create a master plan for NII. With copious input from within the school, community meetings, and professional landscape designers, architects, and naturists, ADC created a fluid plan that will be used to guide the multi-year project and to attract new partners to participate in this great opportunity to engage the community in OMS. NII will not only create an invaluable learning environment for children but also creating a destination for residents for the Swannanoa and Black Mountain Communities to enjoy and learn about nature.

Through NII, OMS has developed strong community partnerships. Phase I of NII, which was complete during the 2015-2016 school year, featured the creation of a Native Pollinator Garden, a Monarch Butterfly Way station, an American Chestnut Germplasm Orchard, an Outdoor Reading Classroom, the restoration of a Quilt Garden, and the restoration of a Pond (Native Pollinator Habitat). Phase II has begun and will include an Outdoor Nature Observatory (funded by an anonymous donor), an ADA-Compliant Nature Trail, and a Heritage Garden (near completion). Phase III will include a Cross-Country/Nature Trail, and a Low-Ropes Course.

Community partnerships have been and will continue to be a major part of NII. Among the partners with whom OMS has engaged are; Black Mountain Rotary Club, Greybeard Realty, the YMCA After School Program, Edwards Landscaping, OMS PTO, OMS Annual Craft Fair, Mosaic Community Lifestyle Realty, Roscoe Harding, Steve Haun of TanBark, Wendell Begley, Kiwanis Club of Black Mountain, Master Gardeners of Buncombe County, Montreat College, YMCA Blue Ridge Assembly, Warren Wilson College, Charles D. Owen High School Science Department, and United Way Day of Impact.

Additional community partnerships have been developed to support academics. During the 2015-16 school year, we partnered with various scientists in the community to offer an 8th grade Science in Action Day, including professors from Warren Wilson College, Asheville Greenworks, Riverlink, The Nature Center of Western North Carolina, The Forestry Service, Department of Environment and Natural Resources, and the FFA club of Charles D. Owen High School. For our school-wide Hour of Code event, we partnered with professors at Asheville Buncombe Technical Community College (AB Tech). AB-Tech also coordinated with our CTE programs to offer field trip locations for a variety of careers. Warren Wilson College students

and professors collaborated with OMS teachers for weekly after school hands-on science labs with students across grade levels. Academic Achievement In the 2015-2016 school year, OMS met expected growth for reading and math with a school wide performance composite of 61.0%. OMS met growth in 6th grade science and exceeded expected growth in 7th and 8th grade science. OMS showed improved proficiency in all test subjects. Areas of strength were all grade levels of math with an average improvement of 9.5 percentage points (6th grade increased by 10.1 points; 7th grade increased by 19.2 points; 8th grade increased by 8.6 points). In ELA, all grade levels had an average improvement of 2.4 percentage points (6th grade increased by 5.3 points; 7th grade increased by 2.2 points; and 8th grade increased by 0.1 points). School Safety Discipline Issues

Electronic discipline reporting using the Educator’s Handbook System was implemented mid-year. The number of referrals submitted increased significantly with the introduction of the new system but leveled off. Overall, the number of days assigned to OSS and ISS, and the number incidents resulting in OSS and ISS both declined significantly over the course of year. During the 2014-2015 school year, 112 OSS and 292 ISS incidents were reported. Last year, those numbers dropped significantly to 56 and 147 respectively.

Corrective Actions

Continued progress with discipline in the school is expected with the use of the Educator’s Handbook System, formalizing classroom discipline plans, and the focus on positive behaviors through PBIS.

