The nation gets serious about trimming the fat

The prevalence of childhood obesity among African Americans, Mexican Americans, and NativeAmericans exceeds that of other ethnic groups. In fact, the Centers for Disease Control reported that in theyear 2000, 19 percent of non-Hispanic Black children and 20 percent of Mexican American children wereobese compared with 11 percent of non-Hispanic White children.

The increase since 1980 is particularly evident among non-Hispanic Black and Mexican American adoles-cents. And the relationship between race/ethnicity and childhood obesity may result from a number of under-lying causes, including less healthy eating patterns (e.g., eating fewer fruits and vegetables, more saturated fats),engaging in less physical activity, and cultural attitudes about body weight.

There is also an abundance of evidence that supports genetic susceptibility as another important risk factorfor obesity. Evidence from twin, adoption and family studies strongly suggests that biological relatives exhibitsimilarities in maintenance of body weight, and heredity contributes between 5 and 40 percent of the risk forobesity. Other studies indicate that 50-70 percent of a person’s body mass index (BMI) is determined by genet-ic influences and that there is a 75 percent chance that a child will be overweight if both parents are obese, anda 25-50 percent chance, if just one parent is obese.

Although this relationship is well established, the role of genetics in obesity is complex, and simply having agenetic predisposition to obesity does not guarantee that an individual will be overweight. Increases in theincidence and prevalence rates of obesity in the United States are likely due to behavioral or environmental fac-tors, which have interacted with genes, and not the effects of genetics alone.

According to the Mayo Clinic, there are a number of different medical challenges that result from child-hood obesity.

• Metabolic syndrome. Metabolic syndrome isn’t a disease itself, but a cluster of conditions that can put achild at risk for developing heart disease, diabetes or other health problems. This cluster of conditions includeshigh blood pressure, high blood sugar, high cholesterol and excess abdominal fat.

• Type 2 diabetes. Type 2 diabetes is a chronic condition that affects the way a child’s body metabolizessugar (glucose). Type 2 diabetes is caused in part by a poor diet, and can often be reversed by eating healthierfoods and exercising.

• High cholesterol and high blood pressure. A child can develop high blood pressure or high cholesterol ifhe or she eats a poor diet. These factors can contribute to the buildup of plaque in the arteries, which can causethem to narrow and harden, and thus lead to a heart attack or stroke later in life.

• Asthma and other breathing problems. The extra weight on a child’s body can cause problems with thedevelopment and health of the child’s lungs, leading to asthma or other breathing problems.

• Sleep disorders. Sleep apnea, a condition in which a child may snore or have abnormal breathing duringsleep, can be a complication of childhood obesity.

• Early puberty or menstruation. Being obese can create hormone imbalances for a child. These imbalancescan cause puberty to start earlier than expected in both boys and girls.

• Psoriasis. Children who are obese have a significantly higher prevalence of psoriasis. And teens with pso-riasis, regardless of their body weight, have higher cholesterol levels. Study findings suggest that higher heartdisease risk for patients with psoriasis starts in childhood in the form of higher cholesterol levels.

Psoriasis is a chronic inflammatory disease of the skin that often starts early in life and, according to theNational Psoriasis Foundation, affects more than 7 million Americans.

First lady Michelle Obama has taken on the task of trying to end childhood obesity. In 2010, she spearhead-ed the nationwide campaign “Let’s Move” to combat the problem by focusing on four key areas: getting parentsmore informed about nutrition and exercise, improving the quality of food in schools, making healthy foodsmore affordable and accessible for families, and focusing more on physical education.

“We want to eliminate this problem of childhood obesity in a generation. We want our kids to face a differ-ent and more optimistic future in terms of their life span. We all know the numbers,” Obama said. “I mean,one in three kids are overweight or obese, and we’re spending $150 billion a year treating obesity-related ill-nesses. So we know this is a problem, and there’s a lot at stake,” the first lady continued.

For maximum effectiveness, first lady Obama has tried to attack this problem from three major fronts: thefederal government, schools, and the home.

President Barack Obama also signed a presidential memorandum to create the first-ever federal task forceto address the problem of childhood obesity. The task force is responsible for creating a long-term plan to rem-edy this major issue.

“We think that this has enormous promise in improving the health of our children, in giving support toparents to make the kinds of healthy choices that oftentimes are very difficult in this kind of environment. Andso I just want to say how proud I am of the first lady for her outstanding work,” the president said.

“I have set a goal to solve the problem of childhood obesity within a generation so that children born todaywill reach adulthood at a healthy weight,” the text of the president’s memorandum reads. “The first lady willlead a national public awareness effort to tackle the epidemic of childhood obesity. She will encourage involve-

ment by actors from every sector—the public, nonprofits, and private sectors, as well as parents and youth—tohelp support and amplify the work of the federal government in improving the health of our children.”

President Obama also reauthorized the Child Nutrition Act (federal law signed on Oct. 11, 1966, byPresident Lyndon B. Johnson, created as a result of the success of the National School Lunch Program, to helpmeet the nutritional needs of children) and proposed a $10 billion budget increase—$1 billion a year for 10years—to help provide nutritious school lunches to the nation’s schools.

