VTA partners with OUTREACH, Inc., a nonprofit social service and transportation organization to administer the Paratransit Program under the Americans with Disability Act (ADA)
VTA/OUTREACH Paratransit If an individual's disability prevents the independent
access to, and use of, VTA’s bus and light rail services, then VTA offers paratransit services to eligibility persons as specified by the Americans with Disability Act (Appendix 49 CFR37.123) Personal Care Attendants (free) OUTREACH ID card allows the ADA eligibility rider and
their PCA to ride bus and light rail for free
VTA/OUTREACH Paratransit Paratransit service is comparable to fixed route days
and hours and is available 365 days a year for taking trips or making reservations through the Call Center
Bilingual call agents & translation services VTA sets fares consistent with the ADA
OUTREACH raises nonprofit funds to help pay fares VTA offers Premium Services Same-Day Trips; Will-Call Trips; Out-of-Service Area
Trips; and Second Vehicles
VTA/OUTREACH Paratransit Eligibility Step 1 -Submit application form and
authorization to contact physician or licensed profession most knowledgeable about disability.
Eligibility Step 2 - Participate in a phone interview to review your application and to answer questions about your functional abilities that may keep you from independently using bus or light rail services.
ADA allows 21 days for review of completed application ADA requires prompt appeal process if denied
Other OUTREACH Services OUTREACH is a CTSA which coordinates health
and human service transportation for seniors, low-income persons and families, Veterans, persons with disabilities, CalWorks participants, etc.
OUTREACH has a Mobility Management Center that allows riders to select among options to meet their travel needs: taxi trips, volunteer trips, bus passes, car pools with gas cards, mileage reimbursement, bikes, car repairs, healthy walking programs, bus buddy programs, etc.

Using Clipper on VTA buses Tag your card by holding it flat to the Clipper logo on the reader, Wait for the beep and the green light. Using Clipper on VTA's light rail Before boarding the light rail vehicle, tag your card on the Clipper reader located on the station platforms until you hear it beep and see the green light.
The reader will show your fare charge, remaining cash balance or
your pass's expiration date.