PBIS The Positive Behavior Intervention and Support System (PBIS) model remains a driving force at OMS. During the 2015-2016 school year, the OMS PBIS program was identified by the State as an Exemplar program. Two years ago, 42% of our staff wrote at least 10 positive referrals per quarter. Last year it was reported that just under 95% of our staff wrote at least 10 positive referrals per quarter, demonstrating their investment in the PBIS program. We implemented the One a Day Campaign to encourage all staff to write positive referrals and had an outstanding response. The number of AAA cards, which are issued to students for meeting specified PBIS criteria, has dramatically increased as well. OMS is building a school culture around our 3 R's (Ready, Responsible and Respectful), which are described in detail on our Matrix. Safety Considerations

Facility Related Safety All doors were rekeyed this school year; interior doors were keyed with a master lock on the outside and a Columbine lock inside for emergency situations. All exterior doors were rekeyed with functions in mind (e.g. outside coaches will only have access to gym areas). The rear doors of the school building are now locked with access code entry only. Incident Response As per NC General Statute GS 115C-105.27(c1), specific information on incident response is not included in the School Improvement Plan; however, each Buncombe County School has a Crisis Response Plan. The principal has communicated this plan to

the faculty, staff, and students as appropriate. Further, this plan has been approved by the Buncombe County Board of Education and is on file in the Assistant Superintendent’s Office.

At Risk Students The following instructional practices have been identified as effective in improving the academic performance of students identified as at risk of academic failure or at risk of dropping out of Owen Middle School:

● OMS has a TIPS process that serves to identify students who have concerns or needs in the academic setting. Teachers look at grades, behavior, attendance, or social issues and implement strategies to support student success. Grades are examined at each mid-term and grading period end. These teams meet regularly to explore student need. The TIPS Committee meets to support teachers with those students who do not respond to classroom interventions.

● The Educator’s Handbook System is used to report discipline issues and interventions. The data generated by that tracking system is used to look for patterns of behavior and effectiveness of interventions with students.

● The ISS classroom utilizes a Reflection Sheet to encourage students to look at their behavior and identify alternate actions/reactions. This classroom is also used for academic support time to allow some students to complete make-up work and tests.

● Attendance groups are offered through the Student Services department to address students with on-going attendance issues.

● The YMCA After School program provides a free option for safe supervision, tutoring/homework help, enrichment activities and social skill development.

● Numerous supports are in place for economically disadvantaged students and our housing insecure population, including promotion of free/reduced lunch programs, weekly food bag program through MANNA, clothing and shoe vouchers, clothes closet, provision of school supplies, transportation support services, and homeless services coordination.

● Weekly meetings of PLCs to explore instructional strategies that are effective with every student level to promote success and engagement for all students.

● The PBIS reward system encourages students to strive for high levels of academic, attendance, and attitude (behavior) performance with positive referrals for appropriate choices and AAA cards and incentives.

Teacher Time Duty Free Lunch

Duty-free lunch at Owen Middle School is not feasible due to the fact that teachers receive a daily 90-minute planning period, as agreed by SIT. In addition to teachers eating in the cafeteria with their students, the administration team supervises the cafeteria during lunch on a daily basis.

Duty-Free Instructional Planning Teachers are provided a 90-minute planning period each day. During this time, teachers plan, conference with parents, participate in professional learning communities (PLCs), meet with the administration, and participate in professional development.

Efficient Reporting ● Use of the Educator’s Handbook for electronic discipline reporting allows immediate

communication between teachers and administration regarding behavior issues that need to be addressed and tracks interventions that have already been completed.

● PLC groups complete electronic forms regarding the information covered in the weekly meetings. They also have an electronic notebook to keep timeline and pacing guides, and digital lessons and resources.

● Vast use of Google Forms to collaborate on joint projects and collect feedback. This streamlines the sharing of data and organization of information across subjects and/or grade levels.

Healthy Students Buncombe County Schools has established a strategic priority of Healthy Students in Safe, Orderly and Caring Schools. Schools have a goal of providing 150 minutes per week of moderate to vigorous physical activity for all K-8 students (minimum of 30 minutes per school day). Physical activity/exercise is not to be taken away or used as a punishment. During the 2015-2016 school year, all students were able to receive 200 minutes per week of healthful living and physical education. All students received additional physical activity in the natural environment through our Natural Impact Initiative. During the 2016-2017 school year, all students will be offered the opportunity to take healthful living and physical education for a minimum of 200 minutes per week.