When it comes to schools, the food they provide is a major issue but not the only one, according to the firstlady. With budget cuts, many schools are losing recess and choosing to cut physical education classes. Inresponse, the first lady is pushing for physical education to remain mandatory in the schools where it alreadyis, make it mandatory in the schools where it isn’t, and eliminate the “opt-out” option that many schools havemade available to their students.

The first lady also understands that the lack of healthy food choices at home is a major variable in child-hood obesity. To help parents, she has been working with the Food and Drug Administration and major foodmanufacturers and retailers to make it easier for parents to identify healthier foods by placing nutrition label-ing on the front of the package. Obama has also influenced the American Academy of Pediatricians to partnerwith the government to educate pediatricians to work more closely with families when it comes to weight.

“I love burgers and fries, you know? And I love ice cream and cake. So do most kids. We’re not talkingabout a lifestyle that excludes all that. That’s the fun of being a kid. That’s the fun of being a human,” first ladyObama said.

President Obama has joined the first lady’s initiatives by creating his own program geared towards healthierlifestyles for children and adults as well.

The program, called the “President’s Challenge,” is a major initiative of the President’s Council on Fitness,Sports, and Nutrition administered through a co-sponsorship agreement with the Amateur Athletic Union.The President’s Challenge helps people of all ages and abilities increase their physical activity and improve theirfitness through research-based information, easy-to-use tools, and friendly motivation.

The programs include physical fitness tests as well as inspirational and motivational tools such as thePresidential Active Lifestyle Award (PALA) challenge, which is for people who want to make physical activitypart of their everyday lives by logging their activity and setting realistic physical goals for themselves each day.The main point of the program is to get 1 million Americans to become more active in their everyday lives andit has since recognized more than 50 million people for their physical achievements.

Although there is no one solution to childhood obesity, parents are encouraged to prepare and keep health-ier food and drinks in the home, limit the amount of time children spend sitting in front of a television orcomputer screen, encourage more outdoor activity, and be a positive example for children.

Local organizations that teach theirclients to fish

This saying is particularly appropriate as thenation continues to face high levels of unemploy-ment, underemployment and significant numbersand percentages of people experiencing economicinsecurity.

And that might get worse now that theCongressional Supercommittee could not agree onways to balance the national budget, says a reportreleased Tuesday by Wider Opportunities for Women(WOW).

According to the report—“Living Below the Line:Economic Insecurity and America’s Families”—45percent of families in the United States cannot covertheir basic living expenses.

Broken down ethnically, the figures are even moretroubling. According to the report, 55 percent of allchildren and 77 percent of African American andHispanic youth live in families without economicsecurity. Additionally, 43 percent of all households,62 percent of African American and 66 percent ofHispanic households have incomes that fail to reach

economic security.Closer to home, a June 2003 National Economic

Development and Law Center report (now called theInsight Center for Community EconomicDevelopment) noted that 3 out of 10 households inCalifornia had incomes too low to pay for basicneeds. In fact, on average a 2008 Insight report foundthat one adult with a preschooler and a school-agechild needed to earn at least $44,768 in order to befinancially secure.

“This is a wakeup call for Congress, for our statepolicymakers, really for all of us,” said DonnaAddkison, president and CEO of WiderOpportunities for Women. “Nearly half of ournation’s families cannot cover the costs of basicexpenses even when they do have a job. Under theseconditions, cuts to unemployment insurance, finan-cial aid for post-secondary education, job training,even childcare assistance and other programs familiesare relying on right now would push them from crisisto catastrophe.”

Addkison defined economic insecurity as the cir-cumstance where a family lives at or above the feder-al poverty level yet does not make enough to take ofthe basic needs of his or her household, nor do theyhave enough income to plan for the future and retire-ment.

Addkison said the coalition of organizationsWOW works with focuses on teaching people “howto fish,” but says that is not enough.

“When you look at the kinds of jobs that are beingcreated in larger numbers, they are jobs that do not

bring the promise of higher wages or family-sustain-ing benefits,” explained Addkison. “The question ishow to change the mix of jobs that are coming intothe American marketplace.”

According to the WOW president, in order to beeconomically secure the average U.S. worker with nochild would have to earn at least $30,000; and thatnumber would be higher in high-cost-of-living areaslike Los Angeles County. The figure for two workerswith two children is roughly $67,000.

Ensuring that women and underrepresentedgroups are working in high-wage industries is oneway to help change the landscape of economic inse-curity. Addkison said, there are approximately 500industry categories that the Bureau of Labor Statisticsidentifies, and women and underrepresented workers

make up more than 25 percent of the work force inonly 50 of them.

Alexandra Torres, executive director of Women inNon-Traditional Employment (WINTER), is one ofthe local groups working to change that.

The Long-Beach based, 16-year-old nonprofitprovides low-income women with training in non-traditional careers, particularly the construction andbuilding trades and environmental remediation.Then the organization helps them get placed in a joband follows up with retention services such as men-toring, childcare and other things that will help theindividual stay on the job.

