Development of a Plan of Action in support of involuntary returned migrants
Overview of the Technical Assistance intervention by the ACP-EU Migration Action
According to the Economic and Social Survey of Jamaica (ESSJ, 2014) an average of 2,750.3 people per year were involuntary returned (deported) to Jamaica since 2005. The lack of social or family ties as well as the lack of financial support, added to the difficulties to engage with the receiving community. The request of
the Government of Jamaica (GoJ) through the Planning Institute of Jamaica (PIOJ) for technical support in the development of a Plan of Action (PoA) recognizes the need of forging partnerships between GoJ and non-State Actors (NSAs), being aware that the services available are inadequate and to a great extent ad-hoc. They
also acknowledge the need to mobilize resources and streamline the service delivery in accordance with national, regional and global policies that pertain to migration management and promote and protect migrants’ rights.

The objective of this interventoin is to draft a Plan of Action (PoA) which reflects concrete measures for all institutions responsible for the implementation of the Reintegration Assistance to involuntary returned migrants.
Recommendations on the legal framework on readmission, how to verify the identity of migrants prior to deportation and on sensitization about deportation towards Jamaican communities living abroad.
Recommendations on arrival orientation for involuntary returned migrants (in the airport) and on how immigration officials can support the arrival process.
Recommendations on economic, social and cultural reintegration of involuntary returned migrants - immediatley after arrival and on a mid- and long-term perspective.
Recommendations on how to monitor, evaluate and improve the implementation of activities in the area of readmission.
Recommendations on addressing stigma and discrimination towards involuntary returned migrants;

Objective
OutcomesThe Plan determines specific activities that should be undertaken by stakeholders involved and their responsibilities. Following a logical chronology, the PoA is struictred in five strategies.