Additionally, the organization works with Rosiethe Riveter Charter High School in Long Beach,which attempt to make sure that youth have the skillsthey need to get into pre-apprenticeship and appren-ticeship positions in the building trades.

The services are provided free of charge, andbecause WINTER is the only program to focus onputting women to work in high-paying industry, thegroup works with clients from all over the region.

The Los Angeles Opportunities IndustrializationCenter (LAOIC) is another organization that is teach-ing people how to fish.

The mission of OIC is to be a leader in providingquality education, training, employment, healthcareand housing services to economically disadvantagedpeople of all races and backgrounds, enabling themto become self-sufficient members of the community.

Other organizations working to ensure peopledevelop self-sufficiency include Goodwill Industries,Women at Work and You-Turn Project.

Despite the challenges and obstacles, Addkison isconfident that organizations like hers are making animpact and producing a whole lot of new fishermenand fisherwomen.

Police getting assistance in the 77thPrecinct

—Nov. 16, approximately 3 p.m., a multi-victimshooting at 84th Place and Normandie Avenue. Twomale victims in their 20s riding together on a mini-bike. As they reach the corner of 84th Place andNormandie Avenue, a suspect (male Black 20-25years old) fires multiple times, striking one victim inthe head and another in the arm. Both victims aretransported to a local hospital where the victim withthe head wound dies. According to police, both vic-tims are documented members of the Eight TreyGangsters. The suspect entered a waiting vehicle andfled the scene.

—Same day, approximately 7:35 p.m., a shootingat 108th Street and Western Avenue. The victim,male, 25, is standing on the sidewalk when a malesuspect walks up and fires several rounds. The victimreceives a gunshot wound to the head and is trans-ported to a local hospital, where he was listed in sta-ble condition.

—Next day. The madness continues. At approxi-mately 2:25 p.m., a shooting occurs at 10041 SouthHarvard Blvd. The victim, a male Rolling 100s gangmember, receives a gunshot wound to his left ankleand is transported to a local hospital, where he was

reported in stable condition. He does not state whatoccurred.

—On Tuesday at approximately 7:45 a.m., ashooting occurs at the corner of Manchester andWestern avenues. The victim: male, 17, is shot in thechest. He is transported to a local hospital where hesuccumbs. A suspected shooter is in custody. (Policesay the victim, Felton Glass, was a member of EightTrey Gangsters, but Cornell Ward a relative andleader of the Inner City Mass Choir, disputed this.Ward said in a press release, “Felton was a memberand tenor of the Inner City Mass Choir. Felton was agood child. We can talk about all the things Feltonwas—a son, brother, a cousin and more. Most impor-tantly, Felton was a child of God.”

(Ward and others were set to hold a candle lightvigil at the corner where Glass was killed Tuesday at6 p.m.)

According to a police report, there have been 25cases of homicide in the 77th precinct this year. It isscary, but still a decrease from the 32 people thatwere killed a year ago. The 77th precinct is responsi-ble for policing 12 square miles of Los AngelesCounty, equaling two homicides for every squaremile that the department covers.

According to the department, the major factor inthis recent increase is the rising friction between twolocal gangs: the Eight Trey Gangsters and theNeighborhood Crips.

“This year the 77th had actually been doing par-ticularly well, and in comparison we still are,” said

Capt. Dennis Kato. “This Western and Manchesterarea had been relatively quiet until this latest spike.When those two guys were hit on the minibike onthe Nov. 16, that was the incident that sparked all ofthis retaliatory shooting that the community is see-ing. It isn’t random. The two guys that were hit weremembers of the Eight Trey Gangsters. Then the fol-lowing shootings were of members of rival gangs, theRolling 100s. The victim’s father’s home was actuallyshot at that night as well,” he said.

Kato said that from a community standpoint heunderstood the worry and panic over the shootings,and attributes some of the violence to the fact thatthe Manchester/Western area, essentially from 79thStreet up to near Century Boulevard, has no gangprevention/intervention program in place. Themayor’s Gang Reduction and Youth Developmentprogram has grid zones where they are heavily active,but their boundaries, curiously, are at the beginningand the end of the 77th precincts coverage area. So,that whole middle corridor has nothing in place tohelp remedy problem.

Even so, Kato said, although there is no programin place, residents are stepping up and helping out.

“The community has been much more vocal late-ly,” he said. “This isn’t like back in the ’80s whenthere were 135 homicides a year and people just tookit as being normal L.A. life and kept their mouthsshut. These shootings aren’t normal. The communityis talking to us and they are giving us what we needto make arrests, which is key in stopping all the retal-iation. When we can go to these gangs and say, wegot the shooter, we have him in custody, these feudscan stop. We ask them to trust that the justice systemis going to handle it, and sometimes they do.”

Kato said the 77th is working diligently to put aprogram in place in the corridor, even somethingseparate from the Gang Reduction and YouthDevelopment program. He also stated that a numberof gang members have been in support of a programand want to get involved, acknowledging a concernabout the community and being open to helpingmake it safer.

“Having a gang intervention program in place isreally the one missing piece to the 77th,” he said.

In response to the shootings, the precinct has putmore resources on the streets and warns the commu-nity that although this will mean more checkpointsand traffic stops, that residents should be patient. Alot of energy is being dedicated to their safety.

A private service for Walt Hazzard, 69, was held inWhittier Tuesday, approximately four days after hisdeath Friday at UCLA’s Ronald Reagan MedicalCenter. The university and the family are also plan-ning a public memorial around the first week ofDecember.

Hazzard, along with backcourt mate GailGoodrich, helped UCLA coach John Wooden launcha string of NCAA men’s basketball championshipswhen it won its first in 1964.

“Walt was one of the pillars of UCLA’s first cham-pionship team in men’s basketball,” said BenHowland, the school’s men’s basketball coach. “Hewas a great player and an outstanding coach atUCLA. He is a huge part of the Bruin legacy, and heleft lifelong memories for the Bruin faithful. We willall miss Walt, and we send our love to his family.”

most beloved andfamiliar, and where hereturned after his pro-fessional basketballcareer to coach. It isalso where he met hiswife-to-be, Jaleesa,then a cheerleader.Hazzard suffered astroke in 1996 and hadopen-heart surgeryshortly after.

Born Walter Raphael Hazzard Jr. in Wilmington,Del., on April 15, 1942, the son of a Methodist minis-ter, he would later change his name to Mahdi Abdul-Rahman after his conversion to Islam. But Hazzardeventually resumed the use of his given name afterfinding that the change had negative effects on hisprofessional career, both on and off the court.However, he clung to his Muslim faith.

Hazzard was a winner wherever he competed—inhigh school, college, the Olympics, as a professionaland as a coach. Hazzard attended Overbrook High

School in Philadelphia, Pa., where he was a standoutplayer in both basketball and track. His basketballteam had a record of 89-3, won two city champi-onships, and he was named the city’s player of theyear in his senior year.

Hazzard transferred to UCLA after a season atSanta Monica City College, bringing to the schoolremarkable ball-handling and passing skills. As a jun-ior, he earned All-America honors from the U.S.Basketball Writers Association and led the team withhis 16.3 scoring average. But in 1964, his senior year,he took his team to the pinnacle, achieving theNCAA championship.

Hazzard was selected to the U.S. Olympic team inthe summer of 1964, helping the nation win a goldmedal in Tokyo.

The playmaking guard was drafted by the LosAngeles Lakers that same year and remained with theteam three seasons. In all, he played professionally for10 years, with the Lakers, Seattle, Atlanta, Buffalo andGolden State. He would later return to the Lakers as aconsultant.

Rounding out his basketball career two decadesafter achieving his greatest fame as a Bruin, Hazzardfollowed in the footsteps of Wooden by taking overthe reigns of the team. He remained there four sea-sons, reaching the NCAA tournament in 1987 whenhe was named Pac 10 Conference Coach of the Year.

Last month, Hazzard was honored by the 100Black Men of Los Angeles Inc. with the LifetimeAchievement Award.

One of four men suspected of involvement in a“smash and grab” robbery at the Macy’s departmentstore at the Baldwin Hills Crenshaw Plaza Mondaynight, was being held in custody.

The suspects entered the store around 8:45 p.m.,and used hammers to break jewelry display cases andgrab jewelry before making their getaway, saidOfficer Rosario Herrera of the Los Angeles PoliceDepartment.

However, one of the suspected robbers wasdetained by mall security as he attempted to flee onfoot, but the other three escaped, Herrera said.

It was unclear if the suspects got away with anygoods, Herrera said.

Officers initially responded to a call of shotsfired at the location. However, police later deter-mined that no shots were fired and no guns werefound at scene.

A preoccupation with theOccupy movement, but not thepeople’s occupation

The most aggressive effortsbegan last week to dismantle the protracted assem-blies of dissatisfaction in various cities aroundAmerica. Certainly the most visible confrontationbetween the people and “the establishment” was inOakland, California, but Occupy Oakland wasn’t anentrenched demonstration like Occupy Wall Streetand Occupy L.A.

Oakland’s occupation movement was a start-upmovement and the city officials refused to allow it tobecome entrenched. But Oakland was a peep intowhat confronting the occupation was going to looklike. What happens when the government’s tolerancewith First Amendment’s freedom of assembly rightsruns out? What happens when the patience for thepeople’s right to petition the government with theirgrievances is shut off? And what happens when gov-ernment refuses to respond to the people’s grievancesand nothing has been resolved?

Well, that’s what’s happening in New York, LosAngeles, St. Louis and other cities that now are tryingto dismantle occupation movements. Governments,the institution and the authority granted by the peo-ple, are now using their powers legitimized by thepeople to remove the people from public propertiesthat the people pay for and own. The problem is thatthe reasons for the occupation movement haven’tbeen resolved. The dilemmas of class disparities andgreed exploitation are still present.

The mass protestation against corporate greedthat is exploiting the American labor force by reapinghuge profits while transferring jobs overseas and lay-ing off American workers, has not been resolved asunemployment rates have remained high and stag-nant. The protracted encampments that have laidopen the mass travesty of mortgage loan exploitation,which have taken the homes of more than 4 million

American homeowners and threatens even a greaternumber in a “second wave” of foreclosures at the feetof government.

The major banks of the nation, without eitherconscience or remorse, have forced many families outinto the streets, and our government has turned whatseems to be a blind eye to this violation of personalpride and dignity. America has allowed 1 percent ofthe nation’s population to amass 42 percent of thewealth, and the next 2 percent to control another 23percent, leaving 97 percent to live on 35 percent, andthat massive wealth disparity is the greatest in thenation’s history.

That raping of the American capital system hasnot stopped. Yet, the governments of America nowwant to stop the occupation movements. They useexcuses like the encampments are killing the grass atCity Hall (Los Angeles), or the park is becoming ahealth hazard (New York), as if the current condi-tions of America are not killing families and the spiritof the American worker.

The concern for government is to maintain order,although the lives of the 99 percent are in disorder.The concern for corporations are their shareholdersand not those that no longer have the disposableincomes to consume or save. The concern forCongress is now how we cut government and reducespending instead of trying to figure out to help theAmerican people out of this spiraling quandary.Many of our elected officials are looking for ways topush more people into despair for the sake of ideolo-gy and scoring political brownie points.

It’s interesting how when industry needs help,they’re “too big to fail”; but when the citizenry needshelp they’re “failing because they took on too muchdebt.” Well, corporate America got too big because itunderwrote a housing bubble for profit’s sake. Andgovernment got “too big” because it fed the military-industrial-complex for two decades and refused tomake the rich pay their way. Those who run thecountry have got it twisted and forgotten whom theyserve. Those who run corporations have forgottenhow to serve others, and are now only serving them-selves. American society is on the brink of collapseand disorder is imminent.

The authorities and greed-mongers don’t knowwhat to do to resolve society’s problems, and the onlything they can say to us is to “get off the grass?”

African Diaspora, Part II

Now, back to the main point of this article, forthose interested in the African Union and its rela-tionship to the African Diaspora (African descen-dants scattered over the world in various countries)here is part two of the most asked questions regard-ing that relationship.

7. QUESTION: What does the acronymECOSOCC mean? ANSWER: The Economic, Socialand Cultural Commission is one of the permanentorgans of the AU (not to be confused with the UN’sECOSOCC). It is a grouping of 150 civil society organ-izations, which are also called NGOs (non-govern-mental organizations) and CBOs (community-basedorganizations.) The Diaspora has been designated 20members of that 150.

8. QUESTION: When does the Diaspora need tobe organized in order to accept the invitation to par-ticipate as part of the AU? ANSWER: A date inMarch 2007 was initially agreed to at the InterimECOSOCC meeting in 2005, to represent the firstgathering of the permanent members of that AUCommission, including voting members from theDiaspora. However, that date was changed to beforeor by December 2008. ECOSOCC transitioned into aPermanent Commission in September 2008, elected a

new chair, A. Muna, and met in November andDecember 2008, three times in 2009, at least thrice in2010, and at least four times in 2011, all without theDiaspora representation. Two individuals from theCaribbean and Central America—Khafra Kambon,from Trinidad-Tobago, and Marta Johnson fromCosta Rica—were appointed by special AU rules asDiasporan ex-officio representatives to ECOSOCC,but the 20 designated Diasporan seats are still vacant.When do we need to be organized to claim thoseseats? Right now.

9. QUESTION: What has the AU done to help getthe Diaspora organized? ANSWER: First, theDiaspora has to organize itself; the AU will not do it.However, in 2005, the AU designated the creation ofseveral new groupings in various parts of the worldto educate people about the AU and the Diaspora; tomonitor and record how community-based groupsorganized themselves; and to be a networkingresource for all such community-based organizations.

That first new grouping in the U.S. was called theWestern Hemisphere African Diasporan Network(WHADN) in this part of the world. As of the sum-mer of 2007, however, WHADN had lost its mandatefrom the AU. Several other groups sprang up to con-tinue the work and intensify the effort, including thetwo largest groups currently—the Sixth RegionDiaspora Caucus Organization (SRDC), a groupestablished in May 2006 in Los Angeles and constitu-tionalized in September and December 2007, and theWorld African Diaspora Union (WADU), whichbecame recognized in 2007 with the election of thevenerable Baba Dudley Thompson of Jamaica as itspresident. SRDC has thus far coalesced more than 65Pan African-oriented groups in the U.S., CentralAmerica, the Caribbean and with affiliations inEurope, into an effective town hall process of secur-ing the basis for Diaspora representation to the AU.

WADU has held numerous conferences to discussDiasporan issues and has advocated a process of uti-lizing various Pan African veterans. Yet, the Diasporais far too big for a single organization to represent it,so there are others operating and organizing in thesame vein. Eventually, most of those groups shouldjoin forces so that altogether there are no more than25 such unity-without-uniformity Diasporan organi-zations speaking for the global Diasporan communi-ty inside the African Union.

Practical Politics

Last week, I had the oppor-tunity to testify before theCongressional ProgressiveCaucus. I am grateful toCongressman Keith Ellison forthe invite. Here are excerpts ofmy testimony:

While I am sure that you are familiar with thedata, I would like to take a moment to discuss themagnitude of the unemployment challenge.

Officially, the unemployment rate in October was

9 percent, which meant that, officially, 13.9 percent ofall Americans were unemployed. About 5.8 million ofthese folks, or 42 percent of the unemployed havebeen without work for more than 27 weeks, or half ayear. The average unemployed person has been out ofwork for 39 weeks.

But these data are a pleasant fiction that ignoresthe reality of our nation’s unemployment. From TableA-15 of the monthly Bureua of Labor StatisticsEmployment Situation report (USDL-11-1576), welearn that when those marginally attached to thelabor force and those working part-time who wantfull-time work are included as unemployed, the ratefor all Americans soars to 16.2 percent.

The situation is far more severe in the AfricanAmerican community, where the unemployment rateis 15.1 percent. This represents an improvement overthe 16 percent rate that was measured last month, yetthis is a rate that is still too high. If we look at thisthrough the lens of the A-15 data, using the sameprojection that is used with overall rates, the 15.1percent Black unemployment rate actually looks

more like 27.2 percent. African American men over age 20, with an offi-

cial unemployment rate of 16.2 percent, actuallyexperience unemployment at the 30 percent rate. Insome of our nation’s largest cities, half of all AfricanAmerican men do not have work.

It is important to review the magnitude of thisproblem, because different tactics may be used torespond to a 9 percent unemployment rate than a 16percent unemployment rate, or a 27 percent unem-ployment rate. A 9 percent rate might simply be con-sidered a challenge, but a 27 percent rate, or the 30percent rate for African American men must be con-sidered a crisis.

What are the solutions, then, for the challengeswe face? Not only must the federal government beinvolved in job creation, but the private sector mustbe offered incentives to be part of this solution. Wehave a rich tradition of federal involvement in jobcreation, ranging from the Depression era WorksProgress Administration (WPA) to the JTPA (JobsTraining Partnership Act) of the 1980s. There are

unmet needs in public infrastructure, in healthcare,and in social services. Creating 5 million jobs at$50,000, with benefits and administrative costs wouldrun us $500 million, and would reduce the unem-ployment rate by about 5 percent, and would increasetax revenue significantly.

It would be my recommendation that employ-ment funds flow to cities, not states, as urban issuesare far more acute than statewide issues, and becausecities are likely to be blacker, browner, older, younger,and both richer and poorer than the rest of America.

Many will ask where the money will come fromto create jobs, especially as Congress grapples withdebt-ceiling related issues. There is overwhelmingevidence that a country does not work its waythrough a recession, official or unofficial, by cuttingemployment or cutting programs. While there is nodenying the self-imposed constraints that have comefrom the August agreement to cut the long-termdebt, I might posit that the debt could be eliminated

more quickly if American were put back to work. Iwould suggest that if cuts are necessary, then a taxincrease to put America back to work would be inorder. However, it might also be necessary to consid-er a special appropriation directed to job creation.

We also have to look at the issue of work-forcereadiness and job preparation. We are lagging woe-fully behind in the STEM areas, and in other interna-tional indicators of economic prosperity.

In order to continue to innovate, and to produceeducated global citizens, we must spend more money,not less, on both K-12 and higher education.

My special concern is for: historically Black col-leges and universities (HBCUs); the work we do inpost-secondary education and job creation, and theextent to which we may experience cuts in Title III

funds in Supercommittee deliberations. Although the38 HBCU colleges represent just 1.6 percent of thefour-year degree-granting colleges, we produce morethan 5.6 percent of our nation’s college graduates. Wedo more than our share of heavy lifting.

Our nation is losing ground and losing our lead-ership status internationally because we are neithergenerating jobs nor investing in the education thatwill prepare the work force of the future. I realize thatthese are trying times, and yet innovation oftenemerges from trying times. We can create jobs at amodest cost, and improve communities along the way.We can support higher education, especially for theunderserved. We can connect the public and privatesectors with tax incentives to encourage business toemploy those who have been out of work. Finally, wecan encourage entrepreneurship by offering new busi-nesses with government grants and tax incentives.

Initiative to move city money gains new life

Angelenos have had enough.After receiving billions in taxpayer bailouts—

money that was intended to free up capital and getbanks lending again—the large corporate bankssat on their hands and their wallets.

Predatory mortgages were not modified, newloans for small businesses were not approved, andthe myriad hidden fees we all are subject to onlyincreased. What should have been a moment ofself-reflection, or even humility for the bankingindustry was instead arrogance and punitive meas-ures against the very customers who saved manyof them from dissolution.

So on Nov. 5, thousands of Angelenos, alongwith millions of other Americans, participated in“National Bank Transfer Day” by moving theirmoney from large corporate banks to small neigh-borhood banks and credit unions. The messagewas clear: if you won’t listen to our voices, then we

will vote with our dollars. Will the banks listen this time? Maybe. But

whether the banks have listened or not, City Hallhas.

Monday marked the beginning of discussions(although not votes) on the Responsible BankingInitiative in the Los Angeles City Council.Although originally passed in March of 2010, themeasure authored by Councilman RichardAlarcon, has been slow to be implemented.However, the recent “Occupy” movement in LosAngeles, along with the support given to it by theCity Council, has breathed new life into the meas-ure, and it has begun to be debated again.

When you walk into Southern Girl Desserts on Nov. 26,expect a little holiday gift.

This new dessert store is sharing space with the sta-tionery store, Cordially Invited, on the emerging PicoBoulevard retail corridor, and the two entrepreneurial firmsare participating in the national Small Business Saturdaypromotional program.

Launched by American Express Open in 2010 in con-junction with a variety of small business organizations,Small Business Saturday (which falls on this Saturday) ispart of a push to drive more consumers to shop with smallfirms during the holiday season. It’s a day that comesbetween the kickoff of the holiday shopping season—BlackFriday and Cyber Monday—explained Mary AnnFitzmaurice-Reilly, senior vice president of AmericanExpress Open.

“Ninety-three percent of consumers think it’s importantto support small businesses,” added the AMEX executive,who noted that last year 1.5 million consumers registeredtheir support for small businesses with American Express,and retailers realized a 20 percent increase in sales.

Catarah Hampshire and Shoneji Robison are celebratingtheir first holiday at their Pico Boulevard location andlearned about Shop Small Business Saturday from YvetteMcNally, owner of Cordially Invited.

“We’ve been in business since 2007 online and doingcatering,” explained Hampshire, who noted that opening aretail location has given them an opportunity interact face-to-face with customers and to sell their cupcakes and otherdesserts one piece at a time rather than by the dozen. Centinela Youth Services to openEverychild Restorative Justice Center

Centinela Youth Services (CYS) is a non-profitcommunity-based organization established in 1975by the cities of Hawthorne, Lawndale, Inglewood,Gardena, and the County of Los Angeles. Since1992 the organization has become a leading agencyin providing a variety of mediation and conflict res-olution services to some of the most vulnerableyouth.

CYS utilizes a system of services to teach youthto resolve conflicts without aggression at home,school, and in their community in order to reducethe number of youth attached to the juvenile justicesystem.

CYS has trained more than 8,000 student and1,000 adult volunteer mediators; completed morethan 2,000 mediations between youth offenders andtheir victims; and restored communication andrespect between nearly 3,000 youth and their par-ents.

Recently the organization’s efforts were recog-nized by the Everychild Foundation, a nonprofitgroup of more than 200 Los Angeles women whoeach contribute dues of $5,000 a year. This money ispooled to make a single annual $1 million grant toan agency serving children facing disease, abuse,neglect, poverty or disability.

“Getting the grant from the EverychildFoundation really was happenstance in the way itoccurred,” said CEO of Centinela Youth Services,Jan Vogel. “The old manager of CYS actually had anacquaintance over at Everychild and that is how wefound out about the grant. They encouraged us toapply, we did and hoped for the best. We worked sowell together because with our primary focus beingmediation for youth, we were in line with the goalsof the Everychild Foundation.”

The funding will be used to open and operatethe Everychild Restorative Justice Center in 2012,located across the street from the InglewoodJuvenile Courts. The goal is to coordinate with theCourts, LAPD, Inglewood and Hawthorne police, aswell as L.A. County Sheriffs and Probation depart-ments to divert more than 1,200 south L.A. teensfrom the juvenile justice system into rehabilitativeprograms.

“This very generous grant from EverychildFoundation will bring desperately-needed resourcesfor programs and services that are proven effectivein changing delinquent behaviors and attitudes and,ultimately, reducing repeat offenses and re-arrests,”said Vogel.

The Everychild Restorative Justice Center willoperate under the principals of restorative justice,which have proven effective in reducing recidivismthrough mediation services that bring victims,youth offenders and community volunteer media-tors together to learn from and repair the harmcaused by crimes.

Other services will include counseling, job train-ing and academic assistance to place teens on apathway to success at school, at home and in theircommunities.

“Right now we don’t get any referrals from thecourts, it is typically from families, schools, andsometimes law enforcement. This partnership withthe courts will enable us to directly help youth whoneed it the most. In addition to mediation, therewill be work with social workers, public council, andgetting individuals who have dropped out of schoolto get back in,” said Vogel.

The Everychild Restorative Justice Center will beoperated under the auspices of Presiding JudgeMichael Nash of Los Angeles Juvenile Court, aninnovative leader in juvenile justice and child wel-fare reform. “There is no other program like thishere in Los Angeles, it will save the courts time; itwill save court costs and most of all it will save livesof the most vulnerable youth,” said Nash.

“We have had a lot of success with CentinelaYouth Services; the main thing is that we are suc-cessful at making sure individuals who wereinvolved in crimes don’t repeat those same crimes.Our recidivism rate is very low, and we have highexpectation that this new center will help us to bet-ter accomplish our goals,” said Vogel.

Meanwhile, they launched their own effort called“sip and shop” Saturdays to remind people to visittheir location during the holidays.

Every Saturday until the end of the year (however,this wek it will be held on Black Friday) they areinviting people to come out and browse their mer-chandise while they sip champagne, mimosas andother beverages.

“We’ve been in business since Oct. 1, and sellmen’s and women’s clothing, shoes, bags and otheraccessories on consignment,” explained Tarver, whoalong with Patterson is a retired airline employee, andwasn’t really interested in selling her custom jewelryas a traveling vendor. That’s was one reason sheopened the store.

Most of the items they sell are designer labels, and

the merchandise is a mixture of new and gentlyworn.

Like the owners of Southern Girls Desserts, thetwo entrepreneurs are looking to increase awarenessof their business with simple marketing techniques,and that, too, is the goal of Small Business Saturday.

‘Arthur Christmas,’‘The Muppets,’ ‘Hugo’

Holiday season is always agreat time for children’s movies,and starting this week get ready to be dazzled, enter-tained, and to laugh out loud. I’m talking to theadults.

While “Happy Feet Two” is still dancing near thetop of the box office, (it came in No. 2 over the week-end); a new crop of family friendly movies is makingits way to the big screen and all three are likely tobecome Christmas classics.

Now in the theaters is the 3-D animated film,“Arthur Christmas.” Have you ever wondered howSanta delivers toys to children around the world inone night? As adults we chalk it up to fantasy, but in“Arthur Christmas” they break it down and show ushow it is “really” done. It’s an ultra-high tech opera-tion hidden beneath the North Pole. And Santa’s old-est son Steve, voiced by Hugh Laurie (“House”) is thebig man in charge.

And then there is Arthur, voiced by James McAvoy

(“X-Men: First Class”). He’s the youngest son, full ofheart, dedicated to Christmas, and to some, especiallySteve, a walking disaster. Arthur works in the Lettersto Santa Room. He reads all the letters, makes a listand checks it twice so that every child gets his or herChristmas wish. But something goes wrong, and toArthur’s horror one little girl may not get herChristmas wish, while Steve blows her off, Arthurgoes “old school.” He takes his grandfather’s old, time-worn sleigh and reindeer for the ride of their lives.

The 3-D animation and the highly detailed art-work adds to the excitement and fun of this movie.But at the heart of it all is a lovely story about ayoung man willing to overcome his fears and doubtsto make sure one little girl has a very MerryChristmas. “Arthur Christmas” is in theaters now.

They’re baaaaack! “The Muppets” are back on the

silver screen, and this time they’re on a mission. Thefirst task is to bring the old gang together again. Thisis the first movie in more than 10 years, and it doesnot let you forget it.

When three Muppet fans learn that a greedy oil-man wants to drill under the Muppet theater for oil,Gary, Mary and Walter set out to find the Muppetswho have been split up for years.

Kermit lives in his own mansion, depressed inHollywood; Gonzo is a high-class plumber at Gonzo’sRoyal Flush; Fozzie performs with a tribute bandcalled The Moopets; Miss Piggy is the plus-size fash-ion editor at Vogue Paris, and Animal is at a celebrityanger-management rehab center in Santa Barbara.True to Muppet form, the guys always pull togetherbefore it’s too late. “The Muppets” in theaters now.

The legendary director Martin Scorsese offers us

a Thanksgiving treat with “Hugo.” In a word, thisfilm is beautiful. It harkens back to the old days offilmmaking, but with a giant twist: it’s in 3-D.

Based on Brian Selznick’s “The Invention ofHugo Cabret,” the film revolves around a mysteri-ous orphan (Asa Butterfield) who is obsessed withfixing a broken automaton left by his late horolo-gist father (Jude Law).

He resorts to stealing parts from a toy shop,which leads to another great adventure, as well asthe need to keep an eye on a goofy, lovelorn andlame inspector (Sacha Baron Cohen), who hasbeen rounding up all the homeless kids in the sta-tion and sending them off to the orphanage.

“Hugo” is filled with fantasy and adventure,with a touch of genius. “Hugo” now in theaters.

moving their money if banks don’t mend theirways, the biggest incentive to shape bank behavioris the more than $25 billion in investments that thecity has in these large banks.

Bottom line: If banks are not willing to be goodcitizens, then the city of Los Angeles may no longerbe willing to be a loyal customer.

In the world of sticks and carrots $25 billion isan awfully large and effective stick.

So, just why should ordinary Angelenos careabout who City Hall banks with and the investmentof banks in the local economy?

For too long, the large banks have been fixturesin our community, but not reliable communitypartners. Some have taken the money of hard-working Angelenos and invested it far outside thecity limits. Through predatory lending practicesand a refusal to renegotiate mortgages, some bankshave been complicit in economically decimatingcommunities in parts of Los Angeles. This is espe-cially true in economically disadvantaged andminority communities.

The big banks have a long way to go beforeearning the public’s trust, which is why theResponsible Banking Initiative is so important.Angelenos deserve a scorecard to see just who iswilling to reliably build the public/private partner-ships that are needed to rebuild our local economy.

Far from using the “heavy hand of government”to dictate business practices, the ResponsibleBanking Initiative simply provides information toconsumers—and city officials—so they can decidewho they want to do business with.

Appropriately, this represents a free-marketsolution to a market-created problem.
